黑龙江省水文计划管理信息系统建设及设想

水文基本建设的计划管理是水文计划管理信息系统的重要内容。围绕如何加强管理、严格管理 程序,结合黑龙江省水文计划管理的实践经验,针对如何根据各种规划,将水文基础设施改造的计划管 理纳入水文基本建设的计划管理范畴,提出信息系统建设设想。     

水文计划管理信息系统建设模式的探讨

建立全国水文计划管理信息系统,是面向水文事业发展、水文基础设施建设管理而建立的综合 性信息系统,本文结合陕西省近年来规划计划工作的实践,从系统建设的必要性和实际需求分析入手, 重点分析了水文计划动态管理信息系统的建设模式、水文计划管理信息的采集整理归类、信息库类别 划分、系统逻辑结构等。同时对系统实施的可行性进行较深入的探讨。     

水文基础设施建设形势与任务浅析

近年来,水文基础设施建设得到明显加强,水文站网布局和功能逐步完善,水文基础设施整体水平不断提高,水文测报和信息服务能力显著增强。经济社会发展和水利工作对水文不断提出了新的更高的要求,需要进一步加强水文基础设施建设。总结了"十一五"以来全国水文基础设施建设取得的成就,结合经济社会发展和水利工作对水文的要求,阐述了水文基础设施建设面临的形势和问题,分析了水文基础设施建设的目标和任务。     

2002年水文行业十件大事

水利部水文局通过水利部网站和中国水文信息网开展的２００２年水文行业十件大事评选活动结束，评选结果如下（以得票顺序排列）：１．《全国水文事业发展规划》、《全国地下水监测规划》等规划通过水利部审查。２．朱基总理视察黄委花园口和黑龙江哈尔滨水文站，对水文测报技术水平给予高度评价。３．全国水文水资源信息上网公开发布，内容包括全国水情信息、省界断面水质监测信息、京津冀平原区地下水动态信息、全国日雨量分布信息等。４．２００２年７月１５日，水利部颁布了《水文基础设施建设及技术装备标准》，进一步规范了水文基础设…     

水文事业发展回顾及"十一五"规划要点

总结了水文在基础设施、服务能力、保障环境建设等方面取得的巨大成绩,阐述了水文在防汛抗旱、水资源管理与保护、生态环境建设以及经济社会发展等各个领域所发挥的巨大作用,分析了新形势对水文的要求以及水文存在的差距,提出了水文事业发展“十一五”规划的指导思想、总体思路、发展目标和主要任务。     

我国水文基础设施建设现状及发展对策探讨

水文基础设施建设对保证水土资源合理利用及预防洪涝灾害发展重要作用,加强水文基础设施建设有利于保证水土生态环境稳定,本文对我国水文基础设施建设必要性进行分析,针对我国水文基础设施建设过程中主要存在的整个水文站网不完善及布局不合理、水文监测能力薄弱和水文业务系统功能单一、技术落后及维护不到位等实际问题,提出从加强水文监测站点建设、促进水文监测能力的提高和强化水资源管理及水土保持建设,促进水文服务能力的提高等方面推动水文基础设施建设及监控管理工作的现代化进程,促进水文监测工作的全面开展,保证水利相关工作的不断协调与完善,推动国家及社会稳定与发展。     

从水文行业统计看水文事业发展

全国水文统计对制订水文事业发展规划和指导全国水文行业管理工作具有重要意义。本文根据《全国水文统计年报》,对比分析"十五"和"十一五"期间我国水文站网、设施设备、从业人员、经费投入等行业发展重要指标的变化情况。结果表明,水文站网向布局合理、项目齐全、功能完善的体系发展;水文基础设施建设不断加强,测报设施整体水平明显提升,先进仪器设备推广力度加大,水文测验方式和技术手段由传统方式向现代化方式转变;从业人员队伍整体素质不断提高,结构不断优化;水文经费投入大幅增加,为水文基础设施建设和水文业务工作开展提供了重要保障。"十五"和"十一五"期间,我国水文事业得到了健康快速发展,水文现代化水平逐步提升,水文测报和信息服务能力显著提高,为经济社会发展做出了重要贡献。     

