探索海洋公共治理的模式创新——评《区域海洋公共治理理论与实践研究》

摘要:
浙江海洋大学全永波教授团队凝聚10年来对区域海洋公共治理的新问题、新情况进行了深入研究,撰写出版了《区域海洋公共治理理论与实践研究》(海洋出版社有限公司2022年10月出版)。本著作基于公共治理理论和区域治理理论,融合了政治学、管理学、法学、经济学等学科开展研究,立足把区域海洋公共治理视作建设海洋强国的全局性、战略性、关键性构成,在海洋治理的“现代化”语境下,以“公共治理”为切入点,系统开展了区域海洋公共治理的理论基础研究,在分析现有区域海洋公共治理多重范畴基础上开展国际比较和国内现状研究,着力探索构建多层级区域海洋共治体系,以推进建设海洋强国为根本,从理论基础、模式建构和机制优化等方面探索区域海洋公共治理模式的科学性、可行性的路径。

Abstract:
Professor Quan Yongbo of Zhejiang Ocean University has conducted an in-depth study on the new problems and new situations of regional ocean public governance in the past 10 years, he wrote and published a study on the theory and practice of regional ocean public governance (Ocean Press, October 2022) . Based on the theories of public and regional governance, this book is a blend of political science, management, law, economics and other disciplines, based on the view that regional ocean public governance is the overall, strategic and key component of building a strong ocean country, and in the context of“Modernization” of ocean governance, taking“Public governance” as the starting point, systematic research on the theoretical basis of regional marine public governance, international comparison and domestic status studies based on an analysis of the multiple dimensions of existing regional marine public governance, we will explore the establishment of a multi-level regional maritime governance system, taking the building of a strong maritime country as a fundamental step, this paper explores the scientific and feasible approaches of regional ocean public governance model from the aspects of theoretical basis, model construction and mechanism optimization.
