国内外海洋捕捞总量增长因素比较分析

摘要:
为了控制过度捕捞现象,防止海洋渔业资源不断衰退,中国农业部在2016年12月底发布的《全国渔业发展第十三个五年规划》中提出一系列以控制海洋捕捞总量为核心的制度。在此背景下文章从生产因素、政策因素、科技因素、产业结构因素等多层面,对影响国内外海洋捕捞总量增长因素的研究成果以及与该领域相关的研究方法进行归纳综述;通过国内外比较分析发现影响海洋捕捞总量增长的主要因素有渔船数量、功率以及作业方式、渔民数量、资源存量、渔业政策、科技等;研究方法对比分析发现,全要素生产率分析法是该领域最科学的研究方法。

Comparative Analysis of the Growth Factors of Total Marine Capture at Home and Abroad

Abstract:
In order to control over-fishing and prevent the declining of marine fishery resources,the Ministry of Agriculture of the People’s Republic of China proposed a series of “Thirteenth Five-Year Plan for Fisheries Development” published at the end of December 2016,which proposed a series of measures to control the total amount of marine fishing system.In this context,the paper summarized the research results of the factors affecting the growth of total marine fishing at home and abroad,as well as research methods related to the field,from the perspectives of production factors,policy factors,science and technology factors,and industrial structure factors.Comparative analysis found that the main factors influencing the growth of total marine fishing were the number,power and operation methods of fishing vessels,the number of fishermen,resource stocks,fishery policies,science and technology,etc..Comparative analysis of research methods found that TFP analysis method was the most scientific research in this field.
