This paper investigates the equity implications of marketing ecosystem services in protected areas and rural communities. We use a three-tiered equity framework to analyse four distinct efforts to commercialise watershed recharge and carbon dioxide fixation by forests in Meso-America. We show that project development and participation are strongly mediated by organisational networks, as well as existing rights of access over land and forest resources. We demonstrate that procedural fairness diverges strongly when initiatives are implemented in protected areas or in rural communities. While in the former reserve managers and intermediaries concentrate all decision-making power, initiatives working with rural communities are able to integrate more significantly service providers in management decisions. Marketing ecosystem services in protected areas contributes to reduce expenditure rates for protected area management, but also results in less equitable outcomes, as rural communities and forest resource users become excluded from receiving sustained development benefits. When ecosystem services are commercialised by rural farmers, payments do not cover opportunity costs but act as a significant incentive for participation in most cases. Ecosystem service providers also benefit from complementary project activities, such as forest management training and agricultural extension support. We argue that limited economic impact and existing inequities in decision-making and outcomes can be explained by problems of institutional design, in particular the inability of markets and payments for ecosystem services to account for context-related factors, such as property rights.  相似文献

Monetary valuation of ecosystem services enables more accurate accounting of the environmental costs and benefits of policies, but this has rarely been applied in developing countries. In such contexts, there are particular methodological and epistemological challenges that require novel valuation methodologies. This paper introduces a new participatory, deliberative choice experiment approach conducted in the Solomon Islands. The research aimed to determine the value people placed on ecosystem services and whether participatory interventions to elicit deeper held values influenced the preferences expressed. Results found that the initial willingness to pay for a number of tropical forest ecosystem services amounted to 30% of household income. Following deliberative intervention exercises, key ecosystem services effectively became priceless as participants were unwilling to trade them off in the choice experiment scenarios, regardless of financial cost. The group based deliberative approach, combined with participatory interventions, also resulted in significant learning for participants. This included a more sophisticated view of ecological-cultural linkages, greater recognition of deeper held values, and greater awareness of the consequences of human actions for the environment. The use of a group-based participatory approach instead of a conventional individual survey helped to overcome many of the practical difficulties associated with valuation in developing countries. Given the impact of learning on valuation outcomes, participation and deliberation should be integrated into valuation of any complex good, both in developing and developed economies. However, such a methodology raises questions about how valuation can deal with unwillingness to trade-off key ecosystem services, which results in the breakdown of monetary valuation methods. Evaluation of the appropriateness of valuation processes and methodologies for assessing deeper held values and use of mixed-method approaches will be essential to ensure policies take into account the extent to which human life is dependent on ecosystem services.  相似文献

Terrestrial ecosystems provide a range of important services to humans, including global and regional climate regulation. These services arise from natural ecosystem functioning as governed by drivers such as climate, atmospheric carbon dioxide mixing ratio, and land-use change. From the perspective of carbon sequestration, numerous studies have assessed trends and projections of the past and future terrestrial carbon cycle, but links to the ecosystem service concept have been hindered by the lack of appropriate quantitative service metrics. The recently introduced concept of the Greenhouse Gas Value (GHGV) accounts for the land-atmosphere exchanges of multiple greenhouse gases by taking into consideration the associated ecosystem pool sizes, annual exchange fluxes and probable effects of natural disturbance in a time-sensitive manner.We use here GHGV as an indicator for the carbon sequestration aspects of the climate regulation ecosystem service, and quantify it at global scale using the LPJ-GUESS dynamic global vegetation model. The response of ecosystem dynamics and ecosystem state variables to trends in climate, atmospheric carbon dioxide levels and land use simulated by LPJ-GUESS are used to calculate the contribution of carbon dioxide to GHGV. We evaluate global variations in GHGV over historical periods and for future scenarios (1850–2100) on a biome basis following a high and a low emission scenario.GHGV is found to vary substantially depending on the biogeochemical processes represented in LPJ-GUESS (e.g. carbon–nitrogen coupling, representation of land use). The consideration of disturbance events that occur as part of an ecosystem's natural dynamics is crucial for realistic GHGV assessments; their omission results in unrealistically high GHGV. By considering the biome-specific response to current climate and land use, and their projections for the future, we highlight the importance of all forest biomes for maintaining and increasing biogeochemical carbon sequestration. Under future climate and carbon dioxide levels following a high emission scenario GHGV values are projected to increase, especially so in tropical forests, but land-use change (e.g. deforestation) opposes this trend. The GHGV of ecosystems, especially when assessed over large areas, is an appropriate metric to assess the contribution of different greenhouse gases to climate and forms a basis for the monetary valuation of the climate regulation service ecosystems provide.  相似文献

