 巴厘岛会议,即《联合国气候变化框架公约》(简称《公约》)第13次缔约方会议,明确了将气候变化适应和减缓并重的立场,并对适应工作进行了一系列的安排和部署。通过介绍《公约》下适应认识的发展过程,阐述了巴厘岛会议针对适应行动的一些进展,讨论了我国在适应方面可开展的行动和关注的领域。分析认为,目前适应已成为和减缓并重的关注议题,适应行动的呼声越来越强烈,但行动的落实还需要经过漫长的过程,适应基金募集和分配在发达国家和发展中国家之间、发展中国家内部也将有一个艰难而激烈的谈判交锋。  相似文献

宁夏是我国生态脆弱区和贫困区之一,以宁夏为例开展农业适应行动实践具有一定的代表性和示范作用。根据气候变化适应行动实施框架,研究结果表明:宁夏未来气候干旱风险将增加,水资源短缺矛盾加剧,极端气候事件频率和强度加大。未来宁夏北部灌区农业应以发展节水灌溉和高效种植为主,中部以设施农业和牧业为主,南部以发展特色农业为主。气象部门和水利部门对适应技术的适应效果持乐观态度,农牧业部门和林业部门则态度谨慎。适应措施能否实施的首要条件是措施符合国家和地方的政策方针,其次是成本效益;在实施条件中,要求相对比较弱化的是公众对气候风险的认知程度以及措施的灵活调整性。在适应措施选择上,气象服务和种植结构调整成为首选的适应技术,而覆盖技术、节水技术由于更倾向于传统的技术范畴,虽然效果较好,但对其适应优先性选择存在影响。  相似文献

针对气候变暖采取稳健的适应措施已成为国际社会共识。该文综合了当前适应气候变化的国际谈判进展及已有的农业适应气候变化措施,指出适应资金严重不足,技术研发、应用与转让难以实施,以及适应气候变化行动实施能力的不足严重制约着适应气候变化行动的有效实施;关于农业适应气候变化的技术措施仍缺乏系统的理论研究与应用示范。在此基础上,提出了未来中国农业适应气候变化需要重点开展的研究任务,即农业气象灾变过程的新特点及其风险管理, 农业适应气候变化的大数据决策管理系统研发及适应气候变化的农业气候区划与减灾保产技术研究,以切实推进农业适应气候变化,为确保国家粮食安全与农业可持续发展提供支撑。  相似文献

文中对IPCC第六次评估报告(AR6)第二工作组(WGII)报告关于气候恢复力发展(CRD)相关内容进行解读。CRD的概念最初由IPCC第五次评估报告(AR5)引入,AR6在AR5的基础上进行了更新,正式将CRD定义为实施温室气体减缓和适应措施的过程,以支持所有人的可持续发展。新的定义更加强调了公平性原则,并且在评估内容中对不同社会选择进行了细致的描述,增强了CRD的可操作性,也强调了其紧迫性与不可逆性。报告主要从适应的角度阐述了如何在人类系统和自然系统中促成CRD的实现:城市化趋势为CRD同时带来了机遇与挑战,城市化在加剧气候变化风险的同时也会通过带动周边乡村地区的适应行动来推动CRD;保护生态系统多样性有助于保护生态系统也有助于提高其自身的恢复力,但在较高温升水平下部分适应行动将会无法实施。AR6 WGII报告评估显示,比起AR5报告的时间节点(2014年)的评估结论,当前全球CRD行动更紧迫,实行有效的、公平的应对气候变化措施迫在眉睫。  相似文献

减缓和适应是应对气候变化的互补性策略,但在《联合国气候变化框架公约》(简称《公约》)的谈判中,适应在很长一段时期都处于减缓的从属地位。《公约》20多年的适应谈判进程可划为早期缓慢发展、科学和技术讨论、适应与减缓并重、增强适应行动和全面适应行动5个阶段,呈现出由无到有、重要性不断增强的特点。这一特点反映了全球对气候变化影响和适应重要性认识的不断深入及适应气候变化挑战的不断增强。未来适应谈判将聚焦于如何通过《公约》现有机制增强行动及如何增加适应资金以满足发展中国家的适应需求。  相似文献

适应举措对降低人类和生态系统的气候变化风险有着积极的影响。IPCC第六次评估报告(AR6)第二工作组(WGII)报告全面评估了适应的可行性和有效性,深入评估了适应局限性和不良适应。报告认为,个人、地方、区域和国家各级的适应行动都在增加,但是在做决策时需考虑不良适应的风险。报告从经济、技术、制度、社会、环境和地球物理这6个维度,对23个适应措施的可行性进行了评估;这些适应措施分布在陆地、海洋与生态系统,城乡与基础设施系统,能源系统以及跨部门等四大系统,其中,基于森林的适应、具有恢复力的电力系统、能源可靠性等适应措施具有高信度的高可行性。适应措施的可行性和有效性会随着气候变暖的增加而降低,需要采用多种措施来降低未来气候变化风险。  相似文献

