This paper explores the seafood sector in Indonesia, using fish supply-demand modeling, with special focus on the growing role of aquaculture in the country's food portfolio. The paper describes six scenarios for future fish supply–demand dynamics and examines the role of aquaculture growth in fish supply in Indonesia. A business as usual scenario (BAU) assumed exogenous variables of our supply-demand model following historical trends. Five alternative scenarios explored the implications of stagnant capture fisheries; export-oriented growth of aquaculture; domestic-oriented aquaculture growth; slow growth of aquaculture sector; and disease outbreaks to key aquaculture species. The BAU scenario projected that fish supply and demand in Indonesia continues to increase over time and strong aquaculture growth is critical to meet increasing demand for fish. Stagnant capture fisheries resulted in increasing fish prices and decreasing fish consumption. Export-oriented aquaculture growth benefitted fish supply and exports, but also helped lower domestic prices and thus increase consumption. An emphasis on domestic aquaculture commodities increased fish supply, providing best domestic consumption outcomes and lower consumer prices. Slow aquaculture growth reduced fish supply and led to undesirable increases in domestic prices and decreasing domestic consumption as a consequence. Disease outbreaks in shrimp and carp aquaculture resulted in a short-term reduction in aquaculture output and increasing fish prices, lowering fish consumption.  相似文献

The aquaculture industry can meet food security needs and reduce the pressure on marine resources. The expansion of aquaculture allows the fisheries industry to restructure from hunting to farming, and thus drives the need for an analysis of the economic impacts of aquaculture industry in consideration of the interdependence between capture fisheries and aquaculture industry. This study attempts to analyze the economic impacts of two fishery sectors using input–output (I–O) analysis, with specific application to Korea. To this end, this study applies the I–O models to the Korean I–O tables generated by the Bank of Korea, paying particular attention to the two fishery sectors in Korea, considering them as exogenous, and then determining their impacts. Specifically, the production-inducing effects, employment-inducing effects, supply shortage effects, sectoral price effects, forward linkage effects, and backward linkage effects of the two fishery sectors are presented over the period 1995–2010. For example, the production-inducing effect of a KRW 1.0 change in fisheries investment is larger in the petroleum and chemical sectors than in other sectors. Moreover, the aquaculture sector has larger employment-inducing effects than the capture fisheries. Finally, the potential uses of the results of this analysis are presented from the perspective of policy instruments, and policy implications are discussed.  相似文献

本研究选取海洋渔业固定资产投资额、海洋渔业劳动力数量、海洋捕捞生产率和海水养殖生产率4个变量,提出影响因素假设;选取我国沿海地区海洋渔业的面板数据,进行模型设定和数据检验。通过确定变截距固定效应的回归模型形式,对模型进行估计和分析,结果表明:海洋渔业固定资产投资额、海洋渔业劳动力数量和海水养殖生产率与海洋渔业经济呈正相关,影响度由大到小依次为劳动力因素、资本因素和生产率因素,而海洋捕捞生产率的影响基本不显著;各地区海洋渔业经济发展程度不一,且差距明显。在此基础上,提出促进我国海洋渔业经济发展的对策建议:加强专业人才集聚;提高资本投入,完善资本市场建设;提高海水养殖生产率,数量和品质兼备;推动区域一体化联动发展。  相似文献

The Falkland Islands Government has established a transferable rights management regime for its fisheries resources. The allocation of transferable rights has to be sensitive to economic and social considerations specific to the Falkland Islands. One critical requirement is the need to balance local ownership and control with the need for direct foreign investment and the continued involvement of foreign fishing fleets in the territory's fisheries. Several mechanisms to achieve this balance are contained in recent fisheries legislation. These mechanisms will be of interest to other small island territories facing similar challenges in their commercial fisheries.  相似文献