Understanding potential future influence of environmental, economic, and social drivers on land-use and sustainability is critical for guiding strategic decisions that can help nations adapt to change, anticipate opportunities, and cope with surprises. Using the Land-Use Trade-Offs (LUTO) model, we undertook a comprehensive, detailed, integrated, and quantitative scenario analysis of land-use and sustainability for Australia’s agricultural land from 2013–2050, under interacting global change and domestic policies, and considering key uncertainties. We assessed land use competition between multiple land-uses and assessed the sustainability of economic returns and ecosystem services at high spatial (1.1 km grid cells) and temporal (annual) resolution. We found substantial potential for land-use transition from agriculture to carbon plantings, environmental plantings, and biofuels cropping under certain scenarios, with impacts on the sustainability of economic returns and ecosystem services including food/fibre production, emissions abatement, water resource use, biodiversity services, and energy production. However, the type, magnitude, timing, and location of land-use responses and their impacts were highly dependent on scenario parameter assumptions including global outlook and emissions abatement effort, domestic land-use policy settings, land-use change adoption behaviour, productivity growth, and capacity constraints. With strong global abatement incentives complemented by biodiversity-focussed domestic land-use policy, land-use responses can substantially increase and diversify economic returns to land and produce a much wider range of ecosystem services such as emissions abatement, biodiversity, and energy, without major impacts on agricultural production. However, better governance is needed for managing potentially significant water resource impacts. The results have wide-ranging implications for land-use and sustainability policy and governance at global and domestic scales and can inform strategic thinking and decision-making about land-use and sustainability in Australia. A comprehensive and freely available 26 GB data pack (http://doi.org/10.4225/08/5604A2E8A00CC) provides a unique resource for further research. As similarly nuanced transformational change is also possible elsewhere, our template for comprehensive, integrated, quantitative, and high resolution scenario analysis can support other nations in strategic thinking and decision-making to prepare for an uncertain future.  相似文献

In 1997, the global value of ecosystem services was estimated to average $33 trillion/yr in 1995 $US ($46 trillion/yr in 2007 $US). In this paper, we provide an updated estimate based on updated unit ecosystem service values and land use change estimates between 1997 and 2011. We also address some of the critiques of the 1997 paper. Using the same methods as in the 1997 paper but with updated data, the estimate for the total global ecosystem services in 2011 is $125 trillion/yr (assuming updated unit values and changes to biome areas) and $145 trillion/yr (assuming only unit values changed), both in 2007 $US. From this we estimated the loss of eco-services from 1997 to 2011 due to land use change at $4.3–20.2 trillion/yr, depending on which unit values are used. Global estimates expressed in monetary accounting units, such as this, are useful to highlight the magnitude of eco-services, but have no specific decision-making context. However, the underlying data and models can be applied at multiple scales to assess changes resulting from various scenarios and policies. We emphasize that valuation of eco-services (in whatever units) is not the same as commodification or privatization. Many eco-services are best considered public goods or common pool resources, so conventional markets are often not the best institutional frameworks to manage them. However, these services must be (and are being) valued, and we need new, common asset institutions to better take these values into account.  相似文献

