Land cover dynamics at the African continental scale is of great importance for global change studies. Actually, four satellite-derived land cover maps of Africa now available, e.g. ECOCLIMAP, GLC2000, MODIS and GLOBCOVER, are based on images acquired in the 2000s. This study aims at stressing the compliances and the discrepancies between these four land cover classifications systems. Each of them used different mapping initiatives and relies on different mapping standards, which supports the present investigation. In order to do a relative comparison of the four maps, a preamble was to reconcile their thematic legends into more aggregated categories after a projection into the same spatial resolution. Results show that the agreement between the four land cover products is between 56 and 69%. While all these land cover datasets show a reasonable agreement in terms of surface types and spatial distribution patterns, mapping of heterogeneous landscapes in the four products is not very successful. Land cover products based on remote sensing imagery can indeed significantly be improved by using smarter algorithms, better timing of image acquisition, improved class definitions. Either will help to improve the accuracy of future land cover maps at the African continental scale. Data producers may use the areas of spatial agreement for training area selection while users might need to verify the information in the areas of disagreement using additional data sources.

Abstract

This paper presents the results of analysis of the data obtained by the method of computer-aided visual interpretation of satellite images used for identification of changes in land cover within the framework of the Image and CORINE Land Cover 2000 (I&CLC2000) Project (jointly managed by the European Environment Agency in Copenhagen, Denmark and the Joint Research Centre of the European Commission in Ispra, Italy). These data are also relevant in cartography. Land cover changes identified by the method mentioned may contain mistakes caused by over- or underestimation. The paper describes these mistakes. Overestimation (technical change) of the extent of land cover change is caused by adding the residual polygons (smaller than 25 ha) to neighbouring polygons. Underestimation is caused by the fact that discernible changes concerning areas larger than 5 ha which showed up in objects with areas smaller than 25 ha were not identified and, consequently, not included in either CLC90 or CLC2000 data layers; e.g. Dutch CLC_change database users' accuracy indicates an overestimation of 8.8% whereas the comparison of net change indicates a small, insignificant underestimation. In spite of the problems referred to, caused by overestimation or underestimation, the datasets on land cover changes in Europe for the 1990s and the year 2000 (± one year) can also be used for the compilation of land cover change maps at the regional, national and European levels.

Since 2012 CORINE has been obtained in Spain from the generalization of a more detailed land cover map (SIOSE). This methodological change has meant the production of a new CORINE map, which is different from the existing ones. To analyze how different the new maps are from the previous ones, as well as the advantages and disadvantages of the new methodology, we carried out a comparison of the CORINE obtained from both methods (traditional and generalization) for the year 2006. The new CORINE is more detailed and it is more coherent with the rest of Spanish Land Use Land Cover (LULC) maps. However, problems have been encountered with regard to the meaning of its classes, the fragmentation of patches and the complexity of its perimeters.

Using CORINE land cover and the point survey LUCAS for area estimation
CORINE land cover 2000 (CLC2000) is a European land cover map produced by photo-interpretation of Landsat ETM+ images. Its direct use for area estimation can be strongly biased and does not generally report single crops. CLC areas need to be calibrated to give acceptable statistical results.LUCAS (land use/cover area frame survey) is a point survey carried out in 2001 and 2003 in the European Union (EU15) on a systematic sample of clusters of points. LUCAS is especially useful for area estimation in geographic units that do not coincide with administrative regions, such as set of coastal areas defined with a 10 km buffer. Some variance estimation issues with systematic sampling of clusters are analysed. The contingency table obtained overlaying CLC and LUCAS gives the fine scale composition of CLC classes. Using CLC for post-stratification of LUCAS is equivalent to the direct calibration estimator when the sampling units are points. Stratification is easier to adapt to a scheme in which the sampling units are the clusters of points used in LUCAS 2001/2003.

