Since the 1990s, international water sector reforms have centred heavily on economic and market approaches. In regard to water resources management, tradable water rights have been promoted, often supported by the neoliberal model adopted in Chile. Chile's 1981 Water Code was reformed to comprise a system of water rights that could be freely traded with few restrictions. International financial institutions have embraced the Chilean model, claiming that it results in more efficient water use, and potentially fosters social and environmental benefits. However, in Chile the Water Code is deeply contested. It has been criticised for being too permissive and has produced a number of problems in practice. Moreover, attempts to modify it have become the focus of a lengthy polemic debate. This paper employs a political ecology perspective to explore the socio‐environmental outcomes of water management in Chile, drawing on a case study of agriculture in the semi‐arid Norte Chico. The case illustrates how large‐scale farmers exert greater control over water, while peasant farmers have increasingly less access. I argue that these outcomes are facilitated by the mode of water management implemented within the framework of the Water Code. Through this preliminary examination of social equity and the environmental aspects of water resources management in Chile, I suggest that the omission of these issues from the international debates on water rights markets is a cause for concern.  相似文献

This article identifies the two dominant discourses that attempt to explain socioenvironmental change from bauxite mining in Eastern India and compares them to empirical material from three proposed mining locations. The anti-mining “life-giving hills” discourse understands the bauxite-bearing hills as an essential part of a wider ecosystem that supports sustainable, indigenous communities. The pro-mining “treasure chest” discourse, on the other hand, sees barren, uninhabited hilltops with rich ore deposits possible to extract for the benefit of the nation without harming nearby forests or communities. It is found that both discourses hold universalizing aspirations not backed up by available evidence. The technical rationality of mining proponents create sweeping generalizations resulting in unmitigated socio-environmental change, while the eco-romanticist opposition fails to see how communities and environments are differentially affected by mining. Two untenable discourses at present underpin seemingly intractable conflict without addressing wider resource politics dominated by political and business elites.  相似文献

Social issues are critical to the mining industry. This study investigates how social issues have been, and are being, assessed and managed within this industry through a case study of Northparkes Mines in central west New South Wales (NSW). The research involved 29 interviews with mining executives, environmental consultants and citizens of Parkes, plus a document analysis of four environmental impact statements prepared between 1990 and 2012. Where appropriate, findings were extrapolated to the wider mining industry. The standard for social impact assessment in NSW and emerging industry guidelines on social responsibility were analysed against internationally accepted good practice. Interviews indicated greater potential to recognise the social impacts of mining in NSW and identified good practice impact assessment as only one component of a successful community engagement strategy. Complementary strategies are essential to extend the benefits of development to local communities and for companies to establish a ‘social licence to operate’. The successful approach taken by Northparkes Mines combined good practice impact assessment with a localised workforce, an integrated management team and context-specific community engagement practices. This study highlights that local communities can be empowered through development, that benefits can extend to both the community and the business and that the ongoing management of social issues will increasingly be critical to the success of the mining industry.  相似文献

This paper provides an analysis of the neglect and marginalisation of indigenous peoples’ sea rights. It aims to explain how a complex and ecologically appropriate alternative law of the sea has largely escaped research interests and, until recently, has not been recognised by western systems of law and resource and environmental management. It is argued that the dominance of western views and concepts of nature and landscape predicated on western knowledge and values marginalises indigenous concepts of nature and undermines effective indigenous control of social space. Cultural differences between Aboriginal and non‐Aboriginal ways of constructing meaning in the sea provide the vantage point from which to explore the relations between differences in cultural values, property rights, and political and economic control over marine and coastal environments.  相似文献

In Norway, the management of natural and cultural resources is subject to increasing public scrutiny. Conflicts are escalating over many issues concerning the balance between preservation and utilisation. Traditionally conflicts over issues like growth in commercial nature tourism, predator control, forest policies, protected areas management, cultural heritage protection, and rights associated with common access, have been explained in terms of opposing values, attitudes, and goals between urban and rural interests. However, historical differences between the urban and rural in terms of social conditions, employment opportunities, services, cultural norms, and lifestyles are no longer clear-cut or predictable. Nor can differences between urban and rural communities easily explain attitudes or values held in relation to the environment. To examine how a local community and a population of tourists feel about an area we examine data from two separate surveys from the Femundsmarka-Røros region in Southern Norway. This region includes a wilderness-type national park and a historic mining town recognised as a World Heritage Site and including a diverse agricultural landscape. We compare the perspective of the community with that of tourists regarding the strength and nature of attachment to place, and reasons and priorities for resource protection. We also assess how residence and experience of using the area affect attachment to place and attitudes to management priorities. The results have implications both for the management of this particular area, and for how we approach attitude diversity in resource management.  相似文献

