中国城市地价水平及变化影响因素分析

城市地价的影响因素众多且复杂,地价水平和地价变化趋势受到社会、经济、政策等多方面因素的共同影响。论文从城市土地供需和宏观政策角度选取房地产投资额、市辖区建设用地面积、耕地占用税等10 项影响因素,采用2008-2010 年全国105 个土地市场较发育城市分季度地价数据,建立地价水平值与地价增长率影响因素的多层线性模型,定量分析了不同行政层次下,各影响因素对城市土地价格和地价增长率的影响程度。研究结论显示,地价水平值与地价增长率的影响因素不尽相同,且主导因素差异显著：在市级地价影响因素中,房地产投资增长是地价上升的直接动力,而地价增长率则主要受城市建设用地面积、房地产投资额的影响较;省级耕地保护政策对平抑地价、控制地价涨速作用显著,其中新增建设用地土地有偿使用费和耕地占用税是省级层次影响最显著的两项政策指标。     

长江三角洲人口时空格局演变及驱动因素研究

运用重心、人口密度及相对变化率、空间计量等方法，对长江三角洲人口分布格局演变、驱动因素进行研究。结果表明：① 2000—2018年人口重心迁移方向的变化，表征人口分布格局转变，而迁移速度趋缓表征了区域发展向稳态的转变；② 在人口密度分布呈现相对稳定的区域差异基础上，时空演变从2000—2012年上海、苏南显著的增加与苏中、苏北、安徽部分城市的下降，向2012—2018年部分欠发达城市人口快速增长转变。③ 空间计量回归表明，在人口集聚的“马太效应”下，驱动因素的变化主要表现为市场力量的趋强、政府影响的弱化，另一方面区域一体化的推进也带来空间溢出效应的增强。     

经济发展对土地价格的影响——以内蒙古自治区部分盟（市）中心城市为例

基准地价是政府法定的公示地价之一,可以反映一个地区的地价水平。基准地价不仅受当地经济发展水平的影响,同时也受规划发展方向、土地需求、相关部门对土地市场活跃程度的认识等因素的影响。本文以内蒙古自治区部分盟（市）中心城市的基准地价为例,探讨分析土地价格与经济发展因素之间的关系。本文以同一时点不同地区的基准地价和经济发展指标数据为依据,采用SPASS软件分析各因素对地价的影响程度,研究得出一个城市的地价水平与该地区的经济发展水平存在着显著的相关性。     

城镇基准地价平衡研究

城镇基准地价平衡,是为了协调区域地价,充分发挥地价在调控土地市场中的作用,使基准地价能客观地反映出不同城镇间真实的经济差异和地价水平,促进土地市场的均衡发展。基准地价平衡以土地分等为依据,并综合考虑在区域内的地位和作用、不同城镇间的经济差异、市场地价总体水平等情况确定,形成各等城市、县、建制镇的基准地价序位。以山东省17个地级市为例,研究了基准地价平衡的过程,把山东省17个地级市的地价纳入到同一个体系中,使城镇间的地价建立起可比性,为城镇地价体系的建立奠定了基础。     

基于Hedonic模型的城市住宅地价影响因素研究——以南京市为例

基于城市土地二级市场的监测点地价数据,构建了城市住宅地价及其影响因素的特征价格模型,分析城市住宅地价影响因素的作用规律。研究发现:市中心、公交站、地铁站、中学、小学、医院、工业污染和容积率8个因子对住宅地价的影响是显著的,市中心和工业污染是负向影响,其他因子都是正向影响。人们对于住宅用地所具备的特征考虑如下:与城市中心区域的远近,住宅周边的公共交通条件,住宅所处学区内学校质量,周边的医疗卫生条件,环境质量条件等。科学地把握城市土地二级市场上住宅地价影响因素的作用规律对政府相关部门更加合理地配置城市土地资源有重要意义。     

