Recent investigations have sought to understand the spatial-temporal distribution of landslides in Teziutlán, Puebla, a municipality historically affected by landslides. The latest initiative, under the umbrella of the ICL-IPL Project “Landslide disaster risk communication in mountain areas,” was the publication of a book of Atlas type comprising a collection of 142 maps and their corresponding explanatory texts that included a context analysis of landslide disaster risk drivers at various scales, from regional to local. This paper aims to recognise and address the necessity to further enhance the guiding principle of the Sendai Framework for Disaster Risk Reduction to focus on the understanding of disaster risk drivers at local level, for the determination of measures to reduce disaster risk. We present an initial contribution to promote landslide disaster risk awareness in the urban area of Teziutlán by providing to the community direct access to maps of landslide disaster risk at local scale; this is a first step towards the establishment of a robust strategy to communicate landslide risk in the long term. Effective implementation calls for decreasing vulnerability and exposure. Beyond contexts of vulnerability reflected by social, economic, cultural, political, and institutional conditions, it may be difficult to picture the spatial interactions of exposure of communities, assets, and the environment because the means of analysing spatial relationships between society and nature are not commonly available in mountain areas. Therefore, for people to better understand risk, maps of landslide susceptibility and risk exposure present a good way for the inhabitants to familiarise themselves with the spatial context of the dynamics in which they are immersed.  相似文献

Public policies for reducing the disaster risk associated with landslides in Brazil, based almost solely on the implementation of engineering works to stabilise hillsides, have proved ineffective, with this type of disaster becoming more common and more severe. There is therefore an urgent need to form a culture that encourages the public to participate directly in disaster management and develops community capacity, which requires a broad disaster education programme on formal, non-formal and informal levels. Given the recent approach to the topic, this study aims to contribute to the development of a disaster education methodology for landslides, based on an experience that was coordinated by the authors within formal education. The experience was implemented in a state school in the city of Niterói (Rio de Janeiro State, Brazil) which is recurrently affected by disasters associated with landslides. The issue of disasters associated with landslides was addressed in a one-semester course, using the theory of meaningful learning and a range of pedagogical tools in both theory and practical classes, for a total period of 16 h. The educational activities were preceded by a landslide risk perception survey and teacher training. The study concluded that the course promoted interactive and participatory learning, a connection to the real problem in the field and an affective relationship with the issue.  相似文献

文章陈述了致灾因子、承灾体、易损性、风险识别、成生原因、变形破坏机理、破坏模式与成灾模式等基本术语的含义。为了提高防灾减灾的有效性,作者提出了崩塌滑坡灾害风险识别的方法,包括历史对比法、直接观察法、间接反演法、遥感遥测法、动态监测法和综合分析法等。考虑斜坡边界形态(a)、成分结构(b)、初始状态(c)、引发条件(d)、环境因素(e)和成灾条件(v)及其随时间(t)的变化,建立了包括6个函数的崩塌滑坡灾害风险综合分析计算模型:Rt=[(f(a)+f(b)+f(c))d(t)+f(e)]f(v)。采用专家赋值法,以2017年四川茂县"6·24"新磨村滑坡和贵州纳雍"8·28"普洒社区崩塌灾害为例分别对两者的初始、引发和临界灾害风险进行了初步的尝试性的追溯分析,只是一种探索。  相似文献

Natural hazards and disasters occur widely throughout the world. Disasters can be costly both in terms of human lives and property and ecosystem disruption. Higher death tolls in developing nations may be the result of poverty, rapid population growth, urbanization, and inadequate communication facilities. The purpose of this study is to show patterns of major catastrophic events in Latin America so that their impacts can be evaluated and compared.Latin America was selected because of the variety of recent events commanding wide attention: earthquakes in Mexico, volcanic eruptions in Colombia, hurricanes and floods in Haiti, and drought and mudflows in Brazil. Spatial and temporal aspects of natural disasters are presented in nine tables and 21 maps. The tables give selected disaster data by country for volcanic eruptions, earthquakes, landslides, and atmospheric disturbances from the 16th century to 1989. Most data is derived from disasters occurring during the 20th century and include number of events, people killed, people affected, and U.S.$ damage. Maps show environmental settings for disasters and allow detailed comparison among countries. Floods account for the greatest number of major events in the most countries, earthquakes cause the most deaths and damage, while droughts affect the most people. Peru surpasses all others in susceptibility to major disasters. Assessment of vulnerability to hazards, improved economic opportunities, and an increased social and political concern for poor people should help reduce future losses from natural disasters in Latin America.  相似文献

