Vaquita marina, a small species of porpoise endemic to the Northern Gulf of California in Mexico, is the world's most endangered cetacean species. With the purpose of preserving vaquita, the Mexican government launched PACE-Vaquita in 2008. This voluntary program offers an innovative schedule of compensations: as in a payment-for-conservation program, PACE-Vaquita compensates for temporary reductions in fishing effort; as in a program to accelerate technology adoption, PACE-Vaquita compensates for switching to vaquita-safe fishing methods; and as in a buyback program, PACE-Vaquita compensates fishermen for a permanent exit from fisheries. This paper seeks the factors explaining fishermen's participation in PACE-Vaquita during its first year of operation. Analysis is carried out through a multinomial logit specification on a data set collected one week after the enrollment deadline. This paper shows that fishermen with skills in alternative economic activities more likely quit fishing, and fishermen with relatively less productive vessels more likely switched to vaquita-safe fishing methods. Discussion of public policy implications is provided.  相似文献

Commercial fishing data were used to reconstruct historical spatio-temporal patterns of fishing effort and landings in the bottom longline fishery of the Azores. Key events during an important 15-year period were charted, through fisher interviews together with GIS analysis. While effort distribution varied over time, the prevailing pattern was a shift in focus from eastern to western areas and from shelf/slope to offshore banks and seamounts in response to policy measures (e.g. banning bottom longline inside 3 NM, public aids for modernization of the fleet) and reduced fishing yields. Areas 12–50 NM from shore represented the most vital fishing grounds in terms of fishing effort and production. Declining landings of the major demersal species, in recent years, indicate that present catch levels are not sustainable and further measures need to be taken in order to sustain fisheries resources. Knowledge of fleet behavior and the distribution of fishing effort, particularly in patchy environments, provide valuable insights into the impacts of past management decisions and help predict the outcome of new policies both in this region and elsewhere.  相似文献

The Galapagos Islands are a prime example of a place where fishery management policies have been established without first understanding the behavior of fishermen. Since the creation of the Galapagos Marine Reserve in 1998, there has not been a single study in the archipelago that investigates fishing behavior and the factors affecting this behavior. This paper addresses this gap in the literature by describing and analyzing the decisions of the fishing fleet for the red spiny lobster fishery. It focuses on factors that affect the short-term decisions regarding both participation and intensity of participation in the lobster fishery. This paper finds that the fishing fleet in the Galapagos Islands behaves as profit maximizing firms, because they consider all the benefits and costs that affect both their participation decision as well as their decision about how frequently to be active after they have decided to participate. The results also show that there is a large latent effort in the lobster fisheries that could threaten the sustainability of any initiatives aimed at increasing catchability, prices, or markets. It is expected that this analysis will be valuable to policy makers when designing or improving the management plans for Galapagos fisheries.  相似文献

The European common fisheries policy (CFP) advocates measures to sustain small-scale fisheries; hence, in the European Commission's proposal for a reformed CFP, these are exempted from a mandatory system with tradable fishing concessions. This opens up for management actions designed for small-scale fisheries, but also implies new management issues. This article provides insights into the topic based on a Swedish small-scale herring fishery in the western Baltic Sea that was exempted from an ITQ-system. The fishery has been profitable since the system was introduced, and the increasing effort of both incumbent fishermen and new entrants implies a situation where fishermen compete for a limited quota. The migratory pattern of the herring implies high densities in the southern parts of the fishing areas during spring and in the northern parts during autumn. This forms the basis for two different fisheries in the area, as well as for the current management proposal to divide the quota into a spring and an autumn part. This and other management proposals are discussed in the paper. The main conclusion from the case study is that, when exempting a fishery from tradable fishing concessions, it is important to build other institutions dealing with the fundamental problem of access to the quota. Failure to do so might result in an over-capacity issue and threaten the long-run development of an otherwise successful small-scale fishery.  相似文献

Iceland's nationwide privatized Individual Transferable Quota (ITQ) system is over thirty years old but remains a topic of public and political debate, particularly because of the continued effects on small-scale fisheries. A national survey of small-boat fishermen was distributed to: (1) identify major defining characteristics of participants in ITQ and non-ITQ fisheries, (2) document and examine differences in satisfaction with fisheries management, and (3) evaluate the existing options for newcomers to participate in small-boat fisheries. Survey results indicate that Icelandic small-boat fishermen are engaged in multiple management systems within a wide range of boat sizes. Those who held quota were more satisfied with the current ITQ system compared to those who did not hold quota; however, nearly all fishermen were still critical of fisheries management in Iceland and the two major non-ITQ options of lumpfish and coastal fishing were not perceived to offer significant opportunity for entry-level fishermen. Dissatisfaction stemmed from the lack of decision-making power, a distrust of scientific advice, and the perception that the ITQ system did not serve the purpose of protecting fisheries resources, but was rather oriented only toward economic goals. The dynamic nature of Icelandic small-boat fishing livelihoods and the pervasive negative attitudes thirty years after ITQ implementation demonstrate the need for culturally appropriate and equitable fisheries management schemes where success is measured in social as well as economic and biological terms.  相似文献