Management interventions to reduce pressures on coral reefs often include attracting fishers to non-extractive non-fishery supplemental livelihoods. We look at the case of coral reefs in Lingayen Gulf, Philippines to understand the impacts of local (i.e., aquaculture and tourism), regional, and national development on the artisanal fisheries sector. Using household surveys and a coral reef interaction index (CRII), we obtained relative levels of dependency and impacts of fisheries, aquaculture, and tourism on coral reefs for livelihood. Results show that overall dependency on coral reefs remains high despite its decreasing quality. Socio-economic profiles reveal steep hurdles in shifting fishers to aquaculture. Both aquaculture and fisheries will continue to grow and eventually compete for space if left unmanaged further resulting in reduced reef quality. Shifts of fishers to tourism-based and other low-capital requirement mariculture (e.g., sea ranching) are more realistic than the expectation of absorbing fishers into current aquaculture businesses. Strengthening local coastal governance capacity to improve proactive responses for micro–macro development interactive synergy will also help reduce the impacts of development on reefs. Improving safety nets for coastal communities through skills enhancement and supplemental livelihood options that facilitate stewardship and reef recovery is an imperative. Transforming the lessons learned at village level actions to sustain municipal scale programs and institutional cooperation among stakeholders such as through marine protected area networks remain a challenge. Sharing forums and joint financing of coastal resource management remain to be realized through public and private partnerships and expansion of development for investments in social enterprises.  相似文献

On 22 April 2009 the European Commission published its ‘Green Paper on the Reform of the Common Fisheries Policy’. The Green Paper points out a contradiction in policy, noting on one hand that public financial support to the Community's fisheries sector is substantial, but on the other hand such support is often incompatible with other Common Fisheries Policy (CFP) objectives, particularly the need to reduce overcapacities. Providing an analytical framework to better understand the effects of subsidies as well as an overview of existing funding schemes under the CFP, this article aims at answering some of the questions posed by the European Commission within its Green Paper. Answers are based on two ideas: the exploitation of marine capture resources ultimately depends on the level of available fish stocks and that a large share of subsidies fuels the race to fish by inducing investment incentives for the fisheries sector. Policies that have ignored this tend to encourage inefficient and unsustainable fishing as well as the misallocation of public funds. Although support schemes under the CFP have changed in recent years, some problematic support schemes persist. A future reform will have to continue the course taken towards sustainable and efficient approaches to supporting the fisheries industry.  相似文献

The growing literature on individual transferable quotas (ITQs) and on intensive salmon aquaculture and its negative impacts on the environment and other users of related marine space has been little connected to the developing literature on financialization and to the literature on ocean grabbing within fisheries. This paper seeks to address this gap through a case study of the recent history of herring fisheries and intensive aquaculture in New Brunswick, Canada, exploring how specific neoliberal processes – including privatization and marketization (in herring fleet ITQs and aquaculture lease systems), (re)regulation, financialization and globalization – have interacted to support the reshaping of regional fisheries from mixed small-scale, family-based, petty commodity fisheries towards vertically-integrated, corporate, financialized fisheries characterized by ocean grabbing.  相似文献

High population growth rates and poverty are likely to elevate the vulnerability of many coastal communities in the Pacific region to climate change. Alternative livelihood strategies which can generate income and simultaneously conserve fish stocks and their habitats are a priority. This paper investigates the feasibility of ‘sport fishing’ (recreational catch and release angling for particular species of predatory game fish) as such a strategy. The limited research of sport fisheries in developing countries is augmented with a review of community-based ecotourism, integrated conservation and development projects (ICDPs) and common property management literature to propose design principles. Five pre-requisite principles for the success of sport fishery enterprises are suggested. First, adequate local capacity must be available to manage a tourism business and facilities, supported by cross-scale co-management amongst stakeholders. Second, appropriate governance arrangements must be in place to ensure the equitable dispersal of benefits to all members of the local community, and conflict resolution. Third, resource-ownership boundaries and rights must be clearly delineated before the enterprise begins in order to minimise the potential for future conflict. Fourth, social, biodiversity and ecosystem service co-benefits should result from the enterprise. These should include improvements in income, health, education, food security, the status of the target and non-target species and their habitat and non-fishery ecosystem services. Fifth, monitoring and evaluation of these principles is required within an adaptive co-management framework which takes a social–ecological systems approach and includes all stakeholders in social learning and power-sharing. Through this, broader impacts of the enterprise may emerge which go beyond the standard assessment of ecotourism and ICDP success in financial or biodiversity terms. These principles now need to be tested by researching the experiences of case studies of sport fishing enterprises in the Pacific.  相似文献