The soil conservation campaigns that have been a prominent feature of Jamaican agricultural policy since the 1950s are frequently presented as having failed to ameliorate the problem of soil erosion in hillside agriculture. A case study of a small farming community in the Blue Mountains explores the development of the soil conservation practices currently employed by farmers. The use of trash barriers in carrot farming is described and the origins of this technology and its subsequent adaptation are considered. The study concludes that extension interventions and government policy have influenced the development of current soil conservation practices; practices which have their roots in indigenous techniques. Other factors such as the adaptation of trash barriers to suit local conditions and their importance in soil fertility management also play a role in their widespread use in the study area. The study demonstrates that to understand the process of technical change in farming communities, it is necessary to consider a range of factors, external and internal, technical and social, that have over time influenced farmers' decision making.  相似文献

ABSTRACT. Central to its transformation from a state‐centered to a neoliberal, free‐market economy, in 1997 the Mozambican state passed a radical new land law that guarantees the rights of individuals and communities to occupy land and transfer land‐use titles, a move seen as necessary for attracting private investment. By comparing how the land law has been applied to the Limpopo National Park and several adjacent villages, I show how it has led to geographically uneven land reform. More specifically, outside the park, the law has enabled the semiprivatization of community lands, in theory protecting community land rights. However, the application of the law within the park has resulted in the further nationalization of this space, which is leading to land dispossession for communities within the park's borders. I thus show how neoliberal land reform is giving rise to a seemingly contradictory type of “neoliberal state space.”  相似文献

Payments for ecosystem services (PES) programs have taken a variety of forms that depend on many mediating factors, such as national and local politics, land tenure, regional collective action, the capacity of intermediaries, and socio-ecological context. This diversity has produced unsurprisingly mixed experiences, with many falling short of achieving the twin goals of environmental and social benefits and some causing adverse consequences. This study examines one rare PES case that has contributed both to forest conservation and to community livelihoods. In this study, community forest owners from four indigenous communities in the Mexican cloud forest evaluate their participation in ten years of a public PES program to support watershed stewardship. We argue that attention to indigenous sovereignty and self-determination in program implementation contributed to widely appreciated socio-environmental benefits. Though many PES programs are implemented in indigenous communities, scholarly debates have rarely dealt directly with these issues.  相似文献

Since 2005, more than 78 Maya communities representing approximately one million Guatemalans have held referendums called consultas comunitarias, which ask the community whether they are in agreement with mineral, hydroelectric, and/or other megaprojects in their traditional territory. Participation in the consultas is a form of resistance to the granting of mineral rights to corporate interests. In Canada, where much of the Guatemalan mining investment is based, “socially responsible investment firms” (SRIs) promote corporate respect for Indigenous rights. Based on interviews and participant observation, we highlight the perspectives of Maya consulta organizers in three communities that have undertaken consultas to resist the mining licenses of the Canadian mining company Goldcorp, Inc. We argue that a strict policy of corporate respect for the right to free, prior, and informed consent of affected communities is a minimum requirement for Maya acceptance of SRI legitimacy.  相似文献

Community-based economic self-reliance has become critical in many African countries because of the severity of prevailing soci-economic and environmental constraints. Concerns over food security have encouraged a re-evaluation of the importance of indigenous technical knowledge. This study examines a rural area in Zimbabwe where members of the local community have established a successful beekeeping association to improve their livelihoods. 以广州市猎德复建房社区为案例,运用布迪厄的场域理论,剖析改造后村民市民化进程问题;并基于问卷调查数据和深度访谈资料,采用描述性统计和质性分析方法,从经济融合、社会文化适应、结构融合和身份认同4个维度探讨村民的市民化水平。结果表明,由于村社共同体这一特定场域的延续,村民经济资本转化不畅,村民的社会、文化和象征性资本相对匮乏以及村民既有惯习的固化和自我改变动力的缺失,尽管村民在改造后经济状况、行为方式、思想观念等均有一定程度的提升,但村民仍处于“半市民化”状态,在经济融合层面就业难题尚未解决,在社会文化适应层面老一辈村民的思维和行为方式固化,在结构融合层面社会网络拓展受阻,在身份认同层面对市民角色的认识不足。在城中村改造过程中,政府应当兼顾社会效益与经济效益,大力推进村社共同体转型,并将城中村村民市民化视作长期的社会系统工程,切实提升村民的人力与社会资本,促进村民融入城市社会。  相似文献