The Common Fisheries Policy (CFP) is a priority area of the European Union's Better Regulation agenda. Understanding the spatial variation in the application of the policy and the reasons behind these differences would provide insights into policy making in different socioeconomic and cultural settings that will assist in better regulation. The CFP aqcuis (the body of European Union law accumulated thus far) was analysed by creating a database composed of pre-defined elements from each obligation. Distinct differences are apparent in the ‘burden’ imposed by regulations in the Northern and Southern waters. However, a combination of a timeline of fish landings and the accumulation of the CFP regulations shows that despite the increase in the number of regulations this has not led to the anticipated reduction in landings. Historical, biological and geopolitical differences between the two major marine regions of the EU are discussed in terms of the impact they have had on the formation of the different fisheries management models in the different regions. Finally, the elements forming these models are discussed in terms of successes and failures in the context of the 2012 CFP reform.  相似文献

Although failures and successes in fisheries management are related to decision making processes, these are rarely analyzed in detail and even less often following quantitative or semi-quantitative approaches. Herein, we study the decision making process for Chile's most important fisheries using a binary decision model. This model evaluates the probability that an annual total allowable catch (TAC) will or will not be modified by the National Fisheries Council (NFC) based on biological, economic, and social factors. We also analyze some aspects of individual voting, particularly whether the members vote against or abstain from voting on the proposed TAC and if they prioritize resource conservation objectives. Our results indicate that the risk of over exploitation for many important stocks in Chile is aggravated by failures at the decision making level: the scientifically recommended TACs for those fisheries that generate higher levels of employment and have greater economic value are normally increased. This analysis shows that the NFC has clearly prioritized short-term economic and social objectives over resource conservation goals. We discuss the need to adjust the composition and functioning of the NFC in order to ensure long-term sustainability of the fisheries.  相似文献

River fisheries in Bangladesh is characterized as “open-access” and the history of administrative and legislative measures bear “contradiction and dilemmas” in resource extraction. The 1950 Fisheries act, the proclamation of 1973 that restricted lease to the registered fisher cooperatives and the experimental New Fisheries Management Policy (NFMP) of 1986 could not contribute to devolve into any participatory institution to introduce sustainable fisheries management. Because of the persistent dilemma in government policy, continued increase in fishing pressure and other anthropogenic reasons, the River resources degraded substantially. Over the past ten years, the Department of Fisheries (DOF) in collaboration with NGOs implemented community based fisheries management (CBFM) approaches with the technical assistance from the WorldFish Center. The principal goal of the approaches was to provide access rights to the fishers through organizing poor fishers and the community to introduce sustainable fisheries management in beels, floodplains and River sections. The CBFM experiences suggest that management and institution building process in river management is complex, and require participation of all concerned stakeholders including local government institutions and administration. CBFM-2 river fisheries management developed a broad-based institutional framework that include community and local government along with the direct beneficiaries and resource users. A positive feature of such institutions is its ability to facilitate flow of information among agents, which is a key to maintain solidarity within and across groups. This paper draws lessons from the CBFM experiences in Bangladesh to manage river fisheries resources in Bangladesh.  相似文献

In the different proposals about fishing resources management systems there is a trend to consider that some incompatibilities exist between forms of management (public intervention or co-management) and the use of instruments based in creating market of fishing rights. In this paper, we will try to leave behind this incompatibility by means of a new concept of management system, which distinguishes accurately the instrument from the institutional framework under which the former is applied. We can see the usefulness of our concept in the European Union fisheries management. Although there is a common policy for all Member States, the way some countries have implemented the Community Regulations has changed the institutional framework which determines the fishermen's activity. The results of our analysis become more outstanding since The Green Paper on the Future of the Common Fisheries Policy emphasises the need to share with the fishermen the drawing-up of the fisheries policy.  相似文献

The science and management of marine resources is increasingly grappling with the use of ecosystem-based fisheries management. Though ecosystem-based fisheries management seeks to unite biological and sociocultural concerns into a holistic framework, people are often seen simply as external drivers of change. The technical questions that are often posed, such as the delineation of boundaries or the strategies of governance, are however more broadly questions concerning the social production of nature. This paper explores these issues by analyzing both the spatial fishing practices of different fishermen and the results of a series of workshops held in New England to solicit opinions about ecosystem-based fisheries management. The paper emphasizes teasing apart the human dimensions of fishing embedded in predominant notions such as fishing effort through more explicit consideration of spatially based resource dependencies and mutual constitution of society-nature.  相似文献

