In Vietnam, initial programs to Reduce Emissions from Deforestation and Forest Degradation (REDD+) have proliferated through international finance and new governance regimes for climate change mitigation. National capacity and legal frameworks have been adjusted to make the country eligible for REDD+ financing. In some local areas, activities have been implemented to ‘produce’ carbon credits intended for the international voluntary carbon market. Through a case study of a pilot REDD+ project in the Central Highlands of Vietnam, we examine how REDD+ has intersected with property rights institutions and agrarian change to influence changing property relations and commodity markets. Our findings show that REDD+ implemented through state and local institutions has articulated with the local political economy to coproduce conditions that embody local norms, needs, and desires. Specifically, local actors negotiate state-sanctioned tenurial instruments used for REDD+ governance, not for the purposes of carbon sequestration but instead in order to reassert their rights to land and forest for the cultivation of boom crops—the antithesis of REDD+ objectives. In the fine balancing act of adjusting local forestland holdings, REDD+ implementation has effectively facilitated increased opportunities for upland villagers to strategically claim land titles from local political authorities in the form of communal land certificates for forests called ‘Red Books’. In securing communal Red Books, villagers redefine or co-constitute the purpose of REDD+ to secure land for cash crop and commercial timber production. As with other forms of environmental governance, REDD+ is thus co-constituted locally in line with state and local institutions and histories and present day realities.  相似文献

Agricultural frontiers are hot spots for the most dramatic land cover change in the history of humankind: forest conversion to agriculture. They are also areas of unusually rapid population growth and acute poverty, with scant access to public services and infrastructure. Although a large body of literature explores the determinants of land cover change on the frontier, one issue that has been largely unstudied is that of frontier political and socio-economic development. This paper reports on data from 28 communities along an agricultural frontier in a core conservation zone of the Maya Biosphere Reserve (MBR), where the predominant land tenure systems at the community level appear to be related not only to land use, but also to political organization and human development indicators.  相似文献

Reducing Emissions from Deforestation and forest Degradation (REDD+) is envisioned as a performance-based incentive to influence forest use behavior and governance towards the preservation and management of forests. In relatively forest-rich Lao PDR, the policy space that REDD+ planners are attempting to navigate is populated by enduring political and economic interests that affect the country’s forest estate. A further layer to the problem of REDD+ planning is the tension between often expert-driven, externally proposed solutions; national ownership over interventions; and the extent of political will to take action to reform currently unsustainable patterns of forest and forest land exploitation. This paper draws from a series of semi-structured interviews conducted in 2013–2014, to develop a political and institutional analysis of the limitations to the effectiveness of REDD+ in steering towards a lower forest-derived emissions trajectory in Lao PDR. While internationally-driven projects follow long-standing national objectives to varying degrees, it remains unclear how REDD+ can target main drivers of deforestation in the absence of a more politically engaged and nationally-owned planning process, that also challenges the prevailing logic of avoiding these drivers. Despite the importance of improving domestic ownership over REDD+, this would arguably be of limited impact unless oriented towards transformational change that would seek to overcome political and economic barriers to avoided deforestation. Stronger ownership could be developed via more mutually driven REDD+ planning, while tackling main drivers of deforestation necessitates as a starting point the engagement of powerful actors that have so far been absent from REDD+ debate.  相似文献

Thailand has undergone significant forest cover changes in recent decades, and this is likely to have altered the hydrological functioning of many watersheds; however, such potential impacts are not fully understood. To contribute towards a better understanding of the potential hydrological impacts of forest cover changes, this study examines the temporal trends of several hydrological indices in eight watersheds of Thailand over the period from 1982 to 2013. A number of hydrological indices (runoff coefficient, baseflow index, flow duration indices, streamflow elasticity, dryness index) were analysed using a combined Thiel–Sen/Mann–Kendall trend-testing approach, to assess the magnitude and significance of patterns in the observed data. These trend tests indicated that the change in the hydrological response of watersheds varied with the change in structure and composition of forest species. A significant increase in runoff (viz. average flow) was observed in those watersheds covered with natural forests, whereas a significant reduction in runoff (viz. baseflow and low runoff) was observed in those watersheds where the land cover was changed to Para rubber plantations and reforested areas. It is also noteworthy that the watersheds covered by natural forest showed more streamflow elasticity than plantations or reforested areas. These results highlight the importance of considering both forest types/dynamics and watershed characteristics when assessing hydrological impacts.  相似文献

