通过分析IPCC第二工作组的5次评估报告对气候变化影响、适应的主要结论和方法的演进、原因以及对国际适应谈判和国家适应政策的影响,指出由于文献的迅速增加,影响评估方法和适应技术手段的不断成熟,以及思维的转变和意识的逐渐增强,IPCC进一步确认了气候变化已经并将继续对自然生态系统和人类社会产生广泛而深刻的影响;未来社会经济发展路径、适应和减缓行动以及风险治理将影响气候变化带来的风险。IPCC报告极大地推动了国际和各国适应气候变化科学研究和政策实践的进程。尽管中国各级各部门已逐渐将适应融入到相关政策中,但仍然存在认识、能力、体制机制等问题,需要进一步推进国家和各地的适应工作。  相似文献

Commercial marine fishing contributes significantly to the Australian economy, and has great importance for coastal communities. However, climate change presents significant challenges for Australia’s fishing industries, now and into the future. With greater use of targeted information, the fishing industry will be better placed to minimise the negative impacts and take advantage of opportunities associated with the effects of climate change. The future of the fishing industry—specifically wild capture fisheries—will depend on its ability and capacity to apply appropriate adaptation strategies for its viability and sustainability in the long-term. Knowledge regarding expected long-term changes in species distributions, improved weather and seasonal climate forecasts and their influence on target species, and better understanding of species tolerances, can inform adaptation responses. This paper provides a review of recent advances in research addressing Australia’s priorities in relation to commercial marine fisheries’ responses to current and anticipated future climate change impacts, and considers barriers and adaptation options for fisheries management over the near-term planning horizon of 5–7 years.  相似文献

The Western Australian wheat-belt has experienced more rainfall decline than any other wheat-cropping region in Australia. Future climate change scenarios suggest that the Western Australian wheat-belt is likely to see greater future reductions in rainfall than other regions, together with a further increase in temperatures. While these changes appear adverse for water-limited rain-fed agriculture, a close analysis of the changes and their impacts reveals a more complex story. Twentieth century changes in rainfall, temperature and atmospheric CO2 concentration have had little or no overall impact on wheat yields. Changes in agricultural technology and farming systems have had much larger impacts. Contrary to some claims, there is no scientific or economic justification for any immediate actions by farmers to adapt to long-term climate change in the Western Australian wheat-belt, beyond normal responses to short-term variations in weather. Rather than promoting current change, the most important policy response is research and development to enable farmers to facilitate future adaptation to climate change. Dramatic climatic change in the Arctic elevates the importance of determining the risk of exposure for people living in vulnerable areas and developing effective adaptation programs. Climate change assessment reports are valuable, and often definitive, sources of information for decision makers when constructing adaptation plans, yet the scope of these reports is too coarse to identify site-specific exposure to the impacts of climate change and adaptation needs. Subsistence hunters and gatherers in the Arctic are valuable knowledge holders of climate-related change in their area. Incorporating both their traditional ecological knowledge and information found in climate science assessment reports can offer adaption planners a deeper understanding of exposure to climate change and local adaptation needs. In this study, we compare information found in assessment reports of climate change in the Arctic with what we have learned from the Alaskans Sharing Indigenous Knowledge project from 2009 to 2012, a research project documenting traditional ecological knowledge in two Native villages in Alaska, Savoonga and Shaktoolik. Content analysis of the interviews with hunters and gatherers reveal the site-specific impacts of climate change affecting these two villages. We find that their traditional ecological knowledge is complimentary and largely corroborates the climate science found in assessment reports. Traditional ecological knowledge, however, is more current to the social and local conditions of the villages, and presents a more unified social and biophysical portrayal of the impacts of climate change. If taken together, these two forms of knowledge can focus adaptation planning on the pertinent needs of the communities in question.  相似文献

A growing body of research examines the role of extreme weather experience—as one of the most personal, visceral (and increasingly frequent and severe) impacts of climate change—in shaping views on climate change. A remaining question is whether the experience of an extreme weather event increases climate change concern via experiential learning or reinforces existing views via motivated reasoning. Building on this work, we explore the relationship between personal experience and climate change policy preferences using surveys in 10 communities that experienced extreme weather events (3 tornadoes, 3 floods, 2 wildfires, 1 hurricane and 1 landslide). We find that self-reported personal harm aligns with objective measures of event impacts and that personal harm (i.e., experience) is associated with higher levels of policy support. However, we do not find that objective measures of event impacts are related to policy support. Though political ideology (i.e., motivated reasoning) dominates our model of policy support in predictable ways, personal harm moderates this relationship suggesting that conservatives reporting higher levels of personal harm from the event are, on average, more likely to express support for climate policy than those reporting lower levels of harm. We postulate that while extreme weather events may serve as teachable moments on climate change, their lessons may only reach conservatives who feel personally harmed, even in the communities most affected.  相似文献