This paper provides a critique of the cost-benefit analysis tool for ecosystem services policy evaluation. We argue that when applied to public ecosystem services, the theoretical assumptions that underlie economic valuation and cost-benefit analysis fail to fully acknowledge the multiple dimensions of human well-being, the plural forms of value articulation, the complex nature of ecosystems, the distributional biases of markets and the fairness implications of spatio-temporal framing. The current monistic utilitarian approach to ecosystem services policy evaluation should therefore be replaced by a pluralist framework composed of a heterogeneous set of value-articulating instruments that are appropriate to the specific context within which decision-making takes place. It is argued that within this pluralist framework cost-benefit analysis may remain an appropriate tool to examine the contingent trade-offs of local policies that have limited impacts on ecosystems and their services.  相似文献

Over the last few decades, numerous initiatives have advanced forest landscape restoration in the Amazon, and in 2015 the Brazilian government set an ambitious, still-valid, target to restore 4.8 million hectares of degraded Amazonian land by 2030. This has contributed to an emergent global restoration network that connects multiple stakeholders and processes for funding, implementing and monitoring restoration actions in such a way that prepares various ecosystem services for market integration. The network arose in tandem with the evolution of an institutional framework that includes regulatory requirements within Brazil, global commitments linked to climate change mitigation, corporate sustainability strategies, and the growth of crowd-sourcing activism. This paper presents restoration activities as embedded within a Global Production Network (GPN) for an ecosystem service, which we use as a heuristic device to inform our understanding of emergent environmental governance structures. The resulting multi-scalar, networked mode of environmental governance is presented as a web-like structure co-created by institutional evolution, actor-specific strategies, and interactions between firms and non-firm actors. The article pays particular attention to a case study of how the restoration network manifests territorially in the Upper Xingu region of the Brazilian Amazon. Despite the strong North-South orientation of dominant funding relationships, network governance is also seen to be relational. This is evident from the dissemination of ideas, supply models and seeding techniques from Upper Xingu to other regions of Brazil. These insights could be applied to improve landscape restoration outcomes, and indeed the provisioning of ecosystem services more broadly.  相似文献

Global agroecosystems can contribute to both climate change mitigation and biodiversity conservation, and market mechanisms provide a highly prospective means of achieving these outcomes. However, the ability of markets to motivate the supply of carbon sequestration and biodiversity services from agricultural land is uncertain, especially given the future changes in environmental, economic, and social drivers. We quantified the potential supply of these services from the intensive agricultural land of Australia from 2013 to 2050 under four global outlooks in response to a carbon price and biodiversity payment scheme. Each global outlook specified emissions pathways, climate, food demand, energy price, and carbon price modeled using the Global Integrated Assessment Model (GIAM). Using a simplified version of the Land Use Trade-Offs (LUTO) model, economic returns to agriculture, carbon plantings, and environmental plantings were calculated each year. The supply of carbon sequestration and biodiversity services was then quantified given potential land use change under each global outlook, and the sensitivity of the results to key parameters was assessed. We found that carbon supply curves were similar across global outlooks. Sharp increases in carbon sequestration supply occurred at carbon prices exceeding 50 $ tCO2−1 in 2015 and exceeding 65 $ tCO2−1 in 2050. Based on GIAM-modeled carbon prices, little carbon sequestration was expected at 2015 under any global outlook. However, at 2050 expected carbon supply under each outlook differed markedly, ranging from 0 to 189 MtCO2 yr−1. Biodiversity services of 3.32% of the maximum may be achieved in 2050 for a 1 $B investment under median scenario settings. We conclude that a carbon market can motivate supply of substantial carbon sequestration but only modest amounts of biodiversity services from agricultural land. A complementary biodiversity payment can synergistically increase the supply of biodiversity services but will not provide much additional carbon sequestration. The results were sensitive to global drivers, especially the carbon price, and the domestic drivers of adoption hurdle rate and agricultural productivity. The results can inform the design of an effective national policy and institutional portfolio addressing the dual objectives of climate change and biodiversity conservation that is robust to future uncertainty in both national and global drivers.  相似文献

