Gramsci Lives!     
Antonio Gramsci’s writings provide a valuable conceptual and political sensibility for critical approaches to nature. In this editorial introduction to a theme issue on Gramscian Political Ecologies we establish the broad contours to such an approach, stressing Gramsci’s integral marxism and commitment to a transformative politics relevant to the contemporary moment. Subsequently, we provide an introduction to existing political ecological research inspired by Gramsci’s wide-ranging writings. In order to stimulate future research, we question Gramsci’s reflections on ’nature’ in order to examine the embyonic possibilities and limitations therein. Gramsci, we suggest, provides stimulating commentary on the differentiated unity of nature and society: in part, this anticipates recent arguments on this subject. Similarly, we reflect on how Gramsci’s conceptualization of hegemony relates to core issues within political ecology. Given the centrality of ’environmental issues’ in the contemporary moment, it is necessary to consider how social groups enrol natures and environments (both material and symbolic) in their struggles for hegemony. We conclude the editorial by introducing the articles included in the theme issue.  相似文献

Our understanding of the role of institutions and property-rights regimes in natural resource management has matured through the work of new institutional economists and common-property theorists. Even so, this literature has yet to establish clear connections between successful resource management, and a given property regime’s spatio-temporal fit. Examining people-forest interaction within a state-managed forest regime in India’s Western Ghats, this paper argues that regime efficacy in satisfying user needs, hinges on appropriately reflecting particular sociospatial contexts and incorporating temporal flexibility into its normative structure. To these ends, this study analyzes institutional structure regulating forest use and management, and examines data collected through extensive fieldwork, in-depth interviews and informal conversations with local villagers and foresters. The results suggest that user responses to access conditions, and their rationales for engaging in particular extraction practices, vary based on caste/class-based perceptions of regime legitimacy, distributional equity, and historical proprietorship rights. Furthermore, the analysis questions the viability of locally managed regimes under such heterogeneous social settings. Rather, this research recognizes the state’s vital role in mediating resource access. It suggests that regime efficacy can be fostered through state-civil society partnerships, widely distributed stakeholder-ship and firmly embedded regimes that adapt to changing sociospatial contexts through modifications to conditions of use and access. Based on the analysis, this paper explores an initial set of sociospatial and temporal parameters that promote institutional efficacy in management, and thus lays the groundwork for future studies in institutional and political ecology.  相似文献

This paper employs GIS (geographic information systems) technology to visually display the locations of massacres associated with Guatemala’s civil war. While there have been other, more general maps published depicting the spatial dimensions of violence in Guatemala, few other maps depict this information at the department level, nor have they included information on indigenous populations and physical geography.These maps are part of the emerging field of human rights GIS. For example, over the past two decades, maps have become tools of empowerment in Central America and elsewhere, maps usually made with GIS technology. Indigenous groups in many countries in particular have embraced GIS technology and have begun to use maps as tools in their fight for land and marine resources, as well as greater political autonomy. In the case of massacres in Guatemala, displaying exactly where violent acts took place is one way to educate the Guatemalan public regarding the terrible violence of the recent past. Knowing the name of a specific town where a massacre took place is more concrete, potentially leading to perception of place and people, rather than simply being aware of violence in the countryside.  相似文献

This paper reflects on the resurgence and meaning of the adaptation concept in the current climate change literature. We explore the extent to which the early political economic critique of the adaptation concept has influenced how it is used in this literature. That is, has the current conceptualization been enriched by the political economic critique of the 1970s and 1980s and thus represent something new? Or is the concept used in a way today that echoes previous debates; that is, is this a déjà vu experience? To answer this question, we review the early political economic critique of the natural hazards school’s interpretations of vulnerability and adaptation. We then examine the revival of the adaptation concept in the climate change literature and discuss its main interpretations. For the purposes of this paper, the climate change literature encompasses the four IPCC reports and adaptation-focused articles in four scholarly journals: Global Environmental Change, Climatic Change, Climate and Development, and Mitigation and Adaptation Strategies for Global Change. Our content analysis shows the dominance (70%) of “adjustment adaptation” approaches, which view climate impacts as the main source of vulnerability. A much smaller percentage (3%) of articles focus on the social roots of vulnerability and the necessity for political–economic change to achieve “transformative adaptation.” A larger share (27%) locates risk in both society and the biophysical hazard. It promotes “reformist adaptation,” typically through “development,” to reduce vulnerability within the prevailing system. We conclude with a discussion of continuity and change in the conceptualization of adaptation, and point to new research directions.  相似文献

