中国国际河流水文地理研究进展

中国发育了亚洲主要的国际河流,丰富的跨境水资源在区域“水—能源—粮食—生态”安全维持中发挥着重要作用。近几十年来,受全球气候变化特别是大规模水利水电工程建设驱动,国际河流区水文及生态过程变化与跨境影响等问题备受关注。国内对这些问题的研究,重点聚焦于水文及生态过程变化规律与变化归因、跨境影响与安全风险调控,探讨跨境流域“水—能源—粮食—生态”纽带关系,构建适应全球变化的跨境水资源协调机制等方面,取得了突出的研发成效。面对全球变化影响下日益突出的跨境水安全与生态安全风险问题,国际河流的水文地理研究,更需要借助空天地一体化精准监测技术、现代空间地理信息技术和智能技术等,通过提供可量化、可参与、可公开的研发成果,更好地为国家对国际河流的合理利用与地缘合作、健康维持与风险管控、跨境水外交与环境外交等提供科学依据和决策支持。     

中国国际河流研究进展及展望

我国因发育了亚洲大陆的主要国际河流而成为全球最重要的上游水道国。近30年来,在全球化趋势下,国际河流的合理利用与保护、生态变化与跨境影响、地缘合作与安全维护等,广受国际关注,成为地理、生态和地缘政治等学科交叉研究的热点。本文按“国际河流”、“跨境水资源”、“跨境生态安全”等关键词,从《地理学报》及其英文版J. Geographical Sciences中检索近30年来发表的相关文献,以此为主要依据,回顾地理学对我国国际河流研究取得的主要进展,判识存在的问题和所面临的挑战;在此基础上,结合科学发展的趋势和我国地缘合作等重大需求,展望研究前景。     

中国与东南亚地缘环境和跨境河流合作

本文从地缘环境视角分析中国与东南亚跨境河流合作,简要分析了中国与东南亚在四条跨境河流水电开发、电力贸易、国际航道、环境保护等方面合作现状,指出中国与东南亚跨境河流合作前景不容乐观,存在本位利益、水事争端、环境、移民、民族等问题,重点从地缘环境展开对跨境河流合作的影响分析,最后提出了通过妥善处理主权争端、充分发挥区域合作组织作用、改善舆论环境、理性应对东南亚平衡战略和大国关系、建立跨境河流合作机制、重视流域可持续发展等措施优化地缘环境从而促进跨境河流合作。     

跨境河流的利益共享及生态补偿机制研究进展（英文）

跨境河流具有重要的地缘政治和地缘经济内涵,但由于人口与经济的快速发展,跨境河流沿岸国常围绕水资源的开发和利用引发地区矛盾。因此,如何从生态的视角解决水资源的公平合理地开发与有效保护生态环境之间的不平衡性成为国际社会面临的主要问题。本文从跨境河流的相关国际水法出发,综述了利益共享、生态补偿机制以及适应性管理体系的研究进展。并发现在法律制度上,国际水法已经形成了一套完整体系,并更加注重水资源的跨境合作与可持续利用;在解决跨境水资源冲突的实践上,呈现从单一的水资源分配(零和结果)向利益共享转变的趋势,以期达到沿岸国多赢的目的,但跨境的生态补偿仍然存在一定困难。在中国,上下游间的横向生态补偿已被中央政府高度重视,为建立省际之间的生态补偿机制提供了指导。从现有实践来看,横向的生态补偿机制仍处于起步阶段,所实施范围小,法律制度薄弱,缺乏市场机制的动力并且依赖财政转移支付。未来,中国应加强跨境水资源在法律制度、国际合作与利益共享方面的研究。由于政府在生态补偿的实践中兼具的多重身份(如推动者,监管机构和买方),为了构建具有适应性管理的跨境生态补偿机制,政府应尽快完善在数据共享平台,水资源消耗标准及相关政策和标准(或条例)等方面的建设。     

地缘安全视角下的中国国际河流水资源开发利用

全球地缘政治竞争回潮与资源环境危机推动国际河流水资源开发利用成为影响国家地缘安全的关键变量。通过对既有文献的梳理,发现国际河流水资源开发利用在“稀缺-冲突”范式下激化流域各国的矛盾,引发的水资源冲突联合域外势力进一步作用于国家地缘安全;在地缘安全视角下,中国国际河流的水资源开发利用经历了从“弱安全化”到“强安全化”再到“去安全化”的演进;水环境治理、水量分配及水开发利益协调是水资源开发利用中的核心议题,涉及的跨境水资源污染、水权分配以及水电开发争议等问题与国家地缘安全密切相关;东北、西北及西南三大国际河流密集区水资源开发利用方式地域分异明显,在差异化的地缘环境下带来多元的地缘安全威胁;最后基于“一带一路”及“人类命运共同体”等背景对中国未来外交提出建议。     

“古代丝绸之路”的当代地缘政治、经济升级版——基于“一带一路”的文献研究

"一带一路"是基于古代丝绸之路概念在当代国际政治经济与地缘环境下的经贸合作升级版。它是中国政府统筹国内、国际两个方面格局,审时度势提出的一种新型开放大战略,一经提出迅速得到各大高校、科研院所的回应。"一带一路"战略具有互补共赢、地缘政治考量两个基本内涵。建设"新海上丝绸之路"对东南沿海、中西部区域发展格局具有重要影响。其中丝绸之路经济带的着眼点在于物流建设,采取资源合作共赢模式、国际地缘战略合作模式,经济推行人民币国际化。     

