基于自然的解决方案(NbS)是近10年提出的人类社会应对一系列环境和社会挑战的成本有效的方式,但直到近期才在国际社会引起重视。针对气候变化,NbS指通过对生态系统的保护、恢复和可持续管理减缓气候变化,同时利用生态系统及其服务功能帮助人类和野生生物适应气候变化带来的影响和挑战。这些生态系统包括森林、农田、草地、湿地(海岸带)生态系统,人工的或天然的。NbS能够为实现《巴黎协定》目标贡献30%左右的减排潜力,同时带来巨大的环境和社会经济的协同效益。但是,在过去的气候变化政策和行动中,包括国家自主贡献(INDC),NbS尚未得到充分的重视,流入NbS相关的气候资金明显不足。为充分发挥NbS的潜力,建议开展中国NbS减排潜力及其协同效应研究,识别成本有效的中国NbS优先领域,梳理国际国内NbS成功案例,制定推动NbS主流化相关激励政策,推动多领域NbS协同治理。  相似文献

林业作为实施“基于自然的解决方案(NbS)”的重要领域和路径选择,在落实NbS行动中越来越受到各国政府和专家学者的广泛支持。文中在回顾国内外NbS相关资料的基础上,总结分析了林业领域NbS的内涵和路径、国际和国内相关政策及已采取的措施,重点分析了林业NbS路径的减排潜力、成本与效益。从全球范围看,造林和再造林路径具有较高的技术减排潜力,而减少毁林和森林经营管理是相对更具有成本效益的增汇减排路径。中国对林业NbS的实践及科学研究等尚显不足,但已有的重大林业生态工程已经产生了显著的减排效益和经济效益。未来需要在林业NbS相关标准与计量体系建设、减排技术与经济潜力研究、激励与保障机制等政策研究,以及增强公众意识等方面进一步深化和发展。  相似文献

气候变化与生物多样性丧失是当前全球面临的两大热点和难点环境问题,二者协同推进的必要性和重要性也在全球范围内形成广泛共识。文中在总结我国“双碳”目标下应对气候变化与保护生物多样性协同的现状与挑战的基础上,对近年来各国应对气候变化和保护生物多样性协同方面的政策实践进行了系统梳理与总结,各主要国家近年来在战略规划、生态空间、绿色金融、科技创新等方面进行了大量实践探索以推动二者协同,在这些实践推动下,全球已逐渐将“碳中和”和“生物多样性”融入生态环境治理新格局、将基于自然的解决方案(NbS)作为二者协同领域最有效的新路径、将绿色金融和科技创新作为推动二者协同发展的新动力。鉴于此,我国在二者协同推进中亟需将生物多样性保护纳入双碳“1+N”政策体系,注重将基于自然的解决方案融入城镇化、乡村振兴等重大国家发展战略,鼓励引导绿色金融、数字科技支持二者协同的重点领域,提高公众认知和社会参与,以推进二者协同并助力我国成为全球生态治理的重要参与者、贡献者和引领者。  相似文献

应对气候变化问题最终需要技术创新来解决。技术创新不仅仅是技术的问题,而且是复杂的科学、工程、经济要素和制度相互作用的过程。应对气候变化的创新从"技术制度"角度看,有渐进型、破坏型和激进型创新之分,其中的激进型创新和部分破坏型创新正遭受着所谓"碳锁定",这决定了传统的跨越"三个鸿沟"的政策需要调整和完善,以适应应对气候变化的技术创新。各国政府也越来越认识到应对气候变化相关技术创新的复杂性,我国在制定应对气候变化有关的政策时也必须考虑这些特性。  相似文献