湖北省水文计划管理系统建设中的规范化管理探讨

湖北省水文计划管理系统建设是湖北省水文系统计划管理工作中的当务之急。根据国家基本建 设管理规定和行业标准,湖北省水文计划管理分为规划管理,计划编制、审批与实施的管理,计划统计。 规划管理是将水文基本建设的规划按水文站、勘测队、水环境监测中心、水情分中心等分类,以Excel文 档形式建立规划数据文本,依照规划年份进行管理;计划编制、审批与实施的管理是文字以Word文档 形式、表格以Excel文档形式、图片以JPG格式建立数据文本,三者之间采用超级链接方式链接管理;计 划统计以Excel文档形式管理。湖北省水文计划管理信息系统采用统一格式、统一标准方式,具有操作 简单、维护方便、管理简便易行等特点,为湖北省水文计划管理信息系统自动化管理奠定了良好的基础。

The terrestrial fauna of the Late Triassic Pant-y-ffynnon Quarry fissures,South Wales,UK and a new species of Clevosaurus (Lepidosauria: Rhynchocephalia)

Pant-y-ffynnon Quarry in South Wales yielded a rich cache of fossils in the early 1950s, including articulated specimens of new species (the small sauropodomorph dinosaur Pantydraco caducus and the crocodylomorph Terrestrisuchus gracilis), but no substantial study of the wider fauna of the Pant-y-ffynnon fissure systems has been published. Here, our overview of existing specimens, a few described but mostly undescribed, as well as freshly processed material, provides a comprehensive picture of the Pant-y-ffynnon palaeo-island of the Late Triassic. This was an island with a relatively impoverished fauna dominated by small clevosaurs (rhynchocephalians), including a new species, Clevosaurus cambrica, described here from a partially articulated specimen and isolated bones. The new species has a dental morphology that is intermediate between the Late Triassic Clevosaurus hudsoni, from Cromhall Quarry to the east, and the younger C. convallis from Pant Quarry to the west, suggesting adaptive radiation of clevosaurs in the palaeo-archipelago. The larger reptiles on the palaeo-island do not exceed 1.5?m in length, including a small carnivorous crocodylomorph, Terrestrisuchus, and a possible example of insular dwarfism in the basal dinosaur Pantydraco.

Lithostratigraphy, physicochemical stratigraphy, biostratigraphy, and geochronology of the 77–70 Ma old series bracketing the Campanian–Maastrichtian boundary have been investigated by 70 experts. For the first time, direct relationships between macro- and microfossils have been established, as well as direct and indirect relationships between chemo-physical and biostratigraphical tools. A combination of criteria for selecting the boundary level, duration estimates, uncertainties on durations and on the location of biohorizons have been considered; new chronostratigraphic units are proposed. The geological site at Tercis is accepted by the Commission on Stratigraphy as the international reference for the stratigraphy of the studied interval. To cite this article: G.S. Odin, C. R. The effect of water on accessory phase solubility in subaluminous and peralkaline granitic melts

The solubilities of columbite, tantalite, wolframite, rutile, zircon and hafnon were determined as a function of the water contents in peralkaline and subaluminous granite melts. All experiments were conducted at 1035 °C and 2 kbar and the water contents of the melts ranged from nominally dry to approximately 6 wt.% H₂O. Accessory phase solubilities are not affected by the water content of the peralkaline melt. By contrast, solubilities are affected by the water content of the subaluminous melt, where the solubilities of all the accessory phases examined increase with the water content of the melt, up to 2 wt.% H₂O. At higher water contents, solubilities are nearly constant. It can be concluded that water is not an important control of accessory phase solubility, although the water content will affect diffusivities of components in the melt, thus whether or not accessory phases will be present as restite material. The solubility behaviour in the subaluminous and peralkaline melts supports previous spectroscopic studies, which have observed differences in the coordination of high field strength elements in dry vs. wet subaluminous granitic glasses, but not for peralkaline granitic glasses. Lastly, the fact that wolframite solubility increases with increasing water content in the subaluminous melt suggests that tungsten dissolved as a hexavalent species.     

Late Wuchiapingian (Late Dzhulfian,early Late Permian) limestone olistolites within the Tertiary flysch of Glypia Unit (Mount Parnon,central–eastern Peloponnesus,Greece)

Some olistolites reworked in a Tertiary flysch of Mount Parnon (Peloponnesus, Greece) exhibit a Late Permian assemblage, dominated by Paradunbarula (Shindella) shindensis, Hemigordiopsis cf. luquensis and Colaniella aff. minima. This association corresponds to the Late Wuchiapingian (=Late Dzhulfian), a substage whose algae and foraminifera are generally little known. Contemporaneous limestones crop out in the middle part of the Episkopi Formation in Hydra, but they are rather commonly reworked in Mesozoic and Cainozoic sequences. The palaeobiogeographical affinities shared by the foraminiferal markers of Greece, southeastern Pamir, and southern China, are very strong (up to the specific level), and are congruent with the Pangea B reconstructions.
