There has been a gradual evolution in fisheries management over the past decades from a focus on sustainability of a single species or stock and resources to a focus on marine ecosystems. Among the issues to be addressed for effective implementation of ecosystem based fisheries management (EBFM) are the appropriate governance arrangements and scale for management. The purpose of this paper is to examine these issues of governance and scale as related to EBFM in tropical developing countries through an analysis of approaches being taken in the Philippines to manage fisheries on a multi-jurisdictional level. The management of fisheries and coastal resources in a number of bays and gulfs, which represent marine ecosystems, is presented. The opportunities and constraints to ecosystem based fisheries management in the Philippines are discussed and lessons for broader application of these governance structures in tropical developing country marine ecosystems are presented.  相似文献

Ecosystem-based management (EBM) has been widely accepted as the new paradigm to manage marine ecosystems. Although various efforts have been made to define key components, guidelines, and principles, in support of its implementation, there is still a gap between theory and practice. To implement EBM, managers require a decision-making framework in which the values of constituents, objectives and performance measures are consistent and used to evaluate and choose between alternatives. Structured decision-making (SDM) is a systematic approach that can contribute to develop this framework for EBM. SDM was used for the on-going EBM process on the west coast of Vancouver Island, British Columbia, Canada. This case study provides insights into how SDM can be implemented for EBM, as well as some challenges and opportunities encountered during the process.  相似文献

Management of the Belize Barrier Reef was originally envisioned through the creation of marine protected areas. However, the influence of land-based activities was not accounted for in Marine Protected Area (MPA) programs. Therefore focus was shifted to an integrated approach via Integrated Coastal Management (ICM). The Belize ICM process has evolved into a system of coordination through the fostering of multi-sectoral linkages for integrated management of coastal resources. Marine protected areas were included in the ICM program as tools for achieving biodiversity protection and management of sensitive habitats. The ICM process has resulted in greater coordination and consultation in decision making for coastal resource issues, the MPA program however has not evolved with the trend of greater community involvement in MPA management. The greatest challenges to MPA and ICM programs in the next 10 years are: improved linkages between the two, fostering of community participation in management, broadening of the scope of ICM to watersheds and ocean governance, and sustainable financing for both programs.  相似文献

Marine spatial planning (MSP) has emerged worldwide as a tool for sustainable ocean governance. This paper reviews how sustainability and ecosystem-based management (EBM) have been included so far within the MSP general framework, by carrying out: (1) a review on the links between sustainability, EBM and MSP in EU maritime policy initiatives; (2) an analysis on the differences between ecosystem-based MSP versus MSP focused on delivering blue growth; and (3) a discussion on how adaptive management may address some of the main challenges found in achieving sustainable ocean management. From the EU Green Paper (2006) to the MSP Directive Proposal (2013), MSP processes based on the principle of EBM have been recognized as a necessary tool to ensure maritime sustainable development. Although ecosystem-based MSP has been recently presented as the best way to ensure both ecosystem conservation and development of human activities, most national and European MSP initiatives seem to follow a MSP approach focused in delivering blue growth. A challenge, therefore, arises: how to adjust policy decisions to properly preserve ecosystems and the services they provide? If truly implemented, an adaptive approach seems to be a way forward in ensuring that spatial planning, management and policy-making in marine spaces can be continuously adjusted, thus allowing for sustainability.  相似文献

This analysis documents the reasons for emerging interest in ecosystem-based fisheries management (EBFM) and relates this management model to others. It highlights the central challenges to EBFM in the tropical context and examines an ongoing project, Fisheries Improved for Sustainable Harvest (FISH), in the Philippines—likely the first EBFM project in the tropics. The Philippine legal and institutional context provides major governance challenges to EBFM, especially as management is scaled up. A monitoring framework with process and output criteria is applied to FISH to establish progress to date. Major institutional and governance challenges for EBFM will require monitoring, evaluation, and adaptation.  相似文献

If managed in isolation, coastal and marine protected areas (MPAs) are vulnerable to natural resource development and exploitation occurring outside these areas—in particular, overfishing, alteration and destruction of habitats, and water pollution. Thus, protection of coastal and marine areas—of species, habitats, landscapes, and seascapes—should be integrated into spatial development strategies for larger areas, under the umbrella of integrated coastal and ocean management (ICM). This is typically easier said than done, since the actors involved in MPA networks and in ICM programs are often different, reflecting different cultures, networks of relationships, ministries, and goals and motivations.This article reviews the ecological, social and economic linkages between MPAs and the governance of broader ocean and coastal areas; sets forth nine guiding principles for managing MPAs within an ICM context; reviews work conducted under the Convention on Biological Diversity to operationalize the linkages between ICM and MPAs; and develops strategic guidance for addressing these linkages. The article ends with a call to bring together the diverse communities involved in marine protected areas, coastal and ocean management, and watershed management to collaborate in national-level ocean and coastal planning, including in the designation of networks of marine protected areas.  相似文献