The success of incorporating natural capital into resource- and land-use decisions hinges on the ability to quantify the ecosystem services, forecast the returns to the investments, convert these values into effective policy and finance mechanisms, and the presence of well-functioning institutions and infrastructure. However, ecosystem production functions i.e., the relationship between regulatory functions of the ecosystem and the economic activity it protects or supports are often poorly understood. Even with respect to Forest Watershed Services – a service that is widely recognized and even institutionalized through market based mechanisms in some parts of the world – the biophysical relationships between forests and services such as stream flow stabilization, water quality and water quantity are undefined, particularly for the tropics. For this reason, this study through time series data and multivariate analysis characterizes the relationships between Forest Cover (all lands with tree cover of a canopy density of 10% and above when projected vertically on the horizontal ground with minimum areal extent of 1 ha), water quality and cost of water treatment in the Western Ghats of peninsular India. In particular, the recursive relationship between the economic and environmental components is estimated by tracing the effects through the two-stage model. Annual value of impacts (increased ‘treatment cost’, increased ‘water losses due to backwash and desludging’, and changes in ‘water yield’) induced by loss of Forest Cover is estimated as 64.96 Indian rupee/m3 treated water/ha/year ($1.32/m3 treated water/ha/year). At an annual rate of change in the forest cover by −0.0088% (average annual rate of change in the forest cover between the years 1994–2007) the deforestation induced costs translate to 3.73 million Indian rupee/year ($0.075 million/year) according to the 2010–2011 prices for the Panjrapur treatment plant of the Municipal Corporation of Greater Mumbai. Thus, if deforestation is avoided the Municipal Corporation can save significant amount towards recurring costs of water treatment and to some extent mitigate the costs for the development of a new source.  相似文献

Many global land change scenarios are driven by demand for food, feed, fiber, and fuel. However, novel demands for other ecosystem services give rise to nexus issues and can lead to different land system changes. In this paper we explore the effects of including multiple different demands in land change scenarios. Our reference scenario is driven by demands for crop production, ruminant livestock production, and provisioning of built-up area. We then compare two alternative scenarios with additional demands for terrestrial carbon storage and biodiversity protection, respectively. These scenarios represent possible implementations of globally agreed policy targets. The simulated land system change scenarios are compared in terms of changes in cropland intensity and area, as well as tree and grassland area changes. We find that the carbon and biodiversity scenarios generally result in greater intensification and less expansion of cropland, with the biodiversity scenario showing a stronger intensification effect. However, the impact of setting the targets impacts different world regions in different ways. Overall, both scenarios result in a larger tree area compared to the reference scenario, while the carbon scenario also yields more grassland area. The land systems simulated while accounting for these additional demand types show strong patterns of specialization and spatial segregation in the provisioning of goods and services in different world regions. Our results indicate the relevance of including demands for multiple different goods and services in global land change assessments.  相似文献

Payment for Ecosystem Services (PES) schemes are proliferating but are challenged by insufficient attention to spatial and temporal inter-dependencies, interactions between different ecosystems and their services, and the need for multi-level governance. To address these challenges, this paper develops a place-based approach to the development and implementation of PES schemes that incorporates multi-level governance, bundling or layering of services across multiple scales, and shared values for ecosystem services. The approach is evaluated and illustrated using case study research to develop an explicitly place-based PES scheme, the Peatland Code, owned and managed by the International Union for the Conservation of Nature’s UK Peatland Programme and designed to pay for restoration of peatland habitats. Buyers preferred bundled schemes with premium pricing of a primary service, contrasting with sellers’ preferences for quantifying and marketing services separately in a layered scheme. There was limited awareness among key business sectors of dependencies on ecosystem services, or the risks and opportunities arising from their management. Companies with financial links to peatlands or a strong environmental sustainability focus were interested in the scheme, particularly in relation to climate regulation, water quality, biodiversity and flood risk mitigation benefits. Visitors were most interested in donating to projects that benefited wildlife and were willing to donate around £2 on-site during a visit. Sellers agreed a deliberated fair price per tonne of CO2 equivalent from £11.18 to £15.65 across four sites in Scotland, with this range primarily driven by spatial variation in habitat degradation. In the Peak District, perceived declines in sheep and grouse productivity arising from ditch blocking led to substantially higher prices, but in other regions ditch blocking was viewed more positively. The Peatland Code was developed in close collaboration with stakeholders at catchment, landscape and national scales, enabling multi-level governance of the management and delivery of ecosystem services across these scales. Place-based PES schemes can mitigate negative trade-offs between ecosystem services, more effectively include cultural ecosystem services and engage with and empower diverse stakeholders in scheme design and governance.  相似文献