在《联合国气候变化框架公约》(简称《公约》)下建立适应委员会是当前气候变化国际谈判中发展中国家和发达国家争论的焦点之一。通过对《公约》下现有机构的职能分析和已开展的适应行动的回顾,提出适应委员会需赋予适应规划、政策制定、资金需求评估、项目实施、协调区域中心等关键职能。针对谈判中的焦点问题,发展中国家应坚持以下三点:将适应委员会建立在《公约》之下,提高适应委员会的作用;发展中国家在适应委员会中占多数席位;适应委员会与资金和技术机制直接联系,落实开展具体适应活动的资金和技术支持。  相似文献

恢复力(resilience)一词自1973年进入生态学领域以来,在生态环境和自然资源管理以及社会经济可持续发展相关研究和实践中得到了广泛应用。随着人类对全球气候变化及其影响的认识不断加深,气候恢复力也逐渐成为应对气候变化的一个重要理念。本文首先系统阐述了气候恢复力概念的实质及与其密切相关的其他几个重要概念,然后在系统评估恢复力概念及其内涵的历史演变基础上,提出了一个实施气候恢复力建设的通用框架。尽管气候恢复力涉及行动主体的不同方面,而且还关系到不同部门和/或不同层次/尺度的优先选项,但希望此框架仍能对各部门、各尺度/层次的气候恢复力建设提供重要借鉴。最后以极端天气气候灾害管理为例,通过对英国皇家学会发布的《极端天气恢复力》报告进行述评,并对中国应对极端天气气候灾害的管理框架进行分析,进一步探讨了该框架的实用性。  相似文献

空间规划是适应气候变化的重要政策工具之一,将适应气候变化目标纳入空间规划已经成为国际主流政策。中国适应气候变化的空间规划仍面临诸多问题和挑战,包括气候适应目标和理念薄弱、气候变化风险评估与空间规划尺度不匹配、适应和减缓策略的协同机制欠缺、技术标准和法律法规不完善等。文章结合国家适应气候变化战略和国土空间规划体系重构的目标要求,研究提出适应气候变化导向的国土空间规划框架体系和技术思路,以及将适应气候变化纳入空间规划编制审批、技术标准、实施监督以及法规政策等各个环节的思路与建议,以期通过空间规划的编制与监督实施促进适应气候变化目标的实现。  相似文献

The challenge of climate change in glaciated mountain systems is significant and cannot be met without adaptation actions and research that addresses the interwoven scientific, human, and socio-ecological dimensions of climate change. However, our understanding of the effectiveness of existing efforts in meeting this challenge is lacking, a shortcoming compounded by a lack of consistent and comparable information about adaptation action and research in glaciated mountain systems. This study develops a typology of the challenge of climate change in glaciated mountain systems and uses formal systematic review methods to critically evaluate existing adaptation actions and research in light of this framework. Our results––based on an evaluation of 170 English-language peer-reviewed and grey literature documents––indicate that socially-relevant climate-related changes are already manifesting in glaciated mountain systems, with the most commonly documented stimuli for adaptation being hydrological changes related to the degradation of the high mountain cryosphere. Some degree of adaptation action has occurred in 78% of countries with glaciated mountain ranges, but most adaptations are reactions to experienced climatic stimuli and carried out without guidance from a formal adaptation plan. The study also identified the emergence of explicitly mountain-focused adaptation research, yet studies framed in this way are still relatively scarce and have only been carried out in about half of the countries with glaciated mountain ranges. Although we document several laudable adaptation action and research efforts, few initiatives are adequately addressing the difficulties outlined in our evaluation framework for the challenge of climate change. The study discusses the consequences of observed shortcomings and identifies recommendations for more fully meeting the challenge of climate change in glaciated mountain systems.  相似文献

The dominant assumption in economic models of climate policy remains that adaptation will be implemented in an optimal manner. There are, however, several reasons why optimal levels of adaptation may not be attainable. This paper investigates the effects of suboptimal levels of adaptation caused by different types of adaptation restrictions, on the composition and level of climate change costs and on welfare. We find that especially restrictions to the effectiveness of adaptation at more extreme levels of climate change can be very harmful. Furthermore we show that the potential of mitigation to offset suboptimal adaptation varies from being essential in case adaptation becomes ineffective at higher temperature increases, to being largely ineffective in case of short-term inaction. However, in all cases the short-term recommendation is to increase mitigation levels slightly above what is normally recommended, and to keep mitigation policies flexible enough to be able to respond when adaptation restrictions become more prominent. It is clear that by reducing adaptation restrictions, in combination with adjusting the optimal level of mitigation may keep the costs of adaptation restrictions limited, and thus generally it is very harmful to ignore existing restrictions on adaptation when devising (efficient) climate policies.  相似文献

