规划是比较全面的长远发展计划,是对未来的科学安排。全国土地利用总体规划是我国国民经济建设的基本规划。经济要发展,发展要占地,占地必须科学合理。我国的土地利用总体规划对支持、保障我国经济发展起到了巨大的促进作用。特别是1986年、1987年,我国先后开展的两轮土地利用总体规划的修编,使我国建立了一个具有中国社会主义特色,覆盖全国、省、市、县、乡的五级土地利用总体规划体系。实践证明,与时俱进的完善的土地利用总体规划,有力促进了城乡规范用地,节约用地和集约用地,有效地遏制了乱占滥用耕地势头,为落实中央宏观调控政策,增强土地对经济社会发展的保障能力发挥了重要作用。 相似文献

应用遥感(RS)技术实现土地监测,投资少、时间短、效率高,为此南安市成立了国土资源信息监测研究室。本文着重讨论了应用GPS进行土地利用样本信息的采集工作,通过采用人工调查结合遥感判读的方式建立了遥感信息识别样本知识库,提高土地利用遥感分类的精度。还讨论了土地利用遥感监测在生产实际中的应用。 相似文献

As geographic information systems (GIS) have moved from information storage and retrieval operations towards more decision
support functions, there is a need for more integration of spatial analytical modules that can assist in locational decisions.
This paper presents a methodology for coupling land use allocation models with a raster GIS. For raster systems, the integration
of any decision module has been limited by the size of raster datasets that may contain hundreds of thousands of pixels. Therefore,
decision heuristics have been used rather than exact methods such as mathematical programming models. For the problem of land
use allocation, the special structure of the generalized assignment problem is used here to handle large scale datasets. The
advantage of the mathematical programming approach is the additional information associated with the dual variables and opportunity
costs that can be used in subsequent sensitivity analyses.

Optimization of land use structure consists of economic and social and ecological optimization. Applying the minds of system engineering and principles of ecology, this paper presents such thoughts: the optimal forest-coverage rate calculated according to the reality of a district is set as main standard of ecological rationality in the district; through considering the value of ecosystem services of the land with GREEN equivalent (mainly cultivated land and grassland) and based on the rule, GREEN equivalent, this paper introduces the area conversion between woodland and cultivated land, also between woodland and grassland; this paper establishes a multi-dimension controlling model of optimization of land use structure. In addition, a multi-objective linear programming model for optimization of land use structure is designed. In the end, this paper tests and verifies this theory of ecological optimization, taking Qionghai city in Hainan Province as an example. 相似文献

A long-standing issue in GIS has been the need to provide support for more complex spatial models that have specialized Operations, but at the same time to take advantage of generic functionality provided by the GIS for visualizing, querying, and manipulating spatial features.