Mangrove forests are among the most threatened tropical ecosystems. Their role as providers of important ecosystem services such as coastal protection, carbon storage and nursery habitats for economically important species is increasingly acknowledged. But mangrove destruction continues, and we might have to face the prospect of a world deprived of the services offered by mangrove ecosystems. Mangrove transformation and destruction is often caused by mismatches in mangrove system management. These root in interests that focus on selected ecosystem services only, but also result from a problem of fit between the spatial scales at which ecosystem services are provided, and those at which their benefits are realized. We argue that a combination of the ecosystem services concept with a careful approach to the issue of scales will help to overcome these problems and improve the management of mangrove systems. Drawing on two case studies from Indonesia and Brazil, we illustrate the relevance of our findings for different ecosystem services.  相似文献

Since the Millennium Ecosystem Assessment, ecosystem service science has made much progress in framing core concepts and approaches, but there is still debate around the notion of cultural services, and a growing consensus that ecosystem use and ecosystem service use should be clearly differentiated. Part of the debate resides in the fact that the most significant sources of conflict around natural resource management arise from the multiple managements (uses) of ecosystems, rather than from the multiple uses of ecosystem services.If the ecosystem approach or the ecosystem service paradigm are to be implemented at national levels, there is an urgent need to disentangle what are often semantic issues, revise the notion of cultural services, and more broadly, practically define the less tangible ecosystem services on which we depend. This is a critical step to identifying suitable ways to manage trade-offs and promote adaptive management.Here we briefly review the problems associated with defining and quantifying cultural ecosystem services and suggest there could be merit in discarding this term for the simpler non-material ecosystem services. We also discuss the challenges in valuing the invaluable, and suggest that if we are to keep ecosystem service definition focused on the beneficiary, we need to further classify these challenging services, for example by differentiating services to individuals from services to communities. Also, we suggest that focussing on ecosystem service change rather than simply service delivery, and identifying common boundaries relevant for both people and ecosystems, would help meet some of these challenges.  相似文献

Increased water yield and baseflow and decreased peak flow are common goals of watershed service programs. However, is the forest management often used in such programs likely to provide these beneficial watershed services? Many watershed service investments such as water funds typically change less than 10% of watershed land cover. We simulate the effects of 10% forest-cover change on water yield, low flow, and high flow in hydrologic models of 29 watersheds around the world. The forest-cover changes considered are: forest restoration from degraded natural lands or agriculture, forest conversion to agriculture, and forest conversion to urban cover. We do not consider grassland restoration by removal of alien tree species from riparian zones, which does increase water yield and low flow. Forest restoration from locally-predominant agricultural land resulted in median loss in annual water yield of 1.4%. Forest restoration reduced low flow and high flow by ∼3%. After forest restoration, low flow increased in ∼25% of cases while high flow and water yield declined in nearly all cases. Development of forest to agriculture or urban cover resulted in a 1–2% median increase in water yield, a 0.25–1% increase in low flow, and a 5–7% increase in high flow. We show that hydrologic responses to forest cover changes are not linearly related to climate, physiography, initial land cover, nor a multitude of watershed characteristics in most cases. These results suggest that enhanced streamflow watershed services anticipated from forest restoration or conservation of 10% or less of a watershed are generally modest.  相似文献