In Africa, food security early warning systems use satellite-derived data concerning crop conditions and agricultural production. Such systems can be improved if they are provided with a more reliable estimation of the cultivated area at national scale. This paper evaluates the potential of using time series from the MODerate resolution Imaging Spectroradiometer MOD13Q1 (16-day composite of normalized difference vegetation index at 250 m resolution) to extract cultivated areas in the fragmented rural landscapes of Mali. To this end, we first stratified Southern Mali into 13 rural landscapes based on the spatio-temporal variability of NDVI and textural indices, using an object-oriented classification scheme. The accuracy of the resulting map (MODIScrop) and how it compares with existing coarse-resolution global land products (GLC2000 Africa, GLOBCOVER, MODIS V05 and ECOCLIMAP-II), was then assessed against six crop/non-crop maps derived from SPOT 2.5 m resolution images used as references. For crop areal coverage, the MODIScrop cultivated map was successful in assessing the overall cultivated area at five out of the six validation sites (less than 6% of the absolute difference), while in terms of crop spatial distribution, the producer accuracy was between 33.1% and 80.8%. This accuracy was linearly correlated with the mean patch size index calculated on the SPOT crop maps (r2 = 0.8). Using the Pareto boundary as an accuracy assessment method at the study sites, we showed that (i) 20-40% of the classification crop error was due to the spatial resolution of the MODIS sensor (250 m), and that (ii) compared to MODIS V05, which otherwise performed better than the other existing products, MODIScrop generally minimized omission-commission errors. A spatial validation of the different products was carried out using SPOT image classifications as reference. In the corresponding error matrices, the fraction of correctly classified pixels for our product was 70%, compared to 58% for MODIS V05, while it ranged between 40% and 51% for the GLC2000, the ECOCLIMAP-II and the GLOBCOVER.

This paper describes a simple and adaptive methodology for large area forest/non-forest mapping using Landsat ETM+ imagery and CORINE Land Cover 2000. The methodology is based on scene-by-scene analysis and supervised classification. The fully automated processing chain consists of several phases, including image segmentation, clustering, adaptive spectral representativity analysis, training data extraction and nearest-neighbour classification. This method was used to produce a European forest/non-forest map through the processing of 415 Landsat ETM+ scenes. The resulting forest/non-forest map was validated with three independent data sets. The results show that the map’s overall point-level agreement with our validation data generally exceeds 80%, and approaches 90% in central European conditions. Comparison with country-level forest area statistics shows that in most cases the difference between the forest proportion of the derived map and that computed from the published forest area statistics is below 5%.

Inputs to various applications and models, current global land cover (GLC) maps are based on different data sources and methods. Therefore, comparing GLC maps is challenging. Statistical comparison of GLC maps is further complicated by the lack of a reference dataset that is suitable for validating multiple maps. This study utilizes the existing Globcover-2005 reference dataset to compare thematic accuracies of three GLC maps for the year 2005 (Globcover, LC-CCI and MODIS). We translated and reinterpreted the LCCS (land cover classification system) classifier information of the reference dataset into the different map legends. The three maps were evaluated for a variety of applications, i.e., general circulation models, dynamic global vegetation models, agriculture assessments, carbon estimation and biodiversity assessments, using weighted accuracy assessment. Based on the impact of land cover confusions on the overall weighted accuracy of the GLC maps, we identified map improvement priorities. Overall accuracies were 70.8 ± 1.4%, 71.4 ± 1.3%, and 61.3 ± 1.5% for LC-CCI, MODIS, and Globcover, respectively. Weighted accuracy assessments produced increased overall accuracies (80–93%) since not all class confusion errors are important for specific applications. As a common denominator for all applications, the classes mixed trees, shrubs, grasses, and cropland were identified as improvement priorities. The results demonstrate the necessity of accounting for dissimilarities in the importance of map classification errors for different user application. To determine the fitness of use of GLC maps, accuracy of GLC maps should be assessed per application; there is no single-figure accuracy estimate expressing map fitness for all purposes.