We explore the construction of community meaning on an emerging amenity landscape in the western United States through in-depth interviews and ethnographic fieldwork with residents of rural Fremont County, Colorado. The meanings ascribed to community center on different interpretations of home, social interaction, and personal identity. Although in some cases these differences correspond to the conventional division between new and long-term residents, the more significant finding was a discourse of “co-opetition” that captures a broader countywide understanding of community as simultaneous cooperation and competition among local stakeholders. Ultimately, this conceptualization of rural community is a way of negotiating the form and function of the amenity landscape. The production of meaningful social interaction points to opportunities for engaging residents in land management as they interact with one another and the landscape.  相似文献

Environmental politics, argues French philosopher Bruno Latour, have been a ‘disappointment’. Rather than trying to bring environmental concerns into a political world split into two - between Nature/Science and politics/society - Latour argues that environmental movements ought to focus on destroying this two-house collective, and develop ‘an understanding of ecological crises that no longer uses nature to account for the tasks to be accomplished’. In this paper I put my research on the politics and science of the Great Bear Rainforest (GBR), a large tract of temperate rainforest on the central and north coast of British Columbia, into direct conversation with Latour’s arguments about science, epistemology and environmental politics. The GBR was a site of intense political struggle focused predominantly on the scale and scope of industrial forestry, a struggle which ‘ended’ in 2006 with what some call a historic compromise between some high-profile environmental groups, First Nations, the Provincial government, and the forest industry. This paper focuses on two interlinked questions: do the environmental organizations at the centre of the struggle demonstrate the maladies identified by Latour; are they too preoccupied with representing Nature through Science? And second, do these maladies help us explain or understand the politics over the GBR? Were the politics of the GBR limited by environmentalist invocations of a singular Nature through Science, what Latour calls ‘Naturpolitik’? The encounter between theory and practice leads to a more cautious and critical assessment of the environmental politics in the GBR, but also tempers Latour’s arguments. Environmentalists in the GBR do exhibit Latour’s maladies, but in tracing the Politics of Nature there, it seems that Naturpolitik is not as powerful as Latour argues.  相似文献

Fairtrade was founded to alleviate poverty and economic injustice through a market-based form of solidarity exchange. Yet with the increasing participation of transnational food corporations in Fairtrade sourcing, new questions are emerging on the extent to which the model offers an alternative to the inimical tendencies of neoliberalism. Drawing on a qualitative research project of Kenyan Fairtrade tea, this paper examines how the process of corporate mainstreaming influences the structure and outcomes of Fairtrade, and specifically the challenges it poses for the realization of Fairtrade’s development aspirations. It argues firstly that whilst tea producers have experienced tangible benefits from Fairtrade’s social premium, these development ‘gifts’ have been conferred through processes marked less by collaboration and consent than by patronage and exclusion. These contradictions are often glossed by the symbolic force of Fairtrade’s key tenets - empowerment, participation, and justice - which simultaneously serve to neutralize critique and mystify the functions that Fairtrade performs for the political economy of development and neoliberalism. Second, building on recent critiques of corporate social responsibility, the paper explores how certain neoliberal rationalities are emboldened through Fairtrade, as a process of mainstreaming installs new metrics of governance (standards, certification, participation) that are at once moral and technocratic, voluntary and coercive, and inclusionary and marginalizing. The paper concludes that these technologies have divested exchange of mutuality, as the totemic features of neoliberal regulation - standards, procedures and protocols - increasingly render north south partnerships ever more virtual and depoliticized.  相似文献

Latin American development is being rapidly transformed, with popularly elected governments embarking on reversals of neoliberalism informed by autochthonous notions of human wellbeing. Through a detailed examination of the origins and application of one development model, this article examines the constraints on and limits to postneoliberal development in terms of state-civil society relations and as a form of postcolonial governmentality. Interpreting Ecuadorian sumak kawsay (living well in English) in relation to embedded political cultures, specific opportunity structures, and the dynamic between contentious and electoral politics highlights the extent of room for manoeuvre in rethinking development. As a form of governmentality and pastoral power, Ecuadorian ‘postneoliberalism’ incorporates a constitutional commitment to social rights, collective citizens and the rights of nature. The paper also reveals the difficulty of making a definitive break from neoliberalism, which remains pervasive in practice, conceptualisations and state formations. Moreover, although various forms of anti-colonial ‘border thinking’ were proposed by social movement’s contentious politics, the paper argues that sumak kawsay works to sustain postcolonial conditions of development.  相似文献

