Are violent conflict and socio-political stability associated with changes in climatological variables? We examine 50 rigorous quantitative studies on this question and find consistent support for a causal association between climatological changes and various conflict outcomes, at spatial scales ranging from individual buildings to the entire globe and at temporal scales ranging from an anomalous hour to an anomalous millennium. Multiple mechanisms that could explain this association have been proposed and are sometimes supported by findings, but the literature is currently unable to decisively exclude any proposed pathway. Several mechanisms likely contribute to the outcomes that we observe.  相似文献

In this essay we discuss the development of and estimation of uncertainties in the global surface temperature record. We briefly discuss the similarities in and differences between the records from the institutions that produce such series. We then consider the numerous issues that must be addressed to enable accurate estimates to be derived. We consider these in their order of importance with respect to the record: biases in the sea surface temperature data, exposure of land-based thermometers before about 1900, urbanization effects in some series, and, finally, the homogeneity of individual land-based records.  相似文献

Why have carbon markets been rapidly adopted as policy solutions to climate change in the last decade? Perhaps surprisingly, this question has attracted virtually no attention in the large literature on such markets. The standard arguments given for why carbon markets are good ways to respond to climate change do not explain why such markets have flourished as governance mechanisms in relation to climate. Carbon markets have spread and become taken-for-granted because of the potential they give to certain powerful actors (financiers, specifically) to create new cycles of investment, profits and growth. As a consequence, they make possible a political coalition combining financiers with environmentalists. This coalition has considerable potential to legitimize substantial cuts in carbon emissions in the face of continued opposition from other interests. It is the combination of these two elements – the promotion of specific growth sectors and the construction of a political coalition – that constitutes the principal political virtue of carbon markets. In order to demonstrate this claim, the history of emissions trading is traced and the implication of this analysis is explored for the further building of climate governance centred on carbon markets.  相似文献

Passenger vehicles and power plants are major sources of GHG emissions. While economic analyses generally indicate that a broader market-based approach to GHG reduction would be less costly and more effective, regulatory approaches have found greater political success. We evaluate a global regulatory regime that replaces coal with natural gas in the electricity sector and imposes technically achievable improvements in the efficiency of personal transport vehicles. Its performance and cost are compared with other scenarios of future policy development including a no-policy world, achievements under the Copenhagen Accord, and a price-based policy to reduce global emissions by 50% by 2050. The assumed regulations applied globally achieve a global emissions reduction larger than projected for the Copenhagen agreements, but they do not prevent global GHG emissions from continuing to grow. The reduction in emissions is achieved at a high cost compared to a price-based policy. Diagnosis of the reasons for the limited yet high-cost performance reveals influences including the partial coverage of emitting sectors, small or no influence on the demand for emissions-intensive products, leakage when a reduction in fossil use in the covered sectors lowers the price to others, and the partial coverage of GHGs. If these regulatory measures are in part correcting other barriers or behavioural limitations consumers face, the benefits of overcoming these could offset at least some of the costs we estimate. The extent of any efficiency gap – the difference between engineering estimates of best practice and what actually happens – is highly contested, and offers an important avenue for future research.

Policy relevance

While analysts concerned with national cost of GHG control have long advocated a GHG pricing policy, by a cap-and-trade system or a tax, covering all emissions sources and gases, governments more often pursue sectoral policies and technology standards. Given these political realities, the regulations represent a more politically practical approach to GHG reductions, focusing on solutions that are within reach and that do not depend on technological breakthroughs. If regulations are imposed as a way to get started on larger emissions reductions, and then combined with a broader GHG pricing policy pursuing a deep global cut in emissions, its requirements will eventually be overtaken by the pricing policy. The remaining higher costs of the regulatory targets become diluted so that in later years the difference in average cost per ton between a least-cost approach and one preceded by a period of regulatory action becomes very small.  相似文献

Carbon pricing, including carbon taxes and emissions trading, has been adopted by different kinds of polities worldwide. Yet, beyond the increasing adoption over time, little is known about what polities – countries as well as sub- and supranational entities – adopt carbon pricing and why. This paper explores patterns of adoption (both implemented policies and those scheduled to be) through cluster analysis, with the purpose of investigating factors that could explain polities’ decisions to adopt carbon pricing. The study contributes empirically by studying carbon taxes and emissions trading together and by ordering the polities adopting carbon pricing into clusters. It also contributes theoretically, by exploring constellations of variables that drive the adoption of carbon pricing within individual clusters. We investigated 66 adopted policies of carbon pricing, which were divided into five clusters: early adopters, North-American subnational entities, Chinese pilot provinces, second-wave developed polities, and second-wave developing polities. The analysis indicates that the reasons for adopting carbon pricing have shifted over time. While international factors (climate commitments or influences from polities within the same region) are increasingly salient, domestic factors (including crises and income levels) were more important for the early adopters.

