塔里木河流域水资源统一管理问题及对策研究

随着塔里木河流域内人口的增长，经济社会的发展，对水资源开发利用程度的不断提高，塔里木河流域已成为新疆乃至全国生态环境劣变问题最为突出的地区之一。其中缺乏流域水资源的统一管理是造成塔里木河下游断流和生态环境劣变的主要因素之一。通过对塔里木河流域水资源统一管理的必要性、发展历史、现状及存在的问题等方面的分析，结合我国水法规、政策、管理体制建设的最新成果，提出了塔里木河流域实施水资源统一管理的对策和建议。     

塔里木河流域生态系统健康评价指标体系的构建

流域生态系统健康评价研究是目前生态学研究的一个新概念、新问题,旨在探讨在人类强烈活动干扰下遭忖受严重污染与退化的流域生态系统的健康问题,生态系统健康是人类与环境间的相互协调关系及实现生态可持续发展的重要基础.依据野外调查资料、遥感影像和社会经济数据,分析表明：水资源是决定塔里木河流域生态系统健康与否的关键因素,人类对水资源的不合理开发利用是导致本流域生态环境恶化的根本原因.因此从水资源、生物多样性、生态系统的弹性和经济社会几方面的健康出发,选取相应的一系列指标,构建了塔里木河流域生态系统健康评价指标体系,并确立了各指标健康程度的度量标准.从而为本流域的生态环境管理提供可参考的理论基础.     

塔里木河流域地表水资源及径流组成

塔里木河流域内水系的分布几乎包括整个塔里盆地，水资源在全流域不仅是农业的命脉，也是制约国民经济发展的重要因素，同时也是制约和影响生态环境最敏感的因子。本文根据塔里木河流域干，支流水文测站长期的实际观测资料，加以深入研究分析，对该流域各源流及干流的地表水资源量，径流组成以及年内分配情况，提出了较为翔实，可靠的数据，谨供流域水资源规划设计，管理调度等参考。     

塔里木河流域生态功能区划研究

生态功能区划为流域生态保护与修复提供重要的科学参考。而塔里木河流域由于缺少生态功能区划导致目前生态修复工程缺乏针对性,生态引水工程布局欠佳,以及生态修复和水资源管理的成效低下。为此,在对区域生态环境特征分析的基础上,将流域内不同区域的水文过程与生态结构、服务功能及生态环境敏感性相结合,依据生态功能区划原则、方法和指标体系,形成了塔里木河流域生态功能区划方案,即将该流域分为2个生态大区、4个生态区、28个生态亚区。研究成果不仅为流域实现水资源的优化配置和生态环境保护提供参考依据,也可为相似流域的生态功能区划研究提供示范和借鉴。     

阿克苏河地表径流过程与绿洲耗水分析

塔里木河流域近期综合治理,使流域灌溉条件和生态环境得到了初步改善.由于全球气候变暖,一方面冰川消融增强,雪线升高和冰储量减少,尽管冰川融水量近期有所增加,但长期会造成对河川径流调节能力减弱;加上对降水影响,使河流洪枯水量悬殊,可利用水资源量减少.另一方面使平原地区干旱加剧、消耗水量增加;同时,社会经济发展对水资源需求量不断增加,水资源供需矛盾及水质恶化的问题,是制约流域社会发展的瓶颈.因此,为了保障流域的可持续协调发展,必须长期坚持对塔里木河流域以节约、保护、合理配置水资源和盐碱化防治为主的综合治理.     

新疆塔里木河流域水资源承载力评价研究

结合塔里木河2002年自然、社会和经济以及水资源资料,选取了耕地灌溉率、水资源利用率、供水模数、需水模数、人均供水量、生态用水率6个主要因素作为评价因素,应用模糊综合评判模型对塔里木河流域水资源承载能力进行了评价研究。结果表明,流域水资源开发利用已经达到相当规模,在现有经济技术条件下,该地区的水资源承载潜力已相对较小,水资源供需矛盾突出,应由耗水型经济结构向节水型经济结构转变,加强水资源的综合管理,以便科学、合理地利用流域内有限的水资源。     

石羊河流域生态系统存在的问题及治理对策

随着人口的增长和社会经济的发展,流域水资源供需矛盾日益突出,水资源的不合理开发利用导致生态环境严重恶化。针对目前石羊河的生态现状,分析了流域生态系统存在的实际问题,提出以流域水资源总量16.85亿m3为基础,停止在中下游地区继续超采地下水,重新规划流域的水资源利用与平衡,达到全流域用水的基本平衡,从而保障流域经济社会和生态环境的协调可持续发展等一系列切实可行的治理对策,为流域生态环境退化的治理和恢复提供了理论依据。     

黑河流域水资源管理制度历史变迁及其启示

水资源是基础性的自然资源和战略性的经济资源,是生态环境的组成要素和控制性因素。水资源的可持续开发和利用是维持生态系统健康和区域可持续发展的关键,而水资源可持续开发利用的关键是水资源的科学管理。水资源的不合理开发利用使水资源短缺问题成为限制内陆河流域经济发展和生态环境保护的主要瓶颈问题。研究和完善水资源管理制度和相关的管理机制,是水资源管理科学研究的主要内容和前沿方向。对西北地区黑河流域历史时期的水管理机构和管理制度进行系统梳理,总结流域水资源管理制度存在的问题,以便从中汲取经验教训,转变水资源管理理念,完善水资源管理制度,实现水资源的可持续开发利用。     

石羊河流域水资源利用现状及生态环境效应

石羊河流域由于特殊的自然地理条件,加之人类活动的影响,上游祁连山水源涵养林植被覆盖率降低,水源涵养功能下降,地表水资源短缺,供需矛盾十分突出。过度超采地下水,致使流域生态环境严重恶化,威胁到流域内经济社会的持续发展和人类的生存。通过调查石羊河流域水资源开发利用现状,分析水资源转化利用过程中的生态环境效应,就流域水资源问题及如何改善生态环境作了简要的论述,以期为石羊河流域水资源优化配置,拯救石羊河流域的生态寻求可能的途径。     

1989—2019年新疆塔里木河流域地表-地下水变化

综合利用多源遥感卫星资料,分析了1989—2019年塔里木河流域及其各水系水体面积在气候变化和生态调水影响下的年际变化趋势与各水系地表水变化对典型区域（罗布泊）地下水的影响。研究结果表明：(1)近30 a来,塔里木河流域地表水面积增长趋势明显;(2)降水是引起流域内地表水面积变化的主要气候因素,生态调水则影响着流域内地表水的空间分布格局;(3)流域内各水系地表水的增长变化对罗布泊地区地下水储量的恢复作用显著。对于了解塔里木河流域地表-地下水系统的长期变化规律、制定科学合理的水资源开发利用策略具有重要意义。

Deserts and Aeolian Desertification in China: Book review and some thoughts

Desertification is a global phenomenon that affects about two billion people. It occurs in arid zones where the annual precipitation is below 400 mm, partic- ularly in the marginal areas of the world＇s largest deserts. It is a result of water and wind erosion, over- grazing, global warm-ing, improper soil cultivation, and increased pressure ot population growth, and it causes degradation of soil and natural and agricultural vegetation. The direct result is less food for people and livestock, which influences pop- ulation and animal husbandry fluctuations. Despite ef- forts to combat and reduce desertification, the affected areas are annually increasing.