托克托县双河镇基准地价动态变化及其驱动因子分析

基准地价是一个地区土地市场活跃程度的晴雨表,基准地价的动态变化研究对于指导土地市场有重要意义。本文根据托克托县双河镇2011年和2015年两次基准地价更新成果,通过计算同级各类地价比率指数、同级各类地价环比指数、同类各级地价比率指数和同类各级地价环比指数在内的基准地价内部结构比率关系,分析双河镇基准地价变化情况,总结各类用地基准地价各级别变化趋势。结果表明,双河镇各类用地的价格以商业用地最高,工业用地最低。商业用地各级别地价整体呈下降趋势,住宅用地各级别地价均在上升,III级住宅用地地价上升幅度最大,工业用地各级别的地价均在上涨,且上涨幅度较大。运用主成分分析法对地价演变的驱动因子分析,得出社会消费品零售总额、城乡居民储蓄存款余额、工业总产值、全社会固定资产投资、城镇居民人均可支配收入、邮电业务总量、产业结构、建筑业总产值是主要驱动因子,经济发展和建设规模是影响地价变化的主要因素。     

基于格网法的商业基准地价时空演变及驱动因素——以武汉市中心城区为例

利用GIS格网法分析武汉市中心城区不同时点的商业基准地价变化情况,得到商业基准地价变化的系列空间分布图,对比分析其时空特征,并探索商业地价时空差异规律,最后利用基于时间序列的灰主成分分析法分析商业基准地价演变的驱动因素。研究结果表明:商业用地基准地价的增长幅度逐年上升,在呈现出明显圈层分布的同时也呈现出空间差异性,并且武汉市中心城区地价有着从饱和区逐渐向增长区和潜力区发展的趋势;城市商业基准地价演变是城市经济发展水平、交通发达状况、城市产业结构调整和信息流动共同驱动的结果。     

城市地价与土地集约利用协调性分析——以河北省为例

以河北省148个县(市、区)商服、住宅和工业地价与土地集约利用数据为基础,分析城市地价与土地集约利用空间分布特征,并采用协调模型分析二者的空间协调关系。结果表明:1)城市地价空间分布差异较大,其中商服和住宅地价较高、空间波动较大,工业地价较低、空间变化平缓,呈现出"各市辖区中心带动,周边县逐步发展"的特征;2)土地集约利用整体水平偏低,差异较大,中心带动作用较强,在地域条件的影响下,集约度水平由西北向东南逐步提高;3)不同类型地价与土地集约利用之间的协调关系比较稳定,呈现优质和良好协调类型集中分布、失调类型离散分布且均以协调类型为主的分布特征。探析城市地价与土地集约利用的空间分布关系,可为有效调控土地要素价格、调节土地供需和促进城市土地资源朝集约化、可持续化方向发展提供科学依据。     

新一轮基准地价更新应注意的几个问题

地价一直是土地市场上最活跃的因素,在土地储备和招标、拍卖、挂牌供地政策全面实施的情况下,如何运用价格机制调控土地市场,已成为新形势下的关键问题.城市社会经济的发展、基础设施建设的不断完善,城市地价的空间分布规律发生了变化,必须进行新一轮的基准地价更新.定期进行基准地价更新是城市社会经济发展的要求.运用数理分析和统计的方法,对新一轮基准地价更新应注意的几个问题进行了理论研究和实证研究.研究结论认为,基准地价内涵及基准条件的界定、样点地价数据的检验、基准地价结果分析是提高新一轮基准地价更新质量的重中之重.     

呼和浩特市居住用地地价分布的时空特征

分析城市内部基准地价的时空格局,有助于土地市场的宏观调控和土地资源的优化配置。本文以呼和浩特市区为研究区,在城市居住用地土地价格调查和动态监测的基础上,对2001￣2007年居住用地分布的时空特征进行分析。主要结论如下：城市主城区居住用地的级别和基准地价由内向外顺次降低,但级别边界受到城市道路的直接影响;基准地价与级别之间存在着显著的负相关关系,随着城市的发展,高低级别间基准地价的差距进一步扩大;研究期内,基准地价变化在时间上呈现出阶段性特征,在空间上城市中心区和城乡结合部基准地价增幅最快,城市腹地稍慢,近郊区最慢。

Deserts and Aeolian Desertification in China: Book review and some thoughts

Desertification is a global phenomenon that affects about two billion people. It occurs in arid zones where the annual precipitation is below 400 mm, partic- ularly in the marginal areas of the world＇s largest deserts. It is a result of water and wind erosion, over- grazing, global warm-ing, improper soil cultivation, and increased pressure ot population growth, and it causes degradation of soil and natural and agricultural vegetation. The direct result is less food for people and livestock, which influences pop- ulation and animal husbandry fluctuations. Despite ef- forts to combat and reduce desertification, the affected areas are annually increasing.