女性在应对气候变化中处于不利地位,也是应对气候变化中不可忽视的力量。国际社会已逐渐认识到在应对气候变化进程中纳入性别考虑的重要意义,性别议题在气候谈判中的主流化趋势明显,《联合国气候变化框架公约》执行层面纳入性别考虑取得了长足的进展,以全球环境基金、绿色气候基金为代表的《联合国气候变化框架公约》资金机制已将性别政策纳入机构政策体系,并积极在项目层面推动性别政策的实施。虽然国际气候变化领域的性别主流化工作取得了较大进展,但仍存在女性参与气候变化决策的程度不足、减缓领域纳入性别考虑的程度不足等问题。目前中国气候变化领域对性别的关注不足,建议加强气候变化领域的性别问题研究,为履约工作提供支撑;在应对气候变化相关的政策体系中纳入性别考虑,加强与性别领域的沟通协作;加强气候变化相关机构性别主流化能力建设,明确职责安排;加强气候变化领域国内项目、“一带一路”项目和“南南合作”项目的性别主流化;切实加强中国女性应对气候变化能力,提高女性对气候行动的参与度。  相似文献

<正>气候变化教育对于提高公众气候素养,鼓励公众有效参与气候变化行动、引导公众科学合理应对气候变化起着关键的作用[1]。自《联合国气候变化框架公约》提出了气候变化教育的基本理念、行动框架、主要内容以来,在联合国及联合国教科文组织的积极推动下,国外学者对气候变化教育方式方法进行了大量系统的研究[2-9]。中国在《国家应对气候变化规划(2014—2020年)》中提出将应对气候变化教育纳入国民教育体系,并相应提出应对气候变化知识进学校、进课堂等行动计划。但是纵观我国当前气候变化教育研究现状,对气候变化教育的研究还不够深入和具体,大多数研究只停留在政策宣贯层面,对气候变化教育  相似文献

中国高度重视适应气候变化工作,实行减缓与适应并重的应对气候变化原则,已出台适应气候变化相关的战略、规划等一系列政策文件。但总体来看,中国适应气候变化政策与行动尚处于起步阶段,面临着法规制度缺位、监测评估不足、组织协调机制不完善等挑战,适应气候变化政策的类型、数量和力度都明显弱于减缓。为完善中国适应气候变化政策与机制的框架设计,文中梳理了相关研究、《联合国气候变化框架公约》下的适应气候变化国际机制及主要国家经验,提出了一套完整闭环的适应气候变化核心决策流程及关键支撑机制,并重点从开展法制建设、制定适应战略(计划)、建立监测评估机制、构建协调机制和完善资金机制等五方面,归纳了主要国家的经验与启示,最终研究提出完善我国适应气候变化政策与机制框架设计的建议,包括加快建立和完善适应气候变化法制建设、加快构建国家适应气候变化的政策体系、加快完善国家适应气候变化的机制设计、加强适应气候变化支撑能力建设、推动适应气候变化的国际合作等。  相似文献

阐述了科学应对气候变化对实现“建设生态文明”战略目标的重要性。结合江西实际,分析了气候变化对江西农业、水资源、森林和其他生态系统的影响。在此基础上,提出了江西应对气候变化应采取的措施:一是进一步优化能源结构,大力发展循环经济,加强节能减排管理,以减缓温室气体排放;二是继续加强农业基础设施建设,推进农业结构和种植制度调整,选育抗逆品种,以加强农业生态建设;三是加强水资源管理与保护,进一步强化水利基础设施规划和建设;四是进一步完善森林生态系统建设,大力推进生态市、县和生态城市建设,健全林业有害生物检疫、测报和防虫服务体系,以加强森林和其他生态系统建设;五是研究和用好“排放权”特殊资源;六是采取加强气候变化相关科技工作的管理与协调,加强气候变化相关科研工作,加强气候变化领域科技人才建设,促进产业结构优化和升级,加强应对气候变化的节能减排科技成果的推广和转化,加大对气候变化科学研究与技术开发的资金投入等,以提高气候变化相关科技工作的水平和能力;七是发挥政府的推动作用,加强宣传、教育和培训工作,提高公众应对气候变化意识和水平。  相似文献