Ecosystem-based management (EBM) has recently received considerable attention. However, examples of empirical approaches to marine EBM are scarce. Therefore, empirical information on the presence of EBM elements within existing policies and the way they may provide settings and lessons for EBM implementation is timely. This study analyses stakeholders’ perceptions on the existence of EBM principles in current marine management practices and policies, and how they determine perceptions for success and satisfaction regarding coastal management within selected case studies drawn from four developing countries in the Southern Cone of South America. Patterns of response across study sites show that although EBM principles as such are not explicitly included in management/conservation plans, there are policies (mainly local), which generate conditions for more explicit inclusion of them. These are based on participatory bottom-up planning, place-based management and consensus reaching: all elements included within the theoretical literature on EBM implementation.  相似文献

The world׳s oceans are currently undergoing an unprecedented period of industrialisation, made possible by advances in technology and driven by our growing need for food, energy and resources. This is placing the oceans are under intense pressure, and the ability of existing marine governance frameworks to sustainably manage the marine environment is increasingly being called into question. Emerging industries are challenging all aspects of these frameworks, raising questions regarding ownership and rights of the sea and its resources, management of environmental impacts, and management of ocean space. This paper uses the emerging marine renewable energy (MRE) industry, particularly in the United Kingdom (UK), as a case study to introduce and explore some of the key challenges. The paper concludes that the challenges are likely to be extensive and argues for development of a comprehensive legal research agenda to advance both MRE technologies and marine governance frameworks.  相似文献

Ecosystem-based management is now widely accepted as the standard strategy for achieving sustainable delivery of marine and estuarine ecosystem services. The ubiquity and rate of change in marine ecosystems necessitate incorporating visions of future ecosystem states into ecosystem management strategies. Creating visions of the future enables policy makers to set realistic objectives and targets, and to explore the consequences of potential management decisions on ecosystems under multiple potential scenarios of change. Several classes of futures are used in marine ecosystem management program, and three are highlighted here: visioning, predictive models, and scenario analysis. Each approach is briefly described, and their use in current marine ecosystem management programs in North America is reviewed. In particular, the importance of using scenario analysis to identify and incorporate the influence of exogenous drivers into management strategies is highlighted. Then, some of the perils and promises associated with each approach are described, and a way forward is proposed that incorporates multiple types of future envisioning approaches into management programs. Key contributions of future analyses include highlighting connections and trade-offs among ecosystem components, setting realistic targets, and incorporating exogenous drivers, and their uncertainties, into ecosystem management programs.  相似文献

The challenges of managing marine ecosystems for multiple users, while well recognised, has not led to clear strategies, principles or practice. The paper uses novel workshop based thought-experiments to address these concerns. These took the form of trans-disciplinary Non-Sectarian Scenario Experiments (NSSE), involving participants who agreed to put aside their disciplinary interests and commercial and institutional obligations. The NSSE form of co-production of knowledge is a distinctive addition to the participatory and scenario literatures in marine resource management (MRM). Set in the context of resource use conflicts in New Zealand, the workshops assembled diverse participants in the marine economy to co-develop and co-explore the making of socio-ecological knowledge and identify capability required for a new generation of multi-use oriented resource management. The thought-experiments assumed that non-sectarian navigation of scenarios will resource a step-change in marine management by facilitating new connections, relationships, and understandings of potential marine futures. Two questions guided workshop interactions: what science needs spring from pursuing imaginable possibilities and directions in a field of scenarios, and what kinds of institutions would aid the generation of science knowledge, and it application to policy and management solutions. The effectiveness of the thought- experiments helped identify ways of dealing with core problems in multi-use marine management, such as the urgent need to cope with ecological and socio-economic surprise, and define and address cumulative impacts. Discussion focuses on how the workshops offered fresh perspectives and insights into a number of challenges. These challenges include building relations of trust and collective organisation, showing the importance of values-means-ends pathways, developing facilitative legislation to enable initiatives, and the utility of the NSSEs in informing new governance and management directions in multi-use marine environments.  相似文献