Systematic evidence relating to the performance of carbon pricing – carbon taxes and greenhouse gas (GHG) emissions trading systems (ETSs) – is sparse. In 2015, 17 ETSs were operational in 55 jurisdictions while 18 jurisdictions collected a carbon tax. The papers in this special thematic section review the performance of many of these instruments over the 2005–2015 period. The performance of existing carbon taxes and GHG ETSs can help policy makers make informed choices about whether to introduce these instruments and to improve their design. The purpose of carbon pricing instruments is to reduce GHG emissions cost effectively. Assessing their performance is difficult because emissions are also affected by other policies and exogenous factors such as economic conditions. Carbon taxes in Europe prior to 2008 and in British Columbia reduced emissions from business-as-usual but actual emissions continued to rise. Since 2008 emissions subject to European carbon taxes have declined, but in most countries, other mitigation policies have probably contributed more to the reductions than the carbon taxes. Emissions subject to ETSs, with the exception of four systems without emissions caps, have declined. The ETSs contributed to the emissions reductions, but their share of the overall reduction is not known. Most tax rates are low relative to levels thought to be needed to achieve climate change objectives. Few jurisdictions regularly adjust their tax rates. All ETSs have accumulated surplus allowances and implemented measures to reduce these surpluses. The largest ETSs now specify annual reductions in their emissions cap several years into the future. Emissions trading system allowance prices are generally lower than the tax rates.

A photochemical scheme which includes a detailed treatment of multiple scattering up to solar zenith angles of 96° (developed for use in a GCM) has been used to study partitioning within chemical families. Attention is drawn to the different zenith angle dependence of diffuse radiation for the two spectral regions <310 nm and >310 nm. The effect that this has on the so-called 40 km ozone problem is discussed. The importance of correctly including multiple scattering for polar ozone studies is emphasised.  相似文献

Specifically, these criteria are discussed for tropical cyclones (TC) and polar lows (PL) by using bulk formulas for fluxes of momentum, sensible heating, and latent heating between the ocean and the atmosphere. The velocity scale is used in two forms: (1) as expressed through the buoyancy flux b and the Coriolis parameter lc for rotating fluids convection, and (2) as expressed with the cube of velocity times the drag coefficient through the formula for total kinetic energy dissipation in the atmospheric boundary layer. In the quasistationary case the dissipation equals the generation of the energy. In both cases the velocity scale can be expressed through temperature and humidity differences between the ocean and the atmosphere in terms of the reduced gravity, and both forms produce quite comparable velocity scales. Using parameters b and lc, we can form scales of the area and, by adding the mass of a unit air column, a scale of the total kinetic energy as well. These scales nicely explain the much smaller size of a PL, as compared to a TC, and the total kinetic energy of a TC is of the order 1018-1019 J. It will be shown that wind of 33 m s-1 is produced when the total enthalpy fluxes between the ocean and the atmosphere are about 700 W m-2 for a TC and 1700 W m-2 for a PL, in association with the much larger role of the latent heat in the first case and the stricter geostrophic constraints and larger static stability in the second case. This replaces the mystical role of 26oC as a criterion for TC origin. The buoyancy flux, a product of the reduced gravity and the wind speed, together with the atmospheric static stability, determines the rate of the penetrating convection. It is known from the observations that the formation time for a PL reaching an altitude of 5--6 km can be only a few hours, and a day, or even half a day, for a TC reaching 15--18 km. These two facts allow us to construct curves on the plane of Ts and ΔT=Ts-Ta to determine possibilities for forming an intense vortex. Here, Ta is the atmospheric temperature at the height z=10 m. A PL should have ΔT>20oC in accordance with the observations and numerical simulations. The conditions for a TC are not so straightforward but our diagram shows that the temperature difference of a few degrees, or possibly even a fraction of a degree, might be sufficient for TC development for a range of static stabilities and development times.  相似文献

Large parts of East and South Asia were affected by heavy precipitation and flooding during early summer 2020. This study provides both a statistical and dynamical characterization of rains and floods affecting the Yangtze River Basin (YRB). By aggregating daily and monthly precipitation over river basins across Asia, it is shown that the YRB is one of the areas that was particularly affected. June and July 2020 rainfall was higher than in the previous 20 years, and the YRB experienced anomalously high rainfall across most of its sub-basins. YRB discharge also attained levels not seen since 1998/1999. An automated method detecting the daily position of the East Asian Summer Monsoon Front (EASMF) is applied to show that the anomalously high YRB precipitation was associated with a halted northward progression of the EASMF and prolonged mei-yu conditions over the YRB lasting more than one month. Two 5-day heavy-precipitation episodes (12?16 June and 4?8 July 2020) are selected from this period for dynamical characterization, including Lagrangian trajectory analysis. Particular attention is devoted to the dynamics of the airstreams converging at the EASMF. Both episodes display heavy precipitation and convergence of monsoonal and subtropical air masses. However, clear differences are identified in the upper-level flow pattern, substantially affecting the balance of airmass advection towards the EASMF. This study contextualizes heavy precipitation in Asia in summer 2020 and showcases several analysis tools developed by the authors for the study of such events.  相似文献

