This study illustrates a methodology to assess the economic impacts of climate change at a city scale and benefits of adaptation, taking the case of sea level rise and storm surge risk in the city of Copenhagen, capital of Denmark. The approach is a simplified catastrophe risk assessment, to calculate the direct costs of storm surges under scenarios of sea level rise, coupled to an economic input–output (IO) model. The output is a risk assessment of the direct and indirect economic impacts of storm surge under climate change, including, for example, production and job losses and reconstruction duration, and the benefits of investment in upgraded sea defences. The simplified catastrophe risk assessment entails a statistical analysis of storm surge characteristics, geographical-information analysis of population and asset exposure combined with aggregated vulnerability information. For the city of Copenhagen, it is found that in absence of adaptation, sea level rise would significantly increase flood risks. Results call for the introduction of adaptation in long-term urban planning, as one part of a comprehensive strategy to manage the implications of climate change in the city. Mitigation policies can also aid adaptation by limiting the pace of future sea level rise.  相似文献

This paper explores the issue of climate vulnerability in Norway, an affluent country that is generally considered to be resilient to the impacts of climate change. In presenting a multi-scale assessment of climate change impacts and vulnerability in Norway, we show that the concept of vulnerability depends on the scale of analysis. Both exposure and the distribution of climate sensitive sectors vary greatly across scale. So do the underlying social and economic conditions that influence adaptive capacity. These findings question the common notion that climate change may be beneficial for Norway, and that the country can readily adapt to climate change. As scale differences are brought into consideration, vulnerability emerges within some regions, localities, and social groups. To cope with actual and potential changes in climate and climate variability, it will be necessary to acknowledge climate vulnerabilities at the regional and local levels, and to address them accordingly. This multi-scale assessment of impacts and vulnerability in Norway reinforces the importance of scale in global change research.  相似文献

The appropriate level of spatial resolution for climate scenarios is a key uncertainty in climate impact studies and regional integrated assessments. To the extent that such uncertainty may affect the magnitude of economic estimates of climate change, it has implications for the public policy debates concerning the efficiency of CO2 control options. In this article, we investigate the effects that different climate scenario resolutions have on economic estimates of the impacts of future climate changeon agriculture in the United States. These results are derived via a set of procedures and an analytical model that has been used previously in climate change assessments. The results demonstrate that the spatial scale of climate scenarios affects the estimates of both regional changes in crop yields and the economic impact on the agricultural sector as a whole. An assessment based on the finer scale climatological information consistently yielded a less favorable assessment of the implications of climate change. Regional indicators of economic activity were of opposite sign in some regions, based on the scenario scale. Such differences in economic magnitudes or signs are potentially important in examining whether past climate change assessments may misstate the economic consequences of such changes. The results reported here suggest that refinement of the spatial scale of scenarios should be carefully considered in future impacts research.  相似文献

The PRUDENCE project has generated a set of spatially and temporally high-resolution climate data, which provides new opportunities for assessing the impacts of climate variability and change on economic and human systems in Europe. In this context, we initiated the development of new approaches for linking climate change information and economic studies. We have considered a number of case studies that illustrate how linkages can be established between geographically detailed climate data and economic information. The case studies included wheat production in agriculture, where regional climate data has been linked to farm enterprise data in an integrated model of physical conditions, production inputs and outputs, and farm management practices. Similarly, temperature data were used to assess consequences of extreme heat and excess mortality in urban areas. We give an introduction of an analytical approach for assessing economic impacts of climate change and discuss how economic concepts and valuation paradigms can be applied to climate change impact evaluation. A number of methodological difficulties encountered in economic assessments of climate change impacts are described and a number of issues related to social and private aspects of costs are highlighted. It is argued that, in particular, detailed climate information matters in relation to understanding how private agents react to observed climate data.  相似文献

