Perceptions of a continuing crisis in managing Sahelian resources are rooted in five dimensions of the Sahel Drought of 1972–1974 as it was understood at the time: crises in rainfall (drought), food supply, livestock management, environmental degradation, and household coping capabilities. A closer examination of household livelihood and farming systems shows that adaptive strategies have been evolved in response to each of these imperatives. Illustrations are provided from recent research in north–east Nigeria. A systematic understanding of indigenous adaptive capabilities can provide a basis for policies enabling a reduction of dependency on aid assistance in the Sahel.  相似文献

Abstract

Russia, Ukraine and Kazakhstan have each participated actively in the UN Framework Convention on Climate Change (UNFCCC) Conferences of the Parties, and each is developing domestic rules and institutions to address UN obligations under the treaties. Russia and Ukraine are each Annex I/Annex B countries. Kazakhstan will become Annex I upon ratification of the Kyoto Protocol, but has not yet established itself as Annex B. Each state has evolved a distinct set of policies and priorities in the domestic and the international arena. Drawing largely on interviews in each country, this article presents brief histories of the evolution of climate policy, focusing on each state's behavior in the international arena, the sources of domestic policy leadership, and the forces that led to change in each national approach. Current policies and practices are evaluated with an eye towards learning from the successes and failures in each state.  相似文献

The Peace–Athabasca Delta in northern Alberta, Canada, is a dynamic wetland ecosystem. Climatic, hydrologic, biological, and historical data are synthesized to elucidate how the ecosystem has changed over the past 300 years. Annual temperature is now higher than it has been in the past 300 years. For much of the 1700s, the Delta was colder in winter and had a lower flood frequency than that of the last 30 years. The 1800s were characterized by long and cold winters, 4–12 year-long episodes of high or low water, and repeated human epidemics. The early twentieth century was relatively moist and cool. Since mid-twentieth century the Delta has experienced periods of both intense warmth and cold, desiccation and recharge. Since the mid-1960s, local and regional mean annual temperatures have increased 0.30°C to 0.48°C per decade while winter temperatures have increased 0.68°C to 0.92°C per decade; annual snowfall has decreased 12 to 41 cm per decade while winter snowfall has decreased 12 to 34 cm per decade. Major events in the past 45 years include climatic changes favoring a warmer, drier ecosystem; cultural and socioeconomic changes; building of the Bennett Dam; prevention of the Athabasca River mainstem avulsion in 1972; the Cree Creek avulsion of 1982; large fluctuations in water, vegetation, and wildlife; and the development of the Alberta Tar Sands. Increased rates of basin desiccation and wildfire activity and upstream land disturbances may combine to alter the Delta’s biotic composition. There appears to be no relevant historical analogue of the present Delta.  相似文献

The latest scientific findings indicate that the increased concentration of greenhouse gases emitted by anthropogenic sources is significantly altering the balance of the global climate system. Considering forecasts of changes in the hydrological cycle and temperature related to global warming, the dynamics governing the functioning of the Pantanal Wetland, responsible for its rich biodiversity, find themselves threatened. Thus, this study was designed in the space-time of the Pantanal people called pantaneiros, and aims to discuss the Traditional Ecological Knowledge (TEK) of the Traditional Community Cuiabá Mirim regarding climate change. The information presented was obtained from 22 pantaneiros, between March 2008 and March 2010. The population sample was selected by the Snow Ball method. For data collection, semi structured interviews and oral histories were used. The results were compared with observations, simulations and projections of the IPCC AR4 for the region. The main findings of this research indicate that TEK presents itself as a crucial and complementary source of information for the development of local/regional adaptation strategies to climate change, bringing a distinct and relevant point of view from vulnerable stakeholders to the decision makers.  相似文献

Although climate change is an urgent problem, behavioural and policy responses have not yet been sufficient to either reduce the volume of greenhouse gas emissions or adapt to a disrupted climate system. Significant efforts have been made to raise public awareness of the dangers posed by climate change. One reason why these efforts might not be sufficient is rooted in people’s need to feel efficacy to solve complex problems; the belief that climate change is unstoppable might thwart action even among the concerned. This paper tests for the effect of fatalistic beliefs on behavioural change and willingness to pay to address climate change using two cross-national surveys representing over 50,000 people in 48 nations.

