IPCC第五次评估报告(AR5)第二工作组(WGII)报告评估了气候变化对人类健康、人类安全、生计与贫困的影响,指出气候变化已经对人类健康和安全造成了负面影响,气候变化、气候变率和极端气候事件给城市和农村的贫困人口增添了额外的负担,与气候变化相关的风险增大。21世纪的气候变化,将继续加剧现有健康问题,增加人类的迁徙,放大冲突的驱动因素的影响,对许多国家的关键基础设施造成不利影响,给小岛国和有很长海岸线国家的领土完整带来风险;整个21世纪,气候变化将减缓经济增长,进一步威胁粮食安全,使减贫更为困难,贫困问题更加突出。  相似文献

通过分析IPCC第二工作组的5次评估报告对气候变化影响、适应的主要结论和方法的演进、原因以及对国际适应谈判和国家适应政策的影响,指出由于文献的迅速增加,影响评估方法和适应技术手段的不断成熟,以及思维的转变和意识的逐渐增强,IPCC进一步确认了气候变化已经并将继续对自然生态系统和人类社会产生广泛而深刻的影响;未来社会经济发展路径、适应和减缓行动以及风险治理将影响气候变化带来的风险。IPCC报告极大地推动了国际和各国适应气候变化科学研究和政策实践的进程。尽管中国各级各部门已逐渐将适应融入到相关政策中,但仍然存在认识、能力、体制机制等问题,需要进一步推进国家和各地的适应工作。  相似文献

全球气候变暖毋庸质疑。政府间气候变化专门委员会(IPCC)第五次评估报告(AR5)再次证实,全球气候持续变暖,由此引发风险越来越明确,而人类活动对全球气候变化影响的证据也越来越确凿。如何应对气候变化带来的不利影响是全人类共同的任务。中国作为人类命运共同体的一员,一直非常重视气候变化。2007年,国务院成立国家应对气候变化及节能减排工作领导小组,作为国家应对气候变化和节能减排工作的议事协调机构。自此,国家应对气候变化领导小组统一领导、国家发展和改革委员会归口管理、有关部门和地方分工负责、智库机构有力支撑、全社会广泛参与的应对气候变化管理体制和工作机制已经初步形成,并逐步将应对气候变化工作放入中国中长期发展战略中。随着对全球气候变化认知的深入,气候变化对中国中长期发展及战略部署的影响也越来越大,应对气候变化工作也将成为中国中长期发展必须考虑的一部分。应对气候变化是生态文明建设的重要一环,力推绿色低碳安全发展应是未来发展的必然之路。同时,对外需积极参与全球气候治理,对内更需加强科普宣传,提高全民意识。  相似文献

由于全球气候变化,气温升高导致的极端天气气候事件发生的频率和强度也随之加大。针对这一有关全球的发展问题,文章参考“气候变化对增长和发展的影响”(斯特思报告第2部分)、“应对气候变化的政策响应”(斯特恩报告第5部分)以及日本东京大学工程研究生院Yuzuru Matsuoka等人的“气候变化综合评估模式:亚太综合模式(AIM)”,提出了气候变化对人类基本生活要素的影响,预估了温室气体“常规商务”(BAU)排放情况下气候变化可能对全球社会经济产生的潜在影响,讨论了适当气候变化产生的成本与效益,简介了斯特恩报告中采用的基本评估模式和亚太综合评估模式。  相似文献

IPCC第六次评估报告(AR6)第一工作组报告提出了基于“产生影响的气候因子”(CID)的气候变化评估框架,以一组影响社会或生态系统的气候状态为基础进行气候变化评估。这个CID评估框架有7个类型,33个气候因子,每个因子可以针对被影响对象采用不同的评估指标。CID变化具有时间尺度差异性与不可逆性、突变性与临界点、凸现时间、复合性以及受影响主体依赖性等重要特征。基于CID的气候变化评估框架有助于更客观、中立、全面地评估气候变化给不同部门带来的影响和风险。  相似文献

IPCC评估报告对国际气候变化谈判进程有重要影响,目前正在陆续发布的第五次评估报告已明确作为气候变化新协议谈判的重要信息来源,对讨论2020年后应对气候变化国际合作机制的影响不容忽视。最先发布的第一工作组评估报告基于新的科学观测事实、更为完善的归因分析和气候系统模式模拟结果,进一步确认了气候变暖的事实,发现了人类活动与全球温升之间因果关系的新证据,以及温室气体累积排放与温升响应之间的定量联系。本文通过分析其中一些关键结论可能的政策含义,探讨了这些关键结论对目前国际气候变化谈判进程和新协议等相关问题的可能影响,探讨了科学信息在气候变化决策过程中的作用,以及如何更为科学地理解和利用这些重要结论。  相似文献

Flooding is the most costly natural hazard in Europe. Climatic and socioeconomic change are expected to further increase the amount of loss in the future. To counteract this development, policymaking, and adaptation planning need reliable large-scale risk assessments and an improved understanding of potential risk drivers.In this study, recent datasets for hazard and flood protection standards are combined with high resolution exposure projections and attributes of vulnerability derived from open data sources. The independent and combined influence of exposure change and climate scenarios rcp45 and rcp85 on fluvial flood risk are evaluated for three future periods centered around 2025, 2055 and 2085. Scenarios with improved and neglected private precaution are examined for their influence on flood risk using a probabilistic, multivariable flood loss model — BN-FLEMOps — to estimate fluvial flood losses for residential buildings in Europe.The results on NUTS-3 level reveal that urban centers and their surrounding regions are the hotspots of flood risk in Europe. Flood risk is projected to increase in the British Isles and Central Europe throughout the 21st century, while risk in many regions of Scandinavia and the Mediterranean will stagnate or decline. Under the combined effects of exposure change and climate scenarios rcp45, rcp85, fluvial flood risk in Europe is estimated to increase seven-fold and ten-fold respectively until the end of the century. Our results confirm the dominance of socioeconomic change over climate change on increasing risk. Improved private precautionary measures would reduce flood risk in Europe on an average by 15%. The quantification of future flood risk in Europe by integrating climate, socioeconomic and private precaution scenarios provides an overview of risk drivers, trends, and hotspots. This large-scale comprehensive assessment at a regional level resolution is valuable for multi-scale risk-based adaptation planning.  相似文献

