新疆城市化过程及机制分析

城市人则城市化研究的核心问题。在分析新疆城市化现状特征的基础上，围绕新疆城市发展的阶段和过程，采用多因素的灰色关联分析和比较分析等手段，对新疆1978－2000年间城市化发展过程进行分析和探讨，寻求并探索新疆城市化发展的特征、水平和演化机制。研究结果发现各因素与城市化的关联度不仅在横向上存在着指标间的差异，在纵向上显示出1990－2000间各指标与城市化的相关性明显高于1978－1989年间，部分指标与城市化关系发生了负向变化。表明近20多年来新疆城市化稳定发展，城市化系统条件（农村和城市的控制性次系统及整个社会经济文化）有一定的提高，体现了系统各因素与城市化发展的同向性以及区域发展的合理趋势，但整体薄弱的社会经济基础是新疆城市化落后的根本原因，产业结构升级转换仍将是新疆城市化的主要动力。     

中国城市化与经济发展水平关系的国际比较

城市化与经济发展水平之间协调发展是世界范围的客观规律和经济发展的内在要求,当前对我国城市化水平与经济发展水平关系的判断存在严重分歧。本文采用118个国家或地区的数据,基于象限图法,分析世界城市化格局的一般规律,发现世界城市化进程与单位GDP对城市化的带动效应均呈减速态势;进一步探索我国城市化与经济发展水平的动态演变过程,表明我国城市化水平和经济发展水平处于双低状态,类型上属于低级协调型,这种双低之间是基本协调的,并不存在城市化严重滞后经济发展水平,较低城市化水平的根源取决于较低的经济发展水平。     

新疆城市化过程特征与评价

新疆城市化水平递增速度与国民生产总值的增长速度不相协调，具有明显的阶段差异性特征；新疆受国家政策变化的影响，城市的设置极不稳定，整体上表现出一种自上而下型的城市化动力机制；新疆形成了具有绿洲特色的城市体系，城市发展以小城镇为主逐步向以大中城市为主转变。文章在对新疆城市化进程评价的基础上，从科学构建合理城镇体系、加快经济结构调整、深化行政管理体制改革、发挥市场机制作用，加快城市投、融资体制改革着手，提出了推动新疆城市化进程的对策建议。     

长江三角洲城市化效率与经济发展水平的耦合关系

本文利用DEA模型、层次分析法和耦合度模型分析了1980-2010 年长江三角洲16 个地级市的城市化效率、经济发展水平, 以及城市化效率与经济发展水平的耦合度, 并对其耦合关系进行了理论初探, 提出了概念模型。结果表明:① 30 年间, 长三角城市化效率与经济发展水平的耦合度总体经历了缓慢上升—急剧上升—缓慢下降—急剧下降的过程, 呈倒“U”型发展;② 不同发展阶段的经济发展水平和城市化效率耦合关系不同, 在一定时期, 提高城市化效率可以提升区域经济发展水平, 区域经济水平的发展也可提高城市化效率;但当城市化效率和经济发展达到一定的水平时, 城市化效率的提高不再成为提升区域经济发展水平的重要因素, 而区域经济发展水平的提升也不会过多地影响城市化效率;③ 城市化效率与经济发展水平存在动态耦合关系, 经济发展水平较高的城市会首先摆脱城市化效率带来的促进作用。     

中国城市化与经济发展水平关系的省际格局

认识中国省际尺度上城市化与经济发展水平之间关系具有重要的理论和实践意义。基于世界上120个国家或地区与中国31个省区的经验数据,采用改进的象限图方法,分析了中国城市化与经济发展水平之间关系的空间格局。研究表明：①全国31个省级单元划分为6种类型。城市化严重超前型3个,城市化中度超前型2个,城市化轻微超前型8个,基本协调型4个,城市化中度滞后型5个,城市化轻微滞后9个。②省际尺度上城市化与经济发展水平之间关系存在着显著的区域差异。③城市化与经济发展水平关系的省际格局呈明显的东西差异。东部沿海地区以城市化超前经济发展水平类型为主,而中西部地区则以城市化滞后经济发展为主。④城市化与经济发展水平之间关系类似马太效应。得出2个重要的启示,一是当前中国不少发达省区中的城市化超前现象值得关注和警惕;二是中西部地区部分省区的城市化进程仍然需要适度加快。     