Several studies have unveiled various misconceptions about climate change that the public holds, for instance, confusion about climate change and ozone depletion. However, so far, there has been no uniform and standardized way to measure climate-related knowledge, which complicates comparisons between different countries or samples. To develop an extensive knowledge scale, we therefore examined the Swiss public??s understanding of climate change in a mail survey and related this scale to attitudes toward climate change. We thereby aimed to consider a broad range of climate-related knowledge, namely physical knowledge about CO2 and the greenhouse effect, knowledge about climate change and its causes, knowledge about the expected consequences of climate change, and action-related knowledge. The questionnaire included items of different degrees of difficulty, ranging from knowledge that is covered by newspapers to experts?? knowledge. Our findings indicate that people still hold several misconceptions, although people??s knowledge related to CO2 seems to have increased compared to previous studies. Of all knowledge subscales, knowledge about climate change and causes was most strongly related to attitudes toward climate change.  相似文献

In this study we analyzed climate and crop yields data from Indian cardamom hills for the period 1978–2007 to investigate whether there were significant changes in weather elements, and if such changes have had significant impact on the production of spices and plantation crops. Spatial and temporal variations in air temperatures (maximum and minimum), rainfall and relative humidity are evident across stations. The mean air temperature increased significantly during the last 30?years; the greatest increase and the largest significant upward trend was observed in the daily temperature. The highest increase in minimum temperature was registered for June (0.37°C/18?years) at the Myladumpara station. December and January showed greater warming across the stations. Rainfall during the main monsoon months (June–September) showed a downward trend. Relative humidity showed increasing and decreasing trends, respectively, at the cardamom and tea growing tracts. The warming trend coupled with frequent wet and dry spells during the summer is likely to have a favorable effect on insect pests and disease causing organisms thereby pesticide consumption can go up both during excess rainfall and drought years. The incidence of many minor pest insects and disease pathogens has increased in the recent years of our study along with warming. Significant and slight increases in the yield of small cardamom (Elettaria cardamomum M.) and coffee (Coffea arabica), respectively, were noticed in the recent years.; however the improvement of yield in tea (Thea sinensis) and black pepper (Piper nigrum L.) has not been seen in our analysis.  相似文献

The question of whether and to what extent global warming may be changing tropical cyclone (TC) activity is of great interest to decision makers. The presence of a possible climate change signal in TC activity is difficult to detect because interannual variability necessitates analysis over longer time periods than available data allow. Projections of future TC activity are hindered by computational limitations and uncertainties about changes in regional climate, large scale patterns, and TC response. This review discusses the state of the field in terms of theory, modeling studies and data. While Atlantic TCs have recently become more intense, evidence for changes in other basins is not persuasive, and changes in the Atlantic cannot be clearly attributed to either natural variability or climate change. However, whatever the actual role of climatic change, these concerns have opened a “policy window” that, if used appropriately, could lead to improved protection against TCs.  相似文献

We investigate here recent (1980–2009) climate variability in the upper Karakoram, Northern Pakistan, of particular interest given the peculiar glacier behavior during the last two decades. Differently from other glacierized regions in the Hindu Kush–Karakoram–Himalaya region, glaciers in the Karakoram display limited ice thinning, and in some cases advancing has been detected. Climate analysis is required to describe recent (i.e., last three decades) variability, to aid highlighting of the factors driving glacier evolution. Starting from monthly data, we analyze seasonal values of total precipitation, number of wet days, maximum (max) and minimum (min) air temperature, max precipitation in 24 h, and cloud cover for 17 weather stations in the upper Karakoram, clustered within three climatic regions as per use of principal components analysis. We detect possible nonstationarity in each of these regions by way of (1) linear regression, (2) moving window average, and (3) Mann–Kendall test, also in progressive form, to detect the onset date of possible trends. We then evaluate linear correlation coefficients between Northern Atlantic Oscillation (NAO) index and climate variables to assess effectiveness of teleconnections, claimed recently to affect climate in this area. Also, we compare temperature within the investigated zone against global temperature anomalies, to evidence enhanced warming within this area. We found mostly nonsignificant changes of total precipitation, unless for few stations displaying increase in Chitral-Hindu Kush region and Northwest Karakoram, or Gilgit area, and decrease in Western Himalaya, Kotli region. Max precipitation is mostly unchanged, unless for slight increase in Chitral and Gilgit areas, and slight decrease in Kotli region. Number of wet days is mostly increasing in Gilgit area, and decreasing in Chitral area, with no clear signal in Kotli region. Min temperatures increase always but during Summer, when decreasing values are detected, especially for Gilgit and Chitral regions. Max temperatures are found to increase everywhere. Cloud cover is significantly increasing in Gilgit area, but decreasing otherwise, especially in Kotli region. Max temperature regime is significantly positively correlated against global thermal anomaly, while min temperature regime is nonsignificantly negatively correlated. Max and min temperatures seem mostly negatively correlated to NAO. Some dependence of trend intensity for the considered variables against altitude is found, different for each region, suggesting that investigation of weather variables at the highest altitudes is warranted to discriminate further climate variability in the area.  相似文献

