Coastal zones are characterized by large concentrations of population, unique and vital ecosystems, and many industrial and other economic activities on land and at sea. The many and diverse activities result in different types of conflicts of use and access to resources in coastal areas. This calls for integrated management of coastal zones. However, successful integrated coastal management must be supported by reliable data and information that will lead to informed decision-making and planning. The International Oceanographic Data and Information Exchange (IODE) network which is a project of the Intergovernmental Oceanographic Commission (IOC) of UNESCO is playing a key role in capacity building for ocean and coastal data and information management in Africa. Currently, about 25 data and information centers have been established in coastal African countries through these efforts. These data and information centers should support effective management of coastal zones.  相似文献

In many coastal regions, oil spills can be considered as one of the most important and certainly the most noticeable forms of marine pollution. Efficient contingency management responding to oil spills on waters, which aims at minimizing pollution effects on coastal resources, turns out to be critically important. Such a decision making highly depends on the importance attributed to different coastal economic and ecological resources. Economic uses can, in principal, be addressed by standard measures such as value added. However, there is a missing of market in the real world for natural goods. Coastal resources such as waters and beach cannot be directly measured in money terms, which increases the risk of being neglected in a decision making process. This paper evaluates these natural goods of coastal environment in a hypothetical market by employing stated choice experiments. Oil spill management practice in German North Sea is used as an example. Results from a pilot survey show that during a combat process, beach and eider ducks are of key concerns for households. An environmental friendly combat option has to be a minor cost for households. Moreover, households with less children, higher monthly income and a membership of environmental organization are more likely to state that they are willing to pay for combat option to prevent coastal resources from an oil pollution. Despite that choice experiments require knowledge of designing questionnaire and statistical skills to deal with discrete choices and conducting a survey is time consumed, the results have important implications for oil spill contingency management. Overall, such a stated preference method can offer useful information for decision makers to consider coastal resources into a decision making process and can further contribute to finding a cost-effective oil preventive measure, also has a wide application potential in the field of Integrated Coastal Zone Management (ICZM).  相似文献

This contribution proposes Coastal State Indicators (CSIs) for application to different aspects of recreational beach management. The beaches considered in this study are important leisure and tourism resources and of primary concern to the managers responsible is the recreational carrying capacity of the beach. Given the range of factors which potentially affect the carrying capacity this contribution is restricted to just two variables: the level of beach-use and safety. For each variable a detailed management framework is proposed together with a specific methodology to monitor appropriate CSIs. In all the cases, the proposed indicators make use of the capabilities of Argus video-cameras to record multi-purpose information in a single image. Specific algorithms are developed to deliver video-derived variables which are combined with supplementary data (e.g. wave and tide information) to yield beach management CSIs. The application of these CSIs is illustrated via two case studies.  相似文献

As coastal destinations continue to grow, due to tourism and residential expansion, the demand for public beach access and related amenities will also increase. The issue confronting management agencies responsible for providing and maintaining public beach access and related amenities is the varying needs and preferences of both residents and tourists of coastal destinations. The purpose of this paper is to provide comprehensive information about coastal recreational needs of residents and tourists with regards to public beach access and associated amenities using the stated preference choice method. Overall, the results indicate tourists were more interested in additional public beach access points and commercial development, while residents supported beach rules and regulations but opposed high levels of crowding and noise. Implications of these results for management agencies include the utilization of parking fees to subsidize additional public beach access points, identifying appropriate types and levels of commercial development that moderate the use of coastal resources by tourists and day-trip users, and implementing beach rules and regulations that reduce the potential for conflict between user groups. Providing management agencies with comprehensive information of the preferences of different beach user groups can assist in the development of more effective policies and management programs.  相似文献

Member States of the European Union and the Mediterranean Regional Sea need to elaborate national strategies for coastal management according to ICZM principles and to undertake national stock-taking, which must consider major actors, laws and institutions influencing the management of their national coastal zone. However, different approaches to coastal management and defence and various degrees of development and implementation of national ICZM strategies can be found. The research presented in this article aims to analyze the different situations and to contribute to the further development of a common approach in terms of methodology to establish stakeholder and users participation in ICZM. An extensive survey was conducted in five pilot sites along the European Mediterranean coastal zone (Greece, Italy and France) show beach visitors’ perception of ICZM, coastal erosion and coastal defence systems, and beach visitors’ Willingness To Pay (WTP) for beach defence. The survey yielded important information for coastal and beach managers. Surprisingly, the level of awareness about generic Coastal Zone Management was found to be rather low in all regions except Riccione Southern beach, Emilia-Romagna Region. In the Languedoc-Roussillon Region, this is justified by the fact that most of the respondents were not local people or beach visitors (other than recreational day-visitors). As regards coastal erosion it appears significant that, despite the lack of awareness demonstrated overall by stakeholders in the Region of East Macedonia and Thrace, visitors respond very positively to definitions and show awareness of the erosion process in their coastal system. In conclusion, in order to raise public awareness about ICZM, erosion and coastal defence systems, it is suggested that education, training and public awareness should be promoted as well as identification of local needs for the implementation of specific demand-driven studies.  相似文献

