Climate change presents a threat to the sustainability of cities and their societies, and must be adequately addressed. Urban environments (cities) are responsible for the creation of a significant amount of greenhouse gas emissions which are the source of climate change. A series of global actions have been made to address climate change. As a recent developed climate policy, Intended Nationally Determined Contributions (INDC) have renewed attention to the importance of exploring temperature rise levels lower than 2 °C, in particular a long-term limit of 1.5 °C, compared to the preindustrial level. Nonetheless, achieving the 2 °C target under the current INDCs depends on dynamic socioeconomic development pathways. Therefore, this study conducts an integrated assessment of INDCs by taking into account different Shared Socioeconomic Pathways (SSPs). To that end, the CEEP-BIT research community develops the China’s Climate Change Integrated Assessment Model (C3IAM) to assess the climate change under SSPs in the context of with and without INDCs. Three SSPs, including “a green growth strategy” (SSP1), “a more middle-of-the-road development pattern” (SSP2) and “further fragmentation between regions” (SSP3) form the focus of this study. Results show that after considering INDCs, mitigation costs become very low and they have no evident positive changes in three SSPs. In 2100, a temperature rise would occur in SSP1-3, which is 3.20, 3.48 and 3.59 °C, respectively. There are long-term difficulties to keep warming well below 2 °C and pursue efforts toward 1.5 °C target even under INDCs. A drastic reduction in greenhouse gas emissions is needed in order to mitigate potentially catastrophic climate change impacts. This work contributes on realizing the hard link between the earth and socioeconomic systems, as well as extending the economic models by coupling the global CGE model with the economic optimum growth model. In C3IAM, China’s energy consumption and emissions pattern are investigated and refined. This study can provide policy makers and the public a better understanding about pathways through which different scenarios could unfold toward 2100, highlights the real mitigation and adaption challenges faced by climate change and can lead to formulating effective policies.  相似文献

This paper presents an environmental risk assessment/risk management framework to assess the impacts of climate change on individual exposure units identified as potentially vulnerable to climate change. This framework is designed specifically to manage the systematic uncertainties that accompany the propagation of climate change scenarios through a sequence of biophysical and socio-economic climate impacts. Risk analysis methods consistent with the IPCC Technical Guidelines for Assessing Climate Change Impacts and Adaptations are set within a larger framework that involves stakeholders in the identification, assessment and implementation of adaptation measures. Extensive consultation between parties occurs in a flexible structure that embeds scientific methods of risk analysis within a broad setting of social decision-making. This format is consistent with recent forms of environmental risk assessment/management frameworks. The risk analysis links key climatic variables expressed as projected ranges of climate change with an upper and lower limit, with impact thresholds identified collaboratively by researchers and stakeholders. The conditional probabilities of exceeding these thresholds are then assessed (probabilities using this method are conditional as the full range of uncertainty for the various drivers of climate change, and their probability distributions, remains unknown). An example based on exceeding irrigation demand limited by an annual farm cap is used to show how conditional probabilities for the exceedance of a critical threshold can be used to assess the need for adaptation. The time between the identification of an acceptable level of risk and its exceedance is identified as a window of adaptation.The treatment of risk consists of two complementary actions, adaptation to anticipated changes in climate and the mitigation of climate change through reductions in greenhouse gas emissions. Both of these actions will reduce the risk of critical thresholds being exceeded. The potential of this framework for addressing specific requirements of the United Nations Framework Convention for Climate Change is discussed.  相似文献

Climate change brings uncertain risks of climate-related natural hazards. The US Federal Emergency Management Agency (FEMA in Climate change: long-term trends and their implications for emergency management, 2011. https://www.fema.gov/pdf/about/programs/oppa/climate_change_paper.pdf) has issued a policy directive to integrate climate change adaptation actions into hazard mitigation programs, policies, and plans. However, to date there has been no comprehensive empirical study to examine the extent to which climate change issues are integrated into state hazard mitigation plans (SHMPs). This study develops 18 indicators to examine the extent of climate change considerations in the 50 SHMPs. The results demonstrate that these SHMPs treat climate change issues in an uneven fashion, with large variations present among the 50 states. The overall plan quality for climate change considerations was sustained at an intermediate level with regard to climate change-related awareness, analysis, and actions. The findings confirm that climate change concepts and historic extreme events have been well recognized by the majority of SHMPs. Even though they are not specific to climate change, mitigation and adaptation strategies that can help reduce climate change risks have been adopted in these plans. However, the plans still lack a detailed assessment of climate change and more incentives for collaboration strategies beyond working with emergency management agencies.  相似文献

