This paper aims to analyze a fisheries co-management regime in Brazil. The Forum of the Patos Lagoon, a collaborative partnership among communities, governmental and non-governmental organizations, was established to move fisheries management toward a negotiation-style decision processes. We find that while many successes are evident including the delegation of decision power, greater protection of artisanal fisheries, and greater legitimacy assigned the Forum as a decision-making body, several problems remain. These include conflicting institutional arrangements; minimal recognition of local fishers’ interests as concerns rules established; and less than optimal participation of fishers in the Forum. The paper closes with multiple suggestions for improvements of this co-management regime.  相似文献

The revision of the Common Fisheries Policy of the European Union in 2003 was communicated in a ‘Roadmap’, including the opinion of the EU Commission on how to reform the fisheries policy. This paper reviews the Roadmap and confronts the opinion and initiatives proposed by the Commission with the ‘conventional’ bioeconomic theory. The purpose is to assess to what extent the lessons of the theory could be found in the Roadmap. Having in mind the complexity of the EU fisheries, the Roadmap, in particular, focuses on fleet management policy with the aim of reducing overcapacity on a community level. This applies as a supplementary means to the conventional fish stock conservation measures. In conclusion, the EU Commission is aware of the lessons learned from the bioeconomic theory.  相似文献

This article discusses inequality in the Icelandic cod fishery, focusing on changes in the actual distribution of fishing quotas and the ways in which Icelanders currently talk about equity and ownership. The individual transferable quota (ITQ) system, introduced in 1984, divided access to an important resource among those who happened to be boat owners at that time. Statistical findings with respect to the cod fishery - based on a database (the ‘Quotabase’) constructed using detailed information on all vessels that have been allotted ITQs from the onset of the system - show that ITQs have been increasingly concentrated in the hands of the biggest companies. Many of the small-scale boat owners that still hold ITQs are increasingly compelled to enter into contracts that involve fishing for larger ITQ holders. It is suggested that the distribution of ITQs, as well as their evaluation in social discourse, represents an important field of research. In Iceland, public discontent with the concentration of fishing rights and the ensuing social repercussions is increasingly articulated in terms of loaded metaphors, including ‘profiteering’, ‘tenancy’ and ‘lords of the sea’. It is argued that the ultimate efficiency of management programs may be jeopardized if managers ignore the history and culture of the fisheries involved and the likely social and ecological consequences of their programs.  相似文献

The EU's bilateral fishing policy towards developing third countries has evolved over the years to increasingly emphasise sustainability, culminating in 2002 with the release of a ‘fisheries partnership approach’. The Community has begun to operationalise the policy in various West African coastal states, where its new fisheries partnership agreements are intended to function as ‘development vectors’. This paper introduces the EU's new policy, examines its potential implications for the role of sustainability in future bilateral fishing relations and highlights the impetus for it with reference to analysis of the EU's most recent agreement with Senegal based on empirical research.  相似文献

This paper assesses the views of various environmental groups on access control in fisheries, as stated in documents prepared by these groups. The views range from outright opposition to tentative promotion. Differing views on the definition of conservation, the appropriate make-up of the fishing industry and the likely make-up with and without access control, and the appropriate nature of property rights for fisheries are highlighted. An important aspect of the last issue is the concern over potential ‘takings’ problems under the Fifth Amendment to the US Constitution when management is imposed in rights-based fisheries regimes.  相似文献

The globalisation of the economy and the need for sustainable growth are having a strong influence on international sea freight transport and its infrastructures. Commercial sea ports, faced with the loss in ‘loyalty’ of their traffic and the appearance of ‘new rules in the game’, are developing new strategies in order to achieve the loyalty of their clients. The present paper is a reflection on the findings generated in recent years in the area of competitive port policies. The speciation of dissolved iodine and the distributions of the iodine species in the deep Chesapeake Bay underwent seasonal variations in response to changes in the prevailing redox condition. In the deep water, the ratios of iodate to iodide and iodate to inorganic iodine decreased progressively from the Winter through the Summer as the deep water became more poorly oxygenated before they rebounded in the Fall when the deep water became re-oxygenated again. The composition of the surface water followed the same trend. However, in this case, the higher biological activities in the Spring and the Summer could also have enhanced the biologically mediated reduction of iodate to iodide by phytoplankton and contributed to the lower ratios found during those seasons. Superimposed on this redox cycle was a cycle of input and removal of dissolved iodine probably as a result of the interactions between the water column and the underlying sediments. Iodine was added to the Bay during the Summer when the deep water was more reducing and removed from the Bay in the Fall when the deep water became re-oxygenated. A third cycle was the inter-conversion between inorganic iodine and ‘dissolved organic iodine’, or ‘‘DOI’’. The conversion of inorganic iodine to ‘DOI’ was more prevalent in the Spring. As a result of these biogeochemical reactions in the Bay, during exchanges between the Bay and the North Atlantic, iodate-rich and ‘DOI’-poor water was imported into the Bay while iodide- and ‘DOI’-rich water was exported to the Atlantic. The export of iodide from these geochemically reactive systems along the land margins contributes to the enrichment of iodide in the surface open oceans.  相似文献

