Climate change is a fundamental challenge for which agriculture is sensitive and vulnerable. The Intergovernmental Panel on Climate Change has identified relevant information as key to enabling appropriate climate adaptation and mitigation action. Information specifically directed to farmers can be found, for example, in specialized farming magazines. While recent studies examine how national news media frame climate change, less—if any—studies have addressed climate framings and coverage in specialized media. Media framings are storylines that provide meaning by communicating how and why an issue should be seen as a problem, how it should be handled, and who is responsible for it. This paper analyses the framings and coverage of climate change in two Swedish specialized farming magazines from 2000 to 2009. It examines the extent of the climate change coverage, the content of the media items, and the dominant framings underlying their climate change coverage. The study identifies: increased coverage of climate change starting in 2007; frequent coverage of agriculture’s contribution to climate change, climate change impacts on agriculture, and consequences of climate politics for agriculture; and four prominent frames: conflict, scientific certainty, economic burden, and action. The paper concludes that climate change communicators addressing farmers and agricultural extension officers should pay attention to how these frames may be interpreted by different target audiences. Research is needed on how specialized media reports on climate-related issues and how science-based climate information is understood by different groups of farmers and which other factors influence farmers’ engagement in climate mitigation and adaptation.  相似文献

Globally, the metals and mining sector is a major contributor to GHG emissions. Climate change also poses significant challenges for the industry in a number of ways, including risks to infrastructure and equipment, transport routes and the cost of energy supplies. The sector is of particular importance to Russia, and yet very little is known about how the sector positions itself in relation to this key issue. This article conducts an in-depth look at the response of the Russian metals and mining sector to climate change. It looks at the key actors, their willingness to engage with the issue of climate change, preferred policy options and the strategies adopted to further their interests. The role of companies, prominent individuals and business associations is considered. The evidence suggests that, although there is widespread acceptance of climate change as a phenomenon, there is significant variation within the sector, with some companies proactive on climate policy, and others more reluctant. Different responses are attributed to reputational factors and the disproportionate influence of international and domestic policy developments on companies. Russian coal companies, directly threatened by any international attempts to reduce coal consumption, display the strongest opposition to efforts aimed at curbing emissions. The Russian government, far from thinking of transitioning to a low carbon future, is vigorously trying to expand the coal industry.

The science of climate change is full of uncertainty, but the greater vulnerability of poor countries to the impacts of climate change is one aspect that is widely acknowledged. This paper adapts Dryzek's ‘components’ approach to discourse analysis to explore the media construction of climate change and development in UK ‘quality’ newspapers between 1997 and 2007. Eight discourses are identified from more than 150 articles, based on the entities recognised, assumptions about natural relationships, agents and their motives, rhetorical devices and normative judgements. They show a wide range of opinions regarding the impacts of climate change on development and the appropriate action to be taken. Discourses concerned with likely severe impacts have dominated coverage in the Guardian and the Independent since 1997, and in all four papers since 2006. Previously discourses proposing that climate change was a low development priority had formed the coverage in the Times and the Telegraph. The classification of different discourses allows an inductive, nuanced analysis of the factors influencing representation of climate change and development issues; an analysis which highlights the role of key events, individual actors, newspaper ideology and wider social and political factors. Overall the findings demonstrate media perceptions of a rising sense of an impending catastrophe for the developing world that is defenceless without the help of the West, perpetuating to an extent views of the poor as victims.  相似文献

News organizations constitute key sites of science communication between experts and lay audiences, giving many individuals their basic worldview of complex topics like climate change. Previous researchers have studied climate change news coverage to assess accuracy in reporting and potential sources of bias. These studies typically rely on manually coding articles from a handful of prestigious outlets, not allowing comparisons with smaller newspapers or providing enough diversity to assess the influence of partisan orientation or localized climate vulnerability on content production. Making these comparisons, this study indicates that partisan orientation, scale of circulation, and vulnerability to climate change correlate with several topics present in U.S. newspaper coverage of climate change. After assembling a corpus of over 78,000 articles covering two decades from 52 U.S. newspapers that are diverse in terms of geography, partisan orientation, scale of circulation, and objectively measured climate risk, a coherent set of latent topics were identified via an automated content analysis of climate change news coverage. Topic model results indicate that while outlet bias does not appear to impact the prevalence of coverage for most topics surrounding climate change, differences were evident for some topics based on partisan orientation, scale, or vulnerability status, particularly those relating to climate change denial, impacts, mitigation, or resource use. Overall, this paper provides a comprehensive study of U.S. newspaper coverage of climate change and identifies specific topics where outlet bias constitutes an important contextual factor.  相似文献

