芦山地震灾后重建地区土地资源安全评价

地震灾后恢复重建的土地资源安全评价是资源环境承载能力评价的基础性工作之一,为灾后恢复重建工作的开展提供科学依据。针对灾后重建地区土地资源安全评价的特殊性,本文以芦山地震灾后重建地区为例,综合考虑地质条件与灾害危险性、水土资源条件、生态环境等3大类要素及8个评价因子,构建了芦山地震灾后重建地区土地资源安全评价模型,并利用GIS空间分析方法对栅格单元和行政单元的土地资源安全进行了评价和分级。结果表明:属于安全类的土地面积为2409.30 km2,占灾区土地总面积的5.63%,主要分布于灾区东部的山前平原区,这类区域应该被视为灾后重建选址的首选区域,较安全类可以作为安全类区域的补充选择,而一般安全类在作为灾后重建选址的备选区域时应做好充分的防护措施;灾区21县中仅有6个县的土地资源安全指数大于0.60,它们均位于灾区东部的山前平原区;在属于极重灾区和重灾区的6县中,只有名山区具有较高的土地资源安全指数(0.76),可重建土地面积为468.33 km2,且其人均可重建土地面积也相对较高,应作为极重灾区和重灾区灾后异地重建进行大规模人口集聚、城市建设和产业发展的首选区域。本研究提出的评价模型适应于具有同类地质灾害的研究区域,也可以为具有相似地质、地形和资源环境条件的区域开展研究提供参考。     

汶川地震灾区重建若干问题探讨

汶川地震重灾区在四川省涉及51个县(区市),面积约13.28万km2,人口约2 657万.灾区地跨龙门山脉及其东西两侧,西部为青藏高原,东部为成都平原和四川盆地;西部是生物多样性保护中心和长江上游重要生态屏障,但经济发展滞后;而东部是经济较发达地区,人口和经济密度大,城市化和工业化水平较高.灾区重建要立足眼前,着眼长远;用3 a左右时间基本达到灾前水平,再用5～10 a时间将灾区建成工业化、城镇化水平较高、产业结构合理、生态环境优良、人民安居乐业的区域.要坚持以人为本,确保人居环境的安全;要生态优先,突出生态保护的战略地位,规避在生态敏感区建设污染型企业;在成德绵要加快产业集群建设;山区聚落,要变分散为集中,进行空间、产业和组织重构.     

试论汶川地震灾后重建的9大关系

汶川地震灾后重建事关灾区广大灾民的生存和发展,事关四川实现全面小康社会的目标,灾后重建的成败国人关心、世界瞩目,在这一关键时期、攻坚阶段,迫切需要进行人口、资源、环境、社会、经济等方面的综合统筹.在分析灾区区域自然、经济、社会特点和区域战略地位的基础上,论述了灾后重建应正确处理的9大关系:地质灾害风险区划和空间布局的关系、资源环境承载力和人口安置的关系、生态系统恢复和主体功能区的关系、生产生活恢复和经济持续发展的关系、政府功能与市场作用的关系、生态移民和扶贫攻坚的关系、聚落重构和社会主义新农村建设的关系、社会发展和城乡统筹的关系、区域特色和民族文化保护的关系.     

科学面对山区发展已是刻不容缓——写自汶川大地震的警示

在对5·12汶川大地震灾区考察中发现,汶川大地震暴露出山区发展中许多深层次的问题,尤其是山地科学研究现状存在很大缺憾.针对所暴露的问题,重新对山地科学研究的丰富内涵作了全面系统的论述,指出无论是山地科学体系构建,还是山区资源环境的保护利用、山区发展布局、灾后重建,山地研究所涉及的相关科学体系及其山区发展中的安全等问题,都需要尽快建立起一个国家层面的政策调控机制,进而科学指导编制山地科学研究分期计划,加强布局,调动和协调国内相关研究力量,形成山地科学研究的合力,整体上促进山地科学的发展,推动山地科学基础理论与技术创新和重大突破,从科技创新方面支撑和促进山区又好又快又安全的发展.最终引领世界山地科学的发展.     

“4·20”芦山地震灾区次生山地灾害易发性评价

选择"4·20"芦山地震灾区为研究区,在野外实地考察的基础上,结合高精度遥感影像解译分析,针对地震灾区滑坡、崩塌和泥石流等次生山地灾害的形成条件展开系统分析;在ArcGIS 9.3软件支持下,采用信息量模型,选择坡向、坡度、地层岩性、断裂带、河流冲刷作用、地震烈度和降水量7个影响因子作为芦山地震灾区次生山地灾害易发性评价的指标参数,将其划分为高易发区、中易发区和低易发区,该评价结果与实地考察结果基本吻合。基于GIS的信息量模型能够很好地为芦山地震灾区次生山地灾害易发性区划研究提供指导,其结果可以用来解决次生山地灾害易发性评价中效率低、精度差、费时费力等问题,从而实现次生山地灾害易发性评价的信息化和科学化。     

