基于DEA的中国特大城市资源效率及其变化

利用DEA、Malmquist指数模型方法,对1990-2006年中国特大城市要素资源效率及其变化进行了深入的研究.城市效率研究显示,特大城市平均效率一般,只有少数城市达到了效率最优.进一步的分类研究发现:①东、中部地区特大城市综合效率一般要高于西部地区,呈现出与我国区域经济格局相似的特征;②纯技术效率与城市规模成弱负相关关系,即城市规模越大,城市纯技术效率越低;③城市规模与规模效率成一定的正相关关系,即城市规模越大,规模效率越高.城市效率变化研究显示,1990-2006年特大城市效率呈现弱改善趋势,但技术退步和生产率下降明显.其中1990-2000年全都呈上升趋势,而2000-2006年全都呈下降趋势.进一步的分类研究显示:①城市综合效率和生产率变化趋势是,东部沿海地区有一定提高,中西部地区下降,其中,西部地区下降最明显.②不同规模城市的综合效率变化表现为,特大城市提高,超大城市和巨型城市下降;③不同规模城市的生产率都呈现下降趋势;④不同规模城市的规模效率都呈上升趋势,存在随特大城市规模的增大,城市规模效率提高的趋势呈现递减的现象.     

基于DEA模型的中国资源型城市效率及其变化

利用DEA模型和Malmquist生产率指数,对2000年和2008年我国24个典型资源型城市效率及其变化进行了深入研究。研究发现,资源型城市综合效率水平一般,只有少数城市达到了综合效率最优;规模效率是决定综合效率最优的主要因素,但作用有所下降。从城市效率的分类特征看,东北地区的资源型城市效率始终排在前列;人口规模与城市效率呈一定的正相关关系。资源型城市的综合效率变化呈弱改善趋势;技术变化指数和生产率变化指数均呈下降趋势。从城市效率变化的分类特征看,西部地区的城市综合效率提高最明显;除钢铁型城市外,不同资源类型的城市综合效率都有提高;中小城市的综合效率提高幅度大于大城市。     

中国城市市政基础设施投资效率及对经济增长的影响

城市市政公用基础设施的建设对经济的发展有着重要的影响,基础设施投入产出效率问题已经引起了众多学者的关注,因而对市政公用基础设施效率的研究具有重要的现实意义。利用DEA模型和Malmquist生产率指数,对2005-2014年中国290个城市市政设施的投入产出效率进行了评价并分析其对经济增长的影响。结果表明:(1)中国城市市政公用基础设施综合效率水平差异较大,且仅有少数城市达到了效率最优。城市市政基础设施的纯技术效率总体偏低并呈缓慢增加趋势。规模效率增长较快,且高于城市综合效率和纯技术效率,是综合效率最重要的决定因素。(2)东部地区城市基础设施综合效率、纯技术效率和规模效率均高于其他区域,呈现出由东部沿海向中西部地区递减的趋势,且与人口规模呈现正相关。(3)2005-2014年城市综合效率变化指数、技术变化效率指数、纯技术效率变化指数以及生产率变化指数呈增长趋势,且空间差异特征不显著。(4)城市全要素生产率在不同规模的城市中均有提升,且大城市的提高程度大于小城市,小城市大于中等城市。此外,通过多元线性回归模型发现城市基础设施效率的提高对经济增长有着积极的意义。     

基于DEA和主成分分析的中国城市代谢效率研究

城市代谢效率测度是城市可持续发展研究的重要方向。该文运用数据包络分析(DEA)和主成分分析法考察了2010年中国31个案例城市的代谢效率特征。研究结果显示,中国城市代谢系统效率的地域分异性显著,尤其是西部城市代谢系统的非DEA有效比例较高。这些非DEA有效城市在非可再生资源要素(钢材、原煤、焦炭等)投入、社会经济产出(人均GDP、城市化率等)、非期望产出(固体废弃物、废水和废气)方面有较大改善空间。     