This paper analyses, using a qualitative methodology, some of the possible causes of the recognised failure of fisheries policy concerning traditional fisheries. Through a case study in a Spanish Mediterranean port (Gandia), it concludes that the basic problem is the lack of legitimacy of political institutions for fishermen. Any attempt to implement an effective fisheries management must recover this legitimacy, by harnessing existing social capital of these communities through the adoption of new models of fisheries co-management and the revaluation of local knowledge.  相似文献

The nature of participation by fishing organizations in fisheries management in the Northeast US is changing. Evidence of this is the number of groups that are actively seeking opportunities for group governance of marine resources. This article explores emerging collaborative or co-management arrangements in this region (a process whereby decision-making is shared between federal/council level and fishery stakeholder groups) and the shift towards an ecosystem-based approach to the management of marine fisheries.This research suggests that it is an opportune time for the development of a regional policy in the Northeast that provides an enabling environment in support of decentralized governance of federally managed marine fisheries. It also suggests that these initiatives can play a key role in operationalizing ecosystem-based management.  相似文献

Overfishing is a major problem in global fisheries, plaguing 32% of stocks around the world and a massive 72% in the EU. Despite this, access to public fish resources in the EU and its member states are granted without any social or environmental conditions. Without these, the process of allocating quotas – essentially determining the future health of marine resources and the fishing industry – is blind to virtually all of the impacts of fisheries. Here, the United Kingdom's North Sea cod fishery is studied, comparing the social, environmental and economic impacts of trawlers and gillnets, the two major fishing gears targeting cod in this area. Comparisons are also made on a vessel-length basis to address recent debate concerning the benefits of small-scale fisheries. The results show that, for each tonne of cod landed in these fisheries, all trawlers have impacts that are more costly than the value of their landings. There are also vessel length-specific differences, with the largest trawlers the most destructive (−£1992/tonne and −£2.50/fish). Gillnets, on the other hand, generate positive value to society (+£865/tonne and +£2.16/fish). Despite these impacts, gillnets land only 1% as much cod as trawlers do. The results support the policy implementation of access criteria into the reform of the Common Fisheries Policy, to ensure fishermen generate positive outcomes for society and to provide incentives that align fishermen's interests with conservation objectives.  相似文献

Ecosystem-based management is more successful when a great diversity of stakeholders is engaged early in a decision-making process. Implementation of the California Marine Life Protection Act (MLPA) has been stakeholder-based, coordinating the participation of a wide range of people including divers, fishermen, conservationists, local officials, business owners and coastal residents. Although commercial and recreational fishermen have actively participated throughout the MLPA implementation process, and research related to California’s sport and commercial fisheries has been integrated into the process, pier and shore anglers have been relatively unengaged as stakeholders. This study was completed to generate information about pier angler understanding and sentiment towards marine protected areas (MPAs), as well as to educate anglers on the MLPA implementation process in southern California and inform them on involvement opportunities. Of the 3030 pier anglers surveyed over 12 months, 78% only fish for subsistence from piers and from shore (never from boats); 84.6% are of non-White/Euro-American ethnicity and speak English as a second language; and 82% indicated that they were supportive of establishing a strong network of MPAs in southern California, specifically fully-protective no-take marine reserves. This study is an example of an alternative and customized method of outreach designed to reach a unique and previously unengaged stakeholder group, which stands to be affected by the implementation of the MLPA in California. Engaging such non-traditional stakeholders in public policy may be critical for decision makers to gauge all views from those standing to be affected by a policy—not just the views of those that regularly attend policy meetings—and for the ultimate success of policy implementation and community support.  相似文献

Although corruption is often mentioned as an obstacle to fisheries management, its negative effects have seldom been investigated empirically in a systematic manner. This article examines the impact of corruption on regulatory compliance among South African small-scale fishermen. Results from scenario experiments with 181 participants confirm that perceived corruptibility of the enforcing authority corrodes the willingness to comply with regulations. Both grand and petty types of corruption have significant effects. Attitudes related to moral support of the regulations, perceived inclusion in the decision making leading to regulations and an individual record of law breaking all affect the willingness to comply. However, these effects are trumped by the relative size of the negative impact of corruption. These findings underline the importance of curbing corruption involving public officials in the small-scale fisheries sector.  相似文献