Landslides are the most common natural disasters in mountainous regions, being responsible for significant loss of life as well as damage to critical infrastructure and properties. As the world population grows, people tend to move to higher locations to construct buildings, thereby making structures vulnerable due to landslides. This paper discusses previous research on the vulnerability assessment of structures exposed to landslides and presents a modified semi-quantitative approach to assess the scenario-based physical vulnerability of buildings based on their resistance ability and landslide intensity. Resistance ability is determined by integrating expert knowledge-based resistance factors assigned to five primary building parameters. Landslide intensity matrix defining different intensity levels is proposed based on combinations of landslide velocity and volume. Physical vulnerability of buildings is estimated and classified as class I, II or III for scenario-based low to very high landslide intensity. Finally, the application of the model is illustrated with a case study of 71 buildings from Garhwal Himalayas, India.  相似文献

滑坡分类研究一直是滑坡研究的基础和重点。通过对山西煤矿区滑坡灾害的工程实践和大量的调查统计分析,根据滑坡地层结构、岩性特征、诱发机制及运动特征等因素将山西煤矿区滑坡归结为5种类型:顺基岩面推移-滑动型黄土滑坡;蠕滑-挤出型黄土滑坡;水浸溜滑型黄土滑坡;煤层自燃倾覆-拉裂滑移型岩质滑坡;受节理控制的蠕滑-张裂型岩质滑坡。研究结果发现:黄土滑坡滑带土一般为松散土层,岩质滑坡的滑面为软弱结构面(多为泥岩薄层)或煤线;除溜滑型黄土滑坡滑动速度较快外,其他为低速滑坡,其典型特点是历时长,滑距短,致灾范围小,但滑坡推力大,破坏力强,往往造成更大损失。该研究进一步细化了滑坡分类的内容,其成果可对山西矿区及类似滑坡地质灾害的防治提供指导。   相似文献

我国是世界上受滑坡影响最大的国家之一,也投入了大量的人力物力开展区域性滑坡隐患探测工作.近年的政府工作表明,80%的滑坡发生在已圈定的隐患点范围外,80%的滑坡发生在防灾减灾工作条件相对薄弱的边远农村地区.为了解决这个困境,亟需:(1)厘清不同类型滑坡宜选用的广域探测技术,解决滑坡隐患广域探测的漏检问题;(2)突破社区协同滑坡防灾的难题,助力滑坡隐患探测和风险评估.本文将滑坡隐患分为4类:斜坡变形区、复活历史变形破坏区、稳定历史变形破坏区和潜在斜坡变形区,以便充分发挥多源遥感数据和技术的优势;进而提出一种“滑坡隐患广域探测-单体滑坡隐患风险评估-社区协同防灾”的多源遥感滑坡防灾技术框架.以青藏高原交通工程关键区段约10 000 km2区域作为研究区,协同社区(如设计和建设单位)共识别出滑坡隐患263处,其中斜坡变形区249处,复活历史变形破坏区5处,稳定历史变形破坏区9处,并针对3个典型滑坡隐患进行风险定量评估和社区协同防灾.该多源遥感技术框架将有助于提高社区滑坡防灾的能力,也将直接服务于青藏高原交通工程的建设与运维.   相似文献