Human systems will have to adapt to climate change. Understanding of the magnitude of the adaptation challenge at a global scale, however, is incomplete, constrained by a limited understanding of if and how adaptation is taking place. Here we develop and apply a methodology to track and characterize adaptation action; we apply these methods to the peer-reviewed, English-language literature. Our results challenge a number of common assumptions about adaptation while supporting others: (1) Considerable research on adaptation has been conducted yet the majority of studies report on vulnerability assessments and natural systems (or intentions to act), not adaptation actions. (2) Climate change is rarely the sole or primary motivator for adaptation action. (3) Extreme events are important adaptation stimuli across regions. (4) Proactive adaptation is the most commonly reported adaptive response, particularly in developed nations. (5) Adaptation action is more frequently reported in developed nations, with middle income countries underrepresented and low-income regions dominated by reports from a small number of countries. (6) There is limited reporting on adaptations being developed to take advantage of climate change or focusing on women, elderly, or children.  相似文献

People vary considerably in terms of their knowledge, beliefs, and concern about climate change. Thus, an important challenge for climate change communicators is how to most effectively engage different types of audiences. This study aimed to identify distinct audience segments that vary in terms of their values, beliefs, and responses to climate change and determine for each segment which specific message attributes increased motivation to engage in climate adaptation. A sample of 1031 Australian residents (aged 18–66 years) completed an online survey assessing their values, beliefs, and behaviors related to climate change, and recording their responses to a broad range of climate change adaptation messages. Latent profile analysis identified three distinct audience segments: alarmed (34.4%), uncommitted (45.2%), and dismissive (20.3%). Sixty climate change adaptation messages were coded in terms of the presence/absence of six attributes: explicit reference to climate change, providing specific adaptation advice, strong negative emotive content, emphasis on collective responsibility, highlighting local impacts, and underscoring financial impacts. Participants viewed a random sample of six messages and rated the extent to which each message motivated them to seek out more information and immediately respond to the climate change threat portrayed in the message. Multilevel modeling indicated messages that included strong negative emotive content or provided specific adaptation advice increased adaptation intentions in all three audience segments. Omitting any mention of climate change and emphasizing local impacts increased adaptation intentions in dismissive audiences. Implications for tailoring and targeting climate change adaptation messages are discussed.  相似文献

Social marketing is the systematic application of marketing concepts and techniques to achieve specific behavioural goals relevant to the social good. Social marketing approaches are becoming increasingly popular among governmental and non-governmental actors seeking to engage the public on climate change. The effectiveness of social marketing in achieving specific behavioural goals is empirically well-supported. However, in the first systematic critique of social marketing as a strategy for engaging the public on climate change, we present evidence that social marketing alone is insufficient to build support for the more ambitious policy changes and interventions that constitute a proportional response to climate change. In some circumstances, social marketing approaches may even be counterproductive. We describe some alternative approaches for engaging the public, which may provide governmental and non-governmental actors with additional or preferable tools for promoting public engagement with climate change. Given the scale of the challenge, it seems critical that those seeking to engage the public are equipped with the most effective strategies available - a goal that this paper seeks to contribute to. We conclude that acknowledging the limitations of social marketing - and exploring alternative methods of engaging the public - is an urgent task for climate change communication researchers and practitioners.  相似文献