我国海滩旅游资源开发程度不高,还存在大量的优质乡村海滩资源未被利用,具有巨大的潜在经济价值和社会效益,是未来海滨旅游开发的重点。对旅游海滩质量进行科学评价是海滩开发的重要基础工作之一。国内外成熟的海滩质量评价体系侧重于滨海旅游的舒适性和服务完善性,比较适合于开发完善的城市旅游海滩,目前没有针对乡村旅游海滩资源的质量评价体系。本文结合了国内外海滩资源质量评价的研究方法,根据乡村海滩旅游海滩的独特性,从资源开发潜力、资源自然条件、海滩沉积动力特征及安全性3类评价因素19个评价因子,建立了乡村海滩旅游资源质量评价指标体系和乡村海滩旅游资源质量分类体系。结合现场调查数据,利用该评价体系对雷州半岛沿岸18个乡村海滩进行了质量评价和分类。结果表明该海滩质量评价体系可为乡村海滩资源的综合利用、保护和开发提供理论和技术支持。最后,分析指出在海滩质量评价体系中引入地形动力理论,对海滩裂流安全性因子进行评价的重要性。  相似文献

Coastal zone management in China has undergone a developmental leap since 1978, a turning point in the country's economic and institutional reform. In examining China's reform in coastal management, this paper assesses the evolution of marine activities including coastal tourism. It also looks into the present issues of coastal resource uses and how administrative agencies responded to those coastal resource issues especially as the country moves from a planned economy to a market economy, and from centralized governance to decentralized governance. Headland-bay beach (HBB) is one of the most prominent physiographic features on the oceanic margin of many countries in the world. Under the influence of a predominant swell, its curved periphery in natural environment may reach static equilibrium and remains stable without sediment supply from updrift and/or a riverain source within its own embayment. Coastal scientists and engineers have attempted to develop mathematical expressions to quantify this ideal bay shape since the 1940s. As the scenario with depleting sediment supply has become a common reality on many parts of the world coastline in more recent time, some coastal engineers have advocated a rational approach to mimicking the static bay shape found in nature in order to mitigate beach erosion as well as for coastal management. Nowadays, many useful applications have emerged since the publication of the parabolic bay shape equation (PBSE) developed for static equilibrium planform (SEP) in late 1980s. The advance in modern computer technologies and international collaboration has further facilitated the exchange of knowledge and applications of this static bay beach concept (SBBC).  相似文献

为了揭示山东滨海沙滩现状,为合理开发、利用和保护沙滩资源提供科学依据,项目组与2019年6月—8月,通过现场观测沙滩现状,收集沙滩的生态环境和其开发状态的资料,利用RTK-GPS高程仪获取沙丘-海滩剖面数据,并结合卫星遥感资料调查分析可知:滨海沙滩总个数为148个,沙滩岸线总长度约335 km,主要分布在烟台、威海、青岛和日照。74%的沙滩受人工干预,干预的方式主要以旅游型开发和渔业性开发为主,其中旅游型开发占比61.5%,渔业性开发占比35.6%。26%的沙滩保持自然状态,主要分布在乡村。在现场调查中发现,沙滩侵蚀较严重的大多为自然形态的沙滩渔业性开发的沙滩。多数沙滩的沙丘以及植被带上已经被建起养殖厂房、度假场所、娱乐设施及抛石护岸等,建筑垃圾、生活垃圾、养殖垃圾、微塑料垃圾等在滩面上屡见不鲜。结合数据及现场调查结果来看,山东省多数滨海沙滩已经处于开发状态,但是由于缺乏科学合理的规划,滨海沙滩的平衡系统已经受到严重威胁,沙滩面临消失的危险,严重影响了滨海沙滩的持续利用与发展。  相似文献