涉水型古滑坡是西南水电工程区常见的灾害类型,揭示这类滑坡的成灾机理有助于降低链式灾害发生风险概率。以云南省德钦县燕门乡拉金神谷古滑坡为例,基于野外地质调查、InSAR监测和数值模拟研究,结合滑坡区工程地质条件,分析了滑坡的变形特征和破坏演化全过程。研究结果表明: ①拉金神谷滑坡成灾过程为前缘局部变形阶段→后缘拉裂阶段→滑坡—堰塞湖阶段→堰塞湖溃决阶段; ②库水位上升和降雨共同作用是诱发滑坡大变形的直接原因; ③若该滑坡的地质环境条件持续恶化,发生滑坡堵溃型链式灾害的风险很高。通过对拉金神谷古滑坡的成灾机理研究,提出了引入InSAR等监测调查技术手段开展类似涉水古滑坡排查的地质灾害早期识别建议,这对防范类似的高位链式地质灾害具有重要实践意义。  相似文献

An integrated framework for disaster risk management is presented to cope with the risk of low-probability high-consequence (LPHC) disasters in urban communities. Since the 2000 Tokai flood in Japan, there has been a shift in the management strategy from disaster prevention with a presumed zero risk to disaster reduction with an acceptable risk. The framework consists of: (i) integration of a different categories of risk reduction options in terms of structural and nonstructural measures, regulation and market-oriented measures, (ii) strengthening of the capacity of local communities to make their own management choices for LPHC-type disaster risks, and (iii) promoting the participation of stakeholders throughout the entire cycle of risk management. The interdisciplinary framework is discussed with reference to lessons learned from two recent major flood disasters (the 2000 Tokai flood and the 2004 Niigata flood). To implement the goals of the integrated framework, a participatory platform for disaster risk communication called “Pafrics” has been developed. Preliminary results of the pilot study of participation and risk communication supported by Pafrics are presented.  相似文献

随着黄河流域生态保护与高质量发展上升为国家战略,滑坡灾害防治成为迫切需要攻克的基础性问题。另外,黄河上游地区因地形高差大、古地震及强降雨事件频繁,诱发的滑坡及滑坡堰塞湖数量多、分布广、危害重,是近年来滑坡发育和演化机制以及滑坡堰塞湖溃决效应研究的热点。本文在综合整理该地区已有研究工作的基础上,结合笔者研究团队近20年来所获得的滑坡调查评价、测试分析和防灾减灾研究成果,系统归纳了黄河上游地区滑坡调查与风险评价、滑坡时空展布规律及主控因素研究、典型滑坡堰塞湖的续存时长及溃决危害、古滑坡堆积体开发利用及防灾减灾等方面的研究进展和成果,提出了未来在该地区研究古滑坡、堰塞湖沉积与河流阶地以及堰塞湖溃决效应等应关注的4个科学问题。研究结果对于揭示黄河上游地质历史时期滑坡发育和堰塞湖形成的主控因素,探讨滑坡发育的动力机制对地震和降雨的响应过程,拓展第四纪地质学在古滑坡形成演变方面的应用研究等具有重要参考价值。  相似文献

根据近7年来陕西省宝鸡市12区县地质灾害详细调查资料,总结宝鸡地区地质灾害主要类型、空间分布规律、发育特征及其危害性。研究结果显示,宝鸡市地质灾害发育类型主要包括滑坡、崩塌、泥石流及不稳定斜坡等4类,总体发育特征具有群发性、突发性、周期性和链生性。其中,滑坡和崩塌数量多、危害大,泥石流相对发育较少,不稳定斜坡多与崩塌相伴生,大多发展为崩塌灾害。每年汛期在强降雨作用下,都可能诱发表层小型滑坡和崩塌,特别是城镇居民房前屋后的小型黄土滑坡和崩塌,以及山区公路切坡导致的残坡积层滑坡崩塌频繁发生,是宝鸡市地质灾害群测群防和减灾防灾关注的重点。  相似文献