Learning to Adapt: Organisational Adaptation to Climate Change Impacts   总被引:2,自引:1,他引:2  
Analysis of human adaptation to climate change should be based on realistic models of adaptive behaviour at the level of organisations and individuals. The paper sets out a framework for analysing adaptation to the direct and indirect impacts of climate change in business organisations with new evidence presented from empirical research into adaptation in nine case-study companies. It argues that adaptation to climate change has many similarities with processes of organisational learning. The paper suggests that business organisations face a number of obstacles in learning how to adapt to climate change impacts, especially in relation to the weakness and ambiguity of signals about climate change and the uncertainty about benefits flowing from adaptation measures. Organisations rarely adapt ‘autonomously’, since their adaptive behaviour is influenced by policy and market conditions, and draws on resources external to the organisation. The paper identifies four adaptation strategies that pattern organisational adaptive behaviour.  相似文献

Adaptive practices are taking place in a range of sectors and regions in Australia in response to existing climate impacts, and in anticipation of future unavoidable impacts. For a rich economy such as Australia’s, the majority of human systems have considerable adaptive capacity. However, the impacts on human systems at the intra-nation level are not homogenous due to their differing levels of exposure, sensitivity and capacity to adapt to climate change. Despite past resilience to changing climates, many Indigenous communities located in remote areas are currently identified as highly vulnerable to climate impacts due to their high level of exposure and sensitivity, but low capacity to adapt. In particular, communities located on low-lying islands have particular vulnerability to sea level rise and increasingly intense storm surges caused by more extreme weather. Several Torres Strait Island community leaders have been increasingly concerned about these issues, and the ongoing risks to these communities’ health and well-being posed by direct and indirect climate impacts. A government agency is beginning to develop short-term and long-term adaptation plans for the region. This work, however, is being developed without adequate scientific assessment of likely ‘climate changed futures.’ This is because the role that anthropogenic climate change has played, or will play, on extreme weather events for this region is not currently clear. This paper draws together regional climate data to enable a more accurate assessment of the islands’ exposure to climate impacts. Understanding the level of exposure and uncertainty around specific impacts is vital to gauge the nature of these islands’ vulnerability, in so doing, to inform decisions about how best to develop anticipatory adaptation strategies over various time horizons, and to address islanders’ concerns about the likely resilience and viability of their communities in the longer term.  相似文献

A survey documenting how climate change is perceived and responded to by Canadian mine operations was administered to a random sample of practitioners working at mine sites across Canada. Key findings include: (1) Mines are sensitive to climatic hazards; (2) There is concern about climate change among mine practitioners, but the majority have not yet noticed climate change to be affecting operations; (3) Future climate change is expected to have negative impacts for mine operations; (4) Mines are responding to climate change mainly through efforts to reduce greenhouse gas emissions but also through adaptation, although to a lesser degree; and (5) Knowledge of future climate change projections and impacts is limited, potentially constraining understanding of the nature of climate change risks. The survey compliments previous work documenting perceptions among upper level management on climate change in the Canadian mining industry. The results from both surveys are largely consistent, establishing that the mining sector perceives climate change as an emerging risk and is developing response options, but needs to invest more time and resources for adaptation to what are inevitable changes in climate. The results support the need for targeted in-depth research to assess the vulnerability of mining to climate change and to evaluate response options.  相似文献