Long-term investment to drive the adoption of precautionary, adaptive and resilience-building fisheries management measures is urgently required, especially given the financially difficult transition period to reach sustainable fisheries. In this paper a case for investing in the recovery of large marine ecosystems is provided based on the future value of recovered fish stocks. It is argued that the current market-based sustainable seafood movement alone will not affect the scale of change needed and must be complemented by investment in fundamental conservation measures that will lead to the recovery of marine ecosystems and promote long-term sustainable use. A rationale for addressing the economically challenging transition period is provided and the basis of a new financial institution to finance the measures necessary for realising the economic, social and environmental benefits of large-scale fisheries reform is proposed.  相似文献

Much of Southeast Asia's economic success is based on the under-priced export of valuable natural resources. Nowhere is this more evident than in fisheries—an important commodity in Southeast Asia, with significant export volumes contributing to the foreign exchange earnings of these countries.Existing fisheries and aquaculture policy development have lead to increased export earnings over the last decade, but have also resulted in increased extraction rates and incurred huge costs in terms of decreased local economic productivity and destruction of natural coastal resources. What is worrying is that Southeast Asian governments intend to further stimulate the export of fishery products, in particular shrimp from aquaculture, thereby increasingly threatening both domestic food security and the economic opportunities of local communities.This paper argues that: (1) current fisheries management and development policies are not contributing to domestic food security, are not profitable to the Southeast Asian macro-economy, and are doing much damage to coastal ecosystems and rural poor communities; (2) development of shrimp aquaculture has a negative impact and further expansion of the industry should be halted; (3) the considerable fisheries resources of the region should be used and managed to ensure domestic food security and economic development of the presently marginalized sectors of the population.Five recommendations that will help ensure sustainable use of coastal resources and deliver profits to the countries and communities that depend on these resources are made at the end of the paper.  相似文献

The International Center for Living Aquatic Resources Management (ICLARM) is a new, small research organization, working in fisheries and aquaculture in the developing countries. The Center has four programmes: (1) traditional fisheries in which socioeconomic studies have had wide impact in the literature and have resulted in legislative change; (2) resource development and management, the principal accomplishment of which has been compilation of new microcomputer and calculator programmes for tropical stock assessment and their adoption in 12 countries to date; (3) aquaculture, with major biological and economic research being carried out in integrated farming systems, and on the most important tropical culture commodities, tilapias and carps; (4) education and training, in which major thrusts in new educational materials and specialized training are planned.  相似文献

South Australia is among the regions internationally, where there are currently strong drivers for anthropogenic and ecosystem marine planning decisions. Specifically, South Australia, in both State and adjacent Commonwealth Waters, is currently accommodating increasing interests such as oil exploration by multi-national companies in the Great Australian Bight, implementation of recently declared State Marine Parks, an increased public awareness of marine developments, commissioning of a desalinisation plant, government-focused marine science initiatives, long-standing commercial fisheries, a transparent legislative and political stage, and a relatively new aquaculture industry. Amongst this growing diversity in marine-based activities, a dedicated aquaculture legislative framework was created in South Australia with the commencement of the Aquaculture Act 2001 (the Act) to centralise the legislative processes required to underpin aquaculture regulation and administration. This centralisation has helped to create an effective platform to streamline administrative processes, reduce duplication between various government agencies such as planning authorities and environment protection agencies, and ultimately fostered investment in, and growth of, the South Australian aquaculture industry. As such Aquaculture zone policies are a key strategic management tool for sustainable aquaculture development in South Australia into the future. This paper provides a case study (Aquaculture (Zones – Lower Eyre Peninsula) Policy 2013) of the legislated regional marine planning framework for aquaculture development used in South Australia, with a focus on the key functions and processes that may have broader applications.  相似文献