适应气候变化是发展中国家的重要谈判议题。《联合国气候变化框架公约》2015年达成《巴黎协定》后如何落实适应议题实施细则成为关注焦点。发达国家以温室气体排放总量大为理由,施压中国等发展中大国出资全球适应气候变化行动;发展中国家内部对适应气候变化受害方和出资方的划分存在较大分歧,造成适应议题下发展中国家集团难以形成合力,《巴黎协定》实施细则谈判进展缓慢。中国气候变化南南合作作为中国与其他发展中国家之间重要的气候变化领域合作形式,能否通过寻找发展中国家契合点,依据合理机制,对适应谈判发挥一定作用,须及早进行利弊分析及顶层设计。文章通过分析美欧日对外援助的机制、梳理非洲小岛国等主要发展中国家集团在应对气候变化不利影响方面的需求、总结以往中国适应项目对外援助情况的基础上,提出了今后中国气候变化南南合作与适应谈判中需要注意的问题,包括区分适应援助和减缓援助、避免中国气候变化南南合作的属性被误读等问题,为争取广阔外交利益、合理构建南南合作机制提供政策建议。  相似文献

Abstract

The methods, tools and outputs of the UK Climate Impacts Programme (UKCIP) show how building adaptive capacity to climate change can be embedded within a wide range of organizations. UKCIP has been operating since 1997 to support decision-makers' assessments of their vulnerability to climate change so that they can plan how to adapt. Whilst stakeholder engagement is now generally regarded as vital to ensure that research meets the needs of decision-makers for information, this usually means that stakeholders are positioned in a ‘consultative’ role in research. In contrast, the UKCIP aims to bridge the gap between research and policy so that decision-makers take control to produce research in ways that are useful to them. The Programme has been flexible and was developed incrementally, with increased scientific understanding, taking advantage of collaborative funding and facilitating long-standing partnerships. Whilst the core framework of scenarios and tools has been developed centrally, most studies have been stakeholder-funded and led. The Programme's results suggest that if decision-makers are supported, capacity is built for assessments, and crucially, research outputs are directly applicable to their ongoing work and strategic planning. This capacity-building has worked across scales and sectors and is an effective route to mainstreaming climate change adaptation. The implication, therefore, is that more support should be given by funding agencies to develop institutional capacity to support adaptation to climate change in both the private and public sectors.  相似文献

空间规划是适应气候变化的重要政策工具之一,将适应气候变化目标纳入空间规划已经成为国际主流政策。中国适应气候变化的空间规划仍面临诸多问题和挑战,包括气候适应目标和理念薄弱、气候变化风险评估与空间规划尺度不匹配、适应和减缓策略的协同机制欠缺、技术标准和法律法规不完善等。文章结合国家适应气候变化战略和国土空间规划体系重构的目标要求,研究提出适应气候变化导向的国土空间规划框架体系和技术思路,以及将适应气候变化纳入空间规划编制审批、技术标准、实施监督以及法规政策等各个环节的思路与建议,以期通过空间规划的编制与监督实施促进适应气候变化目标的实现。  相似文献

This paper considers how farmers perceive and respond to climate change policy risks, and suggests that understanding these risk responses is as important as understanding responses to biophysical climate change impacts. Based on a survey of 162 farmers in California, we test three hypotheses regarding climate policy risk: (1) that perceived climate change risks will have a direct impact on farmer's responses to climate policy risks, (2) that previous climate change experiences will influence farmer's climate change perceptions and climate policy risk responses, and (3) that past experiences with environmental policies will more strongly affect a farmer's climate change beliefs, risks, and climate policy risk responses. Using a structural equation model we find support for all three hypotheses and furthermore show that farmers’ negative past policy experiences do not make them less likely to respond to climate policy risks through participation in a government incentive program. We discuss how future research and climate policies can be structured to garner greater agricultural participation. This work highlights that understanding climate policy risk responses and other social, economic and policy perspectives is a vital component of understanding climate change beliefs, risks and behaviors and should be more thoroughly considered in future work.  相似文献