Study on the Impacts of Climate Change on China's Agriculture   总被引:1,自引:0,他引:1  
This paper measures the economic impacts of climate change on China's agriculture based on the Ricardian model. By using county-level cross-sectional data on agricultural net revenue, climate, and other economic and geographical data for 1275 agriculture dominated counties, we find that under most climate change scenarios both higher temperature and more precipitation would have an overall positive impact on China's agriculture. However, the impacts vary seasonally and regionally. Autumn effect is the most positive, but spring effect is the most negative. Applying the model to five climate scenarios in the year 2050 shows that the East, the Central part, the South, the northern part of the Northeast, and the Plateau would benefit from climate change, but the Southwest, the Northwest and the southern part of the Northeast may be negatively affected. In the North, most scenarios show that they may benefit from climate change. In summary, all of China would benefit from climate change in most scenarios.  相似文献

Urban environments lie at the confluence of social,cultural,and economic activities and have unique biophysical characteristics due to continued infrastructure development that generally replaces natural landscapes with built-up structures.The vast majority of studies on urban perturbation of local weather and climate have been centered on the urban heat island(UHI)effect,referring to the higher temperature in cities compared to their natural surroundings.Besides the UHI effect and heat waves,urbanization also impacts atmospheric moisture,wind,boundary layer structure,cloud formation,dispersion of air pollutants,precipitation,and storms.In this review article,we first introduce the datasets and methods used in studying urban areas and their impacts through both observation and modeling and then summarize the scientific insights on the impact of urbanization on various aspects of regional climate and extreme weather based on more than 500 studies.We also highlight the major research gaps and challenges in our understanding of the impacts of urbanization and provide our perspective and recommendations for future research priorities and directions.  相似文献

Designing climate-related research so that study results will be useful to natural resource managers is a unique challenge. While decision makers increasingly recognize the need to consider climate change in their resource management plans, and climate scientists recognize the importance of providing locally-relevant climate data and projections, there often remains a gap between management needs and the information that is available or is being collected. We used decision analysis concepts to bring decision-maker and stakeholder perspectives into the applied research planning process. In 2009 we initiated a series of studies on the impacts of climate change in the Yakima River Basin (YRB) with a four-day stakeholder workshop, bringing together managers, stakeholders, and scientists to develop an integrated conceptual model of climate change and climate change impacts in the YRB. The conceptual model development highlighted areas of uncertainty that limit the understanding of the potential impacts of climate change and decision alternatives by those who will be most directly affected by those changes, and pointed to areas where additional study and engagement of stakeholders would be beneficial. The workshop and resulting conceptual model highlighted the importance of numerous different outcomes to stakeholders in the basin, including social and economic outcomes that go beyond the physical and biological outcomes typically reported in climate impacts studies. Subsequent studies addressed several of those areas of uncertainty, including changes in water temperatures, habitat quality, and bioenergetics of salmonid populations.  相似文献

A critical issue for policymakers in defining mitigationstrategies for climate change is the availability ofappropriate evaluation tools. The development of climate impactresponse functions (CIRFs) is our reaction to this challenge.CIRFs depict the response of selected climate-sensitive impactsectors across a wide range of plausible futures. They consist ofa limited number of climate-change-related dimensions andsensitivities of sector-specific impact models. The concept ofCIRFs is defined and the procedure to develop them is presented.The use of climate change scenarios derived from various GCMexperiments and the adopted impact assessment models areexplained.The CIRFs presented here consider climate change impacts onnatural vegetation, crop production, and water availability. Theyare part of the ICLIPS integrated assessment framework based onthe tolerable windows approach. CIRFs can be applied both in`forward' and in `inverse' mode. In the latter, they help totranslate thresholds for climate impacts perceived by stakeholders(so-called impact guardrails) into constraints for climatevariables (so-called climate windows). This enables the results ofdetailed impact models to be incorporated into intertemporallyoptimizing integrated assessment models, such as the ICLIPS model.  相似文献

