Introducing the special issue on “Mobilizing policy,” the paper contrasts orthodox approaches to policy transfer with an emerging body of work in the interdisciplinary field critical policy studies. The governing metaphors in this latter body of work are those of mobility and mutation (rather than transfer, transit, and transaction), policymaking dynamics being conceived in terms of reproduction across and between sites of innovation/emulation (rather than interjurisdictional replication). Distinctive contributions of the following collection of papers are highlighted in the context of an emergent “policy mobilities” approach.  相似文献

Models have become so fashionable that many scientists and engineers cannot imagine working without them. The predominant use of computer codes to execute model calculations has blurred the distinction between code and model. The recent controversy regarding model validation has brought into question what we mean by a ‘model’ and by ‘validation.’ It has become apparent that the usual meaning of validation may be common in engineering practice and seems useful in legal practice but it is contrary to scientific practice and brings into question our understanding of science and how it can best be applied to such problems as hazardous waste characterization, remediation, and aqueous geochemistry in general. This review summarizes arguments against using the phrase model validation and examines efforts to validate models for high-level radioactive waste management and for permitting and monitoring open-pit mines. Part of the controversy comes from a misunderstanding of ‘prediction’ and the need to distinguish logical from temporal prediction. Another problem stems from the difference in the engineering approach contrasted with the scientific approach. The reductionist influence on the way we approach environmental investigations also limits our ability to model the interconnected nature of reality. Guidelines are proposed to improve our perceptions and proper utilization of models. Use of the word ‘validation’ is strongly discouraged when discussing model reliability.  相似文献

The nomenclature of the chloritoid group, which includes ottrelite,is reviewed. Five new chemical analyses, and all published analysesthat are considered reliable, indicate that the chloritoid groupcan be represented by the general formula H2FeAI2SiO7 with upto two-fifths of the ferrous iron replaced by magnesium, upto one-sixth by manganese, and up to one-seventh of the aluminiumreplaced by ferric iron. Chloritoid crystallizes in both monoclinicand triclinic polymorphs. The triclinic unit cell is one-halfthe monoclinic unit cell. Both polymorphs are widely distributed;they may be distinguished by their X-ray diffraction powderpatterns. In most monoclinic chloritoids the optic plane isnormal to (010), whereas in most triclinic chloritoids it isnearly parallel to (010). Replacement of iron by magnesium lowersthe indices of refraction. With increasing temperatures chloritoid breaks down to ironcordierite+hercynite+vapour at low pressures and to staurolite+almandine+hercynite+vapourat high pressures. Chloritoid was synthesized only at pressuresof about 10,000 bars, but natural chloritoids were stable athigher pressures. At lower pressures chloritoid was not synthesizedbecause of the persistence of a metastable chamosite with a7 ? basal spacing. Natural chloritoids did not decompose belowabout 600? C at these lower pressures. Stress as defined byHarker is not necessary for the growth of chloritoid. Chloritoid-bearing rocks have a high content of alumina relativeto potash, soda, lime, and mafic components, and have more ferrousoxide than magnesium oxide. In pelitic and lateritic sedimentshaving these characteristics, chloritoid is one of the firstnew minerals to form during regional or contact metamorphism.In higher metamorphic grades it is accompanied by cordierite,andalusite, kyanite, or staurolite. This article advances critical geographies of youth through examining the spatiality implicit in the imagined futures of young women in rural India. Geographers and other scholars of youth have begun to pay more attention to the interplay between young people’s past, present, and imagined futures. Within this emerging body of scholarship the role of the family and peer group in influencing young people’s orientations toward the future remain underexamined. Drawing on eleven months of ethnographic fieldwork, my research focuses on a first generation of college-going young women from socioeconomically marginalized backgrounds in India’s westernmost state of Gujarat. I draw on the “possible selves” theoretical construct in order to deploy a flexible conceptual framework that links imagined post-educational trajectories with motivation to act in the present. In tracing the physical movement of these young women as they navigate and complete college, my analysis highlights the ways in which particular kinds of spaces and spatial arrangements facilitate and limit intra- and inter-generational contact, and the extent to which this affects young women’s conceptions of the future. I conclude by considering the wider implications of my research for ongoing debates surrounding youth transitions, relational geographies of age, and education in the Global South.  相似文献

Martian Topography: Scaling, Craters, and High-Order Statistics   总被引:1,自引:0,他引:1  
The high-order structure functions of Mars topography reveal three specific ranges of scales: (1) scaling range at small scales where the structure functions exhibit scaling behavior; (2) transition range where the structure functions continue to grow but do not reveal scaling; and (3) saturation range at large scales where the structure functions saturate. The scaling and saturation ranges are explored in detail in respect to scaling and intermittency. Analysis of the Mars Orbiter Laser Altimeter (MOLA) data and computer simulations suggest that there are two potential contributors to the small-scale scaling: (i) scale-invariant surface formation; and (ii) effects of discrete morphological forms such as craters. The crater effect also provides an explanation for the large-scale intermittency revealed using the normalized structure functions within the saturation range, which cannot be explained by the ‘scale-invariant’ concept. Overall, the obtained results suggest that the “crater” contribution to the structure function behavior often dominates over the effect of the scale-invariant surface formation.  相似文献

