水安全是人类生存、城市建设、社会稳定的前提,更是农村地区经济发展、物产丰富、人与环境和谐相处的最基本因素,水安全的好坏可以严重影响到农村的发展进程。通过建立水匮乏指数的模型对朝阳市农村地区的水安全来综合评估。分别从资源、途径、利用、能力和环境这五个因素入手,结合农村地区的水资源现状选取指标。应用熵权法和层次分析法获得综合权重,将所得权重应用到水匮乏指数模型,计算出其水安全结果,得出朝阳市农村地区的整体状态由不安全向安全过渡。  相似文献

基于沙漠化程度的生态安全格局评价   总被引:3,自引:2,他引:1  
以内蒙古奈曼旗为研究区域,以乡镇为评价尺度,在凸显沙漠化作用的基础上,运用综合评价指数法对该地区的生态安全格局进行了综合评价。在权重确定中,在一级层次上分为沙漠化土地和非沙漠化土地:其中,沙漠化土地权重赋值为0.7;非沙漠化土地赋值0.3。在二级层次上分为流动沙丘、林地等12种土地利用/覆被类型,不同类型的权重采用评价时间尺度内土地利用动态度来确定。结果表明:在1975—1985年、1985—1995年到1995—2005年这3个时期间,奈曼旗的生态安全状况经历了极不安全—安全—较安全的过程,生态安全综合评价的平均指数分别为-4.06、2.56和1.06。其中从1985—1995年到1995—2005年这段期间,生态安全状况趋向恶化,但是从1975—2005年,奈曼旗整体的生态安全水平呈好转的趋势。  相似文献

地缘合作中的陆疆跨境生态安全及调控   总被引:1,自引:1,他引:0  
新世纪以来,随着经济全球化和区域地缘政治经济合作的加强,世界各国的持续发展不仅日益高度依存,相互间对资源与环境的竞争也日益加剧,使跨境资源和环境因素的影响渗入到国家安全、国际经济和贸易等各个层面。在此背景下,毗邻国家间围绕国际河流开发的地缘合作发展最为迅速,导致陆疆跨境生态安全问题突出,广受关注。本文从跨境水资源利用、沿边境土地变化特征、生物跨境入侵等方面系统分析了中国地缘合作中的主要陆疆跨境生态安全问题及其研究进展,总结了基于水、陆生态系统跨境生态安全科学调控的主要机制与成效。结果表明:陆疆跨境生态问题呈现出以跨境水问题为核心,土地等自然资源利用、动植物保护与生物入侵防控、灾害监测与预防等多方面多层次发展的态势,跨境问题与全球变化相互交织,在某些区域呈现加剧的趋势。创新安全理念,进行深度地缘合作已成为应对跨境生态安全问题主流思维。本文结合"推动共建丝绸之路经济带和21世纪海上丝绸之路的愿景与行动",从"一带一路"沿途跨境水安全、入境河流水安全污染、流域环境风险以及大型工程的交互影响等方面展望了未来需要重点加强研究和调控的陆疆跨境生态安全问题。  相似文献

水安全评价相关研究已有较多成果,但绝大多数采用P-S-R(压力-状态-响应)及其扩展模型,且评价指标体系的优化校准几乎从未提及。本文将W-SENCE(与水有关的社会-经济-自然复合生态系统)模型引入水生态安全评价领域,从水生态安全的自然属性和社会经济属性方面构建水生态安全评价指标体系,结合模糊系统分析及改进生态位理论对指标体系分析、优化,以优化后指标体系对河西内陆河流域2014-2017年的水生态安全状况模糊综合评价。结果表明:指标B3(工业增加值)、B13(河川基流量)、B17(产水系数)、B20(引水量)的改进生态位宽度值相对最大,对指标体系影响相对最小,建立优化指标体系时剔除。优化后指标体系中,指标C11(多年平均降水量)、C16(蓄水量)、C17(地表水源供应量)、C18(地下水资源供应量)、C24(生态环境用水量)、C29(节水灌溉面积)权重最大,为流域水生态安全主要影响因子,表明加大水利基础设施投入,发展节水灌溉农业,保护生态环境是提高内陆河流域水生态安全状况的最有效措施。2014-2017年,黑河流域水生态安全状况持续好转,石羊河和疏勒河流域水生态安全状况均呈持续恶化趋势,应作为重点治理区域,内陆河流域水生态安全状况“整体改善,局部恶化”趋势仍在持续。结果可为河西内陆河流域水行政、生态环境管理、生态风险决策提供理论支持。  相似文献