2000年以来中国东部四大沿海城市群城市旅游业发展效率的综合测度与时空特征

以城市群地级以上城市为生产单元,采用传统DEA、Bootstrap-DEA纠偏和Malmquist指数模型测算和分析中国东部4 大沿海城市群城市旅游业发展效率与时空特征。结果表明：①由传统DEA模型测度的城市群城市旅游业综合效率及其分解效率值均要高于Bootstrap-DEA纠偏模型测度后的效率值,表明了传统模型测度存在明显高估倾向的问题。② 2000 年以来4 大城市群主要直辖市、省会城市和核心城市旅游业投入资源利用综合水平呈持续良好态势;同时,长三角和珠三角城市旅游业平均投入资源利用综合水平呈无效向良好转变,京津冀和山东半岛城市旅游业则呈无效向中等转变。③ 2000 年以来珠三角和长三角城市旅游业综合效率受纯技术效率的影响程度略强于规模效率,而京津冀和山东半岛城市旅游业则反之。④ 2000年以来4 大城市群大多数城市提高幅度大但趋于下降,珠三角和长三角主要直辖市、省会城市和核心城市全要素生产率变化提高幅度略高于京津冀和山东半岛;同时,珠三角、长三角、京津冀和山东半岛城市旅游业平均全要素生产率提高幅度呈依次下降态势。     

基于数据包络分析的长三角城市群土地利用效率及其变化研究

先利用数据包络分析对长三角城市群16个城市2009年和2010年土地利用效率及其分类进行分析,再利用Malmquist指数对16个城市2000年至2010年土地利用效率的变化及其分类情况进行考察。研究发现,长三角城市群土地利用技术效率一般,仅有少数城市达到DEA有效,规模效率是影响土地利用水平的主要因素。浙江土地利用技术效率要低于上海和江苏,技术效率与城市规模和城市行政级别的相关性均不明显。长三角城市群土地利用效率呈现出弱衰退的趋势,技术有所进步,但技术效率有所下降。除上海外,江苏、浙江的土地利用效率均有所下降;除直辖市外,副省级和地级城市的土地利用效率均有所下降;超大城市和特大城市土地利用效率均有所上升,而大城市和中等城市有所下降。     

广西边境民族地区旅游扶贫效率测度与时空演化分析

广西边境民族地区旅游扶贫是我国脱贫攻坚的重要组成部分。通过数据包络分析（DEA）测算广西边境民族地区2011—2017年的旅游扶贫效率,结合Malmquist指数进行跨期动态分析,并运用ArcGIS10.0进行时空演化特征分析。结果表明：1）广西边境民族地区旅游扶贫效率处于中等偏高水平,各县（市、区）旅游扶贫综合效率时空分布差异较大,主要受纯技术效率影响;2）广西边境民族地区整体旅游扶贫Malmquist指数总体处于逐步衰退的趋势,其中规模效率变化指数贡献最大,纯技术效率变化指数次之;3）从投入产出效率角度分析,广西边境民族地区旅游扶贫效率随时间的变化表现出空间集聚态势增强的趋势,聚集程度增加;4）旅游扶贫效率类型主要分为潜力型、发展型、成熟型和衰退型4种类型,少数县（市、区）旅游扶贫效果不明显。     