Climate changes observed in recent decades are analyzed, and the respective climate-related tendencies of changes in heat supply, moistening, and productivity of the agrosphere that determine the natural resourse of potential Russia are determined. The grain crop yield trends are used additionally as climate change indicators. It is shown that climate changes observed in the last 30 years promote the increase in potential agriculture productivity in most of the Russian Federation, where not less than 85% of agricultural products are produced. At the same time, the increase in climate aridity is observed in several regions of Siberia and Chernozem Center, which results in a reduced productivity of agriculture.  相似文献

We analyse Japanese newspaper coverage of global warming from January 1998 to July 2007 and how public opinion during parts of that period were influenced by newspaper coverage. We show that a dramatic increase in newspaper coverage of global warming from January 2007 correlated with an increase in public concern for the issue. Before January 2007, we find that coverage of global warming had an immediate but short-term influence on public concern. With such transitory high levels of media coverage we suggest that for more effective communication of climate change, strategies aimed at maintaining mass-media coverage of global warming are required.  相似文献

This two-part study integrates a quantitative review of one year of US newspaper coverage of climate science with a qualitative, comparative analysis of media-created themes and frames using a social constructivist approach. In addition to an examination of newspaper articles, this paper includes a reflexive comparison with attendant wire stories and scientific texts. Special attention is given to articles constructed with and framed by rhetoric emphasising uncertainty, controversy, and climate scepticism.  相似文献

This introduction to a special issue of Climatic Change argues that it is timely and welcome to intensify historical research into climate change and climate as factors of history. This is also already an ongoing trend in many disciplines. The article identifies two main strands in historical work on climate change, both multi-disciplinary: one that looks for it as a driver of historical change in human societies, the other that analyzes the intellectual and scientific roots of the climate system and its changes. In presenting the five papers in this special issue the introduction argues that it is becoming increasingly important to also situate “historicizing climate change” within the history of thought and practice in wider fields, as a matter of intellectual, political, and social history and theory. The five papers all serve as examples of intellectual, political, and social responses to climate-related phenomena and their consequences (ones that have manifested themselves relatively recently and are predominantly attributable to anthropogenic climate change). The historicizing work that these papers perform lies in the analysis of issues that are rising in societies related to climate change in its modern anthropogenic version. The history here is not so much about past climates, although climate change itself is always directly or indirectly present in the story, but rather about history as the social space where encounters take place and where new conditions for humans and societies and their companion species and their life worlds in natures and environments are unfolding and negotiated. With climate change as a growing phenomenon historicizing climate change in this version will become increasingly relevant.  相似文献

The climate change issue faces a big challenge, perhaps the biggest challenge of all—politics. Pakistan has taken many noticeable steps in relation to climate change: (1) it is the only country in which the Prime Minister is heading an inter-ministerial task force on climate change, (2) it is the first developing country to establish a specialized, self-financed scientific centre to research the impact of climate change, and (3) it is the lead country to earmark budgetary funds for a national carbon sequestration programme. Pakistan, together with many developing countries, has much to offer the climate change issues. The author proposes five approaches to build consensus among climate policy negotiators: (1) reinforcing the polluter pays principle and ‘common but differentiated responsibility’, (2) active partnership by developing countries, (3) recognizing the voluntary actions taken by developing countries, (4) reinforcing the issue of adaptation, and (5) considering the option of equal per capita entitlements.  相似文献

This is the first of three papers devoted to the study of climate change in Russia in the 20th and 21st centuries using ensembles of CMIP3 Atmosphere-Ocean General Circulation Models. Current studies of observed global and regional climate changes are briefly reviewed based on the analysis of the Intergovernmental Panel on Climate Change (IPCC). The anthropogenic nature of climate change is emphasized. It is also noted that the observed warming in Russia is significantly larger than global warming. Alternative hypotheses on causes of global climate changes discussed in some Russian publications are reviewed and their groundlessness is shown. The paper discusses some characteristics of ensembles of CMIP3 models that participated in the preparation of the IPCC Fourth Assessment Report. A model quality index is introduced. The dependence of simulated climate change in Russia on the choice of model ensembles and emission scenarios is considered. It is shown that the climate change in Russia does not depend significantly on the emission scenario choice until the middle of the 21st century.  相似文献