Summary Interannual modes are described in terms of three-month running mean anomaly winds (u,v), outgoing longwave radiation (OLR), and sea surface temperature (T * ). Normal atmospheric monsoon circulations are defined by long-term average winds (u n,v n) computed every month from January to December. Daily winds are grouped into three frequency bands, i.e., 30–60 day filtered winds (u L,v L); 7–20 day filtered winds (u M,v M); and 2–6 day filtered winds (u S,v S). Three-month running mean anomaly kinetic energy (signified asK L , K M , andK S , respectively) is then introduced as a measure of interannual variation of equatorial disturbance activity. Interestingly, all of theseK L , K M , andK S perturbations propagate slowly eastward with same phase speed (0.3 ms–1) as ENSO modes. Associated with this eastward propagation is a positive (negative) correlation between interannual disturbance activity (K L , K M , K S ) and interannualu (OLR) modes. Namely, (K L , K M , K S ) becomes more pronounced than usual nearly simultaneously with the arrival of westerlyu and negativeOLR (above normal convection) perturbutions. In these disturbed areas with (K L , K M , K S >0), upper ocean mixing tends to increase, resulting in decreased sea surface temperature, i.e.T * 0. Thus, groups (not individual) of equatorial disturbances appear to play an important role in determiningT * variations on interannual time scales. HighestT * occurs about 3 months prior to the lowestOLR (convection) due primarily to radiational effects. This favors the eastward propagation of ENSO modes. The interannualT * variations are also controlled by the prevailing monsoonal zonal windsu n, as well as the zonal advection of sea surface temperature on interannual time scales. Over the central Pacific, all of the above mentioned physical processes contribute to the intensification of eastward propagating ENSO modes. Over the Indian Ocean, on the other hand, some of the physical processes become insignificant, or even compensated for by other processes. This study provides an overview of the drought situation in Northeast Brazil for the past, present, and future. Droughts affect more people than any other natural hazard owing to their large scale and long-lasting nature. They are recurrent in the region and while some measures have been taken by the governments to mitigate their impacts, there is still a perception that residents, mainly in rural areas, are not yet adapted to these hazards. The drought affecting the Northeast from 2012 to 2015, however, has had an intensity and impact not seen in several decades and has already destroyed large swaths of cropland, affecting hundreds of cities and towns across the region, and leaving ranchers struggling to feed and water cattle. Future climate projections for the area show large temperature increases and rainfall reductions, which, together with a tendency for longer periods with consecutive dry days, suggest the occurrence of more frequent/intense dry spells and droughts and a tendency toward aridification in the region. All these conditions lead to an increase in evaporation from reservoirs and lakes, affecting irrigation and agriculture as well as key water uses including hydropower and industry, and thus, the welfare of the residents. Integrating drought monitoring and seasonal forecasting provides efficient means of assessing impacts of climate variability and change, identifying vulnerabilities, and allowing for better adaptation measures not only for medium- and long-term climate change but also for extremes of the interannual climate variability, particularly droughts.

The physical science linking human-induced increases in greenhouse gasses to the warming of the global climate system is well established, but the implications of this warming for ecosystem processes and services at regional scales is still poorly understood. Thus, the objectives of this work were to: (1) describe rates of change in temperature averages and extremes for western Montana, a region containing sensitive resources and ecosystems, (2) investigate associations between Montana temperature change to hemispheric and global temperature change, (3) provide climate analysis tools for land and resource managers responsible for researching and maintaining renewable resources, habitat, and threatened/endangered species and (4) integrate our findings into a more general assessment of climate impacts on ecosystem processes and services over the past century. Over 100 years of daily and monthly temperature data collected in western Montana, USA are analyzed for long-term changes in seasonal averages and daily extremes. In particular, variability and trends in temperature above or below ecologically and socially meaningful thresholds within this region (e.g., ?17.8°C (0°F), 0°C (32°F), and 32.2°C (90°F)) are assessed. The daily temperature time series reveal extremely cold days (≤??17.8°C) terminate on average 20 days earlier and decline in number, whereas extremely hot days (≥32°C) show a three-fold increase in number and a 24-day increase in seasonal window during which they occur. Results show that regionally important thresholds have been exceeded, the most recent of which include the timing and number of the 0°C freeze/thaw temperatures during spring and fall. Finally, we close with a discussion on the implications for Montana’s ecosystems. Special attention is given to critical processes that respond non-linearly as temperatures exceed critical thresholds, and have positive feedbacks that amplify the changes.  相似文献

In the aspect of city-scale simulation research, the effect of the topography around the outskirts of Beijing on the urban wind field and the effect of buildings on the urban atmospheric circulation are studied. Empirical equations relating runoff,maximum river stageand peak flow to rainfall were developed for the Tao riverdrainage basin at Li Jia Cun.A basin recession curve wasderived and a frequency analysis of extreme flood events wasconducted.Results showed that storm runoff was highlycorrelated with rainfall.However,maximum river stage andpeak flow were not as well correlated with rainfall.It wasfound necessary to separate rainfall into stratiform andconvective types.The magnitudes of the once-in-50 year,once-in-100 year and once-in-200 year events,calculated by thelog Pearson type Ⅲ distribution were closely equal to thoseestimated from a log-probability graph.Recommendations forimproving the predictive ability of the empirical equations arepresented.  相似文献