中国东部沿海城市密集区效率的时空差异与收敛性分析

基于SBM-DEA模型分析了东部沿海地区的辽中南、京津冀、山东半岛、长三角、海峡西岸、珠三角和北部湾城市密集区113个城市效率的空间差异,然后用Malmquist 指数揭示了城市效率的全要素生产率（Total factor productivity, TFP）的动态变化,并对其做了绝对收敛性分析。结果表明：（1）中国东部沿海7大城市密集区的城市效率普遍较低,存在较大的改进空间。有效率的城市只有北京市、上海市、深圳市、广州市和东莞市5个。各城市密集区中珠三角城市密集区效率最高,其次为京津冀城市密集区,其它依次为海峡西岸、北部湾、长三角、辽中南和山东半岛城市密集区。（2）7大城市密集区都存在投入要素冗余与产出不足。其中,资本和技术要素投入产出率较低,使用方式比较粗放;相对而言,人力和土地要素的投入产出的效率高,使用方式比较集约。各城市密集区投入冗余状况比较相近,而产出不足方面则差异较大。各城市密集区在总体经济效益和社会公众收益方面,仍有较大提升空间。（3）2003-2014年,中国东部沿海城市密集区城市效率的TFP整体上为上升趋势,技术进步对城市效率TFP提高的贡献更大。北部湾城市密集区尤其应重视生产技术水平的提高。（4）辽中南、长三角、海峡西岸和北部湾城市密集区同时存在σ收敛和绝对β收敛,存在俱乐部收敛现象。除京津冀和珠三角城市密集区外,其他城市密集区城市效率TFP差异会逐步自动消失。     

吉林省区域农地生产效率及其变动特征研究

利用DEA方法和Malmquist生产率指数模型方法对吉林省2001~2009年农地要素资源的投入生产效率及其变化特征进行了深入的研究,结果如下:①农地生产效率研究显示,2001~2009年吉林省农地生产综合技术效率相对较高,在未达到DEA有效的年份,规模效率对综合效率有着较大的影响;从区域特征上看,2001~2009年中部地区平均综合效率水平高于东西部地区,东西部地区平均综合效率水平相当;②农地生产效率变化研究显示,吉林省各地区2001~2009年相邻年份农地利用的综合效率变动相对较小,历年全要素生产率则在总体上保持了一定的增长趋势;2001~2009、2001~2005和2005~2009三组对比时间点的农地生产效率变化显示东中部地区的农地生产平均综合效率呈现下降趋势,西部地区综合效率呈增长趋势,东中西部地区的农业要素生产率均呈增长趋势,西部地区变化最为明显。     

全球超大城市空间扩张及分形特征研究

超大城市是全球经济、文化以及高科技产业发展的承载体和重要纽带,其形态结构特征和人口聚集效应是城市化影响的典型表现,然而当前对于全球超大城市形态特征及扩张模式的研究相对不足。基于2000—2020年全球城市土地利用/覆盖变化数据（GULUC-30）,利用城市扩张强度差异指数分析了超大城市用地的时空变化规律;而后运用面积—半径标度分析模型研究了超大城市的分形特征及扩张模式,最后基于城市用地面积和城市人口之间的线性关系评价城市用地效率。结果发现：① 2000—2020年东南亚和东亚的中国超大城市用地扩张最剧烈,城市用地面积分别扩张了3148.32 km²和5996.26 km²,城市扩张强度差异指数平均值大于3;② 2000—2020年超大城市的形态特征和扩张模式向着更加集约和紧凑的方向发展,径向维数平均值由1.54增加至1.56,分维差呈逐年减少趋势,城市内部结构一体化特征显著;③ 北美和欧洲的超大城市用地效率低,2020年城市用地面积与城市人口比值系数范围为0.89~4.11;南亚和非洲城市用地效率高,比值范围为0.23~0.87。超大城市空间扩张格局和形态变化的认识对于城市用地的集约利用和可持续发展具有重要参考价值。严格控制超大城市扩张规模,促进城市用地的均衡发展是建设韧性城市和实现城市地区可持续发展的必要条件。

Deserts and Aeolian Desertification in China: Book review and some thoughts

Desertification is a global phenomenon that affects about two billion people. It occurs in arid zones where the annual precipitation is below 400 mm, partic- ularly in the marginal areas of the world＇s largest deserts. It is a result of water and wind erosion, over- grazing, global warm-ing, improper soil cultivation, and increased pressure ot population growth, and it causes degradation of soil and natural and agricultural vegetation. The direct result is less food for people and livestock, which influences pop- ulation and animal husbandry fluctuations. Despite ef- forts to combat and reduce desertification, the affected areas are annually increasing.