In the future, the land system will be facing new intersecting challenges. While food demand, especially for resource-intensive livestock based commodities, is expected to increase, the terrestrial system has large potentials for climate change mitigation through improved agricultural management, providing biomass for bioenergy, and conserving or even enhancing carbon stocks of ecosystems. However, uncertainties in future socio-economic land use drivers may result in very different land-use dynamics and consequences for land-based ecosystem services. This is the first study with a systematic interpretation of the Shared Socio-Economic Pathways (SSPs) in terms of possible land-use changes and their consequences for the agricultural system, food provision and prices as well as greenhouse gas emissions. Therefore, five alternative Integrated Assessment Models with distinctive land-use modules have been used for the translation of the SSP narratives into quantitative projections. The model results reflect the general storylines of the SSPs and indicate a broad range of potential land-use futures with global agricultural land of 4900 mio ha in 2005 decreasing by 743 mio ha until 2100 at the lower (SSP1) and increasing by 1080 mio ha (SSP3) at the upper end. Greenhouse gas emissions from land use and land use change, as a direct outcome of these diverse land-use dynamics, and agricultural production systems differ strongly across SSPs (e.g. cumulative land use change emissions between 2005 and 2100 range from −54 to 402 Gt CO2). The inclusion of land-based mitigation efforts, particularly those in the most ambitious mitigation scenarios, further broadens the range of potential land futures and can strongly affect greenhouse gas dynamics and food prices. In general, it can be concluded that low demand for agricultural commodities, rapid growth in agricultural productivity and globalized trade, all most pronounced in a SSP1 world, have the potential to enhance the extent of natural ecosystems, lead to lowest greenhouse gas emissions from the land system and decrease food prices over time. The SSP-based land use pathways presented in this paper aim at supporting future climate research and provide the basis for further regional integrated assessments, biodiversity research and climate impact analysis.  相似文献

A research agenda is currently developing around the linkages between ecosystem services and poverty alleviation. It is therefore timely to consider which conceptual frameworks can best support research at this nexus. Our review of frameworks synthesises existing research on poverty/environment linkages that should not be overlooked with the adoption of the topical language of ecosystem services. A total of nine conceptual frameworks were selected on the basis of relevance. These were reviewed and compared to assess their ability to illuminate the provision of ecosystem services, the condition, determinants and dynamics of poverty, and political economy factors that mediate the relationship between poverty and ecosystem services. The paper synthesises the key contributions of each of these frameworks, and the gaps they expose in one another, drawing out lessons that can inform emerging research. Research on poverty alleviation must recognize social differentiation, and be able to distinguish between constraints of access and constraints of aggregate availability of ecosystem services. Different frameworks also highlight important differences between categories of services, their pathways of production, and their contribution to poverty alleviation. Furthermore, we highlight that it is important to acknowledge the limits of ecosystem services for poverty alleviation, given evidence that ecosystem services tend to be more associated with poverty prevention than reduction. We conclude by reflecting on the relative merits of dynamic Social–Ecological Systems frameworks versus more static checklists, and suggest that research on ecosystem services and poverty alleviation would be well served by a new framework distilling insights from the frameworks we review.  相似文献

This paper outlines a framework for studying the multiple interactions of broadly defined food systems with global environmental change and evaluating the major societal outcomes affected by these interactions: food security, ecosystem services and social welfare. In building the framework the paper explores and synthesizes disparate literature on food systems food security and global environmental change, bridging social science and natural science perspectives. This collected evidence justifies a representation of food systems, which can be used to identify key processes and determinants of food security in a given place or time, particularly the impacts of environmental change. It also enables analysis of the feedbacks from food system outcomes to drivers of environmental and social change, as well as tradeoffs among the food system outcomes themselves. In food systems these tradeoffs are often between different scales or levels of decision-making or management, so solutions to manage them must be context-specific. With sufficient empirical evidence, the framework could be used to build a database of typologies of food system interactions useful for different management or analytical purposes.  相似文献