The industrial fisheries of Fiji have had mixed fortunes. The fresh fish export industry has grown rapidly in importance so that fisheries is now the third most valuable export industry; its positive effect on the economy is mainly in the increase in the purchase of goods and services, such as air freight. The present ‘hands off’ policy by government in the fresh fish export industry should continue until the industry matures. In the longer run, ad valorem royalties should be considered as a mean of capturing resource rents. The government-owned export cannery has been in financial decline, and the maintenance of the social benefits of regional employment generated by the cannery has come at a high cost to government coffers. The future of the cannery, now leased to a private operator, is clouded by the uncertainty of the continuity of concessional access to European markets beyond the year 2000. The main task faced by government is the management of fisheries and fish stocks. The management of the inshore fisheries — vital to the needs of a large proportion of the population — needs additional resources. The capability for management of the industrial fisheries, necessary to maximise long term public benefits, would be enhanced by full cost recovery through a user pays policy. The Moray Firth Seal Management Plan (MFSMP) was introduced in Scotland in 2005 as a pilot for resolving conflict between Atlantic salmon fisheries and conservation imperatives for protected harbour and grey seals. This adaptive co-management model is now being applied nationally through the Marine (Scotland) Act (2010). However, no information exists on salmon fishery stakeholders’ perceptions of seal predation impacts and related costs, which could influence the success of the MFSMP and other similar initiatives. In 2006 a questionnaire survey of the 95 salmon rod fisheries in seven major Moray Firth rivers was undertaken, and all 20 active salmon netting stations in the Firth. Forty-five fishery owners, 39 ghillies, 120 anglers and 11 netsmen (representing 17 netting stations) responded. The majority (81%) believed that seals had a significant or moderate impact on stocks and catches, 77% believed that all seals were responsible and 47% supported seal culling. Seals were sighted by 38% of rod fisheries, and 18% lost angler days from seal interference. Overall, 0.2% of total reported angler days were lost annually. The estimated direct cost of seal interference for responding rod fisheries was £14,960 annum−1, and losses of catches and damage to nets was £16,500 annum−1 for responding netsmen. Stakeholders’ perceptions were largely inconsistent with their low direct costs and the aims of the MFSMP. Possible reasons for this are discussed, and implications for the governance of future adaptive co-management initiatives for seal-fishery conflict.  相似文献

Community-based fisheries management is being widely promoted as an alternative to centralized systems based on the familiar bioeconomic models that have manifestly failed to prevent a near catastrophic overexploitation of fish stocks worldwide. The Pacific Island Region probably contains the world’s greatest concentration of still-functioning traditional community-based systems for managing coastal-marine fisheries and other resources.It has been frequently asserted that many such traditional systems provide both a firm foundation for future coastal fisheries management in the Pacific Islands Region, as well as a conceptual framework for managing fisheries elsewhere. Although now seemingly self-evident to fisheries development “experts”, such assertions remain largely unverified.Whereas it is a relatively straightforward task to distil basic “design principles” from a sample of systems, it is far more complex to analyze the multi-sectoral national environment in which they function, especially when their history is taken into account. In other words, it is far less widely appreciated that many contemporary community-based fisheries management systems are the end products of a long process of change and adaptation to external pressures and constraints.In this article I address some of the broader contextual issues that should be appreciated in policymaking with respect to a potential modern role for traditional management systems in general, and in the analysis of a future role for any given system. First, the principal external factors that have caused change in systems are described and exemplified. The recognition of the potential role of existing community-based fisheries systems, and attempts to act on it, is summarized for some Pacific Island nations, with a focus on the complex problem of reconciling customary and statutory legal systems. In the final section I examine three principal national policy alternatives regarding the potential role of existing local fisheries management systems, together with three main criteria for determining whether or not a system can be adapted to fulfill modern requirements.  相似文献