This paper describes an assessment of the ways in which water supply companies in England and Wales are adapting to climate change, evaluated in the context of a model of the adaptation process. The four components of the model are (i) awareness of and concern about the potential impacts of climate change, (ii) adaptation strategy, (iii) the concept of an adaptation space from which options are selected, and (iv) the notion that three groups of factors influence awareness, strategy and option selection: susceptibility to change, internal characteristics of the organisation, and regulatory and market context.Public water supply in England and Wales is provided by private sector companies, subject to environmental and economic regulation. Hydrological simulations suggest that climate change has the potential to reduce the reliability of supply sources over the next few decades. The industry in December 2004 completed a review of investment requirements over the next five years.Awareness of climate change is high in the water industry, but by developing assessment procedures and incorporating them into the investment review the regulators forced companies to consider explicitly the potential impacts of climate change in a consistent and rigorous manner. These analyses combined climate change with other pressures on water resources, and in practice companies did not attribute specific investment decisions or proposals to climate change or indeed any other individual drivers. The broad strategy adopted by all water supply companies – to maintain standards of service – is determined by regulatory controls and market considerations, but the degree of concern about the impacts of climate change and precise adaptation options necessary to address supply-demand imbalances varied between water supply companies, reflecting local geographic conditions. The water supply companies and regulators have different perspectives on the relative merits of supply-side and demand-side measures, reflecting different organisational priorities.The 2004 investment review determined that no specific actions were necessary to deal with future climate change, but that measures set in place – in terms of methodologies and investment in investigations into specific resource developments – provided a sound foundation for more specific actions in the next investment review in five years time. Globally, youth voices and their experiences, observations, and perceptions about climatic and environmental change and variability are relatively absent in the published literature to date. To address this gap, the goal of this research was to explore the observations and perceptions of climate change held by youth (12–25 years old) in the Inuit community of Rigolet, Nunatsiavut, Canada. Twenty in-depth interviews were conducted with youth in Rigolet to gather data about climatic and environmental changes young people have observed, and the subsequent impacts of these changes on their lives, culture, and community. Youth reported observing and experiencing climatic and environmental changes throughout their lives, with reported impacts falling within five main themes: changing travel conditions and access to hunting; challenges to Inuit culture; a concern for Elder and senior well-being; strong climate-related emotional responses; and youth-identified potential adaptation strategies. More broadly, this research demonstrated that young people have valuable knowledge and perspectives to offer. In particular, researchers, community leaders, and policy makers are encouraged to meaningfully engage youth as crucial stakeholders in future climate change work, research, dialogue, and policy.  相似文献

Adaptation is already a necessary response to climate change for northern communities. The City of Prince George, in British Columbia, Canada, has been adjusting to impacts for years and there is a high level of local awareness of climate change. The purpose of this study was to collaborate with City staff and other organizations to undertake action-oriented research with the goal of creating a local adaptation strategy. Steps taken toward this goal included: producing downscaled climate scenarios; facilitating a workshop with local practitioners to prioritize impacts; gathering public feedback regarding impacts; and triangulating sources of information to determine community adaptation priorities. Changes to forests and increased flooding are the top local adaptation priorities, and impacts related to transportation, severe weather and water supply are high priorities. Other impacts, such as health effects and agricultural changes, are also important but did not rank highly using a risk framework focused on negative physical effects. Local impacts, actions the City is undertaking to address them and suggestions for implementing adaptation measures are summarized. The process of creating an adaptation strategy has proven highly valuable in Prince George and has precipitated further engagement and action. Due to the low profile of adaptation and limited resources in many communities, researchers and practitioners must capitalize on opportunities to incorporate adaptation into existing plans and processes. Lessons from the Prince George experience can be applied to other communities as they strive to effectively adapt to climate change.  相似文献

Local government has a crucial role to play in climate change adaptation, both delivering adaptation strategies devised from above and coordinating bottom-up action. This paper draws on a unique longitudinal dataset to measure progress in adaptation by local authorities in Britain, comparing results from a national-scale survey and follow-up interviews conducted in 2003 with a second wave of research completed a decade later. Whereas a decade ago local authority staff were unable to find scientific information that they could understand and use, we find that these technical-cognitive barriers to adaptation are no longer a major problem for local authority respondents. Thanks to considerable Government investment in research and science brokerage to improve the quality and accessibility of climate information, local authorities have developed their adaptive capacity, and their staff are now engaging with the ‘right’ kind of information in assessing climate change risks and opportunities. However, better knowledge has not translated into tangible adaptation actions. Local authorities face substantial difficulties in implementing adaptation plans. Budget cuts and a lack of political support from central government have sapped institutional capacity and political appetite to address long-term climate vulnerabilities, as local authorities in Britain now struggle even to deliver their immediate statutory responsibilities. Local authority adaptation has progressed farthest where it has been rebranded as resiliency to extreme weather so as to fit with the focus on immediate risks to delivering statutory duties. In the current political environment, adaptation officers need information about the economic costs of weather impacts to local authority services if they are to build the business case for adaptation and gain the leverage to secure resources and institutional license to implement tangible action. Unless these institutional barriers are addressed, local government is likely to struggle to adapt to a changing climate.  相似文献