Although climate policy diffusion is widely studied, we know comparatively little about how these global policies and the norms that surround them are used by various political actors seeking to advance their own agendas. In this article, we focus on how global climate norms are diffused differently at national and local scales and used to repoliticize or depoliticize climate change. We focus on the case of Turkey, which carries the stark contrast of showing willingness to achieve global climate goals in the international arena but less so in domestic politics and actions. The article employs a novel methodological approach, using topic modeling and network analyses on a range of climate change–related policy documents, and interviews with high-level officers, conducted at the three jurisdictional levels in Turkey. The findings reveal that although global climate policy is diffused to both national and local governments, it is used in different ways at these levels. The national government uses climate policy diffusion to depoliticize climate change by creating ad hoc climate coalitions and limiting local climate actions to seeking external climate-related funds. Meanwhile, the metropolitan municipalities replicate nationally adopted climate goals, whereas the district municipalities domesticate ambitious climate norms and repoliticize climate change via local climate entrepreneurs and civic action. The paper contributes to understanding how climate policy diffusion and norm domestication can have different political outcomes in achieving global climate goals and argues for increased policy attention to the strategic use of climate policy diffusion for the depoliticization of climate change.  相似文献

Citizen support for climate policies is typically seen as an important criterion in climate policy making. Some studies of climate policy support assume that a significant number of citizens need to be aware of the policies in question and able to provide informed opinions. In this study, we probe this assumption using a web-based survey of residents of the Canadian province of British Columbia (n = 475) by assessing: (1) citizen awareness and knowledge of climate policies, (2) citizen support for different climate policies, (3) the relationship between citizen knowledge and policy support, and (4) the effect of information provision on policy support. Our main finding is that most survey respondents are not aware of any of British Columbia's climate policies, and have little understanding of the potential effect of these on reducing greenhouse gas emissions. Once they are made aware of different types of climate policies, respondents are more likely to express support for regulations, such as the zero-emissions electricity standard and energy efficiency regulations, and less likely to support a carbon tax. Statistical analysis indicates that citizen knowledge of policy is not associated with higher policy support. Furthermore, providing information on likely policy effectiveness to our survey respondents did not translate into higher support, suggesting that widespread knowledge and well-informed citizen support are not necessarily required for implementation of effective climate policies.  相似文献

Reducing Emissions from Deforestation and forest Degradation (REDD+) has emerged as a promising climate change mitigation mechanism in developing countries. In order to identify the enabling conditions for achieving progress in the implementation of an effective, efficient and equitable REDD+, this paper examines national policy settings in a comparative analysis across 13 countries with a focus on both institutional context and the actual setting of the policy arena. The evaluation of REDD+ revealed that countries across Africa, Asia and Latin America are showing some progress, but some face backlashes in realizing the necessary transformational change to tackle deforestation and forest degradation. A Qualitative Comparative Analysis (QCA) undertaken as part of the research project showed two enabling institutional configurations facilitating progress: (1) the presence of already initiated policy change; and (2) scarcity of forest resources combined with an absence of any effective forestry framework and policies. When these were analysed alongside policy arena conditions, the paper finds that the presence of powerful transformational coalitions combined with strong ownership and leadership, and performance-based funding, can both work as a strong incentive for achieving REDD+ goals.

Key policy insights

  • The positive push of already existing policy change, or the negative stress of resource scarcity together with lack of effective policies, represents institutional conditions that can support REDD+ progress.

  • Progress also requires the presence of powerful transformational coalitions and strong ownership and leadership. In the absence of these internal drivers, performance-based funding can work as a strong incentive.

  • When comparing three assessments (2012, 2014, 2016) of REDD+ enabling conditions, some progress in establishing processes of change can be observed over time; however, the overall fluctuation in progress of most countries reveals the difficulty in changing the deforestation trajectory away from business as usual.

Climate change adaptation governance is in flux. Adaptation policies are being adopted by governments at a rapid pace, particularly in Europe. In the period 2005–2010, the total number of recorded adaptation policy measures in the EU grew by some 635%. Despite the plethora of work on adaptation governance, few if any empirical studies have been conducted that explore the driving forces behind the rapid adoption and diffusion of adaptation policies. Working within the theoretical framework of national policy innovation (see Jordan and Huitema, 2014a, Jordan and Huitema, 2014b), we draw on a uniquely systematic database of national climate polices to develop a set of hypotheses on the drivers and barriers surrounding the adoption and diffusion of climate change adaptation policies across 29 European countries. Using an internal/external model we postulate that adaptation is largely being driven by internal factors. Additionally, we look to the possible effects of this policy adoption and diffusion to see if adaptation is emerging into a new and distinct policy field. What we find is that indeed it could be in a handful of countries.  相似文献