This paper offers a critical assessment of REDD+ in Nigeria through a political ecology perspective. Focusing on questions of property rights and resource access, it maps the discursive articulations and contestations through which carbon rights are being determined. It also shows how these articulations and contestations are linked to land and forest rights, and how they shape everyday access to the forest. Evidence from the Nigerian case suggests that factors that complicate rights and undermine access to resources for forest communities under REDD+ are immanent to the contested terrain constituted in part by REDD+ proposals, proponents’ discourses and practices geared towards securing the forest for REDD+. Efforts to secure property rights and guarantee the permanence of REDD+ forests align with economic, ecological and ideological aspirations of state and non-state actors to produce a regime of militarised protectionism. I demonstrate how, in addition to its material and symbolic facilitation of the emergent carbon forestry economy, militarised protectionism as a regime of exclusion also constitutes collateral political economies of ‘more-than-carbon’ forest resources (such as timber and non-timber forest products) which perpetuate capital accumulation by the elites. It is this kind of exclusion–accumulation dialectic, legitimised by carbon forestry claims that this paper describes as carbonised exclusion. The paper thus furthers debates on the political ecology of REDD+ and other carbon forestry projects, while productively engaging technocentric literature on REDD+ and property rights.  相似文献

Frontiers constitute a major source of global land cover change hot spots, with forests and grasslands being converted into agricultural uses. As such, frontiers provide an opportunity to see how people manipulate the land and their lives in the context of social, cultural and environmental constraints. This paper examines frontier settlement and land cover change in Nang Rong district, Northeast Thailand for the last half century. It uses a Cellular Automata (CA) model to explore the land cover consequences of alternative patterns of settlement in a setting where people establish dwelling units in nucleated villages and work agricultural plots that surround villages. Forested land around the center of a village is converted into agricultural uses in an inverse relationship to the distance from the village center, but frequently modified by biophysical conditions. Land at the center of the village may be reforested after the village is established as a source of shade as well as fruit and other products. Model variation in land cover change is more sensitive to the spatial reach of village households than their temporal reach, suggesting the important role that technology plays in how villagers travel to their fields (walking versus motorized transit).  相似文献

Based on a case study in a Thai forest reserve, this article compares two modes of ‘reading’ the forest - official and local forest classification systems - and discusses how they imply different ideas about the forest, and how these competing knowledges interact with the politics of forest governance. Forest classification conventions are shown to slip, as ‘facts’ about the forest, from their origins in extraction-oriented forestry to the realm of conservation. Through a comparison of conventional vegetation classifications used in the state’s governance of the Thung Yai Naresuan Wildlife Sanctuary in Thailand, with the classificatory systems of resident Pwo Karen communities, this paper examines the slippage of conventional classifications through various uses and the emphases placed by competing representations of the forest within the context of conservation politics in Thailand. It was found that conventional classifications continued to prioritise the silvicultural potential of trees within a conservation context, downplaying other notions of forests - such as their importance to livelihoods and as lived spaces - which are present in Karen classifications.  相似文献

Plans to double the proportion of land under forest cover in Ireland by the year 2035 have been initiated. The plan, primarily financially driven, ignores potential environmental impacts of forestry, particularly impacts on groundwater resources and quality. Since groundwater supplies almost 25% of Ireland's total potable water, these impacts are important. Field investigations indicate that afforestation leads to a reduction in runoff by as much as 20%, mainly due to interception of rainfall by forest canopies. Clearfelling has the opposite impact. Implications are that uncoordinated forestry practices can potentially exacerbate flooding. Groundwater recharge is affected by forestry, largely due to greater uptake of soil water by trees and to increased water-holding capacity of forest soils, arising from higher organic contents. Recharge rates under forests can be reduced to one tenth that under grass or heathland. Groundwater quality may be affected by enhanced acidification and nitrification under forests, due partly to scavenging of atmospheric pollutants by forest canopies, and partly to greater deposition of highly acid leaf litter. 以典型高原山地喀斯特石漠化6种土地利用方式土壤为研究对象,探讨不同生态恢复条件下,坡耕地转变为林地、草地及林草套种地后对表层土壤结构稳定性及其有机碳含量的影响。结果表明:在坡耕地实施石漠化治理措施,造林种草后,>0.25 mm团聚体含量显著增加,以人工林、次生林居多,坡耕地较少。在干湿筛处理下,采用平均质量直径(MWD)、几何平均直径(GMD)、分形维数(D)、>0.25 mm团聚体含量等指标来表征的团聚体稳定性显示,人工林和次生林土壤团聚体稳定性较强,坡耕地和林草套种地土壤团聚体稳定性较弱。总体上不同土地利用方式均以小粒级团聚体有机碳含量最高,>5 mm和2~5 mm水稳性团聚体有机碳对土壤有机碳的贡献率最大(除农耕地);土壤大团聚体对土壤有机碳的固定起主要作用。石漠化坡耕地退耕还林种草有利于促进土壤表层土壤结构的稳定及有机碳的积累。   相似文献