Climate change will injure vulnerable communities. In response, coordinated global action has emerged to mitigate climate change, to gauge and map climate-related risks, and to plan for adaptation, which in turn has opened new avenues of funding, power, knowledge and opportunity. The identification of climate risks, analysis and diffusion of ‘impact’ scenarios, incorporation of carbon into economic regimes, and interventions to enhance adaptive capacity will necessarily be experienced differently by different groups. As climate-related crises produce winners and losers, so may discourses and plans made to avert such crises. In the process both the bio-physical events and the social responses shape and reshape social stratification and the distribution of risk. They produce new inequalities and needs for new kinds of responses to guard against injustice. From the emergence of desalination water projects and contested water access, to relocation planning in the Arctic and the South Pacific due to sea-level rise, to increasingly centralized forest management; mitigation and adaptation responses and interventions create their own critical outcomes. This essay and the articles in this special issue examine some new opportunities and risks associated with climate-change discourses and interventions. This special issue shows that vulnerable communities may be at risk of material injury following climate change or climate change intervention; and, be further insulted and injured by lack of representation and recognition, and by misrecognition as simplified, stereotyped victims in local, national and international climate conversations. Using a mixture of theoretical insight and case study research, this collection of articles explores the injuries of climate change as it applies to both direct physical stress scenarios and exposure to adaptation and mitigation policies and planning, as well as the discursive insults of being discounted, stereotyped, or ignored.  相似文献

本文回顾了西北干旱区气候变化事实及其对水资源影响的最新研究进展,从气候变化和人类活动两个角度综述了水资源变化的原因,以及未来西北干旱区水资源变化与适应对策。研究表明:1961年以来西北干旱区呈现明显暖湿化趋势,其中冬季增温最快,夏季降水增加速率最大。伊利河谷、塔城等地区增温趋势最大,北疆降水量增加最多。受气候变暖导致冰雪快速消融和山区降水增加的影响,西北干旱区西部河流黑河、疏勒河、塔里木河出山口径流量显著增加。由于东部河流石羊河径流的补给主要靠降水,降水的减少导致径流呈现下降趋势。不合理人类活动造成石羊河、黑河和开都河中下游径流减少。本文提出了西北干旱区亟待深入研究的任务:极端天气气候事件的变化规律及其对水资源影响;未来气候变化和水资源的预估;气候变化归因研究;气候变化-社会经济活动一体化适应策略选择;水资源科学合理定量分配等。  相似文献

Synoptic weather typing and regression-based downscaling approaches have become popular in evaluating the impacts of climate change on a variety of environmental problems, particularly those involving extreme impacts. One of the reasons for the popularity of these approaches is their ability to categorize a complex set of meteorological variables into a coherent index, facilitating the projection of changes in frequency and intensity of future daily extreme weather events and/or their impacts. This paper illustrated the capability of the synoptic weather typing and regression methods to analyze climatic change impacts on a number of extreme weather events and environmental problems for south–central Canada, such as freezing rain, heavy rainfall, high-/low-streamflow events, air pollution, and human health. These statistical approaches are helpful in analyzing extreme events and projecting their impacts into the future through three major steps or analysis procedures: (1) historical simulation modeling to identify extreme weather events or their impacts, (2) statistical downscaling to provide station-scale future hourly/daily climate data, and (3) projecting changes in the frequency and intensity of future extreme weather events and their impacts under a changing climate. To realize these steps, it is first necessary to conceptualize the modeling of the meteorology, hydrology and impacts model variables of significance and to apply a number of linear/nonlinear regression techniques. Because the climate/weather validation process is critical, a formal model result verification process has been built into each of these three steps. With carefully chosen physically consistent and relevant variables, the results of the verification, based on historical observations of the outcome variables simulated by the models, show a very good agreement in all applications and extremes tested to date. Overall, the modeled results from climate change studies indicate that the frequency and intensity of future extreme weather events and their impacts are generally projected to significantly increase late this century over south–central Canada under a changing climate. The implications of these increases need be taken into consideration and integrated into policies and planning for adaptation strategies, including measures to incorporate climate change into engineering infrastructure design standards and disaster risk reduction measures. This paper briefly summarized these climate change research projects, focusing on the modeling methodologies and results, and attempted to use plain language to make the results more accessible and interesting to the broader informed audience. These research projects have been used to support decision-makers in south–central Canada when dealing with future extreme weather events under climate change.  相似文献