Private sector actors are playing an increasingly significant role in the definition and governance of ‘sustainable’ agri-food practices. Yet, to date little attention has been paid by social scientists to how greenhouse gas (GHG) emissions are addressed as part of private agri-food governance arrangements. This paper examines how private actors within agri-food supply chains respond to emerging pressure for measures to reduce GHG emissions from agriculture. Drawing upon the Anglo-Foucauldian governmentality literature, we introduce the notion of the corporate carbon economy to conceptualise the practical techniques that enable private agri-food actors to make GHG emissions thinkable and governable in the context of existing market, regulatory, and supply chain pressures. Using a case study of the Australian dairy industry, we argue that private agri-food actors utilise a range of techniques that enable them to respond to existing government environmental regulations, balance current market pressures with future supply chain requirements, and demonstrate improved eco-efficiency along food supply chains. These techniques – which include environmental self-assessment instruments, tools for measuring GHG emissions, and sustainability reporting – have little direct relevance to the ‘international climate regime’ of carbon trading, and carbon markets more broadly, yet individually and in combination they are crucial in enacting an alternative regime of GHG governance. In concluding, we contend that the growing use of sustainability metrics by international food companies is likely to have the most powerful implications for GHG governance in the agri-food sector, with potentially far-reaching consequences for how future action on climate change is rendered thinkable and practicable.  相似文献

Climate change issues has been discussed and argued for decades. It has been widely recognized that climate change will bring more serious issues to environment vulnerable areas than other areas. Southern Australia is one of the typical examples of vulnerable areas where water deficiency is enhanced by climate change. Although, this area has been successfully adapted with drought environment for decades, those shortcomings of strategies are highlighted by climate change events. In the interests of sustainable water management, Southern Australia’s experiences on possible anticipatory adaptation approaches, especially on mitigation of risks and costs of drought could be expected to provide recommendations to planning and management actions in the future  相似文献

A 7.6-m core recovered from Lough Inchiquin, western Ireland provides evidence for rapid and long-term climate change from the Late Glacial period to the Mid-Holocene. We determined percentage of carbonate, total organic matter, mineralogy, and δ18Ocalcite values to provide the first high-resolution record of climate variability for this period in Ireland. Following deglaciation, rapid climate amelioration preceded large increases in GISP2 δ18Oice values by ∼2300 yr. The Oldest Dryas (15,100 to 14,500 cal yr B.P.) Late Glacial event is documented in this record as a decrease in δ18Ocalcite values. Brief warming at ∼12,700 cal yr B.P. was followed by characteristic Younger Dryas cold and dry climate conditions. A rapid increase in δ18Ocalcite values at ∼10,500 cal yr B.P. marked the onset of Boreal warming in western Ireland. The 8200 cal yr B.P. event is represented by a brief cooling in our record. Prior to general warming, a larger and previously undescribed climate anomaly between 7300 and 6700 cal yr B.P. is characterized by low δ18Ocalcite values with high-frequency variability.  相似文献

The importance of mitigation of climate change due to greenhouse gas (GHG) emissions from various developmental and infrastructure projects has generated interest at global level to reduce environmental impacts. Life cycle assessment may be used as a tool to assess GHG emissions and subsequent environmental impacts resulting from electricity generation from thermal power plants. This study uses life cycle approach for assessing GHG emissions and their impacts due to natural gas combined cycle (NGCC) and imported coal thermal power plants using the IPCC 2001 and Eco-Indicator 99(H) methods in India for the first time. The total GHG emission from the NGCC thermal power plant was 584 g CO2 eq/kWh electricity generation, whereas in case of imported coal, it was 1,127 g CO2 eq/kWh electricity generation. This shows that imported coal has nearly ~2 times more impacts when compared to natural gas in terms of global warming potential and human health as disability-adjusted life years from climate change due to GHG emissions such as carbon dioxide (CO2), methane (CH4) and nitrous oxide (N2O).  相似文献

The Qreiya Beds that record the ‘mid-Paleocene event’ at Gabal Nezzazat occur within the Igorina albeari (P3b) Zone and constitute part of a 14-m thick shale succession that ranges in age from Early to Late Paleocene. They are composed of four alternating dark grey and brown shale beds, which are thinly laminated, phosphatic, organic-rich and extremely sulphidic. They are characterized by distinct enrichment and high peak anomalies in chalcophiles (Zn, Co, Ni, Cu and Pb) and organic association elements (V and Cr), especially within the brown organic-rich beds. It is concluded that these elements are incorporated into the phosphatic debris, sulphides and organic matter. In contrast, the grey beds are enriched in clay minerals and quartz. Clay mineral assemblages indicate alternating periods of warm/humid climate (high kaolinite) and dry climate (low kaolinite) during the formation of the grey and brown beds, respectively. The sediments of the Qreiya Beds yield lithological, biotic, geochemical and mineralogical data indicative of suboxic/anoxic marine environments as a result of high productivity and/or upwelling. The top metre of the succession below the Qreiya Beds is characterized by a progressive change from faunas dominated by praemurcurids to faunas dominated by Morozovilids, and by a progressive upward decrease in δ13Ccarb and δ18Ocarb values. The foraminiferal faunal change may reflect shallowing and warming preceding deposition of the Qreiya Beds. The change in isotopic values is inferred to be the result of surface weathering, fluvial input and diagenesis with no evidence of any primary change that could support presence of a hyperthermal event.  相似文献