地震灾区重建中有关水文与水环境问题的若干思考

利用国际上有关大型地震灾区水文过程和水环境变化的研究成果和龙门山区断裂带水循环系统特点,从地表水循环变化及其对流域水资源形成和分布的可能影响、河道形态与径流过程变化、坡面水动力场的可能变化及其对坡面岩土稳定性与土壤侵蚀的作用、水环境可能变化以及流域水安全与水库生态调度等方面,讨论了"5.12"汶川特大地震对区域水循环和水资源以及水环境等方面存在的可能影响,认为在灾后恢复重建过程中,应重视对流域尺度水循环与水资源和水环境科学的系统研究.     

京张区域生态与产业协调发展战略

通过应用焦点小组法和深度访谈法等方法,对京张区域生态与产业协调发展进行实地调研.发现京张区域之间的发展应以张家口的发展为核心,尤其是张家口的生态环境治理对京张区域的影响更为深刻.生态环境治理已成为北京与张家口关系中最重要的纽带,在其发展产业过程中,要综合考虑区域生态治理这一现实基础.通过对京张之间的探讨,提出京张区域生态与产业协调发展战略：张家口发展生态旅游;京张区域优势互补,进行农业合作;张家口利用优势发展物流业;张家口为北京输送劳务人员.     

国外重大自然灾害区域重建规划的理念和启示

5·12四川汶川地震,4·14青海玉树地震及8·7甘肃舟曲特大泥石流等突发性重特大自然灾害发生地区的灾后重建是非常复杂而漫长的工作.灾后重建规划是推进灾区恢复重建工作的重要依据,不断完善重建规划的理论和方法对提高我国综合减灾恢复重建能力意义重大.本研究通过系统梳理大量国际组织发表的文献资料,总结了1995年日本阪神地震、2004年印度洋地震海啸、2005年美国Katrina飓风的灾后重建规划及规划实施中的先进理念,分析提出积极推进今后我国在灾后重建过程中体现灾区民意和强化生产、生活氛围复兴(软环境重建)工作的重要意义.     

芦山地震重灾区地形因子分析

地形条件与山地灾害的发育密切相关,是山地灾害危险性评价的重要因子.以四川省芦山县“4·20”7.0级强烈地震灾区的芦山、宝兴、天全3县为研究区,应用GIS技术计算研究区坡度、地形位指数与地形起伏度,通过流域水文分析方法实现宝兴县子流域划分并提取沟床纵比降,分析灾区地形因子特征,结合灾后崩塌滑坡遥感解译结果,探讨次生山地灾害分布与地形因子的关系.结果表明,研究区坡度大于25°的面积占区域总面积的73.89％,地形位指数大于0.4的区域面积占总面积的85.92％,起伏度大于500 m的占87.41％,各地形因子面积比率最大的区段分别为坡度35°～40°、地形位指数0.648 ～0.666、起伏度500～1 000 m;宝兴县子流域沟床纵比降数值集中于100‰ ～ 300‰范围内.坡度30°～50°的区域为崩塌滑坡的高发地段;崩塌滑坡的优势地形位处于地形位指数0.228～0.246和0.34～0.61之间的区域;起伏度在500～1 000m的区域为崩塌滑坡的集中分布区.研究结果可为灾害评估及灾后恢复重建提供参考依据.     

武汉城市圈产业发展的生态转型与空间优化

借鉴生态学原理,视区域产业部门为种群,产业结构为群落,提出区域产业生态的概念体系;借鉴生态位方法,构建基于区域的市场生态位和基于区位的空间生态位,揭示区域不同产业种群之间及其与环境之间的相互作用和空间分布;据此,对武汉城市圈的产业生态演化与优化进行了系统分析。结果表明:区域产业生态演化经历了形成、强化、退化和调整4个阶段。"十一五"期间,钢铁、石油等传统重化型行业市场生态位偏大,汽车、光电子等先进制造业偏小;空间生态位总体较为平均,黄冈、孝感和咸宁等周边城市初步形成适宜多种制造业发展的空间基础。建设区域创新环境、培育区域创新文化,有助于区域产业发展的生态转型;构建复合集群网络、发展区域特色产业,有利于区域产业发展的空间优化。

Deserts and Aeolian Desertification in China: Book review and some thoughts

Desertification is a global phenomenon that affects about two billion people. It occurs in arid zones where the annual precipitation is below 400 mm, partic- ularly in the marginal areas of the world＇s largest deserts. It is a result of water and wind erosion, over- grazing, global warm-ing, improper soil cultivation, and increased pressure ot population growth, and it causes degradation of soil and natural and agricultural vegetation. The direct result is less food for people and livestock, which influences pop- ulation and animal husbandry fluctuations. Despite ef- forts to combat and reduce desertification, the affected areas are annually increasing.