Considerable efforts have recently resulted in the development of global land cover data at large spatial scales. The main objective of this study is a comparison of different AVHRR- and MODIS-based forest and land cover products at the scale of the European Alps: a large natural ecosystem that is exposed to both natural environmental threats and human impacts and exploitation. In a first test, the accuracy of land cover products in predicting the overall amount of forest across national boundaries was assessed using national forest inventory statistics. Both variants of forest class combinations resulted in a general overestimation of the forest area. The IGBP 2.0 cover performed best with an overall mean absolute error of 13% and a bias of 0%. In a second test, large-area land cover products were tested for accuracy in predicting 13 aggregated land cover types in a spatially explicit manner using CORINE land cover as reference dataset. Due to data inconsistencies, partly insufficient spatial resolution, steep terrain and land use heterogeneity of the European Alps, only partly satisfactory results were obtained.

Six widely used coarse-resolution global land cover data-sets – Global Land Cover Characterization (GLCC), Global Land Cover 2000 (GLC2000), GlobCover land cover product (GlobCover), MODIS land cover product (MODIS LC), the University of Maryland land cover product (UMD LC), and the MODIS Vegetation Continuous Fields tree cover layer (MODIS VCF) disagree substantially in their estimates of forest cover. Employing a regression tree model trained on higher-resolution, Landsat-based data, these multisource multiresolution maps were integrated for an improved characterization of forest cover over North America. Evaluated using a withheld test sample, the integrated percent forest cover (IPFC) data-set has a root mean square error of 11.75% – substantially better than the 17.37% of GLCC, 17.61% of GLC2000, 17.96% of GlobCover, 15.23% of MODIS LC, 19.25% of MODIS VCF, and 15.15% of UMD LC, respectively. Although demonstrated for forest, this approach based on integration of multiple products has potential for improved characterization of other land cover types as well.

The need for quantitative and accurate information to characterize the state and evolution of vegetation types at a national scale is widely recognized. This type of information is crucial for the Democratic Republic of Congo, which contains the majority of the tropical forest cover of Central Africa and a large diversity of habitats. In spite of recent progress in earth observation capabilities, vegetation mapping and seasonality analysis in equatorial areas still represent an outstanding challenge owing to high cloud coverage and the extent and limited accessibility of the territory. On one hand, the use of coarse-resolution optical data is constrained by performance in the presence of cloud screening and by noise arising from the compositing process, which limits the spatial consistency of the composite and the temporal resolution. On the other hand, the use of high-resolution data suffers from heterogeneity of acquisition dates, images and interpretation from one scene to another. The objective of the present study was to propose and demonstrate a semi-automatic processing method for vegetation mapping and seasonality characterization based on temporal and spectral information from SPOT VEGETATION time series. A land cover map with 18 vegetation classes was produced using the proposed method that was fed by ecological knowledge gathered from botanists and reference documents. The floristic composition and physiognomy of each vegetation type are described using the Land Cover Classification System developed by the FAO. Moreover, the seasonality of each class is characterized on a monthly basis and the variation in different vegetation indicators is discussed from a phenological point of view. This mapping exercise delivers the first area estimates of seven different forest types, five different savannas characterized by specific seasonality behavior and two aquatic vegetation types. Finally, the result is compared to two recent land cover maps derived from coarse-resolution (GLC2000) and high-resolution imagery (Africover).

30-m Global Land Cover(GLC)data products permit the detection of land cover changes at the scale of most human land activities, and are therefore used as fundamental information for sustainable development, environmental change studies, and many other societal benefit areas. In the past few years, increasing efforts have been devoted to the accuracy assessment of GlobeLand30 and other finer-resolution GLC data products. However, most of them were conducted either within a limited percentage of map sheets selected from a global scale or in some individual countries(areas),and there are still many areas where the uncertainty of 30-m resolution GLC data products remains to be validated and documented. In order to promote a comprehensive and collaborative validation of 30-m GLC data products, the GEO Global Land Cover Community Activity had organized a project from 2015 to 2017,to examine and explore its major problems, including the lack of international agreed validation guidelines and on-line tools for facilitating collaborative validation activities. With the joint effort of experts and users from 30 GEO member countries or participating organizations,a technical specification for 30-m GLC validation was developed based on the findings and experiences. An on-line validation tool,GLCVal,was developed by integrating land cover validation procedures with the service computing technologies.About 20 countries(regions)have completed the accuracy assess-ment of GlobeLand30 for their territories with the guidance of the technical specification and the support of GLCVal.