In the Philippines, Integrated Coastal Management (ICM) represents the dominant response to narratives of ecosystem decline. However, there are persistent challenges to implementation, manifested in continued resource degradation, questioning of the exercise of stakeholder involvement and rising resource conflicts. This paper examines the implementation process and how the assumptions embodied in the ICM regime meet the local reality in one group of islands in the Philippine archipelago. The evidence shows how the transformation towards a supposed equilibrium state of coastal ecosystems is undermined in the face of diverging stakeholder agendas. Expected actors are disempowered by the incoherence between the policy owners’ worldview and reality, paving the way for unethical influence from elite alliances. This is coupled with a deepening of the dominance of state, international development banks, foreign aid agencies, and NGOs in promoting their respective interests. In localities such as the Babuyan Islands, when assumptions of ICM collapse it has destructive consequences for fisherfolk and the coastal environment. We conclude that if ICM is to foster an effective and equitable correction of current unsustainable exploitation patterns, then there is a need to institute improved accountability mechanisms in the devolved governance system as well as taking seriously the espoused commitment to stakeholder involvement in determining the goals and assumptions of ICM.  相似文献

Human actions have altered the structure and function of coastal ecosystems worldwide. In many locations, the overall portfolio of goods, cultural amenities, and supporting services provided by the marine environment has deteriorated. Ecosystem-based management (EBM) offers significant promise for addressing these issues because it is a comprehensive and integrated approach designed to reconcile conflicts and trade-offs among users of marine resources. A key step in the implementation of EBM is the establishment of target reference levels, or desired states, for indicators that reflect the status of the ecosystem. This paper reviews five approaches, borrowed from a variety of disciplines, to establish target reference levels for EBM. The approaches include the use of existing reference levels, reference directions, and reference levels based on nonlinear functional relationships, baselines, or social norms. Each approach is particularly suitable for EBM because it can be used alone or in combination with others to contextualize status for a diverse suite of ecosystem goals influenced by a wide variety of human activities. Perhaps most importantly, these approaches offer a prospectus for moving forward with EBM by using readily available information, motivating existing scientific capacity, and addressing trade-offs implicit to the setting of targets. This last point is articulated via examples of how each type of reference level might be applied in Puget Sound, WA, USA, where the efforts of scientists, managers, and policy makers have aligned recently in the interest of EBM implementation.  相似文献

The nature of participation by fishing organizations in fisheries management in the Northeast US is changing. Evidence of this is the number of groups that are actively seeking opportunities for group governance of marine resources. This article explores emerging collaborative or co-management arrangements in this region (a process whereby decision-making is shared between federal/council level and fishery stakeholder groups) and the shift towards an ecosystem-based approach to the management of marine fisheries.This research suggests that it is an opportune time for the development of a regional policy in the Northeast that provides an enabling environment in support of decentralized governance of federally managed marine fisheries. It also suggests that these initiatives can play a key role in operationalizing ecosystem-based management.  相似文献

Non-indigenous species (NIS) can create significant risks when introduced to foreign ecosystems. One of the many vectors facilitating the global transport of NIS is ballast water, and as commercial shipping increases so does the threat of ballast water-mediated introductions. Despite Canadian regulations, consistent with international guidelines put forth by the International Maritime Organization in the early 1990s, ballast water remains a potential vector for the introduction of many NIS to Canadian marine ecosystems: there have been no new introductions in the Laurentian Great Lakes Region since 2006, yet marine ecosystems continue to see the introduction and establishment of NIS. This paper details and analyzes the development of Canadian ballast water management (BWM), in the context of marine ecosystems, and identifies issues therein. BWM in Canada has a number of management gaps that have persisted since large-scale BWM began in the late 1980s. These include BWM exemptions for vessels not exiting the North American continental shelf, and limitations of effectiveness of mid-ocean exchange as the predominant management method in marine ecosystems. In addition, ballast water regulations for the Canadian Arctic may require additional consideration as the Arctic will likely continue to see an increase in both warming and commercial shipping in the future, thereby increasing the potential risk of NIS. In order to adequately protect all Canadian marine ecosystems, it is recommended that the current BWM regime: fill gaps in management to help prevent further introduction and spread of NIS; focus equally on both marine and freshwater regions, and; look to other aggressive BWM strategies such as those being developed by the state of California.  相似文献