Firm relocation as adaptive response to climate change and weather extremes   总被引:1,自引:0,他引:1  
Growing scientific evidence suggests that human-induced climate change will bring about large-scale environmental changes such as sea-level rise and coastal flooding, extreme weather events and agricultural disruptions. The speed and extent of these changes and the expected impacts on social and corresponding economic and industrial systems are now moving to the forefront of debates. In this paper, we argue that climate change will lead to significant disruptions to firms which might ultimately create the necessity of a geographical shift of firm and industrial activities away from regions highly affected by climate change. Such a shift might become necessary due to (1) direct disruptions through climate change impacts on firm operations, for instance through droughts, floods, or sea level rise, and due to (2) disruptions in a firm's supplier, buyer or resource base that lead to flow-on effects and adverse consequences for a firm. We propose a framework for integrating firm relocation decisions into firm adaptive responses to climate change. The framework consists of three assessment steps: the level of risk from climate change impacts at a firm's location, the feasibility of relocation, and associated costs and benefits. We apply the framework to two case examples. The first case of electricity distribution firms in Victoria/Australia illustrates how the relocation (undergrounding) of cables could decrease the vulnerability of distribution networks to bushfires and the risk of electricity-caused fires, but would require significant investments. The second case of firms in the Australian pastoral industry points to geographic diversification of pastoral land holdings as possible adaptation option, but also to constraints in form of availability of suitable properties, ties to local communities, and adverse impacts on biodiversity. Implications for adaptation research and practice are outlined.  相似文献

Global resource supply chains deliver products such as fish, rice and minerals from producers to consumers around the world, linking disparate regions and economies. These supply chains are increasingly exposed to the impacts of a changing climate, yet receive little attention relative to the study of the production phase. Too often, business learns from experience if and how their supply chains can withstand and recover from climate shocks with little insight on proactively developing climate resilient supply chains. We use a network-based simulation approach to estimate the resilience of supply chains, particularly to disruption experienced during climate-related extreme events. We consider supply chain examples from three Australian resource industries – fisheries, agriculture and mining – that have experienced climate shocks in recent years. We derive four supply chain indices – evenness, resilience, continuity of supply and climate resilience – to estimate the performance of simple and complex supply chains in each industry. As with ecological systems, we show that complex supply chains with a large number of nodes and links are more resilient to disruption. Critically, all chains, regardless of their complexity, will have diminished resilience as climate disruptions become more frequent. This highlights the importance of considering the broader economic benefits of diversified chains, leading to risk reduction and improved design post-disruption. It also reinforces the importance of a systems approach to risk management in supply chains, particularly in considering adaptation options for addressing direct and indirect impacts on the chain as well as the global challenge of reducing greenhouse gas emissions.  相似文献

In this paper, we propose a scenario framework that could provide a scenario “thread” through the different climate research communities (climate change – vulnerability, impact, and adaptation - and mitigation) in order to support assessment of mitigation and adaptation strategies and climate impacts. The scenario framework is organized around a matrix with two main axes: radiative forcing levels and socio-economic conditions. The radiative forcing levels (and the associated climate signal) are described by the new Representative Concentration Pathways. The second axis, socio-economic developments comprises elements that affect the capacity for mitigation and adaptation, as well as the exposure to climate impacts. The proposed scenarios derived from this framework are limited in number, allow for comparison across various mitigation and adaptation levels, address a range of vulnerability characteristics, provide information across climate forcing and vulnerability states and span a full century time scale. Assessments based on the proposed scenario framework would strengthen cooperation between integrated-assessment modelers, climate modelers and vulnerability, impact and adaptation researchers, and most importantly, facilitate the development of more consistent and comparable research within and across these research communities.  相似文献

The research activity described in this report is a comprehensive regional assessment of the impacts of climate change on water resources and options for adaptation in the Okanagan Basin. The ultimate goal of the project is to develop integrated climate change and water resource scenarios to stimulate a multistakeholder discussion on the implications of climate change for water management in the region. The paper describes two main objectives: (a) providing a set of research products that will be of relevance to regional interests in the Okanagan, and (b) establishing a methodology for participatory integrated assessment of regional climate change impacts and adaptation that could be applied to climate-related concerns in Canada and other countries. This collaborative study has relied on field research, computer-based models, and dialogue exercises to generate an assessment of future implications, and to learn about regional views on the prospects for adaptation. Along the way, it has benefited from strong partnerships with governments, researchers, local water practitioners, and user groups. Building on the scenario-based study components, and a series of interviews and surveys undertaken for the water management and adaptation case study components, a set of stakeholder dialogue sessions were organized which focused on identifying preferred adaptation options and processes for their implementation. Rather than seeking consensus on the “best” option or process, regional interests were asked to consider a range of available options as part of an adaptation portfolio that could address both supply side and demand side aspects of water resources management in the Okanagan.