Climate change mitigation and adaptation based on the ecosystem services, used as the fundamental part of climate change strategy, can help make more cost effective and more sustainable climate change solutions. The article analyzed the necessity and the feasibility of combination of ecosystem service and climate change strategy, and put forward the way of cooperation between mitigation and adaptation through the ecosystem approach. Based on the above analysis, we reached the conclusion of taking the knowledge involved with ecosystem services into the efforts of tackling climate change timely and of achieving synergies by maintaining and improving a healthy ecosystem, which would not only just help ease the problems of climate change, but also bring in new opportunities and development space.  相似文献

In this paper, we develop and apply a multi-dimensional vulnerability assessment framework for understanding the impacts of climate change-induced hazards in Sub-Saharan African cities. The research was carried out within the European/African FP7 project CLimate change and Urban Vulnerability in Africa, which investigated climate change-induced risks, assessed vulnerability and proposed policy initiatives in five African cities. Dar es Salaam (Tanzania) was used as a main case with a particular focus on urban flooding. The multi-dimensional assessment covered the physical, institutional, attitudinal and asset factors influencing urban vulnerability. Multiple methods were applied to cover the full range of vulnerabilities and to identify potential response strategies, including: model-based forecasts, spatial analyses, document studies, interviews and stakeholder workshops. We demonstrate the potential of the approach to assessing several dimensions of vulnerability and illustrate the complexity of urban vulnerability at different scales: households (e.g., lacking assets); communities (e.g., situated in low-lying areas, lacking urban services and green areas); and entire cities (e.g., facing encroachment on green and flood-prone land). Scenario modeling suggests that vulnerability will continue to increase strongly due to the expected loss of agricultural land at the urban fringes and loss of green space within the city. However, weak institutional commitment and capacity limit the potential for strategic coordination and action. To better adapt to urban flooding and thereby reduce vulnerability and build resilience, we suggest working across dimensions and scales, integrating climate change issues in city-level plans and strategies and enabling local actions to initiate a ‘learning-by-doing’ process of adaptation.

Climate change is a significant concern for nature conservation in the 21?st century. One of the goals of the 2014 Scottish Climate Change Adaptation Programme is to identify the consequences of climate change for protected areas and to put in place adaptation or mitigation measures. As a contribution to the process, this paper develops a methodology to identify the relative level of risk to nationally and internationally important geological and geomorphological sites in Scotland from the impacts of climate change. The methodology is based on existing understanding of the likely responses of different types of geosite to specific aspects of climate change, such as changes in rainfall, rising sea levels or increased storminess, and is applied to assess the likelihood of damaging impacts on groups of similar geoheritage features in sites with similar characteristics. The results indicate that 80 (8.8%) of the ~900 nationally and internationally important geoheritage sites in Scotland are at ‘high’ risk from climate change. These include active soft-sediment coastal and fluvial features, finite Quaternary sediment exposures and landforms in coastal and river locations, active periglacial features, sites with palaeoenvironmental records, finite or restricted rock exposures and fossils. Using this risk-based assessment, development of indicative geoheritage climate-change actions have been prioritised for these sites. Depending on the characteristics of the sites, management options may range from ‘do nothing’ to rescue excavations and posterity recording. Monitoring is an essential part of the management process to trigger evidence-based interventions.  相似文献

Climate change is one of the most active research fields currently, which has attracted extensive attention from the international community. In order to better understand the development situation and research status of international climate change science, in this paper we took the SSCI and SCI databases as data sources, collected the relevant literatures since 1900 based on the key words related to climate change, and made some statistics and analysis of the literatures of the past one hundred years to reveal the development process of climate change research as well as the development and evolution of its research topics and hot spots. The results showed that the climate change research began in the late 18 th century and early 19 th century, and the academic debate about global warming and global cooling started in the early 1970s. The international programs and projects led by a range of international organizations and intergovernmental bodies have contributed significantly to the rapid development of climate change research. The United States and the United Kingdom have long been the core countries of climate change research. The proportion of Chinese papers has risen rapidly in the last decade. The intensity and scope of scientific research cooperation are constantly expanding. Current research focuses on climate model/modeling, climate simulation, climate policy, climate sensitivity, climate change impacts, climate change adaptation, climate change mitigation, and rate of climate change.  相似文献