A pollen analytical investigation of the sediments of Berry Pond, Berkshire County, Massachusetts, has demonstrated a sequence of pollen assemblage zones similar to those detected elsewhere in New England. From about 13,000 to 12,000 yr B.P. the vegetation of the region was treeless, probably tundra. By 11,500 yr tundra had been replaced by open boreal forest. Closed boreal forest became dominant by 10,500 yr. Boreal forests were replaced by mixed coniferous and deciduous forests with much white pine about 9600 yr ago. A “northern hardwoods” complex with much hemlock, beech, and sugar maple succeeded the mixed forests 8600 yr ago. Hemlock declined very rapidly approximately 4800 yr ago and was replaced by birch, oak, beech, ash, and red maple. This decline may have been biologically rather than climatically induced. There is a slight maximum of pine (much of it pitch pine) from 4100 to 2600 yr ago, perhaps indicative of warmer and/or drier conditions. There were slight changes in the forests about 1600 yr ago as chestnut immigrated and spruce and larch increased slightly. European land clearance and subsequent land abandonment are detectable in the uppermost levels.  相似文献

Carbon markets have gained traction worldwide as an ostensibly win–win solution to climate change, providing low-cost emission reductions in the Global North and sustainable development in the Global South. However, sustainable development and livelihood co-benefits have largely failed to materialize in a range of carbon offset projects, particularly those in forest communities. While some scholars explain this failure as an outcome of fundamental tradeoffs between market efficiency and sustainable development, others argue that institutions of common property land tenure can resolve tradeoffs and generate important co-benefits for local communities. Using a political ecology approach, integrating insights of Karl Polanyi and Noel Castree on the commodification of nature and evidence from a carbon forestry project in Chiapas, Mexico, this article grapples with the ways in which carbon market requirements shape forest governance within common property tenure arrangements. I argue that the centralization of forest governance and decision making into the hands of project implementers and brokers, the necessity for legible land rights and boundaries, and the technical requirements for measurement, calculation, and monitoring of carbon have reshaped forest governance in ways that have undermined the social and ecological benefits often associated with common property management schemes. This research therefore demonstrates that so-called tradeoffs between market efficiency and equitable sustainable development goals may not be inherent to carbon forestry and calls into question the reliance on disembedding market mechanisms for climate change mitigation in forest ecosystems. 广东省岩溶丘陵总面积1827km2,岩溶丘陵对于广东山区农林业发展和全省生态环境保护意义重大。本文基于实地调查和已有数据对广东省溶蚀低丘陵、溶蚀-侵蚀低丘陵、溶蚀高丘陵和溶蚀-侵蚀高丘陵四种不同类型岩溶丘陵的分布区域、面积、特点和土地利用现状及问题进行了分析。结果表明,岩溶丘陵在广东分布广而散,以粤北居多,面积达到1389.44km2,占总岩溶丘陵面积的76%,而粤西、粤东为351.92km2和86.36km2,分别占总岩溶丘陵面积的19%和5%。岩溶丘陵具备相对好的农业开发潜力,但目前大多处于无序和不合理的利用状态,盲目毁林致使生态退化加剧的潜在危险不断增加。针对土地利用现状问题及岩溶丘陵的生态特征,提出了岩溶盆地区以生态林+经济林+经济作物、岩溶高原区以生态林+薪炭林+经济植物、溶蚀-侵蚀丘陵区以速生用材林栽植、英德和连山风景区以生态旅游、粤东及粤北已有矿区以生态林+矿产开发的五种开发模式。   相似文献