Public organizations involved in marine management are increasingly confronted with coordination challenges in marine governance. This study examines why and how the Norwegian Institute of Marine Research (IMR) reorganized its formal coordination structures between the areas of fisheries management and marine environmental management. The findings indicate that organizing efficient and, at the same time, legitimate coordination structures between different areas of marine governance is a “wicked” organizational problem with no ultimate and single optimal solution. In contrast to the assumptions of classical organization and management theory, the study finds that the reorganization of formal coordination structures is not necessarily driven for reasons of efficiency and perceived coordination problems. Instead, public marine management organizations also change their organizational structures to live up to external expectations to adopt modern management concepts, such as the Ecosystem Approach to Management (EAM). However, the study indicates that the adoption of the EAM has stimulated coordination and integration efforts in the research and advisory activities of the IMR.  相似文献

Worldwide, coastal environments are recognised as complex systems of immense biophysical, socioeconomic and cultural value. In South Africa, the promulgation of the Coastal White Paper in 2000, and the Integrated Coastal Management (ICM) Act of 2008, signalled a significant paradigm shift in coastal management and governance. This article reports on progress with ICM in South Africa from 1994 to the present time, and draws on information gathered from a comprehensive review of the published ICM literature, as well as various technical reports, an online survey, and information gleaned from participation in various meetings and workshops. Here, we review the enabling legal and institutional framework for ICM in South Africa, examine the various programmes, plans, strategies and guidelines developed to support implementation of the ICM Act, discuss institutional developments, and reflect on preconditions for effective and sustained ICM implementation. Despite significant progress, key challenges to implementing this progressive ICM agenda include lack of political support, inadequate institutional capacity, lack of human and financial resources, uncertainty regarding ICM functions across different spheres of government, conflicting policy frameworks, lack of clarity regarding the application of ICM provisions on private and communal land, limited civil-society involvement in decision-making, and persistence of state-centric approaches. Issues requiring urgent action are the establishment of a National Coastal Committee with broad representation, revitalisation of public interest in the coast, declaration of coastal public property and coastal access land, improved cooperation across relevant government agencies, allocation of funds for ICM, and greater commitment to a more deliberative and collaborative style of governance.  相似文献

This study examined how the United States’ largest marine resource management agency, the National Oceanic and Atmospheric Administration (NOAA), has begun to change its management strategy away from traditional marine resource management approaches towards an Ecosystem Approach to Management (EAM). Surveys were conducted with 57 NOAA scientists and resource managers in nine NOAA programs in 8 different geographic regions across the United States in 2005. A qualitative analysis examined the attitudes and experiences of participants with respect to implementing EAM and identified four major challenges to enhancing cooperation and understanding of EAM. We conclude with recommendations for concrete initiatives that future efforts in EAM that any management agency can undertake to facilitate further ecosystem management opportunities.  相似文献

Effectively reducing cumulative impacts on marine ecosystems requires co-evolution between science, policy and practice. Here, long-term social–ecological changes in the Baltic Sea are described, illustrating how the process of making the ecosystem approach operational in a large marine ecosystem can be stimulated. The existing multi-level governance institutions are specifically set up for dealing with individual sectors, but do not adequately support an operational application of the ecosystem approach. The review of ecosystem services in relation to regime shifts and resilience of the Baltic Sea sub-basins, and their driving forces, points to a number of challenges. There is however a movement towards a new governance regime. Bottom-up pilot initiatives can lead to a diffusion of innovation within the existing governance framework. Top-down, enabling EU legislation, can help stimulating innovations and re-organizing governance structures at drainage basin level to the Baltic Sea catchment as a whole. Experimentation and innovation at local to the regional levels is critical for a transition to ecosystem-based management. Establishing science-based learning platforms at sub-basin scales could facilitate this process.  相似文献

我国对海岛管理的研究主要集中在海岛管理立法研究、海岛开发利用研究与海岛生态保护研究3个层面。鉴于我国目前的海岛管理制度在法律、社会、经济和生态等多方面环境约束下存在一系列的问题,诸如法律法规的不完善、海岛居民异地搬迁管理制度不完善、无居民海岛的个人特许经营制度效用低下、海岛生态系统保护管理执法力度欠缺,综合现代社会发展前沿趋势,针对不同的环境约束提出优化我国海岛管理制度的建议和对策,包括完善海岛立法体系、完善岛民外迁政策、创新经济机制与加强过程监管并举等。海岛巨大的军事、生态、经济和科研价值使得对海岛管理制度的研究意义深远,为我国海岛的可持续发展提供更多动力。  相似文献