Beaches are very important to Australians but are presently threatened by several forms of environmental degradation. Beach management has traditionally concentrated on geomorphic hazards and the recreational human-use of beaches, but has largely ignored the ecological and broader environmental values of beaches. In this paper beaches are conceived as multidimensional environmental systems — `beach environments’ — that are nested within larger coastal systems and comprised of interacting natural, socio-cultural and management systems. These three component systems of beach environments have usually been considered separately. It is argued that a focus on both the component systems of beach environments and interactions among these systems is necessary for improvements in the management, conservation and overall environmental quality of beaches. Interactions among natural, socio-cultural and management systems are specified in a simple model of beach environments. A brief review of our knowledge on these interactions indicates that fundamental information is lacking in Australia and the ramifications are potentially severe. The concept of beach environments provides an appropriate context for the collection of relevant information, the collaboration necessary between researchers and managers and a new setting for beach environmental management. This paper gives some theoretical concepts of dune management as well as practical examples of how actual measures should be carried out.Dune management is defined as all measures aimed at the preservation and restoration of the natural values of a coastal sand dune area. It is essential that beach and foreshore are seen as parts of a whole dune system. Management must take into account all processes within this system. It should aim at nature conservation and wise use of coastal resources and all forms of land use should be ecologically sustainable. Dune management should work as much as possible ‘with’ the natural processes and not ‘against’ them.Four types of Mediterranean dune systems (including Portugal and SW Spain) are distinguished:: mainland dunes, lagoon-bay barrier dunes, delta dunes and remnant dunes.Like in most parts of the world, Mediterranean dunes fulfill several functions at the same time. The following functions will be dealt with: nature management, coastal defence and erosion, dune stabilisation and afforestation, agriculture, tourism and urbanisation, recreation, golf, information and education. The concepts of management which are considered include: sustainable use, large and coherent units, compensation, management planning, environmental impact assessment and function analysis.Dune stabilisation is not always considered necessary. In case of stabilisation by planting, only indigenous species should be used, preferably pioneers and not trees. Planting of exotic species should be avoided.  相似文献

This paper discusses the results of a multi-country survey about private stakeholders' contribution to coastal preservation. It was conducted in four coastal sites of Greece, Italy and France, in order to collect information about beach visitors' perception of Integrated Coastal Zone Management (ICZM) and their willingness to pay (WTP) for beach preservation, intended here as defence from erosion. In order to find out whether ICZM perception is a determinant of WTP, regression analysis is applied. Results show that in these sites respondents have a low level of information about the nature of ICZM, despite local authorities having implemented some ICZM strategies for preserving the coast. Nevertheless, those who are informed about ICZM have a higher probability of paying for beach preservation. This suggests to policymakers that promoting public awareness about ICZM may increase the probability of paying. Finally, some categories of visitors, such as women and young and middle-aged people, have a higher probability of paying than men and older people, thus suggesting a more sensitive attitude to beach preservation. Therefore, policy-makers should also pay attention to the categories of visitors less likely to pay.  相似文献

Central American coastal zones possess extensive scenic and geographical wealth as well as great biological diversity. These coasts maintain 21.6% of the region’s population and produce at least US$ 750 million alone in fishing activities that provide work and sustenance for more than 450 000 persons in the region. Eight percent of the world’s mangroves are located in Central America, as well as the second largest corral reef barrier on the planet. A good representation of the region’s natural heritage is conserved in approximately 110 protected areas. Due to these special conditions, at least 50% of Central America’s coastal zones is devoted to tourism, one of the three primary economic activities in four of the region’s countries. Integrated coastal zone management (ICZM) in this region has been limited by information gaps, restricted technical and financial capacity, and strong sectoralism. Some recent projects, both governmental and supported by NGOs, offer new experience and lessons on regional ICZM. These initiatives have been backed at the ministerial and presidential level by a large number of political agreements within the framework of the ‘alliance for sustainable development’ (ALIDES).  相似文献

海岸侵蚀对海岛紧缺的陆地资源及旅游价值较大的沙滩危害巨大。基于卫星遥感、有人航空摄影、无人机航测、GPS和现场调查等多源数据,利用GIS分析了东山岛海岸线类型、位置与长度变化及滩面冲蚀演变。研究表明,东山岛多处曲折自然岸线转化为较为平直的人工岸线致使整体岸线长度减少,无人机高程反演满足滩面排水冲蚀监测精度要求,乌礁湾和山南湾不同养殖排水方式形成不同特征的滩面冲沟,改变了沙滩微地貌形态。海平面上升和台风风暴潮是长期趋势性和短期突发性侵蚀因素的代表,当前短时间尺度的人类活动已成为滩面冲蚀的最主要因素,且有可能转变为长期趋势性因素。  相似文献