The Transition Movement is a translocal phenomenon circulated through transnational grassroots networks. This study explores the geographies of the Transition Movement with a theoretical framework that perceives it as both a social movement and a grassroots innovation. Participant-observation of Transition Salt Lake (TSL), located in the suburban metropolis of Salt Lake City, Utah, was conducted, as the United States remains a largely understudied country in regards to this particular movement. In this pursuit, we asked: (i) how and what this transition initiative draws from geographically extensive and intensive relations, (ii) how it combines place-specific elements and generalized models (embeddedness), and (iii) how this impacts the success of the transition initiative and how these impacts (positive or negative) are generated. Place, space, and scale played a large role in defining the nature, dynamics, possibilities, and constraints of this transition initiative. Specifically, geographically intensive and extensive relations were critical for the mobilization of complementary resources. The Transition model was found to be flexible, allowing for the initiative to adopt those elements that worked in place and to focus on locally relevant topics. TSL faced many challenges identified by previous researchers regarding finances, participation, diversity, and intragroup competition. While networking with other similar groups, TSL demonstrated that fertile environments of activism are incubatory pools for grassroots innovations and social movements, and a trade-off was found with competition for resources between local groups.  相似文献

Kiglapait Mineralogy I: Apatite, Biotite, and Volatiles   总被引:1,自引:2,他引:1  
Electron microprobe analyses show that Upper Zone apatites inthe Kiglapait intrusion are fluorine rich and contain minorchlorine and hydroxyl (calculated). Apatite from the Outer BorderZone has a higher Cl content. The refractive indices of UZ apatites have the following ranges: = 1.6345–1.6379, = 1.6326–1.6352, and B = 0.0020–0.0028.The birefringence is low for apatites with these refractiveindices. Some Outer and Upper Border Zone apatites have higherindices of refraction and normal birefringence. Fractional crystallization of the basaltic Kiglapait magma producedcumulus apatite beginning at the 94 per cent solidified levelwhen P2O5 reached saturation in the liquid. The amounts of P2O5and modal apatite decreased gradually from the 94 per cent tothe 99.99 per cent solidified level as the liquid was depletedin P2O5. F and Cl appear to be equally partitioned between theliquid and apatite because no fractionation trends are notedbetween the two halogens. There is a slight decrease in thecalculated ratio OH/F in apatite which suggests possible depletionof OH in the liquid with fractionation. Kiglapait apatites appear to be stoichiometric, based on microprobechemistry, refractive index, and unit cell dimensions. However,infrared absorption analyses show no detectable water, whichleaves approximately 11 per cent of the monovalent anion siteunaccounted for. Anion deficiencies in apatites from low-H2Oenvironments may be explained either by substitution of O forF, or domains of tetracalcium phosphate. Non-cumulus biotite occurs in minor quantities in the intrusion.Electron microprobe analyses of Upper Zone biotites show thatthey contain an average (by weight) pf 0.4 per cent F, 0.07per cent Cl, and 4.0 per cent H2O (calculated). The volatile chemistry of the Kiglapait intrusion is calculatedfrom apatite and biotite chemistry. The intrusion contains anestimated 900 ppm P2O5, 166 ppm F, and 12 ppm Cl. There is amaximum of 68 ppm H2O using calculated H2O from microprobe data,or a minimum of 8 ppm using H2O from infrared analysis. It isproposed that the anhydrous basaltic Kiglapait magma was a secondpartial melt of amphibole-bearing mantle rock.  相似文献

Condensed sections (CS) are abnormally thin but nominally complete sections embracing large stratigraphic intervals. They are subdivided with regard to sedimentation rate into CS (at sedimentation rate of 0.5–1 cm/ka) and ultracondensed sections (with a sedimentation rate <0.5 cm/ka), which can be both deep-water and shallow-water types. The mechanisms of CS accumulation include mechanical, chemical, biotic condensation, and nondeposition. Their combinations allow one to suggest some models of CS accumulation: (1) fast and (2) slow sea level rise and/or its low-amplitude fluctuations; (3) sea level drop; (4) global warming and (5) global cooling.  相似文献

The discussion on the social-ecological dimensions of hazards is constantly evolving. This paper explores the trajectory of research relating to hazards and their impact on vulnerable human populations. Interpretations of disaster risk have included estimating losses in terms of human life and property, and analyzing the social mechanisms in place that exacerbate or mitigate a population’s sensitivity to hazard events. In keeping with recent trends in research relating to disaster risk, the paper focuses on the social dimension of vulnerability and the contribution of social structures and relationships in building community resilience. Institutional frameworks and policies in particular determine the quantity and quality of resources and services available to people that contribute to resilience over time. The hazard-risk-location-model (HRLM) is proposed that is based on re-specifying disaster risk in terms of exposure and coping ability to capture the focus on social vulnerability and resilience. The framework of the HRLM incorporates the following components: (1) linkages within existing social capital; (2) spatial variation in social and institutional frameworks; (3) positive and negative feedbacks; and (4) characteristics of the hazard event. The model contributes to the range of place-based assessments designed to address the human-environmental impacts of hazards and disasters.  相似文献