We present a set of indicators of vulnerability and capacity to adapt to climate variability, and by extension climate change, derived using a novel empirical analysis of data aggregated at the national level on a decadal timescale. The analysis is based on a conceptual framework in which risk is viewed in terms of outcome, and is a function of physically defined climate hazards and socially constructed vulnerability. Climate outcomes are represented by mortality from climate-related disasters, using the emergency events database data set, statistical relationships between mortality and a shortlist of potential proxies for vulnerability are used to identify key vulnerability indicators. We find that 11 key indicators exhibit a strong relationship with decadally aggregated mortality associated with climate-related disasters. Validation of indicators, relationships between vulnerability and adaptive capacity, and the sensitivity of subsequent vulnerability assessments to different sets of weightings are explored using expert judgement data, collected through a focus group exercise. The data are used to provide a robust assessment of vulnerability to climate-related mortality at the national level, and represent an entry point to more detailed explorations of vulnerability and adaptive capacity. They indicate that the most vulnerable nations are those situated in sub-Saharan Africa and those that have recently experienced conflict. Adaptive capacity—one element of vulnerability—is associated predominantly with governance, civil and political rights, and literacy.  相似文献

Individual action and support for policy to tackle climate change have been linked to perceptions of political and scientific controversy and consensus concerning the issue. Recent media effects research indicates that presentation of agreement or conflict between actors’ opinions influences how audiences respond to news about climate change and policy. While some national case studies have investigated portrayals of actors’ positions on important questions regarding climate change in the media, they are largely absent from comparative research. This study addresses this gap by analysing portrayals of actor-issue-positions and the emerging patterns of controversy and consensus in German, Canadian, and US coverage. Studying a sample of occurrences of climate change-related issues (N = 902) in-depth, the results show German media present political consensus about the need to limit emissions and societal controversy about the efficacy of specific mitigation measures. Presenting mainly consensus, Canadian media report more on climate change’s impact, leaving aside the issue of efficacy. In the US, media emphasise political controversy — about the need to limit emissions and occasionally about climate change’s impact on humans. The findings, consistent with other recent publications, can best be explained by journalists selectively indexing of seemingly relevant actor-issue-positions.  相似文献

Despite the scientific consensus, there is widespread public controversy about climate change. Previous explanations focused on interpretations hampered by political bias or insufficient knowledge of climate facts. We propose that public views of climate change may also be related to an attentional bias at a more basic level of cognitive processing. We hypothesized that selective visual attention towards or away from climate-related information would be associated with climate concern. To test prioritization of climate-related stimuli under conditions of limited attention, we asked participants to identify climate-related and neutral words within a rapid stream of stimuli. Undergraduate students attended to climate-related words more readily than neutral words. This attentional prioritization correlated with self-rated climate concern. We then examined this relationship in a more diverse community sample. Principal component analysis of survey data in the community sample revealed a component indexing a relationship between climate concern and political orientation. That component was correlated with the degree of selective inattention to climate-related words. Our findings suggest that climate-related communications may be most effective if tailored in a manner accounting for how attentional priorities differ between audiences—particularly those with different political orientations.  相似文献

While there have been many pilot projects on adaptation undertaken in the fisheries and aquaculture sector, state policies are only just beginning to address let alone refer to climate change. This study explores the climate-related content, climate sensitivities, and opportunities to incorporate climate change concerns in a set of aquaculture policies by the government of Thailand. The analysis is based on content analysis of policy documents and in-depth interviews with 14 officials that had roles in the design or implementation of 8 Department of Fisheries policies. The Aquaculture Master Plan 2011–2016 and the now abandoned Tilapia Strategy refer directly to climate variability or change. The Master Plan also suggests measures or strategies, such as investment in research, and the transfer of technologies, which would be helpful to sustainability and adaptation. Other policies suggest, or at the very least include, practices which could contribute to strengthening management of climate-related risks, for example: a registration policy included provisions for compensation; extension programme policy recognizes the importance of extreme events; and a standards policy gives guidance on site selection and water management. Most existing aquaculture policies appear to be sensitive to the impacts of climate change; for instance, the zoning policy is sensitive to spatial shifts in climate. Stakeholders had ideas on how policies could be made more robust; in the case of zoning, by periodically reviewing boundaries and adjusting them as necessary.

POLICY RELEVANCE

This study is one of the first evaluations of the coverage and sensitivity of aquaculture policies to climate change. It shows that while existing policies in Thailand are beginning to refer explicitly to climate change, they do not yet include much in the way of adaptation responses, underlining the need for identifying entry points as has been done in this analysis. Further mainstreaming is one option; another possibility is to adopt a more segregated approach, at least initially, and to collect various policy ideas under a new strategic policy for the aquaculture sector as a whole.  相似文献