Fuelwood Development for Energy in Sudan project (GCP/SUD/033/NET) is undertaking research to formulate management plans for Sudan ecologically marginal forests. Rawashda and Wad Kabu forests are taken as examples to initiate sound plans. It is believed that the study of socio-economic parameters of forests users is an essential component to achieve such plan. This study is also fundamental for attaining an integrated land use system, as a prime option of natural resource use. This study is, consequently, aiming at:
  1. Providing the base line information of the different communities identified in Tab 3 and using the two forests.
  2. Examine people's attitude, perception, participation options in maintenance and management of the two forests. Such parameters are also vital for adoption of an integrated land use strategy in the future.
  3. Based on (i) and (ii) to outline broadly the most relevant plan of management land use strategy to be adopted, based on community self-generated options of institutions and objectives of use.
The main findings in this context can be summarized in the following:
  1. A complex pattern of economic activities (Tab 3) ranging from pure pastoral nomadism to modern mechanized farming, still characterized by combination of related activities of agricultural/livestock breeding, agriculture/forest resource use, etc. This diversity in activities, which is mostly dependent on the natural resource base, gives a sound base for any option of an integrated land use system.
  2. Perception and attitude analysis have revealed a growing awareness of the role of the forest resources in the economy as source of grazing, domestic needs and source of income. This awareness is supported by willingness to participate in any integrated land use plan, yet from a different stand point and objective. Preference of self-generated channels is quite evident, but with a specified role of the government.
  3. The major finding is that, and among all communities, the situation is mature for action, although at different levels.
Therefore, each community could be approached along relevant lines of action, as an initial phase before attaining a comprehensive land use plan. On-farm trials (OFTs) or in-herd trials seem to be more relevant compared with expert controlled trials. Any plan of action needs to be preceded by revision of present land tenure systems, establishing grass-root institutions, reorientation of concerned government departments, intensive extension programme and careful formulation of projects, execution and follow-up plans. Such steps need to be geared to narrow the ‘Perception gap’ of development between participants or users and planners.  相似文献

The PNG cattle industry grew slowly until after 1963 when both expatriate-owned ranches and locally-owned smallholder schemes expanded with the assistance of foreign aid. This expansion continued throughout the country until the mid-1970's when the number of cattle in both sectors began to decline and production stabilised. Ranches faced a future of political uncertainty whilst the prestige associated with being the owner of a smallholder scheme was not reflected in increased incomes for those involved; demands on labour were high, management skills lacking and incomes from cash crops were usually higher. The economic and social differentiation that followed cattle smallholding emphazised existing disparities. Increased local demands for beef imports have encouraged a revised national policy directed at producing beef on locally owned but principally expatriate managed ranches on a limited number of available grassland sites. This policy which is now being implemented may also minimise both local economic defferentiation and regional inequalities.Fieldwork was completed in 1979 during secondment to the institute of Applied Social and Economic Research in Port Moresby, Papua New Guinea. 红色碳酸盐岩石林是湘西地质公园最重要的地质遗迹之一。公园内的红色碳酸盐岩石林发育于奥陶系大湾组与牯牛潭组,集中分布于酉水-猛洞河两岸斜坡与峡谷地带,出露面积84 km2,是当前全球已知的面积最大的奥陶系红色碳酸盐岩石林地貌景观。红石林形态多样、成景效果好,发育了包括塔状、火焰状、墙状、剑状、柱状、锥状等十余种形态。红石林的形成经历了完整的地层沉积-构造抬升-风化剥蚀等阶段,适宜的古地理环境、有利的构造抬升运动和节理裂隙发育、温暖多雨的气候和丰富的地表地下水系是红石林发育的重要条件。因受成景地层的岩性组成复杂、地层偏薄、溶蚀作用差异等因素影响,红石林具有明显的垂直溶痕和水平溶痕叠加现象,具有独特的自然美,形态上与云南石林有较大不同,颜色上,红石林晴红雨黑、四季变幻,可能是石柱表面的藻类造成。除中国西南地区,其他国家或地区的奥陶系红色碳酸盐岩石林分布十分有限,仅泰国沙墩有报道,其稀有性非常突出,具有重要的科学意义和研究价值。但正由于其稀少,许多针对性的研究仍刚起步,值得未来各界学者进一步深入探讨。   相似文献

The 2004 earthquake left several traces of coseismic land deformation and tsunami deposits, both on the islands along the plate boundary and distant shores of the Indian Ocean rim countries. Researchers are now exploring these sites to develop a chronology of past events. Where the coastal regions are also inundated by storm surges, there is an additional challenge to discriminate between the deposits formed by these two processes. Paleo-tsunami research relies largely on finding deposits where preservation potential is high and storm surge origin can be excluded. During the past decade of our work along the Andaman and Nicobar Islands and the east coast of India, we have observed that the 2004 tsunami deposits are best preserved in lagoons, inland streams and also on elevated terraces. Chronological evidence for older events obtained from such sites is better correlated with those from Thailand, Sri Lanka and Indonesia, reiterating their usefulness in tsunami geology studies.  相似文献