Policy makers and citizens must choose from among a growing variety of strategic options as they try to cope optimally with climate change. As a means of more accurately predicting different types of climate change engagement, we empirically distinguish individuals’ felt responsibility for mitigation (FRm) from felt responsibility for adaptation (FRa), and assess support for different climate action strategies (mitigation and adaptation). We surveyed two U.S. samples two months apart, and the replication study confirmed Study 1′s findings of differing predictive powers for FRm vs. FRa. Each type of felt responsibility, controlling for the other, served as a mediator between belief in global warming (as well as belief in anthropogenic cause of climate change) and its corresponding climate action strategy (mitigation vs. adaptation). FRa predicted adaptation measures but not mitigation measures, while FRm predicted mitigation measures more strongly than it predicted adaptation but did predict both action strategies. We also found important individual differences: people’s disposition toward behaving proactively correlated positively with all types of climate engagement, and political orientation (liberal/conservative ideology) interacted with climate action strategy (mitigation vs. adaptation) in predicting all engagement variables. Comparing levels of support across the political spectrum, the mitigation measures were highly polarizing, while the adaptation measures were less divisive.  相似文献

Two central issues of climate change have become increasingly evident: Climate change will significantly affect cities; and rapid global urbanization will increase dramatically the number of individuals, amount of critical infrastructure, and means of economic production that are exposed and vulnerable to dynamic climate risks. Simultaneously, cities in many settings have begun to emerge as early adopters of climate change action strategies including greenhouse gas mitigation and adaptation. The objective of this paper is to examine and analyze how officials of one city – the City of New York – have integrated a flexible adaptation pathways approach into the municipality's climate action strategy. This approach has been connected with the City's ongoing response to Hurricane Sandy, which struck in the October 2012 and resulted in damages worth more than US$19 billion. A case study narrative methodology utilizing the Wise et al. conceptual framework (see this volume) is used to evaluate the effectiveness of the flexible adaptation pathways approach in New York City. The paper finds that Hurricane Sandy serves as a “tipping point” leading to transformative adaptation due to the explicit inclusion of increasing climate change risks in the rebuilding effort. The potential for transferability of the approach to cities varying in size and development stage is discussed, with elements useful across cities including the overall concept of flexible adaptation pathways, the inclusion of the full metropolitan region in the planning process, and the co-generation of climate-risk information by stakeholders and scientists.  相似文献

This study employed data from the 2005/06 Uganda national household survey to identify adaptation strategies and factors governing their choice in Uganda's agricultural production. Factors that mediate or hinder adaptation across different shocks and strategies include age of the household head, access to credit and extension facilities and security of land tenure. There are also differences in choice of adaptation strategies by agro-climatic zone. The appropriate policy level responses should complement the autonomous adaptation strategies by facilitating technology adoption and availing information to farmers not only with regard to climate related forecasts but available weather and pest resistant varieties.  相似文献

Firm relocation as adaptive response to climate change and weather extremes   总被引:1,自引:0,他引:1  
Growing scientific evidence suggests that human-induced climate change will bring about large-scale environmental changes such as sea-level rise and coastal flooding, extreme weather events and agricultural disruptions. The speed and extent of these changes and the expected impacts on social and corresponding economic and industrial systems are now moving to the forefront of debates. In this paper, we argue that climate change will lead to significant disruptions to firms which might ultimately create the necessity of a geographical shift of firm and industrial activities away from regions highly affected by climate change. Such a shift might become necessary due to (1) direct disruptions through climate change impacts on firm operations, for instance through droughts, floods, or sea level rise, and due to (2) disruptions in a firm's supplier, buyer or resource base that lead to flow-on effects and adverse consequences for a firm. We propose a framework for integrating firm relocation decisions into firm adaptive responses to climate change. The framework consists of three assessment steps: the level of risk from climate change impacts at a firm's location, the feasibility of relocation, and associated costs and benefits. We apply the framework to two case examples. The first case of electricity distribution firms in Victoria/Australia illustrates how the relocation (undergrounding) of cables could decrease the vulnerability of distribution networks to bushfires and the risk of electricity-caused fires, but would require significant investments. The second case of firms in the Australian pastoral industry points to geographic diversification of pastoral land holdings as possible adaptation option, but also to constraints in form of availability of suitable properties, ties to local communities, and adverse impacts on biodiversity. Climate change is expected to have particularly severe effects on poor agrarian populations. Rural households in developing countries adapt to the risks and impacts of climate change both individually and collectively. Empirical research has shown that access to capital—financial, human, physical, and social—is critical for building resilience and fostering adaptation to environmental stresses. Little attention, however, has been paid to how social capital generally might facilitate adaptation through trust and cooperation, particularly among rural households and communities. This paper addresses the question of how social capital affects adaptation to climate change by rural households by focusing on the relationship of household and collective adaptation behaviors. A mixed-methods approach allows us to better account for the complexity of social institutions—at the household, community, and government levels—which drive climate adaptation outcomes. We use data from interviews, household surveys, and field experiments conducted in 20 communities with 400 households in the Rift Valley of Ethiopia. Our results suggest that qualitative measures of trust predict contributions to public goods, a result that is consistent with the theorized role of social capital in collective action. Yet qualitative trust is negatively related to private household-level adaptation behaviors, which raises the possibility that social capital may, paradoxically, be detrimental to private adaptation. Policymakers should account for the potential difference in public and private adaptation behaviors in relation to trust and social capital when designing interventions for climate adaptation.  相似文献