Abstract

The present stalemate in climate negotiations between the USA and the other Annex I countries has led policy analysts and economists to explore the possible emergence of alternative climate regimes that may be applied after 2012. This article explores the idea of replacing international cooperation on greenhouse gas emission control with international cooperation on climate-related technological innovation and diffusion. This idea—recently proposed among others by Barrett (2001) and Benedick (2001)—is based on the insight that incentives to free-ride are much smaller in the case of technological cooperation than in the case of cooperation on emission control. This article provides a first applied game theory analysis of a technology-based climate protocol by assessing: (i) the self-enforcingness (namely, the absence of incentives to free-ride) of the coalition that would form when countries negotiate on climate-related technological cooperation; (ii) the environmental effectiveness of a technology-based climate protocol. The analysis is carried out by using a model in which endogenous and induced technical change are explicitly modelled. The results of our analysis partly support Barrett's and Benedick's conjectures. On the one hand, a self-enforcing agreement is more likely to emerge when countries cooperate on environmental technological innovation and diffusion than when they cooperate on emission abatement. However, technological cooperation—without any commitment to emission control—may not lead to a sufficient abatement of greenhouse gas concentrations.  相似文献

女性在应对气候变化中处于不利地位,也是应对气候变化中不可忽视的力量。国际社会已逐渐认识到在应对气候变化进程中纳入性别考虑的重要意义,性别议题在气候谈判中的主流化趋势明显,《联合国气候变化框架公约》执行层面纳入性别考虑取得了长足的进展,以全球环境基金、绿色气候基金为代表的《联合国气候变化框架公约》资金机制已将性别政策纳入机构政策体系,并积极在项目层面推动性别政策的实施。虽然国际气候变化领域的性别主流化工作取得了较大进展,但仍存在女性参与气候变化决策的程度不足、减缓领域纳入性别考虑的程度不足等问题。目前中国气候变化领域对性别的关注不足,建议加强气候变化领域的性别问题研究,为履约工作提供支撑;在应对气候变化相关的政策体系中纳入性别考虑,加强与性别领域的沟通协作;加强气候变化相关机构性别主流化能力建设,明确职责安排;加强气候变化领域国内项目、“一带一路”项目和“南南合作”项目的性别主流化;切实加强中国女性应对气候变化能力,提高女性对气候行动的参与度。  相似文献

This study investigates the news coverage of climate change in 45 different countries and territories. Using the news framing approach, this study identifies the connections between several national socioeconomic, governance, and environmental traits and the portrayals of climate change. Although climate change is a global issue that affects every country in the world, how the news media frame it varies from country to country. Such a variation is related to each country’s economic development, climate severity, and governance. The findings of this study contribute to framing literature by assessing frame use in national contexts, filling in the gap in the application of this theoretical framework.  相似文献

The aspects ofthe impact ofcurrent and future (in the middle of the 21st century) climate change on the operational safety and efficiency of traditional energy sources (thermal, nuclear, and hydroelectric power stations) in seven regions of Russia are considered. The climate change projections are provided by the ensemble of the MGO regional climate model with the resolution of 25 km under the IPCC RCP8.5 scenario. The regions with the highest weather- and climate-related risk for the energy production are identified, and some recommendations on the risk reduction are provided.  相似文献

Despite the growth in work linking climate change and national level development agendas, there has been limited attention to their political economy. These processes mediate the winners, losers and potential trade-offs between different goals, and the political and institutional factors which enable or inhibit integration across different policy areas. This paper applies a political economy analysis to case studies on low carbon energy in Kenya and carbon forestry in Mozambique. In examining the intersection of climate and development policy, we demonstrate the critical importance of politics, power and interests when climate-motivated initiatives encounter wider and more complex national policy contexts, which strongly influence the prospects of achieving integrated climate policy and development goals in practice. We advance the following arguments: First, understanding both the informal nature and historical embeddedness of decision making around key issue areas and resource sectors of relevance to climate change policy is vital to engaging actually existing politics; why actors hold the positions they do and how they make decisions in practice. Second, we need to understand and engage with the interests, power relations and policy networks that will shape the prospects of realising climate policy goals; acting as barriers in some cases and as vehicles for change in others. Third, by looking at the ways in which common global drivers have very different impacts upon climate change policy once refracted through national levels institutions and policy processes, it is easier to understand the potential and limits of translating global policy into local practice. And fourth, climate change and development outcomes, and the associated trade-offs, look very different depending on how they are framed, who frames them and in which actor coalitions. Understanding these can inform the levers of change and power to be navigated, and with whom to engage in order to address climate change and development goals.  相似文献

Abstract

This article reveals the contribution of woodland expansion in Ukraine to climate change mitigation policies. The opportunities for climate change mitigation of three policy scenarios: (1) carbon storage in forests, (2) carbon storage and additional wood-for-fuel substitution, and (3) carbon storage with additional sink policy for wood products, are investigated by using a simulation technique, in combination with cost—benefit analysis. The article concludes that the Ukraine's forests and their expansion offer a low-cost opportunity for carbon sequestration. Important factors that influence the results are the discount rate and the time horizon considered in the models. The findings provide evidence that the storage climate change mitigation forest policy scenario is most viable for the country, under the assumptions considered in this research.  相似文献