The Mexican coast can be regionalized according to the main economic activities performed in it; for the purpose of this work we are considering five regions: North Pacific, Mar de Cortes, outh Pacific, Gulf of Mexico, and Caribbean. According to the national census, the population of the coastal zone in Mexico is increasing at a higher rate than the national average. The main industries located in the coastal and marine zones are oil and gas, fisheries, aquaculture, tourism, maritime transportation and ports, chemical industries, and minerals. Mexico has developed an environmental legal framework based on the Ley General del Equilibrio Ecologico y la Proteccion al Ambiente (LGEEPA), and the coastal management paradigm is strengthened through several other legal tools developed specifically for this purpose. There are three management strategies identified in this work for the coastal zone in Mexico: (1) Agency Leadership, (2) Protected Areas, and (3) Land Ordinance. Each one of these strategies includes stages for eventually developing an Integrated Coastal Zone Management (ICZM) plan that considers vertical and horizontal integration, scientific research of natural resources and ecosystems, and socioeconomic issues.  相似文献

Coastal zones of Eastern Africa are endowed with a diversity of life forms and resources which support large populations of coastal communities. The economies of the countries in the region are dependent on these resources in the form of fisheries and coastal forest products, tourism, shipways and coastal facilities such as ports, industries and urban centers.Population growth, especially in coastal urban centers is increasing the demand for coastal and marine resources. In addition, poverty, lack of awareness and inadequate management have resulted in over exploitation of coastal and marine resources, habitat destruction including shoreline erosion as well as marine pollution. The rate of resource depletion and environmental degradation is on the increase. There is an urgent need for instituting management measure that will reverse the current trend.The governments in the region have accepted and are committed to the implementation of Integrated coastal management (ICZM) as an effective mechanism for addressing and resolving the multiplicity of issues experienced in coastal areas through sectoral coordination and collaborative approaches. However, the process has just begun and there are a number of ICZM initiatives in progress at local, national and regional levels. This paper presents the issues of the coastal zone and reviews some of the progress made to date in the implementation of ICZM.  相似文献

海滩是宝贵的旅游资源,健康的海滩系统在旅游、沿岸防护安全等多方面能提供很多有价值的服务,但当前旅游海滩在生态环境质量、旅游体验等方面尚存在诸多问题。旅游海滩质量评价是对旅游海滩自然属性和开发利用水平的综合评价,能较为客观地反映出旅游海滩环境质量水平,是较为有效的海滩管理工具之一。本研究在现场环境调查和游客问卷调查的基础上,建立旅游海滩质量评价指标体系,开展了广东青澳湾海滩质量评价,并对其影响因素进行分析。结果显示:当前青澳湾海滩开发程度、海滩环境质量尚未达到良好水平。根据评价结果,对青澳湾海滩的可持续发展提出了完善海滩旅游配套设施和配套服务,对海滩进行系统的规划,建立科学的旅游海滩质量评价体系和环境监测、调控体系等建议。  相似文献

An increase in the population of coastal counties and popularity of coastal beaches as tourism destinations create difficulties for management agencies responsible for providing public beach access. The objective of this paper is to determine non-resident visitors to South Carolina beaches economic value for public beach access. Visitors are willing to pay an extra $6.60 per day for additional beach access points and parking or an aggregate of $93 million. Visitors' economic value of public beach access allows decision-makers the ability to better compare management policies in their efforts to provide sufficient public beach access through a target effective strategy.  相似文献

-In this work, on the basis of the characteristics of coastal erosion near Xizhuang (Penglai, Shandong, China) and the in-situ measured data and theoretical calculation, the causes of coastal erosion there are obtained: (1) natural erosion, (2) beach sand borrowing, and (3) sand borrowing at the Dengzhou shoal near Xizhuang, which results in the loss of the function of the wave force resistance of the shoal. Since the wave energy is increased, the longshore sediment transport rate is increased. Coastal erosions are more and more serious. A scientific basis to reduced the calamity of coastal erosion in local area is presented. Some experiences are accumulated for studying coastal erosion.  相似文献
