摘    要:由于我国各类灾害频繁发生, 防灾减灾迫切需要建立一个覆盖全国、 畅通有效的灾害预警信息综合发布平台。通过分析对比国内外有关灾害预警信息编码, 设计适合我国国情, 并与国际通用警报协议接轨的灾害预警平台多源信息多层次精细化编码系统, 有效地解决预警信息的地理编码、 信息编码和共享规范问题, 为我国建立覆盖全国、 畅通有效的灾害预警信息综合发布平台提供技术支撑。

Abstract:China is one of the countries that suffer the most natural disasters. In order to reduce and prevent the losses,an authority and various channels of communication to accurately and promptly release disaster information among society and citizens have become an urgent need. Based on study and analysis of the encoding technology of the Emergency Alert System of the United States SAME (Specific Area Message Encoding),Chinese national emergency platform system information resource classification and coding norms,China Meteorological Bureau alert message encoding specification,and CAP(common alerting protocols)of Organization for the Advancement of Structured Information Standards,this paper designs our nation′s multi-source,multi-level and subtle encoding system and provides a powerful platform for the establishment of an nationwide and effective alert dissemination system.