以中国大陆居民赴“一带一路”沿线国家旅游安全感知事件为例,搜集2013—2018年我国大陆居民赴“一带一路”沿线国家旅游游记,从网络关系视角出发,分析并刻画其旅游安全感知事件的时空网络结构特征。研究发现:(1)中国公民赴“一带一路”沿线国家旅游安全感知事件分布存在集聚特征,在年尺度上表现出固化性;(2)从区域和国家层面分析得出旅游安全感知事件呈现出稳中渐变特征,如区域层面来说,西亚是旅游安全感知事件重灾区,而中亚是旅游安全感知事件的相对沉寂区;(3)各类旅游安全感知事件的空间分布同质性与异质性并存。  相似文献

持续的强人类活动大大改变了流域水循环演变的结构、路径和驱动力,后者又反过来影响着人类生存发展的水安全。日益深入的市场经济使人类活动对水循环的影响从一个流域扩展到流域之外更宽广的区域范围,以产品贸易为纽带的水“流动”已成为驱动区域水循环演变与影响区域水安全的重要内在因素。以流域为单元的传统水循环研究,难以揭示不同区域之间的水循环联系、双向回馈机制与协同进化机理。本文从西北内陆河流域长期大量输出高耗水农产品这一现象分析入手,采用理论解析与案例相结合方法,阐述分析内陆河流域自然水循环、“自然—社会”二元水循环、区域间贸易水循环的基本过程、显著特征及其驱动机制,继而首次明确提出内陆河流域“自然—社会—贸易”三元水循环模式,并就其通量计量模型、影响因素与生态环境效应、科学前沿进行了探索分析,以便未来西北内陆河水循环、水文水资源等研究能更多重视对驱动内陆河流域水循环的外部力量及其双向互馈、协同进化的分析,更新内陆河流域水安全、生态安全的思考范式。  相似文献

针对重庆市土地资源的特点及问题,在国内关于区域土地生态安全研究成果的基础上,基于压力-状态-响应框架模型,构建了一套土地资源生态安全评价指标体系,采用熵权赋权法确定指标权重,运用土地资源生态安全综合模型对该区域2000—2009年的土地生态安全综合指数进行了计算。结果表明,区域土地生态安全综合指数由2000年的0.160升高至2009年的0.695,2000年土地生态安全属于敏感级,2009年则进入良好级,整体生态安全状态呈好转趋势,但土地所受的生态压力整体上有所加大。土地生态安全状况的改善主要依赖于对土地生态环境的治理,现阶段土地的生态压力依然严峻。对2000—2009年的土地生态安全变化进行趋势拟合,显示土地生态安全综合状况已进入快速改善阶段。  相似文献