Quantitative vulnerability estimation for scenario-based landslide hazards   总被引:4,自引:1,他引:3  
Within the engineering profession and natural sciences, vulnerability is widely accepted to be defined as the degree of loss (or damage) to a given element or set of elements within the area affected by a threat. The value of vulnerability is expressed nondimensionally between 0 and 1. It is a fundamental component in the evaluation of landslide risk, and its accurate estimation is essential in making a reasonable prediction of the landslide consequences. Obviously, vulnerability to landslides depends not only on the characteristics of the element(s) at risk but also on the landslide intensity. This paper summarizes previous research on vulnerability to landslides and proposes a new quantitative model for vulnerability of structures and persons based on landslide intensity and resistance of exposed elements. In addition, an approximate function is suggested for estimating the vulnerability of persons in structures. Different methods for estimating the vulnerability of various elements to slow or rapid landslides are discussed. Finally, the application of the new model is illustrated through an example.  相似文献

Landslide risk analysis procedures in this study could evaluate annual landslide risk, and assess the effectiveness of measures. Risk analysis encompassing landslide hazard, vulnerability, and resilience capacity was used to evaluate annual landslide risk. First, landslide spatial, temporal, and area probabilities were joined to estimate annual probability of landslides with an area exceeding a certain threshold in each slope unit. Second, different elements were assigned corresponding values and vulnerabilities to calculate the expected property and life losses. Third, the resilience capacities of communities were calculated based on the scores obtained through community checklists and the weights of items, including “the participation experience of disaster prevention drill,” “real-time monitoring mechanism of community,” “autonomous monitoring of residents,” and “disaster prevention volunteer.” Finally, the annual landslide probabilities, expected losses, and resilience capacities were combined to evaluate annual landslide risk in Shihmen watershed. In addition, annual risks before and after the implementation of measures were compared to determine the benefits of measures, and subsequently benefit–cost analysis was performed. Communities with high benefit–cost ratios included Hualing, Yisheng, Siouluan, and Gaoyi. The watershed as a whole had a benefit–cost ratio far greater than 1, indicating the effectiveness of measures was greater than the investment cost. The results of factor sensitivity analysis revealed changes in vulnerabilities and mortality rates would increase the uncertainty of risk, and that raise in annual interest rates or reduction in life cycle of measures would decrease the benefit–cost ratio. However, these changes did not reverse the cost-effective inference.  相似文献

按照灾害风险评价的一般框架,定性定量相结合,运用破坏概率、滑坡强度、承灾因子、遭遇特征与易损程度等5项指标,尝试提出单体滑坡灾害风险简易评价模型,并结合防治规划,提出了滑坡灾害风险管理对策建议。采用云南新平县滑坡灾害调查数据,开展了实例校验,结果表明,该模型基本反映了滑坡灾害的相对风险水平,可为现阶段管理提供更加明确的分级依据。同时,以期抛砖引玉,讨论险情调查与风险调查之间的关系。  相似文献

近年来,受全球气候变暖和城市扩张进程中的人类社会经济活动影响,青海省突发性、局地性地质灾害事件频发。为积极应对地质灾害严峻形势,保障人民生活生产安全、巩固防灾减灾成果、提出科学合理的应对措施。文章以1990—2019年青海省滑坡崩塌泥石流灾害为研究对象,通过数理统计,分析研究了30年间青海省滑坡崩塌泥石流灾害发育特征、时空分布规律及主要引发因素。结果表明:①灾害规模多为小型,灾害类型以滑坡为主。②时间上,多发生在5—10月;空间上,主要发生在地形复杂的青东地区西宁市和海东市。③降雨和开挖边坡是主要引发因素。④近年来,滑坡崩塌泥石流灾害增加趋势明显。研究结果对于今后一段时期青海省地质灾害防范工作具有指导和借鉴意义。  相似文献