Smallholder farming is among the most vulnerable sectors due to its great social and economic sensitivity. Despite future climate change, current climate variability is already an issue of concern that justifies adaptation efforts. In Brazil, the Semi-Arid Region is a climate hotspot, well known for both historic socioeconomic setbacks, and agriculture failures caused by dry spells and severe droughts. In 2010, the Brazilian government enacted the National Policy on Climate Change, which states as one of its key goals the identification of vulnerabilities and the adoption of adequate measures of adaptation to climate change. The improvement of vulnerability assessment tools is a response to the growing demand of decision makers for regular information and indicators with high spatial and temporal resolution. This article aims at undertaking a comparative assessment of smallholder farming’s vulnerability to droughts. An integrated assessment system has been developed and applied to seven municipalities located in the Brazilian Semi-Arid Region (within the State of Ceará). Results show regional vulnerability contrasts driven by institutional and socioeconomic factors, beyond climatic stressors.  相似文献

Damages from weather related disasters are projected to increase, due to a combination of increasing exposure of people and assets, and expected changes in the global climate. Only few studies have assessed in detail the potential range of losses in the future and the factors contributing to the projected increase. Here we estimate future potential damage from river flooding, and analyse the relative role of land-use, asset value increase and climate change on these losses, for a case study area in The Netherlands. Projections of future socioeconomic change (land-use change and increase in the value of assets) are used in combination with flood scenarios, projections of flooding probabilities, and a simple damage model. It is found that due to socioeconomic change, annual expected losses may increase by between 35 and 172% by the year 2040, compared to the baseline situation in the year 2000. If no additional measures are taken to reduce flood probabilities or consequences, climate change may lead to an increase in expected losses of between 46 and 201%. A combination of climate and socioeconomic change may increase expected losses by between 96 and 719%. Asset value increase has a large role, as it may lead to a doubling of losses. The use of single loss estimates may lead to underestimation of the impact of extremely high losses. We therefore also present loss–probability curves for future risks, in order to assess the increase of the most extreme potential loss events. Our approach thus allows a more detailed and comprehensive assessment than previous studies that could also be applied in other study areas to generate flood risk projections. Adaptation through flood prevention measures according to currently planned strategies would counterbalance the increase in expected annual losses due to climate change under all scenarios.  相似文献

The new scenario framework facilitates the coupling of multiple socioeconomic reference pathways with climate model products using the representative concentration pathways. This will allow for improved assessment of climate impacts, adaptation and mitigation. Assumptions about climate policy play a major role in linking socioeconomic futures with forcing and climate outcomes. The paper presents the concept of shared climate policy assumptions as an important element of the new scenario framework. Shared climate policy assumptions capture key policy attributes such as the goals, instruments and obstacles of mitigation and adaptation measures, and introduce an important additional dimension to the scenario matrix architecture. They can be used to improve the comparability of scenarios in the scenario matrix. Shared climate policy assumptions should be designed to be policy relevant, and as a set to be broad enough to allow a comprehensive exploration of the climate change scenario space.  相似文献

The assessment of potential impacts of climate change is progressing from taxonomies and enumeration of the magnitude of potential direct effects on individuals, societies, species, and ecosystems according to a limited number of metrics toward a more integrated approach that also encompasses the vast range of human response to experience and risk. Recent advances are both conceptual and methodological, and include analysis of some consequences of climate change that were heretofore intractable. In this article, I review a selection of these developments and represent them through a handful of illustrative cases. A key characteristic of the emerging areas of interest is a focus on understanding how human responses to direct impacts of climate change may cause important indirect and sometimes distant impacts. This realization underscores the need to develop integrated approaches for assessing and modeling impacts in an evolving socioeconomic and policy context.  相似文献

Climate change views have their socioeconomic foundations but also specific geographies. In merging these perspectives, this analysis uses ESS Round 8 data from 23 European countries to examine whether climate change scepticism and concern, pro-environmental personal norm and a willingness to engage in energy-saving behaviour exhibit, first, urban–rural and/or regional differences, and second, if these attitudes can be explained at individual level by socioeconomic position and wellbeing resources. We find that climate change scepticism and concern do exhibit urban–rural differences, where living in a country village is associated with greater climate scepticism and lower concern compared to living in a big city. Also, higher climate change concern and pro-environmental norms are associated with living in a region with constant population growth. These geographical differences are independent of individual-level socioeconomic attributes as well as one’s political orientation. Additionally, the results show that both climate change attitudes and reporting energy-saving behaviour are strongly stratified by level of education and reveal that those in lower income deciles feel less pro-environmental norm but nonetheless report greater engagement with energy-saving behaviour. In sum, the results highlight that climate change mitigation is not a uniform project either spatially or within certain socioeconomic strata. Hence, our results suggest that socioeconomic disadvantage (belonging to the lowest education and income levels) and spatial marginalisation (living in more rural surroundings and declining regions) should be better acknowledged when reworking climate change and environmental policies in the EU.  相似文献