The idea of climate has both statistical and social foundations. Both of these dimensions of climate change over time: climate, as defined by meteorological statistics, changes for both natural and anthropogenic reasons; and our expectations of future climate also change, as cultures, societies and knowledge evolves. This paper explores the interactions between these different expressions of climate change by focusing on the idea of ‘normal’ climates defined by statistics. We show how this idea came into being in meteorological circles and then review how this idea of climatic normality gets entangled with cultural and psychological processes. Using data from historical and predicted climates in the UK, we illustrate the significance of choosing different baseline ‘normals’ for retrospective and prospective interpretations of climate change. Since the choice of these statistical ‘normals’ reflects cultural, political and psychological preferences and practices as much as scientific ones, we argue that expectations of the climatic future are influenced by social as well as statistical norms. Seeing climate as co-constructed between the psycho-cultural constraints of society and the physical constraints of the material world offers a different way of thinking about the instabilities of climate and the ways we adapt to them.  相似文献

This paper explores the relation between processes of security and futurity in the context of efforts to govern the complexity and contingency of events of terror. It argues that processes of securing function by generating a dangerous or promissory supplement to the present that thereafter propels the extension of forms of security. The paper develops this argument through an example of how an event of terror was anticipated: a RAND exercise into the aftermath of a ‘ground burst’ nuclear explosion in Long Beach, California on March 14th 2005. It argues that exercises (in)secure through three quasi-causal operations, each of which render events of terror actionable and result in specific relations between the present and future. First, ‘hypothetically possible’ generic events are named. The future takes place as a threatening horizon. Second, the defined phases of an event’s happening are staged (an advent, its multiplication into a crisis in the context of a milieu, and a response/recovery phase). The here and now is suspended between an ‘as if’ future and the present. Third, the consequences of the event are played. The future is both an intensified ‘practical’ presence embodied by exercise participants and an outside that exceeds attempts to definitively know it. The conclusion summarises the implications of the paper for work on futurity, security and the event.  相似文献

Political ecology (PE) is experiencing a renaissance and embrace similar to that of Geography itself. Just as there is a rediscovery of the importance of place and thus Geography, Geographers and others are discovering that this critical approach to the human-environment dialectic provides unique theoretical, methodological, and practical insights for unravelling the complexities of this contentious nexus. The host of new volumes that introduce students and the larger academic community to PE each emphasize different theoretical and thematic confluences. This volume is organized around the life-long work and intellectual history of a leading political ecologist, Piers Blaikie, and as such it is both a tribute to that work, and an alternative means to discover what PE is today. Piers Blaikie’s life-work also encompasses research and writing on natural disasters and risk, development policy and practice, international environmental policy, conservation and biodiversity, AIDS in Africa, livelihoods, and books on India and Nepal. By assessing Blaikie’s long and productive career, from pioneering foundational texts, through transdisciplinary exchanges in the fields of Geography, Development Studies, and policy, to constructive and critical engagement with the post-modern turn, and questions of epistemology and methodology, the contributions to this themed issue provide a diverse yet coherent set of insights. The three sessions of the Association of American Geographers (AAG) Conference in Denver in 2005 and group of articles that emerged from them to form this collection serve to clarify the major convergences and dissonances in the field and its ongoing vitality. In Piers Blaikie’s case, as a central actor in both the theory and practice of PE, a collection based upon a critical overview of his contributions to PE provides a new window into seeing and understanding the past, present, and future of the field.  相似文献

The capital is the centre of the established order but it always had to accept a relatively uncontrollable world of individuals redefining urban space in their own way or pioneering new means of support. As their existence is both a political nuisance and a foreshadowing of institutional changes (sometimes revolutionary) of nation-wide importance, I call such ways of life political frontiers. One may wonder what will become of political frontiers in the information society (or postmodern society) that, apart from borderless, has been described as society without a centre as well. Actually information society is the prototype of a frontier society with self-responsible groups and individuals. However, capitals – even stripped of their governmental functions – may offer a symbolical environment (a condensation of space and time) that precisely satisfies the wants of those who wish to politicise a way of life. Niches for pioneering behaviour may get dispersed over a wider territory but new types of political activity will gravitate to the capital even if the capital's official political status has dwindled.  相似文献