The proximity to the Tacaná volcano, to the subduction zone between the Cocos and North America plates, to the Mexican coast, and to the active geologic Polochic-Motagua fault makes the population of Union Juarez (UJ), Chiapas, Mexico, exposed to many natural hazards including hurricanes, earthquakes, landslides, and volcanic eruptions. We assessed the risk perception of UJ, and our findings indicate that the community has moderate level of risk perception according to the scale of the National Center for Disaster Prevention of Mexico. The UJ’s risk perception is mainly dependent on gender and religion because females unlike males in case of disasters and emergencies: (1) believe that it is necessary to improve their preparedness; (2) trust the local civil protection authorities; (3) would know how to respond; (4) would follow the established protocols; and (5) would not relocate. On the other hand, non-religious people know better the protocols to follow in the event of disasters than the religious population. Besides, the community of UJ reasonably perceives earthquakes and extreme rains as the main hazards that they are exposed to, while volcanic hazards are considered less important although the town is located very close to the Tacaná volcano that has been active during the last 30 years. The local population lacks of proper knowledge and resources to develop adequate disaster mitigation plans. Surprisingly, the work of the local civil protection is considered poor. Our results can be used for local authorities as a tool to strength the disaster prevention actions in UJ.

铜川市是滑坡侵蚀灾害严重的地区之一,本项研究调查了铜川市滑坡侵蚀的形成环境,分析了滑坡侵蚀的基本规律,用现场调查得到的滑坡侵蚀量作等值线图,按照等值线将铜川市滑坡侵蚀强度分为剧烈侵蚀区、强烈侵蚀区、中度侵蚀区、轻度侵蚀区、微弱侵蚀区5个等级的分区。结果表明,中等以上侵蚀区面积5 8.2 5km2,占研究区总面积的70.6%。研究区内共有滑坡12 7个,滑坡侵蚀量115 42.6万t,占重力侵蚀总量的92.9%。研究表明,铜川市滑坡侵蚀非常剧烈,必须尽快建立防灾、减灾的预警系统,加大治理对人们生命财产有威胁的滑坡侵蚀。   相似文献

滑坡灾害风险评估主要包括滑坡敏感性分析、危险性评价和风险评估3个不同层次的内容。但是,滑坡地质灾害本身的复杂性和滑坡强度的确定、滑坡发生的时空概率估算、承灾体的易损性时空概率分析等难点问题的存在,无疑阻碍了滑坡风险定量评估的推广和应用。在系统分析国内外滑坡灾害风险评估研究成果的基础上,对滑坡灾害风险评价的技术体系进行了总结,提出了不同层次滑坡灾害的研究内容和相应的评价方法;分析了实现滑坡风险有效评价涉及到的难点问题,并结合降雨和地震诱发的滑坡灾害危险性评价国内外的实践,提出了中国未来滑坡灾害风险评价研究的主要内容和技术方法。  相似文献

2019年6月10—13日,龙川县发生持续强降雨,导致全县境内发生大量滑坡、泥石流灾害,贝岭镇米贝村是三个重灾区之一。本文以贝岭镇米贝村6号沟发生的滑坡-泥石流链生灾害为研究对象,在野外精细化调查测量基础上,结合数值模拟分析与计算,对链生灾害特征与成灾机理展开研究。研究发现:①6号沟内共发育7处浅层土质小型滑坡,仅3号滑坡体与部分6号滑坡体转化为泥石流,构成泥石流主要物源,其余滑坡未构成持续性影响;②持续降雨下渗,坡体由非饱和向饱和状态转变,坡表形成连续饱和区,孔隙水压力的增加与孔隙水的软化促使土体强度降低,加之坡体饱和自重的增大,斜坡发生浅表层失稳破坏;③降雨的持续下渗与支沟沟源“漏斗状”地形下的地表汇水快速增大滑坡松散堆积体内的含水率,促使其物理性质发生变化,在重力势能下呈流态状启动、运动转化为泥石流。降雨结构影响滑坡-泥石流链生过程,前期降雨引发滑坡、后期降雨启动形成泥石流,滑坡与泥石流的发生表现出阶段性特征。研究成果有助于指导当地政府进一步开展滑坡-泥石流链生灾害的防灾减灾工作,也为该地区未来区域预警研究工作提供理论支撑。  相似文献