Co-management between local communities and government agencies is promoted as a strategy to improve fisheries management. This paper considers the potential for co-management of sea turtle fisheries within four UK Overseas Territories (OTs) in the Caribbean, and for co-ordinated management among those territories. We focus on fisher incentives for engaging in co-management and on the potential to scale up co-management to a regional level. This paper presents data from Anguilla, British Virgin Islands, Montserrat, and Turks and Caicos Islands, where 110 turtle fishers participated in a socio-economic survey undertaken as part of the ‘Turtles in the UK Overseas Territories in the Caribbean’ project. Based on three established criteria for co-management (perceived crisis in stock, willingness to participate and community cohesion), results suggest that fisher support for co-management exists within each OT, but the extent of support for and views of specific management interventions varies among OTs. The implications of results for co-management in each territory, and for establishing co-ordinated management regimes in the region, are discussed in the context of current debates about the nature of resources and scalar (mis)matches between resource and management regimes.  相似文献

Physical forcing plays a major role in determining biological processes in the ocean across the full spectrum of spatial and temporal scales. Variability of biological production in the Bay of Bengal (BoB) based on basin-scale and mesoscale physical processes is presented using hydrographic data collected during the peak summer monsoon in July–August, 2003. Three different and spatially varying physical processes were identified in the upper 300 m: (I) anticyclonic warm gyre offshore in the southern Bay; (II) a cyclonic eddy in the northern Bay; and (III) an upwelling region adjacent to the southern coast. In the warm gyre (>28.8 °C), the low salinity (33.5) surface waters contained low concentrations of nutrients. These warm surface waters extended below the euphotic zone, which resulted in an oligotrophic environment with low surface chlorophyll a (0.12 mg m−3), low surface primary production (2.55 mg C m−3 day−1) and low zooplankton biovolume (0.14 ml m−3). In the cyclonic eddy, the elevated isopycnals raised the nutricline upto the surface (NO3–N > 8.2 μM, PO4–P > 0.8 μM, SiO4–Si > 3.5 μM). Despite the system being highly eutrophic, response in the biological activity was low. In the upwelling zone, although the nutrient concentrations were lower compared to the cyclonic eddy, the surface phytoplankton biomass and production were high (Chl a – 0.25 mg m−3, PP – 9.23 mg C m−3 day−1), and mesozooplankton biovolume (1.12 ml m−3) was rich. Normally in oligotrophic, open ocean ecosystems, primary production is based on ‘regenerated’ nutrients, but during episodic events like eddies the ‘production’ switches over to ‘new production’. The switching over from ‘regenerated production’ to ‘new production’ in the open ocean (cyclonic eddy) and establishment of a new phytoplankton community will take longer than in the coastal system (upwelling). Despite the functioning of a cyclonic eddy and upwelling being divergent (transporting of nutrients from deeper waters to surface), the utilization of nutrients leading to enhanced biological production and its transfer to upper trophic levels in the upwelling region imply that the energy transfer from primary production to secondary production (mesozooplankton) is more efficient than in the cyclonic eddy of the open ocean. The results suggest that basin-scale and mesoscale processes influence the abundance and spatial heterogeneity of plankton populations across a wide spatial scale in the BoB. The multifaceted effects of these physical processes on primary productivity thus play a prominent role in structuring of zooplankton communities and could consecutively affect the recruitment of pelagic fisheries.  相似文献

In the face of growing calls for no-take marine protected areas (NTMPAs), the views of fishing industry representatives in south-west (SW) England on related issues are analysed. Only 23% thought NTMPAs were the way forward and a range of concerns were expressed, e.g. that the ‘terrestrial’ protected areas approach and related biodiversity conservation objectives will be extended to the seas, and that fish yield reductions from the loss of access to NTMPAs are very unlikely to be compensated for through spillover/export. Some interesting approaches to ameliorating these concerns emerged, such as being open and honest that NTMPAs are primarily intended to achieve biodiversity conservation benefits, reducing uncertainty concerning the potential for any secondary fisheries spillover/export benefits, justifying NTMPAs on an objective, rational basis rather than on a subjective, precautionary basis, and the quid pro quo streamlining of wider fisheries management approaches. This research reveals a more diverse range of perspectives amongst fishing industry representatives on the issues raised by NTMPA proposals than is often assumed.  相似文献