Land is a primary resource for international tourism development. The relation of indigenous systems of land tenure and the history of land alienation to tourism in Pacific Island nations, however, is problematic. Governments of some Pacific Island nations are now emphasizing the traditional land rights of indigenous people in determining land use for economic development. Land is a key resource for the local participation of Islanders in development, and indigenous land claims are a volatile political issue. There has been little substantive research on tourism and land tenure in Melanesia. This paper examines the history of the problem of land alienation, the nature of traditional land tenure, and the relation of current land claims to tourist development in Vanuatu. Land alienations are tied to modern tourist developments, and issues of land tenure are a central aspects of political debate in local cultures. Suggestions are offered for regional planning for tourism, and local control of tourist development and land use.  相似文献

Conflicts surrounding protected area management often emerge from contested processes of boundary-making. Such productions of bounded conservation spaces are contingent in part on processes of identity formation, where some social groups are legitimized as belonging to conservation units, while others are constructed as out-of-place. This article draws on the literature in postmodern geopolitics and the political ecology of fire to interrogate processes of boundary-making and identity formation in the savanna landscape of Canaima National Park, Venezuela. The institutional culture of the environmental management agency EDELCA is in part premised on narratives of history and indigeneity coupled with a desire for an imagined, forested landscape. Because of the social constructions shaping this institutional culture, the agency maintains an approach to fire management that emphasizes fire suppression. However, an ecological field study suggests that fire suppression is leading to increased fuel loads, especially in ecologically significant boundaries between grasslands and forest. Although these boundary zones are the focus of indigenous practices of prescribed burning, they fall in-between the state management categories of forest and ecotone. As a result, these interstitial spaces become theaters for performances of domination and resistance, leading to contradictory and inconsistent approaches to fire management that place gallery forests at risk.  相似文献

Transnational economic integration between Thailand and Burma is intimately linked to protection for Burmese refugees in Thailand. In the case of Burmese nationals who seek safety in Thailand, their protection becomes more negotiable as economic integration with Thailand proceeds. Since 1988, hundreds of thousands of Burmese citizens have fled beyond the borders of their state, fearing both human rights abuses and successive offensives by a military junta intent on its own survival. Critical analysis of the dynamic of human displacement and bi-national economic cooperation between the governments of Thailand Burma grounds this study. The story is one of transnational trade across one border, where people's labour, homes, and passports are exchanged – in an obscured fashion – for investment, natural resources, and economic cooperation. The Thai-Burmese border proves to be a flexible concept that can be invoked to produce refugees or blurred to promote binational economic infrastructure and trade. Despite economic booms and busts in Southeast Asia, economic integration in the region is on-going. At the same time, Burma's government – the State Peace and Development Council – and its military force more and more citizens into neighbouring countries. As part of their long-running project to get beyond the nature–culture dualism, political ecologists have increasingly explored the active contributions of nonhumans to environmental politics. Upon decentering humans, however, too often posthumanist political ecologies have recentered humans and animals, indexing the enlarged category of “political actor” to narrowly shared traits like mobility or intentionality. Among other consequences, this tendency in political ecology’s posthumanism leaves the political agency of plants largely neglected. Political ecology suffers from this neglect, but the field can benefit from an integration of the insights of vegetal politics, a literature that traces the consequences of plant capabilities in more-than-human geographies. In this article, I model this integration—a vegetal political ecology—by examining human–plant partnerships in post-Soviet Kyrgyzstan's walnut–fruit forest, an ecosystem distinguished by the number of its trees that can be modified by horticultural techniques like grafting. I argue that the forest’s “graftability” incrementally undermines two different hierarchies, one typifying people–plant relationships and another that characterizes state-centered regimes of post-Soviet forest governance. Graftability thus allows Kyrgyzstani villagers and trees to act with more autonomy than they otherwise would. This antihierarchical effect is a small biological determinism conferred by the capacities of the graftable tree, and it has political consequences. Vegetal political ecology aims to similarly connect plant performances to their broader political effects; by doing so, it can help political ecologists escape the residual humanism that still characterizes their efforts at posthumanism and better illuminate the political possibilities of partnering with plants.  相似文献