This article presents a case study of the World Bank’s relationship with South Africa to argue that the Bank uses its knowledge brokering role as a device to facilitate the development of a lending relationship with countries that may initially be reluctant to enter into this kind of engagement. This article reviews the World Bank’s 10-year effort to develop a lending relationship with South Africa. The Bank inserted itself into the country in the early 1990s at the outset of its democratic transformation. Throughout the decade, South Africa acceded to the Bank’s policy interventions through technical assistance rather than through a concerted lending programme. In doing so, South Africa internalized the Bank’s market-driven political economy framework underlying its technical assistance programme. The country’s application of the Bank’s knowledge has had questionable outcomes for its development agenda. While the Bank’s ‘expert’ interventions may have offered valuable technical insights, it neglected the politics of distribution that are embedded in a more localized knowledge formation process. The result has led to the instrumentalization of local governance and undermined the engagement of civil society actors in the construction of a democratic state at the local level.  相似文献

The US Department of Agriculture Forest Service and the Wisconsin Department of Natural Resources coordinate the distribution of urban forestry grants to nonprofits and citizen groups. These granting agencies increased state funding during a period of neoliberal, fiscal austerity in order to channel ecosystem services provided by urban forests. Increased funding is an instance of rollout neoliberalism whereby the fiscally austere state builds market capacity to harness these services as part of an ecologically modernist agenda. A Gramscian perspective and data gathered from 20 in-depth interviews with foresters are used in this paper to theorize how rollout policy is deployed through urban forestry to extend market hegemony to new geographies. This is anything but a smooth process because the public’s perception of urban trees is highly varied. State bureaucracies must build civil sector capacity to educate people about the ecosystem services trees provide as market commodities. In doing so the state’s market-oriented regulatory legitimacy is consolidated through the apparently benign act of promoting urban forestry. This dialectical process limits participation in urban forestry because markets are inherently selective. Yet it potentially gives rise to an alternative political ecology of praxis beyond market ideology when grant recipients participate in the production of urban ecology and recognize their relationship with nature.  相似文献

Voluntary associations are at the heart of Swedish rural policy and strategies for governance as partners in bringing about ‘development from below.’ Examining the implications of this new responsibility being placed on the civil society in new modes of multilevel governance, I ask: do these changes presage greater political space for individuals vis à vis the state or is Swedish rural policy premised on ideas about an institutional context that might be disappearing? In comparative research in rural Sweden, I discuss state and civil-society relations at the macro level in light of the gendered micro-politics of associational life on the ground. Through ethnographic research with people involved in development work of different kinds, I examine how ideas about community associations are used to mobilize rural policy. I analyze its’ political implications and argue for the importance of analyzing macro in relation to the micropolitics on the ground for a better theoretical understanding of democracy and power in rural governance, in particular its gendered implications. I argue that past collaborative relations between the civil society and the state’s administrative apparatuses as well as the current focus of rural policy have enabled the state to hand over service functions to the civil society and diluted their ‘voice,’ incongrously endangering the institutional basis of rural policy itself. Further, attention to the gendered micropolitics of associational life makes apparent cleavages within civil society and its underlying relations of gender and power that challenge current conceptualizations on the neoliberalization of rural policy.  相似文献

This paper considers the ways in which Iraq’s territorial integrity has been invoked by the international community, how it was violated by the US-led coalition between 2003 and 2007, and how these acts have called into question the future viability of the Iraqi state. The paper contends that Iraq provides an instructive illustration of how the international legal term of territorial integrity is being pulled apart; where the spatial extent of the state must be preserved at all costs, yet the sovereignty of the state is rendered entirely contingent. Using interviews with key actors within the British context and documentary analysis, this paper examines the political situation in Iraq and the content of the new Iraqi constitution, the rise of factionalism within Iraq, and the report of the Iraq Study Group. In doing so it considers the impact of key decisions concerning Iraq’s sovereignty upon the future viability of the state.  相似文献