Interactions between ‘oxygen concentration’ (normoxia: >80% oxygen saturation, and hypoxia: 18% oxygen saturation) and ‘water flow velocity’ (low: 0.1 cm s−1, and moderate: 0.5 cm s−1) were studied on growth rates in the brittle star Amphiura filiformis in a flow-through aquaria system. Effects of ‘sublethal predation’ on growth rates were investigated as ‘number of amputated arms’ (1 and 3 arms) and ‘amputation of the disk’. A significant interaction between oxygen concentration and water flow velocity was observed in mean arm regeneration rate, but in both flow velocities higher mean arm regeneration rates were observed in normoxia compared to hypoxia. In hypoxia a positive response in arm regeneration rate was observed in moderate flow compared to low flow velocity. In normoxia, however, no response to flow velocity was observed. The latter observation indicates that Amphiura filiformis is able to maintain the ventilation of the burrow at low flow velocities, but in low oxygen concentrations hydrodynamic forces seem to affect growth. A significant interaction between oxygen concentration and disk amputation was observed in both arm and disk regeneration rates, indicating that the disk is the major organ for gas exchange in this species. The number of arms amputated, however, did not affect mean arm regeneration rate. The results obtained in this study suggest that the secondary production in subtidal infaunal populations could be negatively affected by low oxygen concentrations and that this response is even more negative in combination with low flow velocities in the near-bottom water.  相似文献

This article investigates the role and value of user participation in fisheries management. New empirical data on changes in the institutional structure of fisheries management systems is presented by examining the management structure of two Danish fisheries. The analysis focuses on how user participation functions are institutionalized as co-management between administrators and user groups. General lessons for successful user participation in management are deduced. The paper concludes that co-management is able to overcome some of the fundamental problems related to modern fisheries management and that co-management can work as an active and effective management tool rather than as an impediment to efficient management.  相似文献

During the last 50 years, several different forms of fisheries governance have been tried and failed in the Cochin Estuary, Kerala, India. The latest shift has been from a community-based system to a co-management system, and this paper evaluates the current system in the light of the theoretical debate over the respective merits of community-based management and co-management. The paper is based on documentary material and data from interviews carried out during fieldwork in 2004, from which it concludes that provided the co-management system incorporates community principles within it, it will be an effective form of fisheries governance.  相似文献

The Canadian Beaufort Sea is one of the last places on Earth that has not experienced large-scale commercial fisheries. The aboriginal people of the western Canadian Arctic, the Inuvialuit, have become increasingly concerned about the potential effects of large-scale commercial operations on key subsistence species of fish and marine mammals and the marine ecosystem upon which they depend. A 1984 comprehensive land settlement agreement (treaty) between Canada and the Inuvialuit established a co-management regime for limited aspects of fish and marine mammal resource management, and gave the Inuvialuit rights to subsistence fisheries and existing commercial fisheries but no preference for new commercial fisheries. The Fisheries Joint Management Committee (the fisheries co-management body), the Canada Department of Fisheries and Oceans, the Inuvialuit Regional Corporation and the Inuvialuit Game Council have developed an integrated fisheries management framework agreement for the review and assessment of any proposed commercial fisheries within the Canadian Beaufort Sea. The agreement provides clarity and transparency for decision making and strengthens the protection of fish stocks. The development of the framework depended upon a history of cooperation between the parties and a bridging initiative by the Fisheries Joint Management Committee and an NGO that brought together the Inuvialuit and the government.  相似文献

Agenda 21, the 40-chapter action plan, agreed to by all nations participating in the 1992 Earth Summit represents an ambitious effort to provide policy guidance across the entire spectrum of environment, development, and social issues confronting mankind. In the area of oceans and coasts (Chapter 17 of Agenda 21), the Earth Summit underscored that the management of oceans and coasts should be ‘integrated in content and anticipatory in ambit.’To assist those responsible for implementing the Earth Summit guidelines on ocean and coastal management, this article first reviews the fundamental shift in paradigm reflected in the Earth Summit agreements as well as the specific recommendations contained in Chapter 17. Next, the article examines the central concept of ‘integrated management,’ noting both its importance and its limits. A general or ‘synthesis’ model of ‘integrated coastal management’ is then presented, addressing such questions as management goals, what is being managed, where, how, and by whom.In a concluding section, methods are proposed whereby the general or ‘synthesis model’ can be tailored to diverse national contexts, involving varying physical, socio-economic, and political conditions.  相似文献

Fisheries co-management is claimed to increase the legitimacy of regulations by allocating management authority to selected users. In this article, experiences from a case study in the inshore fisheries of Ireland involving the establishment of a fisheries co-management system are used to discuss the specific problem of finding an unit to whom regulatory authority may be delegated. Here, the fishers who will benefit from the co-management scheme will also carry the costs, and it is argued that establishment of formal economic liability between those granted management privileges and those excluded can optimise the legitimacy of management authority in fisheries co-management systems.  相似文献