"一带一路"倡议是中国参与全球治理的重要切入点,对"一带一路"地区滑坡灾害风险评估与区划,可为沿线国家和地区的防灾减灾提供依据。首先,选取坡度和地形起伏度两个指标,提取研究区滑坡灾害安全区域。其次,采用模糊层次分析法(FAHP)确定滑坡灾害风险评估体系并计算各因子综合权重,基于滑坡灾害风险评估模型定量评估"一带一路"地区滑坡灾害危险性、损失和风险。最后,运用滑坡灾害点和近百年"一带一路"地区滑坡灾害致死人数和经济损失空间分布分别验证评估的滑坡灾害危险性和损失。结果表明:(1)滑坡灾害安全区域主要分布在平原、盆地和沙漠等地区,仅有4.7%(56个)的滑坡灾害点分布在安全区域内,提取结果较为合理。(2)"一带一路"地区容易诱发滑坡灾害的条件为坡度介于25°~45°之间,地形起伏度大于900 m,距河网的距离小于500 m,多年平均降雨量介于400~800 mm,地震密度3×10-4~2×10-3个·km-2之间,工程地质岩组为中等硬质岩体、软质岩和土质岩体。非安全区域中,滑坡灾害以中、低危险性为主,危险性评估结果精度AUC值为0.823。(3)"一带一路"地区容易造成潜在损失的滑坡灾害承灾体条件为:人口密度为80~160人·km-2,公路线密度为0.2~0.9 km·km-2,夜间灯光指数为20~60。非安全区域中,滑坡灾害潜在损失普遍较低,损失区划结果与近百年滑坡灾害致死人数和经济损失空间分布具有很好的一致性。(4)"一带一路"非安全区域,滑坡灾害极低、低、中等、高和极高风险区面积所占比例分别为44.7%、25.5%、15.3%、10.3%、4.2%,以极低和低风险为主。  相似文献

中国发育了亚洲主要的国际河流,丰富的跨境水资源在区域“水—能源—粮食—生态”安全维持中发挥着重要作用。近几十年来,受全球气候变化特别是大规模水利水电工程建设驱动,国际河流区水文及生态过程变化与跨境影响等问题备受关注。国内对这些问题的研究,重点聚焦于水文及生态过程变化规律与变化归因、跨境影响与安全风险调控,探讨跨境流域“水—能源—粮食—生态”纽带关系,构建适应全球变化的跨境水资源协调机制等方面,取得了突出的研发成效。面对全球变化影响下日益突出的跨境水安全与生态安全风险问题,国际河流的水文地理研究,更需要借助空天地一体化精准监测技术、现代空间地理信息技术和智能技术等,通过提供可量化、可参与、可公开的研发成果,更好地为国家对国际河流的合理利用与地缘合作、健康维持与风险管控、跨境水外交与环境外交等提供科学依据和决策支持。  相似文献

雪崩灾害严重威胁亚洲高山区社会经济发展,掌握亚洲高山区雪崩灾害的时空分布特点及其影响因素对雪崩灾害防治具有重要的理论及现实意义。本研究采用文献分析、数据整理等方式,收集了2009—2019年间亚洲高山区的雪崩灾害数据,基于雪崩灾害活跃指数定量分析不同时空雪崩的活跃度,阐明亚洲高山区雪崩灾害的时空分布特点及其影响因素。结果展示:(1)10月到次年4月为亚洲高山区雪崩灾害危险期,2月下旬和3月为雪崩的危险性和活跃度的高峰期。(2)由于积雪特性和气候的差异,不同山区的雪崩活跃度和受灾程度呈现显著差异。64%的雪崩灾害事件发生在帕米尔高原和克什米尔地区为中心的天山、西喜马拉雅山、兴都库什山区,该区域的雪崩造成的伤亡人数占总伤亡人数的78%。(3)多数雪崩灾害事件是由自然因素(强降雪、温度剧增、雨夹雪、地震和风等)诱发,其中强降雪诱发的雪崩灾害最多,其次为春季快速升温诱发的雪崩。本研究可为评估在气候变化下亚洲高山区雪崩灾害未来发展趋势和应对防治策略的研究提供数据支持。  相似文献

Desertification is a global phenomenon that affects about two billion people. It occurs in arid zones where the annual precipitation is below 400 mm, partic- ularly in the marginal areas of the world's largest deserts. It is a result of water and wind erosion, over- grazing, global warm-ing, improper soil cultivation, and increased pressure ot population growth, and it causes degradation of soil and natural and agricultural vegetation. The direct result is less food for people and livestock, which influences pop- ulation and animal husbandry fluctuations. Despite ef- forts to combat and reduce desertification, the affected areas are annually increasing.  相似文献