“干旱区水循环与水过程模拟重点实验室”在新疆挂牌

2009年5月,中国科学院新疆生态与地理研究所干旱区水循环与水过程模拟重点实验室喜获新疆重点实验室授牌。该实验室瞄准国际水文水资源科学研究领域前沿,以干旱区内陆河为主要研究对象,针对新疆水资源利用与调控、水环境污染与修复以及国际河流水资源开发利用等关键问题,将对干旱区内陆河流域开展以下五个方面的重点研究:降水-冰雪径流过程;水耗散和转化过程;水文过程的尺度转化及不确定性;水环境污染与修复;跨境河流水安全等,以期为新疆经济、社会、生态的协调发展提供强有力的科技支撑。     

约旦河跨境水冲突的地缘环境研究

随着气候变化、人口增长和经济发展,全球水资源供需矛盾日益突出,国际河流跨境水冲突不断加剧。地处中东的约旦河是世界上跨境水冲突最严重的河流。1948—2008年约旦河跨境水冲突事件数量占全球总量的1/5,战争性跨境水冲突数量占同级别总量的2/3。本文以地缘价值、地缘关系和地缘结构为模块构建国际河流跨境水冲突地缘环境分析框架,考察约旦河跨境水冲突事件的时空演化及其形成的地缘机制。研究发现,约旦河跨境水冲突的地缘目标集中于水资源战略要地,且按水资源地“主要→核心→次要”空间转移;跨境水冲突事件在时序上呈现从以色列争夺水权为主向域内阿拉伯国家讨还水权为主演化;跨境水冲突地缘体结构中以色列主动发起的跨境水冲突占六成多,域内阿拉伯国家和域外地缘体发起的各约占二成。基于地缘环境分析框架的研究得出以下结论：约旦河流域区位的地缘价值吸引域外大国直接介入,促成跨境水冲突向有利于美国—以色列利益的方向发展;域内地缘体的“水资源地”竞争地缘关系强于“水量”竞争地缘关系,对约旦河跨境水冲突具有强化作用;以色列作为约旦河地缘结构中的水霸权,对该流域跨境水冲突的基本态势和时空分布格局具有主导作用。     

丝绸之路经济带中国-哈萨克斯坦国际合作示范区物流业发展与跨境电商平台建设

中国-哈萨克斯坦(以下简称中哈)国际合作示范区位于丝绸之路经济带的北通道,是中国面向中亚地区重要的战略节点与门户。在该区域发展物流产业与跨境电商平台有利于促进区域经济社会的发展,优化产业布局,改善产业结构,保障国家能源安全通道,提高丝绸之路经济带新疆核心区综合竞争力。首先对比分析了新疆对哈萨克斯坦的主要边境口岸,系统梳理了中哈国际合作示范区口岸物流业及巴克图口岸的发展基础与优势所在,包括自然与区位条件优越,农产品"绿色通道"领先,中亚经贸合作互补性强,口岸物流辐射面广,国内外政策环境好等优势,提出重点建设乌苏、和布克赛尔、巴克图口岸等5大物流园区。解析了跨境电商物流发展的趋势,提出重点建设阿里巴巴·塔城产业带和中哈跨境电商平台服务区两大跨境电商平台。最后总结了在中哈国际合作示范区发展物流业的保障措施与政策建议,以期为丝绸之路经济带建设和区域经济发展提供决策支撑和依据。     

地缘政治视角中国陆、海疆问题与中国安全威胁

边疆安全是中国安全的重要组成,囿于历史累积和发展中新生矛盾,需要在全球经济一体化进程中重塑中国边疆地缘安全.中国陆疆问题已由早期的勘界、民族与经济落后问题演进为民族自治、经济发展与跨国极端宗教势力渗透,这在西北边疆尤为突出;中国海疆问题始终被勘界、海洋资源利用与权益治辖以及个别强国（或其依附国）海军侵扰所困,这在东海与南海日益显著.日益趋向复杂化的中国陆疆与海疆问题,既使中国边疆经济社会发展环境日益脆弱,又离散边疆居民中华文化认同度,甚至使个别边疆问题转换内地稳定问题.研究认为边疆问题主要通过事件自身性质及其在互联网与新媒体传播的瞬时蝴蝶效应、周边邻国政局动荡/大国侵扰的边界效应和国际社会对中国和平崛起的不信任效应等方式作用于国家安全,侵蚀中国发展的经济、社会、政治成效与国际形象等.

Deserts and Aeolian Desertification in China: Book review and some thoughts

Desertification is a global phenomenon that affects about two billion people. It occurs in arid zones where the annual precipitation is below 400 mm, partic- ularly in the marginal areas of the world＇s largest deserts. It is a result of water and wind erosion, over- grazing, global warm-ing, improper soil cultivation, and increased pressure ot population growth, and it causes degradation of soil and natural and agricultural vegetation. The direct result is less food for people and livestock, which influences pop- ulation and animal husbandry fluctuations. Despite ef- forts to combat and reduce desertification, the affected areas are annually increasing.