Local communities in the Gudbrandsdalen region in Norway are increasingly exposed to climate-induced hazards such as floods and landslides. A core question is how community members respond to climate change and what factors contribute to more resilient communities. The authors used a contextual approach to analyze data from semi-structured interviews along five dimensions. In Gaustad Muncipality they found that individuals’ motivation to adapt to climate change depended largely on subjective values such as identity, place attachment, cultural values, and social networks among individuals, which means it is crucial that strategic plans for adaptation to climate change at different policy levels are experienced as relevant by community members. While the studied community has experienced heavy floods in river systems and streams, little evidence of adaptation was observed. Instead, they appeared to adopt coping strategies. Landowners may have limited incentives to adapt to climate change due to contraproductive policy measures such as economic compensation for direct losses without requiring improved practices. Effective adaptation to climate change on the local level is likely to require making compensation mechanisms contingent upon landowners showing willingness to change from coping to adaptive practices, as well as a contextualized approach integrating local and scientific forms of knowledge.  相似文献

This paper provides an assessment of the conceptual basis of community forestry from around the world, based on case studies presented in the literature, mainly over the last decade. More than 400 documents were examined for this comprehensive qualitative meta-study (meta-theory, meta-analysis, meta-method, and meta-synthesis) of community forestry. An overall conclusion is offered regarding the extent to which community forestry can be adapted to foster practices that enhance livelihoods, particularly for poverty populations, in rural United States communities. Special attention is paid to signifiers of community empowerment and reflexivity as well as other elements of success suggested in the literature.  相似文献

Remote rural areas have encountered significant change and the need for renegotiation of economic and social priorities in the late 20th and early 21st century. In our broader research, we ask how have such communities been responding to this change? What role have different organisations and agencies played? And, how have they acted on the aspirations of marginalised communities? In this paper we examine these issues through a case study of Westland District on the west coast of Aotearoa New Zealand's South Island. We probe the general shift towards prioritising tourism in the District, and highlight particular experiences in regard to Indigenous endeavour in tourism. We find that those engaged in leading local development and tourism have not collaborated strategically across the sector and have not established meaningful partnerships with the community that recognise both economic and socio‐cultural aspirations.  相似文献

The mining industry has made outstanding contributions to China’s economic and social development, but a series of environmental problems remain. As Green Mines and ecological civilization concepts are put forward, the relationship between people and nature is receiving more attention, and especially mining ethics. Present construction standards encompass legal mining, management standardization, comprehensive utilization, technological advancement, energy saving and waste reduction, environmental protection, land reclamation, harmonious community and enterprise culture. As at 2014 the Chinese Ministry of Land and Resources had published 661 Green Mines. Here, we analyze the present situation and prospects of Green Mines in China by the distribution from regional and mine type perspectives. Green Mines are nearly spread over every province and mine type, but Eastern China participated earlier than other areas. We discuss constructing Chinese mining ethics on the basis of traditional ethics and Western ecological ethics as theoretical foundations and practices. We consider that the significance of building Chinese mining ethics in Green Mine construction includes promoting social responsibility, improving environmental protection awareness and accelerating society development. Under the guidance of Chinese mining ethics we propose mining enterprise development models for the future, such as comprehensive utilization, circular economy and community harmony.  相似文献

Much research in recent years has addressed the contribution of indigenous knowledge (IK) to development initiatives in developing countries. An IK system that continuously evolves and adapts in response to environmental and socio-economic change is often considered to be at the core of sustainable natural resource management practices and rural livelihoods. In the context of indigenous wetland management in western Ethiopia, this paper examines the relationship between IK and wetland sustainability, focusing on the mechanisms through which IK evolves and how local adaptive capacity is built up. A series of participatory research activities undertaken in four wetland communities revealed spatial variations in the degree of innovation and communication taking place. The paper argues that these mechanisms are key factors influencing adaptive capacity, suggesting a key link between wetland sustainability and the occurrence of innovation and communication among communities.  相似文献