This paper is based on an externally-funded research project on women’s roles and contributions in fisheries conducted in Northern England in 2010. The research focuses on the key roles played by the women involved in fisheries in this region of the country, aiming to help promote the equality and participation of women in the industry by contributing to policy making with independent evidences. The paper analyses some of the major roles played by women and their contribution in four selected sectors: capture fishing, families and communities, trading, processing and management/administration. It identifies the main issues and barriers which prevent women from equal treatment and full participation in the industry and from a more effective involvement in policy making in the country. The paper also presents and analyses women’s strong wish for change with suggestions for policy reform.  相似文献

Marine populations in Europe are in decline due to the unsuccessful results of the Common Fisheries Policy. By combining data of scientific recommendations from ICES, TACs approved and reported landings with an age-structured model, the objectives of this paper are to investigate the level of compliance of the TAC regulation, and the level of enforcement and its economic impact on fishery resources. The results presented here suggest that while there does not exist a regular pattern between TAC proposal and TAC approved, there is a clear pattern between TAC approved and reported landings. As a consequence, there is a regular lack of enforcement at national fisheries authority level. The paper also presents results of the recovery plans for the Southern hake and the Atlantic cod fisheries as case studies to illustrate the level of enforcement based on collusion between national fisheries advisers and industry. The results from both cases studies analyzed here indicate that drastic solutions could generate positive results for the recovery of the stocks, but perhaps they are not always the best measure in fisheries management due to the high economic losses for fishermen and social effects on coastal communities in the short and medium term. Finally, this work demonstrates that if the recovery plans had been implemented, the net present profits for both fisheries would have increased over time.  相似文献

Information on the cost of fishing is integral in measuring fisheries performance and correctly evaluating the economic impacts of fisheries regulations and management rules. However, limited availability of cost data often renders such analyses either incomplete or implausible. This study discusses a survey effort that was undertaken in the Northeast US to collect fisheries annual fixed cost data directly from commercial fishermen. Stratified random samples of fishing vessel owners were surveyed in 2012 and 2013. An overview of the survey procedures, sample selection and administration is given here. The data cleaning process, non-response bias and data summaries are also presented. A modeling framework is discussed for estimating fisheries cost data. Robust cost models in combination with regular data collection efforts will allow for more complete economic and financial analyses relevant to fisheries management and conservation.  相似文献

Management strategies are challenging to implement in Zanzibar's fisheries because the local people depend upon these resources for basic subsistence. This difficulty epitomizes the vital need for sustainable management: the more people need a fishery, the harder it is to limit fishing to allow regeneration. Comparing fisheries management strategies in two coastal villages in Unguja, the largest island of Zanzibar, Tanzania, this paper confirms the results of existing scholarship that communitybased strategies provide the most promising solutions to this challenge. Interviews with officials from the Department of Fisheries and Marine Resources, Village Fishermen Committees, and 51 fishermen in the villages of Kizimkazi Dimbani and Jambiani reveal the efficacy of strategies where local fishermen are centrally involved. The fishermen interviews reveal ignorance of existing fishing regulations and a lack of enforcement while fishermen at both sites noted that many illegal methods of fishing are still in use and expressed concern that such methods damage fish stocks. The Village Fishermen Committees, a recently implemented community-based initiative, are well attended by fishermen, and constitute a management strength that this paper concludes should be the foundation of future policy. To be successful, these committees need additional educational and financial resources.  相似文献

A global recurring challenge for marine managers and policy makers is the effective management of fisheries conflicts. This study demonstrates the usefulness of a political ecology approach in understanding the complexity of conflict in increasingly internationalized national fisheries. By doing so it aims to provide an alternative approach to the environmental security perspectives, predicated on scarcity narratives, that often underpin policy on fishery conflicts. Using a localised example of industrial Chinese and local artisanal fishermen conflict in Ghana, this paper reveals a complex account of contesting ‘access’ to resources, in material and nonmaterial terms, that moves beyond an ‘absolute scarcity’ driven narrative. The conflict is shown to be one, in part, focussed around spatially fixed areas as well as moral claims of correct ways of fishing that reflect social tensions within the local fishing community. Both aspects show long term motivations to keep resource access, rather than being concerned with in the moment struggles over scarce resources. This work also highlights the existence of cooperation between groups of artisanal fishermen involved in transhipment with Chinese fishermen, revealing the complex nexus of winners and losers produced by environmental, social and political factors. In sum, policy must acknowledge that conflict is rarely produced purely by scarcity, and that broader social and political factors often combine in a variety of forms to produce localised conflict. If these complexities are ignored, fisheries policy runs the risk of unintentionally exacerbating conflicts and disadvantaging those who it aims to help.  相似文献