Africa is thought to be the region most vulnerable to the impacts of climate variability and change. Agriculture plays a dominant role in supporting rural livelihoods and economic growth over most of Africa. Three aspects of the vulnerability of food crop systems to climate change in Africa are discussed: the assessment of the sensitivity of crops to variability in climate, the adaptive capacity of farmers, and the role of institutions in adapting to climate change. The magnitude of projected impacts of climate change on food crops in Africa varies widely among different studies. These differences arise from the variety of climate and crop models used, and the different techniques used to match the scale of climate model output to that needed by crop models. Most studies show a negative impact of climate change on crop productivity in Africa. Farmers have proved highly adaptable in the past to short- and long-term variations in climate and in their environment. Key to the ability of farmers to adapt to climate variability and change will be access to relevant knowledge and information. It is important that governments put in place institutional and macro-economic conditions that support and facilitate adaptation and resilience to climate change at local, national and transnational level.  相似文献

The majority of climate change impacts assessments account for climate change uncertainty by adopting the scenario-based approach. This typically involves assessing the impacts for a small number of emissions scenarios but neglecting the role of climate model physics uncertainty. Perturbed physics ensemble (PPE) climate simulations offer a unique opportunity to explore this uncertainty. Furthermore, PPEs mean it is now possible to make risk-based impacts estimates because they allow for a range of estimates to be presented to decision-makers, which spans the range of climate model physics uncertainty inherent from a given climate model and emissions scenario, due to uncertainty associated with the understanding of physical processes in the climate model. This is generally not possible with the scenario-based approach. Here, we present the first application of a PPE to estimate the impact of climate change on heat-related mortality. By using the estimated impacts of climate change on heat-related mortality in six cities, we demonstrate the benefits of quantifying climate model physics uncertainty in climate change impacts assessment over the more common scenario-based approach. We also show that the impacts are more sensitive to climate model physics uncertainty than they are to emissions scenario uncertainty, and least sensitive to whether the climate change projections are from a global climate model or a regional climate model. The results demonstrate the importance of presenting model uncertainties in climate change impacts assessments if the impacts are to be placed within a climate risk management framework.  相似文献

The freight and logistics sector is of significant importance as an enabler and driver of the global economy, but it is also inherently vulnerable to hazardous weather. Despite this, there is currently no quantitative assessment of how climate change may affect the sector. This paper applies multidisciplinary climate change impact assessment tools and conceptual frameworks to the road freight sector of Great Britain in order to identify potential future weather-related safety issues. Relationships between weather and freight accidents are determined using road accident data and meteorological observations, which are then used with climate change scenarios to arrive at projections of possible impacts across the regions of Great Britain. Included in the study are industry perceptions of future trends within the sector and wider economy which many affect freight’s exposure and sensitivity to weather. These are elicited through interviews and an iterative expert Delphi study. Hence, unlike many other climate change impact assessments, this innovative study takes into account the potentially significant impact of socio-economic change (including institutional and operational). The results show that summer precipitation and winter ice-related accidents are likely to decrease across most of the country, whereas winter rain-related accidents are projected to increase. However, it is postulated that some of the impacts of climate change will be modified by reflexive behavioural change on the part of the driver and either institutional adaptation or complacency on the part of the road authorities. The paper concludes by framing the study in a range of future scenarios outlining how the socio-economic environment could influence the road transport network and how it is used, modifying the impact of climate change.  相似文献

Policy makers and stakeholders are increasingly demanding impact assessments which produce policy-relevant guidance on the local impacts of global climate change. The ‘Regional Climate Change Impact and Response Studies in East Anglia and North West England’ (RegIS) study developed a methodology for stakeholder-led, regional climate change impact assessment that explicitly evaluated local and regional (sub-national) scale impacts and adaptation options, and cross-sectoral interactions between four major sectors driving landscape change (agriculture, biodiversity, coasts and floodplains and water resources). The ‘Drivers-Pressure-State-Impact-Response’ (DPSIR) approach provided a structure for linking the modelling and scenario techniques. A 5 × 5 km grid was chosen for numerical modelling input (climate and socio-economic scenarios) and output, as a compromise between the climate scenario resolution (10 × 10 km) and the detailed spatial resolution output desired by stakeholders. Fundamental methodological issues have been raised by RegIS which reflect the difficulty of multi-sectoral modelling studies at local scales. In particular, the role of scenarios, error propagation in linked models, model validity, transparency and transportability as well as the use of integrated assessment to evaluate adaptation options to climate change are examined. Integrated assessments will provide new insights which will compliment those derived by more detailed sectoral assessments.  相似文献