新疆铁路沿线城市与工业和谐度及其时空分异

新疆是典型的绿洲经济,资源能源丰富,生态环境脆弱,实现新型工业化与城市化的和谐发展是促进当地经济发展和解决资源环境可持续发展问题的有效途径之一。在新疆铁路沿线12个绿洲城市组成的区域经济系统的基础上,构建"城市—工业"系统中的城市化和新型工业化两个子系统,阐述了两者的交互作用机理,建立同步性、耦合度和有效性三个指数分别衡量两个子系统综合水平的一致性、系统运行的有序状态和对区域经济发展的有效程度。并分析了2000、2004和2007年新型工业化与城市化和谐度的时空分异现象,探讨了2007年12个城市和谐度的四种类型以及对应的系统基本特征。研究表明,政策要素对新疆新型工业化和城市化系统的作用明显。核心城市具有良好的系统基本特征,各个城市整体水平逐年提高。系统和谐度南北差异较大,高水平和谐的城市集中在优势明显的区域增长极。2007年新疆12个城市的系统和谐度类型可以描述为"一优、三高、六中、二低",不同的类型对应着不同的系统基本特征。     

湖南省城市化与经济发展关系的计量分析

运用现代计量经济学的计量分析方法对湖南省城市化与经济发展的相互关系与相互作用进行了探讨。结果表明,城市化与经济发展二者之间存在协整关系即长期均衡关系,但短期失衡,其波动有近35％得到调整;经济发展对城市化的冲击强烈,其解释水平高达到82％;城市化对经济发展冲击微弱,其解释水平仅达到5．4％;经济发展来自自身的冲击较大,而城市化来自本身冲击较小,但有增强趋势。经济发展与城市化二者之间的这种关系作用应引起关注。     

城市化与西北地区经济发展的互动关系分析

从各国的经验来看,城市化与区域经济发展存在着强烈的互动关系。本文详细分析了西北地区城市化与人均GDP、经济发展水平、经济发展速度的关系。结果表明:(1)西北地区城市化水平与人均GDP的关系符合国际一般规律,呈对数关系;(2)西北地区城市化水平的地区差异与地区资金投入量、消费和收入的关系密切;(3)西北地区城市化水平与经济发展水平间的相关关系存在较大的区域差异;(4)不同的时段造成西北地区省际城市化水平差异的主要因子不同;(5)与经济增长速度相比,西北五省区的城市化速度仍存在不同程度的滞后。     

城市化与经济发展的关系模式——对钱纳里模型的参数重估

以钱纳里模型为基础,基于1990-2009 年20 年间世界149 个国家或地区的经验数据,采用双对数模型,引入城市化自身时间序列变量,回归了城市化与经济发展水平之间关系的标准型式。研究表明:城市化与经济发展水平的定量关系型式在过去50 年发生了显著变化,钱纳里模型中标准发展型式已不能直接用来比较当前城市化与经济发展的关系;1990-2009 年间,人均GNI值位于1000~10000 美元区间时,城市化率从17.78%变化至60.36%,关系匹配值也相应变化,但是城市化率的饱和值仍然保持在75%左右;较小人口规模国家的城市化受经济发展水平影响大于大国和中等国家。     

阿克苏市城市化与生态环境综合水平协调度评析

以新疆阿克苏市为研究区域,利用1997～2008年的调查资料和统计数据,构建了城市化与生态环境协调发展的综合指标体系.在对城市化综合水平与生态环境综合质量进行测度的基础上,运用层次分析法计算了城市化与生态环境协调度.结果显示:1997年以来,阿克苏市城市化综合水平逐步提高,而生态环境综合质量呈现出波动性的变化特征,即1...

Deserts and Aeolian Desertification in China: Book review and some thoughts

Desertification is a global phenomenon that affects about two billion people. It occurs in arid zones where the annual precipitation is below 400 mm, partic- ularly in the marginal areas of the world＇s largest deserts. It is a result of water and wind erosion, over- grazing, global warm-ing, improper soil cultivation, and increased pressure ot population growth, and it causes degradation of soil and natural and agricultural vegetation. The direct result is less food for people and livestock, which influences pop- ulation and animal husbandry fluctuations. Despite ef- forts to combat and reduce desertification, the affected areas are annually increasing.