This work analyzes how acceptable risk levels are determined in political decisions and related policies in the field of civil protection, i.e., regarding disaster risks and their reduction at the national and supranational level. We examined why establishing the acceptable level of risk is a political decision, and why this decision is not an easy task. Some behavioral elements which can de facto impede such a decision were recognized. Among these, the anomalies inherent in intertemporal choices, availability heuristic and mental accounting play a primary role, because they interfere with preferences for selfish versus others’ interests and with the evaluation of individual versus community gains and losses. Due to these processes, the political decision-maker, unless she is a statesperson, will easily prefer not to decide. Political decision-making, however, could be induced by a change of mind in the voters’ community. This reorientation of the society’s values and interests can be stimulated taking advance from research on social norms, which underlines the role played by some people that drive innovation in a community, e.g., the trendsetters. The scientific, technical and professional communities have the knowledge needed, are aware of the work to be done on the disaster risk reduction and can establish a direct relationship with single trendsetters and statespersons to promote decision-making on disaster risk reduction. Within this relationship, they can build trust, give advice and participate in in-depth discussions. In this interaction and collaboration, behavioral sciences can provide a valuable support for a better reciprocal understanding.  相似文献

While most contributions to this collection focus centrally on political ecology (PE), this paper approaches the work of Piers Blaikie through a somewhat different lens, situating his political ecological contributions within the broader context of his engagement with related themes in development studies. I trace and discuss his work in approximately chronological terms, from the spatial organization of North Indian villages through the political economy of agrarian change and of peripheral capitalist (under-)development in Nepal to political ecology, pathbreaking work on the HIV/AIDS pandemic in Uganda, more general disaster vulnerability and recoverabililty, and a survey of post-structural challenges in development theory. Not only does this approach provide a distinctive view of Blaikie’s evolving concerns over the course of his career and thematic connections between them, but it also reflects my personal experience of his work and its influence. This foundation then enables an exploration of several issues about current directions in, and possible future extensions of, PE which should help to ensure that PE does not, as some critics claim, have only limited remaining shelf-life.  相似文献

This paper deals with second-generation, one-and-a-half generation and “prolonged sojourner” Trinidadian transnational migrants, who have decided to ‘return’ to the birthplace of their parents. Based on 40 in-depth interviews, the paper considers both the positive and critical things that these youthful transnational migrants report about returning to, and living in, this multi-ethnic plural society and the salience of racial and colour-class stratification as part of their return migration experiences. Our qualitative analysis is based on the narratives provided by these youthful returnees, as relayed “in their own words”, presenting critical reflections on racism, racial identities and experiences as transnational Trinidadians. It is clear that it is contexts such as contemporary working environments, family and community that act as the reference points for the adaptation “back home” of this strongly middle-class cohort. We accordingly encounter a diverse, sometimes contesting set of racial issues that emerge as salient concerns for these returnees. The consensus is that matters racial remain as formidable legacies in the hierarchical stratification of Trinidadian society for a sizeable number. Many of our respondents reported the positive aspects of racial affirmation on return. But for another sub-set, the fact that multi-ethnic and multi-cultural mixing are proudly embraced in Trinidad meant that it was felt that return experiences were not overly hindered, or blighted by obstacles of race and colour-class. For these returnees, Trinidad and Tobago is seen as representing a 21st century “Melting Pot”. But for others the continued existence of racial divisions within society - between ethnic groups and among those of different skin shades - was lamented. In the views of these respondents, too much racial power is still ascribed to ‘near-whiteness’. But for the most part, the returnees felt that where race played a part in their new lives, this generally served to advantage them. However, although the situation in Trinidad appears to have been moderated by assumptions that it remains a racial ‘Melting Pot’, the analysis strongly suggests that the colour-class system of stratification is still playing an essential role, along with racial stereotyping in society at large.  相似文献

In spite of a ‘digital divide’, Aboriginal groups in Australia, as internationally, are increasingly using information and communication technologies (ICTs) to maintain their cultures, communicate, archive knowledge, empower their communities, develop skills and generate income. Each community uses the technologies differently in accordance with their particular needs and the opportunities available. The use of ICTs in Aboriginal youth empowerment is illustrated through a case study of an initiative undertaken by the Walkatjurra Cultural Centre in Leonora, remote Western Australia. A participatory process was used to engage the Centre’s young people and they were given individual assistance to develop their ICT related capacity. The community conceives this youth empowerment to be part of a broader youth participation process that will contribute to the Centre’s overall objectives.  相似文献