There is a strong contemporary research and policy focus on climate change risk to communities, places and systems. While the need to understand how climate change will impact on society is valid, the challenge for many vulnerable communities, especially some of the most marginalised, such as remote indigenous communities of north-west South Australia, need to be couched in the context of both immediate risks to livelihoods and long-term challenges of sustainable development. An integrated review of climate change vulnerability for the Alinytjara Wilurara Natural Resources Management region, with a focus on the Anangu Pitjantjatjara Yankunytjatjara lands, suggests that targeted analysis of climate change impacts and adaptation options can overlook broader needs both for people and the environment. Climate change will add to a range of complex challenges for indigenous communities, especially in relation to hazards, such as fire and floods, and local environmental management issues, especially in association with invasive species. To respond to future socio-ecological risk, some targeted responses will need to focus on climate change impacts, but there also needs to be a better understanding of what risk is already apparent within socio-ecosystems and how climate interacts with such systems. Other environmental, social and economic risks may need to be prioritised, or at least strongly integrated into climate change vulnerability assessments. As the capacity to learn how to adapt to risk is developed, the value attributed to traditional ecological knowledge and local indigenous natural resource management must increase, both to provide opportunities for strong local engagement with the adaptation response and to provide broader social development opportunities.  相似文献

The PESETA project makes a high-resolution integrated assessment of the effects of climate change in Europe in the following impact categories: agriculture, river floods, coastal systems, tourism and human health. Many relevant methodological decisions underlie the multi-disciplinary assessment, such as the selection of the climate scenarios and the economic valuation of the physical impacts. The main purpose of this article is to document the methodological framework of the PESETA project, identifying also where further research is required. How the different sources of uncertainty have been addressed in the project is explicitly analysed, including the climate change scenarios and the various sectoral methodologies.  相似文献

The relevance of climate change is especially apparent through the impacts it has on natural and societal systems. A standardised methodology to assess these impacts in order to produce comparable results is still lacking. We propose a semi-quantitative approach to calculate vulnerability to climate change, with the ability to capture complex mechanisms in human-environmental systems. The key mechanisms are delineated and translated into a deterministic graph (impact chain). A fuzzy logic algorithm is then applied to address uncertainty regarding the definition of clear threshold values. We exemplify our approach by analysing the direct impacts of climate change on human health in North Rhine-Westphalia, Germany, where the urban heat island potential, the percentage of elderly population as well as the occurrence of heat waves determine impact intensity. Increases in heatwaves and elderly population will aggravate the impacts. While the influence of climatic changes is apparent on larger spatial scales, societal factors determine the small scale distribution of impacts within our regional case study. In addition to identifying climate change impact hot spots, the structured approach of the impact chain and the methodology of aggregation enable to infer from the results back to the main constituents of vulnerability. Thus, it can provide a basis for decision-makers to set priorities for specific adaptation measures within the complex field of climate change impacts.  相似文献

This paper provides an overview of the aims, objectives, research activities undertaken, and a selection of results generated in the European Commission-funded project entitled “Modelling the Impact of Climate Extremes” (MICE) – a pan-European end-to-end assessment, from climate model to impact model, of the potential impacts of climate change on a range of economic sectors important to the region. MICE focussed on changes in temperature, precipitation and wind extremes. The research programme had three main themes – the evaluation of climate model performance, an assessment of the potential future changes in the occurrence of extremes, and an examination of the impacts of changes in extremes on six activity sectors using a blend of quantitative modelling and expert judgement techniques. MICE culminated in a large stakeholder-orientated workshop, the aim of which was not only to disseminate project results but also to develop new stakeholder networks, whose expertise can be drawn on in future projects such as ENSEMBLES. MICE is part of a cluster of three projects, all related to European climate change and its impacts. The other projects in the cluster are PRUDENCE (Prediction of Regional Scenarios and Uncertainties for Defining European Climate Change Risks and Effects) and STARDEX (Statistical and Regional Dynamical Downscaling of Extremes for European Regions).  相似文献