Supply in fisheries is traditionally known for its backward bending nature, owing to externalities in production. Such a supply regime, however, exist only for pure open access fisheries. Since most fisheries worldwide are neither pure open access, nor optimally managed, rather between the extremes, the traditional understanding of supply regimes in fisheries needs modification. This paper identifies through a case study of the East Baltic cod fishery supply regimes in fisheries, taking alternative fisheries management schemes and mesh size limitations into account. An age-structured Beverton–Holt based bio-economic supply model with mesh sizes is developed. It is found that in the presence of realistic management schemes, the supply curves are close to vertical in the relevant range. Also, the supply curve under open access with mesh size limitations is almost vertical in the relevant range, owing to constant recruitment. The implications are that the effects on supply following from e.g. trade liberalisation and reductions of subsidies are small in several and probably most fisheries worldwide.  相似文献

The Korean fisheries industry has long played a role as a national food industry with agriculture. Fisheries products supply about 39.2% of animal proteins that Korean people need. The industry, however, is facing great challenges including international arguments for reduction or abolition of fishery subsidies. Therefore, it is urgent for us to review the characteristics of fishery subsidies according to WTO, OECD, FAO and UNEP. This paper examines the status of Korean fishery industry, and to tackle the problems of the currently supported fishery policy funds, whose total amount in 1999 was more than 1 trillion Korean won with 77 fishery projects.  相似文献

The literature on compliance in small scale fisheries provides evidence of the normative foundations of fishers’ behaviour. However, the mechanisms through which normative reasoning translates into non-compliance remains unclear due to the tendency to conceive non-compliant behaviour simply as an outcome of ‘moral deficit’. This paper identifies such mechanisms by focusing on moral reasons which undermine the legitimacy of fisheries regulations. Taking the case of Lake Victoria, East Africa, the paper explores how non-compliance can be founded on diverse and competing concepts of fairness by creating a typology of the modes of justification used by respondents who engage in illegal fishing. The paper establishes four areas of justification: the principle of superfluousness, the principle of autonomy, the principle of futility, and the principle of necessity. Investigating the evidence for each, the analysis finds that the majority of fisherfolk believe that regulations are necessary and support government action in fisheries management. However, fishers expressed futility in fishing legally, given the extent of illegal fishing, and justified their non-compliant behaviour through reference to the cost of legal fishing compared to illegal and the need for better catches and income associated with illegal fishing.  相似文献

The newly elected democratic government of South Africa, has promulgated new policies and legislation which advocate alternative approaches to resource management which involve user groups. Co-management has been identified as one such strategy. An overview and analysis of selected coastal and fisheries co-management case studies in South Africa is given and key lessons are highlighted. Research findings indicate that co-management in South Africa is still in its infancy, making it difficult to provide conclusive statements about its success or failure. Nevertheless, the paper highlights some of the key conditions that are required for co-management to operate effectively in South Africa and some of the existing obstacles to practical implementation.  相似文献

Successful species conservation typically results in conflicts between wildlife protection and economic uses of natural resources as in fisheries and aquaculture. This article shows why managing these conflicts require a more comprehensive approach than currently pursued by endangered species conservation programmes. Against the background of several case studies focussing on wildlife conflicts in European waters this article derives two challenges for institutional response: First, the question of mandate—which societal actor initiates management related processes that require multiple actors to collaborate? There are two types of interactions between seals and commercial fisheries in South Africa: biological (potential competition for shared resources between the two "predators") and operational (conflicts during fishing operations). Using data for the 1980s, a comparison is made of relative consumption by different predators in South African waters. Seals and fisheries are not the major consumers in the system, but they do take comparable amounts. This has resulted in calls for a reduction in the seal population, but to date, no studies have shown that reducing seal predation of commercial species will make more fish available for the fisheries. Most fisheries are subject to some form of operational interaction with seals. These interactions include consumption of catches (operational consumption), disturbance of fishing operations (operational disturbance) and damage to fishing gear (operational gear damage); they vary in degree of severity, both seasonally and regionally. Estimates of the consumption by seals from fishing operations in South Africa show it to be a minimal percentage of fishery catches and a small proportion of the total predation by seals. Preliminary calculations of overall economic losses resulting from seal interference show this to be small in comparison with the wholesale value of the catches. Seals die as a result of fishing operations, and estimates of the potential mortality through entanglement, drowning and deliberate killing indicate this mortality to be of a magnitude that should be monitored.  相似文献