<正>Land cover is a fundamental variable that links many facets of the natural environment and a key driver of global environmental change.Alterations in its status can have significant ramifications at local, regional and global levels.Hence,it is imperative to map land cover at a range of spatial and temporal scales with a view to understanding the inherent patterns for effective characterization, prediction and management of the potential environmental impacts. This paper presents the results of an effort to map land cover patterns in Kinangop division,Kenya, using geospatial tools. This is a geographic locality that has experienced rapid land use transformations since Kenya's independence culminating in uncontrolled land cover changes and loss of biodiversity. The changes in land use/cover constrain the natural resource base and presuppose availability of quantitative and spatially explicit land cover data for understanding the inherent patterns and facilitating specific and multi-purpose land use planning and management. As such, the study had two objectives viz.(i) mapping the spatial patterns of land cover in Kinangop using remote sensing and GIS and;(ii) evaluating the quality of the resultant land cover map.ASTER satellite imagery acquired in January 23,2007 was procured and field data gathered between September l0 and October 16,2007.The latter were used for training the maximum likelihood classifier and validating the resultant land cover map.The land cover classification yielded 5 classes, overall accuracy of 83.5%and kappa statistic of 0.79,which conforms to the acceptable standards of land cover mapping. This qualifies its application in environmental decision-making and manifests the utility of geospatial techniques in mapping land resources.

Natural and semi-natural landscape cover is heterogeneous. Ideally, mapping land cover requires an approach that represents both gradients and land covers spatiotemporal variability. These aspects can be visualized and depicted by applying a new spatio-temporal analysis based Landscape Heterogeneity Mapping (LaHMa) method to natural and semi-natural landscapes. Using MODIS NDVI 16-day imagery (February 2000–July 2009) for Crete, a 65-cluster image was selected from ISODATA classification results using the separability values of the divergence statistics. The 65 clusters appropriately generalize the spatial and temporal variability in land cover. Using classified outputs from 10 to 65 clusters, the frequency of pixels identified as boundaries of homogeneous land cover classes was translated into the form of a landscape heterogeneity map, which was then validated using field data. The results show that the heterogeneity map had moderate correlation (R2 = 0.60 and 0.63 in two transects) with the sum of differences between neighbouring transect pixels in all land cover components. In general, the study found this new approach (LaHMa) to be suitable for mapping landscape heterogeneity in the natural and semi-natural landscape of Crete, Greece. The new method appears to be of potential use for informing gradient analyses in landscape ecological studies.

There is much interest in using volunteered geographic information (VGI) in formal scientific analyses. This analysis uses VGI describing land cover that was captured using a web-based interface, linked to Google Earth. A number of control points, for which the land cover had been determined by experts allowed measures of the reliability of each volunteer in relation to each land cover class to be calculated. Geographically weighted kernels were used to estimate surfaces of volunteered land cover information accuracy and then to develop spatially distributed correspondences between the volunteer land cover class and land cover from 3 contemporary global datasets (GLC-2000, GlobCover and MODIS v.5). Specifically, a geographically weighted approach calculated local confusion matrices (correspondences) at each location in a central African study area and generated spatial distributions of user's, producer's, portmanteau, and partial portmanteau accuracies. These were used to evaluate the global datasets and to infer which of them was 'best’ at describing Tree cover at each location in the study area. The resulting maps show where specific global datasets are recommended for analyses requiring Tree cover information. The methods presented in this research suggest that some of the concerns about the quality of VGI can be addressed through careful data collection, the use of control points to evaluate volunteer performance and spatially explicit analyses. A research agenda for the use and analysis of VGI about land cover is outlined.
